The consultant will conduct a Gender Programmatic Review to assess the integration and effectiveness of gender across UNICEF Morocco's programme portfolio and partnerships, focusing on the Beni Mellal-Khenifra region. The review aims to generate strategic and evidence-based options to strengthen gender equality and inform the UNICEF Morocco Gender Action Plan 2026-2027.

Responsibilities

  • Conduct a Gender Programmatic Review assessing current positioning, integration and effectiveness of gender across UNICEF Morocco's programme portfolio and partnerships.
  • Analyze how gender equality is articulated within the Country Programme Document results framework and mid-term review findings.
  • Identify areas of progress and areas requiring strengthening in gender equality programming.
  • Map gaps, opportunities, and stakeholder roles across sectors including UN agencies, government and civil society.
  • Generate strategic and evidence-based options for UNICEF to reinforce its comparative advantage in gender equality nationally and within the UN system.
  • Articulate opportunities for gender mainstreaming to drive cross-sector transformation and embed gender responsiveness across programmes, operations and partnerships.
  • Identify flagship sectoral gender initiatives to address disparities and accelerate results in health, education, social protection, child protection and other priority areas.
  • Inform the UNICEF Morocco Gender Action Plan 2026-2027 and contribute to the development of the next Country Programme Document.
  • Equip UNICEF Morocco with clear pathways for strategic positioning, programmatic enhancement and resource mobilization to advance gender equality at scale.

Requirements

  • Masters degree in gender studies, social sciences, international development or any other relevant field.
  • At least 8 years of progressively responsible experience in gender equality and strategic advisory roles, including demonstrated experience providing high-level guidance to inform programme design, policy development, and organizational decision-making.
  • Substantive and programmatic expertise in gender issues, with an understanding of broader systems thinking in terms of social change.
  • Strong skills in supporting countries on gender analysis, assessments and reviews.
  • Demonstrated experience in using gender-related evidence for shaping and implementing programmes.
  • Strong analytical skills in gender programme design and assessment, ideally at the national level.
  • Excellent written and verbal communication skills, with strong interpersonal and presentation skills.
  • Fluency in English and working proficiency in French required.
  • In-country experience is desirable.
  • Some prior experience with UNICEF or UN agency programme planning is desirable.
