National Consultant for CRC Report Preparation and Coordination

The consultant will support the Ministry of Labour and Social Protection in the preparation, coordination, and finalization of the combined sixth and seventh periodic report of the Republic of Moldova to the United Nations Committee on the Rights of the Child, responding to the List of Issues Prior to Reporting (LOIPR). The role involves working remotely for a duration of 6 months.

Responsibilities

• Support the Ministry of Labour and Social Protection in preparation, coordination and finalization of the combined sixth and seventh periodic report of the Republic of Moldova to the United Nations Committee on the Rights of the Child.
• Respond to the List of Issues Prior to Reporting (LOIPR) transmitted by the Committee.
• Ensure national coordination of the implementation of the Convention on the Rights of the Child in accordance with Law No. 140 of 14 June 2013 on the special protection of children at risk and children separated from their parents.

Requirements

• Advanced university degree (Master's or higher) in law, human rights, public policy, social sciences, international relations or another related field.
• At least 5-7 years of progressively responsible experience in human rights, child protection, social policy and/or public sector policy development, monitoring, or evaluation.
• Demonstrated experience in analysis of legislation, policies, and programmes related to children's rights.
• Experience working with government institutions and inter-ministerial processes.
• Strong knowledge of child rights, human rights reporting processes and relevant national and international policy frameworks.
• Solid analytical and drafting skills.
• Excellent writing skills in Romanian and working knowledge of English.
• Desirable: Preparation and/or contribution to reports for international human rights mechanisms, focusing on the CRC or other UN treaty bodies.
