The NGO Coordination and Analysis Officer (Consultancy) will provide high-level coordination, analytical and policy support to the Resident Coordinator Office and UN Country Team in Libya. The role focuses on advancing NGO coordination and engagement in development processes, leading context analysis, and supporting local coordination and evidence use to inform UNCT decision-making and strategic planning.

Responsibilities

  • Coordinate day-to-day engagement with INGOs to ensure their meaningful, institutionalized participation in UN-led development fora and area-based coordination.
  • Facilitate coherent UN–INGO dialogue with municipal and national counterparts, ensuring community perspectives inform local development plans and broader UNCT priorities.
  • Support the transition of NGO engagement from humanitarian delivery to development-focused planning, governance, and policy discussions.
  • Lead the transformation and management of the former Access Working Group into a Context Analysis Group (CAG) that synthesizes political, security, social and economic insights.
  • Produce regular context briefs, trend analyses and risk updates for the UNCT, area-based teams, and municipal authorities to inform CCA updates, UNSDCF implementation and adaptive management.
  • Consolidate inputs from INGOs, municipal councils and UN actors to generate integrated, field-grounded analysis supporting decision-making.
  • Maintain strong information flows between field partners, authorities, and the UN, ensuring emerging risks, access dynamics, and opportunities are captured promptly.
  • Serve as a liaison between INGOs, UN agencies and municipal councils to ensure coordinated, inclusive and conflict-sensitive planning at local level.
  • Ensure NGO-generated evidence, community feedback and vetted datasets are responsibly incorporated into municipal planning and UN coordination processes.
  • Maintain a knowledge repository and produce focused analytical products that strengthen situational awareness and support DSRSG/RC, UNCT and RCO engagement.

Requirements

  • Advanced university degree (Master's degree or equivalent degree) in public administration, sustainable development, social sciences, communications, civil engineering or related area is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of certification in data analytics, business analytics or data science programs is an advantage.
  • A minimum of two (2) years of experience with demonstrated experience in humanitarian and coordination roles is required.
  • Strong Communication Skills including clear written and verbal communication.
  • Ability to draft briefs, reports, and official correspondence.
  • Professional interaction with senior stakeholders.
  • Analytical & Critical Thinking skills including ability to analyze complex information, identify trends, gaps, and risks, and translate data into actionable insights.
  • Professional experience with the United Nations is desirable.
  • Fluency in both Arabic and English (written and spoken) is required.
