See your match score & applyThe Finance Analyst plays a strategic role in the application of IPSAS, ensuring the integrity of UNDP's financial data, leading preparation of financial statements and statutory reports, monitoring corporate oversight responsibilities, and overseeing financial transactions related to UNDP's Agency Services. The role involves collaboration across units and requires expertise in financial reporting, data integrity, and audit processes.
Responsibilities
- Ensure data integrity over the General Ledger and related modules and proper functioning of interface controls.
- Support data elements required for preparation of UNDP and other IPSAS compliant financial statements.
- Support data integrity elements in corporate analysis including GL reconciliations and responding to management and external auditor queries.
- Maintain master data on select data segments.
- Ensure all finance-related submodules to general ledger reconciliations are completed and differences addressed.
- Ensure no pending journals from all source modules including unposted cash accounts affecting monthly reconciliations.
- Review subledger exception reports and clear errors or invalid items prior to period closure.
- Collaborate with GSSC AP team to validate pending and unpaid invoices and follow up on instalment on hold items.
- Monitor cash accounts processed by country offices or GSSC.
- Monitor Trial Balance dashboards to identify data errors and collaborate for clearance.
- Develop and enforce protocols for communication relating to data integrity issues.
- Design and own data integrity policies, procedures and processes, keeping them updated.
- Collaborate with OFM Business Analytic team for data mining and automation of business processes.
- Explore preventive and detective measures to ensure strong data integrity and proper interface controls.
- Support preparation of financial statements applying IPSAS standards and exercise professional judgement.
- Coordinate data collection and preparation of non-financial sections of notes to financial statements.
- Support GL reconciliations and perform monthly/quarterly analysis of balance sheet accounts.
- Develop and maintain internal control over data integrity linked to IPSAS financial statements production.
- Responsible for yearly contingent liability certification.
- Prepare quarterly cash report overview for senior management.
- Monitor and collaborate on long outstanding receipts and settlement issues.
- Conduct quarterly expense cut-off and receipt accrual certification exercises.
- Prepare quarterly expense testing reports for senior management.
- Explore preventive and detective measures to reduce financial risk within Quantum configuration limitations.
- Ensure periodic statutory financial closure processes are performed timely and efficiently.
- Coordinate master data maintenance including account code and fund code creation and review.
- Review and approve/reject account restriction requests.
- Update GL account glossary and perform housekeeping of master data under FPMR ownership.
- Supervise and manage Financial Accounts Analyst.
Requirements
- A professional accounting qualification from an internationally accredited institute of accountancy is required.
- A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience or an Advanced (Masters) University Degree in Finance and/or Accounting is required.
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of practical experience in preparing financial statements and analyzing balance sheet accounts at national and international levels is required.
- Familiar with the complexity of client relationships among international organisations, national governments and civil society is an asset.
- Experience with ERP financials, preferably Oracle is desired.
- Experience of conforming to IPSAS/IFRS and full accruals accounting conventions is required.
- Audit experience is desirable.
- Fluency in English is required.
- Fluency in the national language (Bahasa Malaysia) of the duty station is required.
- Working knowledge of another UN language is an advantage, particularly Spanish or French
