The Programme Officer supports business support organizations (BSOs) and related ecosystems in developing countries and economies in transition by providing expertise in organizational excellence and sustainability. The role involves project implementation, organizational assessments, capacity building, research, strategy development, and coordination of budget and funding activities within the Institutions and Ecosystems Section of ITC.

Responsibilities

  • Participates in the adaptation, implementation and evaluation of assigned programmes/projects, including in the framework of consortia; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; applies ITC methodologies to identify problems and issues to be addressed for business support organizations and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by carrying out organizational assessments and ecosystem mappings, planning and conducting workshops, including coaching and other activities in support of organizational excellence and sustainability.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in strategy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. mission and event reports, assessment reports, ecosystem mappings, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Takes responsibility for developing and supporting BSO networks and ecosystems, including identifying and sharing good practice.
  • Contributes to the overall work by ITC in the area of sustainability to contribute to global climate and environmental goals.
  • Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field such as organizational development or international relations.
  • A first-level university degree in the above subjects in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of five years (seven years with a first level degree) of experience in project or programme management, administration or related area is required.
  • Experience advising public and private sector economic actors involved in trade promotion and business support in a diverse global context is desirable.
  • Experience delivering missions or events related to trade promotion or the work of business support organizations is desirable.
  • Experience working with developing and transition economies is desirable.
  • English, French, and Spanish at UN Level III proficiency in reading, writing, listening, and speaking.
