The Evaluation Consultant will manage the terminal evaluation of the UNEP REDD+ project, including data collection, analysis, and report writing. The role involves conducting desk reviews, interviews, field visits, and preparing evaluation reports under the supervision of the Evaluation Manager.
Responsibilities
- Manage the overall evaluation and timely provision of outputs, data collection, analysis, and report-writing.
- Conduct inception phase activities including desk review, interviews, drafting Theory of Change, evaluation framework, and inception report.
- Conduct data collection and analysis including further desk reviews, interviews, evaluation missions to selected countries, case studies, and reporting progress to Evaluation Manager.
- Prepare the main evaluation report, respond to comments, and prepare summary of key findings and lessons.
- Maintain positive relationships with evaluation stakeholders ensuring participatory and independent evaluation process.
- Communicate timely with Evaluation Manager on issues requiring attention and intervention.
Requirements
- Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required.
- A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
- A minimum of seven years (7) years of technical and/or evaluation experience preferably including evaluating large, regional or global programmes, multilateral framework programmes/projects and using a Theory of Change approach is required.
- A good/broad understanding and technical experience of climate change is required.
- Knowledge of the UN system and specifically the work of UNEP is desirable.
- Fluency in English is required.
- Knowledge of Spanish is desirable.
