The Human Resources Officer provides administrative support across staff administration and HR operations within the Common Administrative Platform at United Nations Headquarters. The role includes overseeing HR service delivery, onboarding, administration of entitlements and benefits, workforce planning, and staff separation support, ensuring compliance with UN policies and regulations.
Responsibilities
- Supervise and guide a team of HR Partners and Human Resources Assistants to ensure high-quality, consistent HR services.
- Oversee all HR administrative transactions, including personnel actions, contract administration, and maintenance of staffing tables.
- Provide authoritative advice to managers and staff on HR policies, rules, regulations, and procedures.
- Remain abreast of developments and best practices in human resources management.
- Review recruitment requests and coordinate the onboarding of new staff members.
- Determine staff entitlements at initial appointment, including endorsement of grade, level, and step for offers of appointment and recommend corrective actions or procedural improvements as needed.
- Review, approve, and sign job offers and letters of appointment.
- Review and approve staff requests for entitlements and benefits, including dependency benefits, education grant, rental subsidy, and language allowances.
- Administer and provide guidance on salary-related matters, travel entitlements, social security, and other benefits.
- Determine and recommend benefits and entitlements based on contractual status.
- Compile, analyze, and interpret HR data to support workforce planning and decision-making.
- Support the review of operational priorities, coordinates work distribution and timely completion of monitoring activities.
- Supervises HR Assistants/Partners in processing all HR administrative transactions.
- Maintains and ensures accuracy of staffing tables and related HR records.
- Advise on the interpretation and application of HR policies, regulations, and rules, including review of exceptions.
- Contribute to the development and maintenance of HR dashboards providing real-time insights into key HR processes, including onboarding, separation, entitlements, benefits administration, and compliance metrics.
- Prepare special reports, data models, and key performance indicators (KPIs) for monitoring HR performance and trends.
- Coordinate entitlement monitoring exercises in line with the section’s work plan.
- Advise and counsel staff on rights, responsibilities, code of conduct, and work-related challenges as required.
- Assess training needs and design, develop, and deliver learning programs for HR Partners and related staff.
- Lead or participate in HR special projects and continuous improvement initiatives.
- Review cases involving staff child support obligations and related administrative actions.
- Support internal and external audits and respond to audit queries.
- Maintain HR statistics and prepare reports related to staff entitlements and benefits.
- Assist in drafting policy papers, position papers, and briefing notes related to HR management.
- Review existing policies and procedures and recommend updates or changes as required.
- Perform other duties as required.
Requirements
- Advanced university degree (Master's degree or equivalent) in public or business administration, human resources management or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced degree.
- Certificate in data management and data analytics is desirable.
- A minimum of five (5) years of progressively responsible experience in human resources management, administration is required.
- Experience in the administration of a broad range of entitlements and benefits using ERP systems such as Umoja (SAP) or similar is required.
- Experience supervising a medium size team is required.
- Experience in analysis, modeling, reporting and interpretation of data in support of decision-making is desirable.
- Experience with the United Nations System or similar international Organizations is desirable.
- English language proficiency at UN Level II in reading, writing, listening and speaking.
