See your match score & applyThe Human Resources Assistant supports quality assurance activities and manages various HR business processes including payroll, leave, entitlements, contract extensions, separations, and final payments for civilian staff, non-staff and uniformed personnel at the Regional Service Centre in Entebbe. The role involves administering entitlements and benefits, providing guidance on HR policies, and assisting in the implementation of HR strategies and processes using Umoja HR systems.
Responsibilities
- Support quality assurance activities by reviewing outputs, tracking feedback, flagging errors, compiling inputs for reports, and following up on issues identified during reviews.
- Assist in managing the Service Line in business processes related to payroll, leave, entitlements, contract extensions, separations and final payments for civilian staff, non-staff and uniformed personnel.
- Review processes related to on-boarding, travel arrangements, payment of settling-in grants, check-in, check-out and separation activities, and installation and repatriation of recognized dependents.
- Monitor and evaluate effectiveness of guidelines, staff rules, HR rules and regulations, practices and procedures, and make recommendations.
- Administer end to end entitlements and benefits of International staff members efficiently and timely.
- Provide guidance and advice to internal and external clients on Benefits and Entitlements, Staff Rules and Regulations and HR guidelines.
- Review requests for entitlements and claims, handle non-routine and complex cases, undertaking research if necessary.
- Assist with administration and certification on processing of benefits and entitlements in compliance with Rules and Financial framework.
- Engage in comprehensive HR strategy including benefits and entitlements management.
- Make inputs to design and development of delivery processes.
- Review HR Administration of Benefits and Entitlements in UMOJA in line with delegation of authority, maintain UMOJA entitlements and HR local contracts and administration roles.
- Assist in review and processing of data pertaining to conditions of service.
- Review and resolve queries escalated in iNeed UMOJA.
Requirements
- High school diploma or equivalent is required.
- Additional qualification or certification in human resources is desirable.
- A minimum of seven (7) years of experience in human resources management, administrative services or related area is required.
- The minimum years of relevant experience is reduced to five (5) for candidates who possess a first level degree or higher.
- Experience in administration of a broad range of entitlements and benefits using Human Resources Systems Applications and Products (SAP) or Enterprise Resource Planning (ERP) software, e.g. Umoja or similar, is required.
- Experience in application of United Nations or similar international organization’s Staff Rules and Regulations in an operational environment is required.
- Experience in a shared service center is desirable.
- Knowledge of Human Resources policies, practices and procedures, and ability to apply them in an organizational setting.
- Solid knowledge of SAP and Umoja.
- Ability to identify issues, formulate opinions, draw conclusions and recommendations.
- Professionalism and conscientiousness in meeting commitments and deadlines.
- Motivated by professional concerns and persistence in difficult situations.
- Ability to incorporate gender perspectives and ensure equal participation of women and men.
- Planning and organizing skills including developing clear goals, identifying priorities, allocating resources, and monitoring plans.

- English language proficiency at UN Level III is required.
- French language proficiency at UN Level I is desirable.
