The Expert Pharmacien provides remote technical support to UNOPS CAMCO teams involved in health projects and pharmaceutical procurement. The role advises on product selection, quality requirements, storage conditions, shelf life, cold chain, regulatory aspects, and supply chain risks to strengthen public health systems.

Responsibilities

  • Provide technical advice on pharmaceutical products and supply chains to project teams.
  • Prepare and review technical specifications and terms of reference for medicines, health products, storage equipment, cold chain equipment, quality assurance services, warehouse assessments, distribution services and pharmaceutical supply chain studies.
  • Support procurement, technical evaluation and quality assurance processes including evaluation of pharmaceutical bids, review of product documents, verification of quality compliance, analysis of technical submissions and acceptance or quality assurance processes.
  • Contribute to project proposals and technical documents related to the pharmaceutical sector.

Requirements

  • Bachelor (or equivalent) degree in pharmacy, pharmaceutical sciences, pharmacology, public health, health supply chain management, regulatory affairs with at least 7 years of relevant professional experience is required or a Master's degree (or equivalent) in one of the aforementioned fields with at least 5 years of relevant professional experience may be accepted instead of a Master's degree.
  • Professional registration as a pharmacist in the Democratic Republic of Congo is required.
  • At least 7 years of relevant experience with a Bachelor's degree, or 5 years with a Master's degree in pharmaceutical procurement, pharmaceutical supply chains, quality assurance, regulatory compliance, public health programs or donor-funded health projects.
  • 5 years of experience preparing documents for procurement processes is required.
  • Experience with international procurement of medicines, national regulatory authorities, cold chain, storage and distribution is highly desirable.
  • 5 years of experience in donor-funded projects, multilateral banks or United Nations organizations is highly desirable.
  • 5 years of work experience in Central Africa, Democratic Republic of Congo or fragile and logistically complex contexts is a strong asset.
  • Good knowledge of essential medicines, health products, medical consumables and pharmaceutical quality requirements.
  • Mastery of technical specifications for medicines, pharmaceutical products, storage equipment, cold chain and distribution services.
  • Knowledge of good practices for storage, distribution, stock management and quality assurance of pharmaceutical products.
  • Ability to analyze product dossiers, quality certificates, shelf life, storage conditions, regulatory requirements and compliance documents.
  • Ability to assess risks related to quality, safety, supply chain, regulation and supply continuity.
  • Experience supporting pharmaceutical procurement in donor-funded projects.
  • Ability to contribute to project documents, technical notes, terms of reference, evaluation criteria and quality assurance reports.
  • Fluent in French (required).
  • Fluent in English (desirable).
