The Finance Manager will provide managerial and technical support to the Deputy Director Finance for the Play Matters project in South Sudan. Responsibilities include managing project financial management, budgeting, treasury functions, audits, financial reporting, and ensuring compliance with donor and IRC policies.

Responsibilities

  • Monitor project budget and monthly spending plan/forecasts in coordination with program and operation team.
  • Prepare project cash projection and ensure liquidity for smooth implementation.
  • Support budget realignments and request donor approval timely.
  • Ensure project spending aligns with approved budget and monitor spending timely.
  • Prepare monthly budget vs actual reports and discuss with project teams and management.
  • Provide variance analysis and justifications monthly.
  • Monitor financial transactions and ensure compliance with donor and IRC policies.
  • Ensure transactions are supported by complete and approved documentation.
  • Prepare quarterly financial reports for internal review and donor submission.
  • Establish sound project budget, financial management and reporting systems.
  • Enforce donor policies and procedures across projects.
  • Work with operation and program teams to assess spending alignment with work plans.
  • Report suspected fraud or misuse of funds to management.
  • Address donor requests related to budget, reporting, realignment and audit.
  • Supervise preparation and revision of project budgets and proposals.
  • Work with program staff on grant budgets and proposals ensuring coverage of costs.
  • Provide financial analysis to support informed decision making.
  • Maintain updated project codes and budgets in integra and Power BI.
  • Collect project indicator and donor requirement information for reports.
  • Prepare donor and internal report formats and ensure correct formatting.
  • Participate in project implementation meetings.
  • Write and edit reports conforming to donor and IRC standards.
  • Conduct financial verification of assigned partners.
  • Maintain updated partner budgets in ERP.
  • Review partner payments and ensure timely disbursements.
  • Review partner financial reports and maintain updated balances in ERP.
  • Develop partner capacity on budgeting, financial management, internal controls, reporting and audit.
  • Participate in finance and compliance orientation sessions for partners.
  • Ensure audit planning and execution on time.
  • Respond to audit observations and findings.
  • Participate in grant/contract document verifications.
  • Maintain updated finance and budget records and upload to server/box.
  • Process project related payments from integra.
  • Ensure adherence to IRC and donor budgeting/grant policies and procedures.
  • Inform Deputy Director Finance of potential policy violations.
  • Ensure no negative audit observations related to budgeting and grant management.
  • Develop and implement corrective action plans for audit findings.
  • Ensure budgeting practices comply with IRC, donor, and South Sudan government regulations.
  • Ensure government commitments including tax payments are done on time.
  • Participate in month end closing and update project payments and transactions.
  • Assist in closing books on time per IRC policies.
  • Provide training and support to program and operational staff on budgeting and grant management.
  • Identify training needs and lead refresher training programs for staff.
  • Monitor staff competencies post-training and provide feedback.
  • Maintain cooperative relations with other departments.
  • Seek training opportunities to enhance professional knowledge of budgeting staff.
  • Ensure completeness of grants financial documentation.
  • Assist Deputy Director Finance with audits.
  • Assist in month end and year end closing.
  • Perform other duties as requested by Deputy Director Finance.

Requirements

  • Bachelor’s degree in accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting (CPA or equivalent certification would be preferred).
  • Minimum of three (3) years of accounting experience and one (1) year direct supervisory experience.
  • Experienced with various PC and financial related software (spreadsheets, accounting packages).
  • Must be able to function comfortably in a complex work environment.
  • Able to communicate effectively (written and verbal) in English with all staff.
  • Comfortable making decisions.
  • Strong supervisory, time management and interpersonal skills.
  • Possess leadership qualities and willing to exercise initiative.
  • Willingness to participate and contribute as a team member, under challenging working and living conditions.
  • Able to work well in a team and to undertake assigned tasks independently.
  • IRC experience in budgeting, reporting and closing is highly desirable.
