The consultant will conduct a feasibility study on skills mobility partnerships in Côte d’Ivoire to support the operationalization of regular migration pathways based on skills for Ivorian nationals. The study includes mapping regular migration pathways, identifying priority migration corridors, assessing feasibility of partnerships, and developing an operational roadmap.
Responsibilities
- Produce an inception report detailing methodological approach, work plan, and execution schedule.
- Conduct documentary review of available data on migration, labor market, agreements, and policy frameworks.
- Develop data collection tools such as interview guides, questionnaires, and analysis grids.
- Propose methodology for collecting information from workers and students interested in regular migration.
- Define analytical approach for regular migration pathways and migration corridors.
- Organize a kickoff meeting with IOM to validate methodology and finalize data collection tools.
- Conduct data collection through interviews, consultations, and focus groups with workers and students.
- Organize consultations with ministries, embassies, private sector, and other stakeholders.
- Map regular migration pathways and existing agreements.
- Analyze access conditions, procedures, involved actors, and constraints.
- Analyze migration dynamics including flows and stocks.
- Identify relevant migration corridors (North-South and South-South) based on economic, institutional, and migratory criteria.
- Produce integrated preliminary analysis including hypotheses on sectors and opportunities.
- Conduct in-depth feasibility analysis of skills mobility partnerships on selected corridors.
- Evaluate legal, political, and institutional frameworks.
- Conduct detailed economic analysis including current and projected labor demand, skill shortages by sector and qualification level, sector dynamics and growth prospects, bilateral economic relations, and financial flows related to migration.
- Identify and analyze priority sectors based on labor needs, available skills in Côte d’Ivoire, training system capacity, and economic viability of placements.
- Analyze operational requirements and costs including visa requirements, diploma recognition, institutional capacities, training, recruitment, mobility, and installation costs.
- Conduct targeted consultations to validate analyses.
- Develop operational recommendations and a detailed roadmap for implementation.
- Participate and contribute to project activities.
- Present findings and recommendations to the project steering committee.
- Facilitate validation workshop and integrate feedback.
- Finalize consolidated report and prepare executive summary and presentation materials.
- Ensure analytical quality and coherence of final documents.
Requirements
- Master (or equivalent) degree in economics, migration, development, social sciences, or related field from an accredited academic institution.
- At least 8 years of proven experience in quantitative and qualitative data collection and analysis.
- Confirmed experience in analytical research including report and study production.
- At least 5 years of experience conducting consultancies or projects in migration, development, or public policy fields.
- Good understanding of migration dynamics in Côte d’Ivoire and/or West Africa.
- Experience in labor market analysis, skills mobility, or labor migration is highly desirable.
- Experience collaborating with international organizations (notably IOM, UN, World Bank, etc.) is an asset.
- Experience in communication or behavior change is an asset.
- Strong analytical and conceptual skills, especially in economic analysis related to migration policies.
- Excellent knowledge of migration-development issues and international frameworks (GCM, etc.).
- Good understanding of bilateral migration agreements and ability to analyze legal and policy frameworks.
- Ability to produce high-quality reports under tight deadlines.
- Excellent writing skills in French.
- Good command of English (written and oral) is desirable.
- Knowledge of Ivorian local languages is an asset.
