The Humanitarian Mine Action - Senior Officer provides technical and operational support to humanitarian mine action activities in Colombia, including technical advisory, capacity building, operational monitoring, procurement, stakeholder coordination, and knowledge management. The role supports national authorities and partners to strengthen capacities and ensure compliance with international and national mine action standards, contributing to humanitarian, protection, and peacebuilding objectives.

Responsibilities

  • Provide technical support to national authorities and stakeholders on Humanitarian Mine Action, Explosive Ordnance Disposal, stockpile destruction, and operational safety according to established standards.
  • Support dissemination of technical guidance and awareness related to IED and explosive threats to the UN System and Humanitarian Community.
  • Contribute technical inputs to review and update National Mine Action Standards and operational guidance aligned with International Mine Action Standards.
  • Support technical inputs across mine action pillars including clearance, risk education, victim assistance, advocacy, and stockpile destruction with gender-differentiated analysis and inclusive approaches.
  • Design and deliver technical training, workshops, and capacity-building activities for governmental authorities and partners.
  • Support quality management and information management systems including IMSMA-related processes.
  • Keep abreast of technical developments and operational best practices in humanitarian mine action.
  • Support enhancement of national ownership and knowledge transfer for monitoring mine action activities implemented by partners.
  • Support quality assurance and operational monitoring of national capacity mine action operations.
  • Review technical and operational reports to contribute to programme monitoring and reporting.
  • Identify technical and operational risks and contribute to mitigation measures and corrective actions.
  • Support technical inputs to incident reviews and investigations as required.
  • Ensure activities comply with UNOPS Health, Safety, Social and Environmental standards, GESI mainstreaming principles, and PSEAH requirements.
  • Support preparation and review of technical specifications for procurement of specialized mine action equipment and services.
  • Provide technical inputs during procurement and evaluation of specialized operational assets.
  • Monitor maintenance, calibration, and safe use of technical equipment used by partners.
  • Support coordination and technical engagement with National Mine Action Authority, implementing partners, humanitarian actors, and other stakeholders.
  • Promote harmonized technical and operational approaches across the mine action sector in Colombia.
  • Support coordination related to operational planning, technical assessments, and implementation activities.
  • Coordinate with gender, protection, and women’s rights stakeholders to ensure mine action activities reflect protection priorities and reach all affected community members.
  • Promote effective collaboration and communication among stakeholders adhering to professional and ethical standards.
  • Maintain technical records, operational documentation, and accreditation files.
  • Document lessons learned, operational challenges, and good practices to support knowledge management.
  • Prepare technical reports, assessments, presentations, and other programme documentation.
  • Contribute to data collection, analysis, and information-sharing to support evidence-based decision-making.
  • Incorporate latest best practices, approaches, and technologies to enhance operational effectiveness and programme delivery.

Requirements

  • Bachelor's degree with 4 years of relevant experience OR Master's degree with 2 years of relevant experience.
  • Relevant experience in project management in military, humanitarian, conflict, peacebuilding, post-conflict, or development contexts.
  • Minimum 4 years of proven and applicable experience in explosive hazard management within the past 10 years, including Explosive Ordnance Disposal, Mechanical assisted clearance, Manual mine clearance, Battle Area Clearance, Road clearance, Improvised Explosive Device Disposal, and Explosive Ordnance Risk Education.
  • Experience applying International Mine Action Standards (IMAS).
  • Experience using Information Management System for Mine Action (IMSMA).
  • EOD Level 3 certification (certificate to be submitted).
  • Desired experience applying Modular Small Arms Control Implementation Compendium (MOSAIC).
  • Desired experience supporting national or external stakeholders' capacity building.
  • Desired experience liaising with National Mine Action Authorities, government stakeholders, or directing humanitarian demining operations.
  • Desired experience applying gender-sensitive or inclusive approaches in humanitarian mine action, EORE, victim assistance, or capacity building with affected communities.
  • Desired experience supporting the design and delivery of technical training programmes for governmental authorities or external stakeholders.
