The Director of the Division of Integrated Services is responsible for managing the reliable and cost-effective delivery of integrated services within the Office of the Prosecutor. The role includes leading forensic science, information and knowledge management, language services, and tracking and information fusion sections to support investigations and prosecutions effectively.
Responsibilities
- Ensure an effective and efficient distribution of roles between and coordination of the Division of Integrated Services, the divisions and sections in the Registry, and external partners, so that adequate services are provided to the Office of the Prosecutor.
- Ensure the identification and implementation of future-proof technology strategies and capabilities to optimize and support the Office’s operations.
- Ensure the provision of reliable, high quality, and efficient services to the Office by the Division of Integrated Services.
- Lead and manage the performance of the Division of Integrated Services, of its sections, so that its objectives are met (service delivery, development projects to improve performance, quality control mechanism, wellbeing).
- Ensure that the strategy, gender policy, culture and leadership are aligned with the vision of the Office.
- Ensure the proper administration of the Division (developing and implementing approved recruitment and training plans; appraisals; resource allocation; in coordination with and supported by the OTP Financial Planning and Control Section, financial management for the division to ensure that the division operates within budget and in line with the financial rules).
- Represent the Office in the Court-wide Information Management Governance Board.
Requirements
- Advanced university degree in management, public or business administration, ICT, forensic sciences, law, or any other related field is required. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
- A minimum of fifteen years (seventeen years with a first level university degree) of experience in the field of (change) management, operations, and/or service management, is required.
- Demonstrated experience with senior management functions (designing strategies, managing performance and risks, creating organisations (organisational culture, functions and systems, planning and control)) is required.
- Experience with information and knowledge management, is required.
- Experience with criminal investigations, including the forensic support to it, is required.
- Experience working in a multi-cultural, multi-ethnic environment is a strong asset.
- Experience in working in international organisations is an asset.
- Ability to apply different leadership models, with serving leadership as the default setting and leading from the front in case of emergency or crisis.
- Ability to inspire people through vision, through leading by example, by creating an open, respectful culture where initiatives are supported, and where results are achieved.
- Sensitivity and active management of the human side to work (culture, wellbeing, gender).
- Ability to think strategically and to translate this into concrete action.
- Excellent interaction skills and ability to build bridges and relationships while achieving the interests of the Office.
- Ability to lead and manage/keep on track a high volume of diverse activities and projects.
- Ability to create the conditions for delegations while keeping oversight on critical matters and on overall performance.
- Ability to deal with uncertain situations.
- Excellent communication skills both written and oral.
- Proficiency in one of the working languages of the Court, English or French, is required.
- Working knowledge of the other is considered as a strong asset.
- Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
