The SSA - DFC Management and Compliance Officer will be embedded within the Ministry of Health finance units to strengthen financial oversight, improve operational efficiency, and enhance accountability across Direct Financial Cooperation (DFC) implementation. The role involves managing DFC tracking, ensuring financial compliance, conducting spot checks, supporting payment processing, and coordinating reporting between the Ministry of Health, WHO, and provinces.
Responsibilities
- Maintain DFC tracking tools from PO to FACE reporting.
- Monitor DFC implementation and reporting timelines.
- Follow up fund utilization and reporting at national and provincial levels.
- Review supporting documentation for completeness and accuracy.
- Weekly scanning and systematic e-filing for expenditure supporting documents.
- Ensure compliance of DSA and payments with WHO rules.
- Conduct three-way matching (PO, Invoice, GRN).
- Validate FACE submissions before reporting.
- Conduct periodic on-site and desk-based spot checks.
- Identify compliance gaps and recommend corrective actions.
- Monitor DI payments and supplier payments.
- Verify documentation for payment processing.
- Ensure DFC closure reports are completed on time.
- Ensure refunds of remaining non-utilised funds are done on time.
- Follow up on the above with MOH and Ministry of Finance.
- Provide regular reporting on DFC performance and bottlenecks.
- Support coordination between MoH, WHO and provinces.
Requirements
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
- Postgraduate qualification (master’s degree) in Finance, Accounting, Business Administration or related field is desirable.
- At least five years of relevant professional experience in Finance, Administration, or Programme support.
- Demonstrated experience working in finance or accounting functions within a government agency or a non-governmental organization.
- Experience in public sector financial management, particularly within Ministries of Health or similar institutions is desirable.
- Experience in donor-funded project management (e.g. WHO or UN systems) is desirable.
- Experience in financial compliance and audit processes is desirable.
- Experience in DFC (Direct Financial Cooperation) or grant management systems is desirable.
- Financial tracking and monitoring skills.
- Compliance review and quality assurance skills.
- Ability to conduct documentation verification.
- Reviewing and validating financial reports (e.g. FACE forms).
- Payment verification and processing support skills.
- Ability to identify compliance gaps and recommend corrective actions.
- Strong attention to detail and ability to manage multiple DFCs, deadlines and reporting timelines.
- Knowledge of financial workflow processes (PO → Invoice → GRN → Payment → Reporting).
- Knowledge of financial management principles.
- Knowledge of public sector accounting processes.
- Knowledge of compliance and audit requirements.
- Knowledge of supporting documentation standards for expenditures.
- Fluency in English and Bislama language.
