The Section Head provides policy and strategy advice, manages programme planning and evaluation, oversees financial contributions and donor relations, and coordinates education and training programmes within the Division of Nuclear Security. The role involves leadership, management, and substantive expertise in nuclear security policy development and international cooperation.
Responsibilities
- Ensure strategic approaches in the collaborative planning of Division-wide work, identifying and encouraging linkages with related work units.
- Review effectiveness and the focus on priorities in line with the results-based framework.
- Provide coordination leadership and structure in the development of budgetary plans for the Division in line with the IAEA programme and budget.
- Guide the development of a policy framework.
- Manage an innovative and effective team of professionals and support staff, promoting internal and external collaboration and ensuring, through learning opportunities, work assignments and recruitment, an effective balance of skills and resources.
- Follow the progress of programme implementation, monitor the disbursement of extra-budgetary contributions and ensure the Division meets the conditions placed on their use.
- Oversee and ensure the preparation of required reports to donors, as well as other key Divisional reports.
- Interact with representatives from Member States, as required, to support or facilitate their contributions to the Nuclear Security Fund.
Requirements
- Bachelor's Degree - University degree in Finance, Nuclear science, Economics, or other relevant field of study, with an additional four (4) years of relevant experience may be considered in lieu of an advanced university degree.
- Master's Degree - Advanced degree in Finance, Nuclear science, Economics or other relevant field of study.
- Minimum of ten (10) years of progressively responsible experience in financial management, budget planning, and programme coordination, including five (5) years of experience at a managerial/supervisory level.
- Experience in an international or national organization, governmental body, or regulated sector (preferably in nuclear, defence, or high-security domains).
- Proven experience managing large, complex budgets, including successful resource mobilization of extra-budgetary contributions for donor-funded projects.
- Demonstrated experience in applying RBM principles in planning and monitoring, including developing or applying policy and financial frameworks aligned with organizational strategy.
- Proven experience in cross-functional coordination and liaison with Member States, donors, and strategic partners, ideally in technical environments.
- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
