The Responsable Cellule 4 F/H is responsible for managing their team and the operations of their cell under the hierarchical supervision of a Deputy Director of Operations. The role involves contributing to strategy and policy definition, supervising missions and thematic areas, managing teams, piloting budgets, and representing MSF within their scope.
Responsibilities
- Contribute to the definition of strategy and operational policies of MSF-OCP, including participation in CA and Group Committee meetings.
- Develop regional and/or thematic strategies.
- Establish project justification and define objectives.
- Supervise missions and thematic areas of the cell ensuring relevance, quality, and proper implementation of field projects.
- Analyze intervention country contexts (medical, political, security, taxation, labor law, etc.) and propose adapted operations.
- Define and continuously adjust organization and resources for mission deployment and implementation steps.
- Adapt team composition unless otherwise advised.
- Provide support to Mission Chiefs including politicization of technical dossiers and negotiation of intervention space.
- Make decisions based on constraints and risk assessment.
- Ensure compliance with team security procedures in the field.
- Ensure application of policies (abuse, medical-social personnel, HR, etc.) and deployment of tools.
- Ensure proper information flow between Operations Directorate, other departments, field, and within teams.
- Conduct briefings, debriefings, and assessments within the cell.
- Act as a key interlocutor with support department heads.
- Propose public communications.
- Report to the Deputy Director of Operations.
- Manage teams hierarchically including recruitment, supervision, support, motivation, and skills development.
- Set orientations and define individual and collective objectives, evaluate work.
- Ensure cell contribution to transversal projects.
- Validate coordination post assignments with HR support.
- Participate in defining and delivering training and evaluations.
- Manage and monitor the cell's operational budget.
- Ensure institutional fundraising, achievement of objectives, and compliance with donor contracts.
- Represent and promote MSF interests within their scope.
- Ensure coordination and information flow with all internal and external actors.
Requirements
- Experience significant as a Chef·fe de Mission or Coordinateur·rice Médical·e as well as experience as a Responsable de cellule Adjoint·e.
- Very good mastery of project management.
