See your match score & applyThe Senior Health Officer will lead the execution of the health program in Tumaco city, ensuring high-quality service implementation according to national regulations and sector standards for emergency health services and IRC standards. The role includes coordinating with external health service providers, developing continuous improvement strategies, and supervising the assigned team.
Responsibilities
- Supervise health care provided by internal teams and external service providers according to care protocols, national health guidelines, IRC quality standards, program SOPs, and emergency health sector standards, ensuring compliance with the Minimum Initial Service Package (MISP) for Reproductive Health activities.
- Coordinate timely access to medicines and diagnostic services.
- Ensure safe access to Voluntary Termination of Pregnancy (IVE) under current regulatory framework.
- Maintain complete and confidential client care records and project monitoring and results tracking.
- Prepare reports on care statistics as required (daily/weekly/monthly).
- Ensure all consultations are documented and client records completed per current regulations.
- Guarantee client confidentiality and that services respect humanitarian principles and dignity.
- Oversee complementary response services with solid follow-up on IRC referral processes.
- Ensure health service delivery complies with Ministry of Health Resolution 3100 of 2019.
- Document and update processes, procedures, clinical guides, and care protocols per current regulations.
- Develop activities to enable new services the program seeks to implement.
- Accompany visits by control entities, respond to improvement plans, and ensure regulatory compliance.
- Ensure timely and quality reporting to regulatory entities.
- Create and adjust pharmacovigilance and technovigilance manuals.
- Communicate INVIMA alerts and ensure implementation of Patient Safety Policy.
- Design, implement, and monitor risk management plans and health committees.
- Audit clinical records to ensure quality care and follow-up.
- Review and validate clinical history standards per Colombian norms.
- Create/adjust informed consent procedures and dissent formats for health care refusal situations.
- Audit clinical history records including anamnesis, health conditions, habits, medication use, general physical exam, education, alarm signs, nursing notes, clinical procedure records, educational components, and follow-up.
- Deliver daily Individual Health Service Provision Registry (RIPS).
- Correctly and timely fill notification formats for public health interest events for SIVIGILA platform upload.
- Provide leadership and promote strong team spirit to achieve goals and professional success.
- Set clear objectives and expectations for the team and provide regular, positive, and constructive feedback.
- Support and mentor the team as needed.
- Plan, coordinate, and supervise staff work plans and training/development activities.
- Maintain open and professional relationships with team members.
- Manage and provide overall leadership and guidance for health program design, implementation, and evaluation, including community outreach and integration with other programs.
- Develop tools and processes for program implementation, monitoring, follow-up, and team coordination.
- Design strategies, monitor, and ensure achievement of established goals.
- Ensure accurate and timely information recording and reporting as required (weekly, monthly, quarterly).
- Ensure monitoring of project frameworks and indicators with health team and other organization staff.
- Conduct monitoring and follow-up activities on project goals, service quality improvement, and client experience.
- Ensure secure and accessible archiving of project results and verifiable data.
- Adopt IRC's PQR system and ensure team adherence.
- Adopt PEAS and ensure team adherence.
- Establish coherent links with health sector partners and allied organizations for comprehensive support and synergy.
- Represent and actively participate in health tables and leadership spaces in sexual and reproductive health and primary health care.
- Lead procurement processes for the program and coordinate with supply chain and finance areas.
- Conduct medical account audits per IRC procedures in communication with supervisors, program managers, and external health service providers.
- Oversee IRC supplier and medicine prequalification processes.
- Oversee IRC pharmacy management procedures and ensure team adherence.
- Execute and control expenses according to approved budgets and IRC and donor policies.
- Ensure financial cost-efficiency of projects and maintain expense control records.
- Perform assigned responsibilities from the Senior Health Manager to advance IRC programs.
- Analyze primary and secondary data for results evaluation and continuous service improvement.
- Participate in institutional and inter-institutional meetings as assigned.
Requirements
- Professional degree in health-related fields such as Medicine, Nursing, or Health Administration.
- Specialization in Health Management and/or Health Auditing or related areas.
- Minimum 1 year of proven experience in health auditing and quality management in health services, preferably within Colombian health system institutions.
- Minimum 2 years of experience in humanitarian care, preferably in crisis situations (natural disasters, migration, armed conflicts, health emergencies, etc.).
- Experience leading, managing, or supervising health centers.
- Knowledge of health quality standards (ISO 9001, Health Secretariat standards, etc.).
- Knowledge of health legislation and quality management systems.
- Techniques of internal and external auditing in the health sector.
- Knowledge of public health policies, national and local health regulations.
- Ability to lead multidisciplinary teams fostering collaboration and motivation.
- Analytical skills for results evaluation and continuous improvement.
