Oficial de Medios de vida y Cash

The Oficial de Medios de vida y Cash supports the development of the Anticipatory Actions Project for drought, leading monitoring and analysis of climate impact and livelihoods in prioritized communities in El Salvador. The role includes coordination with MEAL and local actors, managing cash assistance programs, and ensuring compliance with IRC policies and standards.

Responsibilities

• Monitor climatic, environmental and socioeconomic threats affecting target populations' livelihoods.
• Analyze information from early warning systems, climate forecasts and risk analysis tools.
• Identify indicators, thresholds and triggers for activating anticipatory actions, triangulated with IRC's Follow the Forecast methodology.
• Conduct baseline HEA analysis in intervention zones.
• Update mapping of key actors in the territory.
• Lead identification and targeting of clients impacted by drought.
• Coordinate validation sessions and contingency plan preparation for humanitarian anticipatory response.
• Prepare reports and recommendations for evidence-based decision making.
• Manage and support relationships with financial service providers ensuring compliance with IRC requirements and anti-fraud and anti-money laundering measures.
• Serve as focal point for referrals of individuals and families identified for cash humanitarian assistance.
• Ensure efficient communication and coordination with finance, operations and project management teams for payment processes.
• Prepare payment schedules, payrolls or other instruments required for cash disbursements.
• Supervise and lead humanitarian assistance delivery to eligible populations in coordination with monitoring assistant and consulting team.
• Prepare sensitization sessions on cash use within the anticipatory actions approach.
• Support MEAL team in designing and implementing a PDM strategy.
• Coordinate key field actions for humanitarian response.
• Manage, archive and store data ensuring confidentiality and compliance with IRC technical requirements.
• Maintain updated mapping of service providers and proactively stay informed about available services.
• Ensure compliance with institutional policies, humanitarian standards and protection principles.
• Guarantee incorporation of gender, inclusion, protection and community participation approaches in all activities.
• Collect and analyze data on coverage, effectiveness and efficiency of interventions.
• Document good practices, lessons learned and innovations.
• Prepare technical and narrative reports for donors, partners and management teams.

Requirements

• Professional in social work, psychology, anthropology, sociology, rural development, economics or related fields.
• At least 2 years of experience in cash programming.
• Experience conducting field assessments is indispensable.
• Desirable knowledge of Anticipatory Actions approach.
• Experience working with mobile and displaced populations preferred.
• Attention to detail, preferably demonstrated by previous cash programming experience.
• Demonstrated understanding of working with populations affected by violence (children, women, LGBTQI, persons with disabilities).
• Proactively and consistently monitor security risks for staff, partners and IRC service users, reporting concerns or incidents promptly to IRC management and liaison.
• Strong written and oral communication skills, effective in daily liaison with external parties and team collaboration.
• Ability to maintain confidentiality, respect, non-discrimination and client safety at all times.
• Ability to work autonomously, take initiative and escalate issues responsibly.
• Good computer skills (Microsoft Word, Excel and PowerPoint).
• Knowledge of 4X4 vehicle operation.
