National Data & Information Management Officer

The National Data & Information Management Officer supervises and coordinates the management of project databases and information management systems, oversees field data collection operations, and leads the data team. The role supports data quality assurance, database maintenance, and the production of information products to aid reporting and dissemination.

Responsibilities

• Participate in the design, development, structuring, testing, and maintenance of databases and digital data collection tools ensuring coherence, interoperability, and reliability.
• Implement data quality assurance procedures (completeness, consistency, duplicates, georeferencing, compliance with SOPs) and compile, consolidate, and clean data from the field, partners, and secondary sources.
• Coordinate the production of information management products (dashboards, maps, statistical tables) from databases to support reporting and dissemination needs.
• Apply and enforce data protection, confidentiality, and security guidelines in database management and information dissemination.
• Identify needs for system, database, and digital tool improvements and propose solutions to enhance data management reliability and efficiency.
• Coordinate and supervise field data collection activities (mobility assessments, site/locality assessments, rapid assessments, and surveys) ensuring compliance with tools, procedures, and quality standards.
• Supervise and guide data personnel under their supervision for field data collection and database management: plan and allocate work, monitor progress, data submission and quality, and support professional development.
• Oversee the production by the team of data reports and products (dashboards, sitreps, maps, infographics); perform quality control before submission and ensure integration of cross-cutting issues (gender and protection).
• Support the Data Officer in operational liaison with field teams, collection partners, and local actors necessary for data collection activities.
• Organize and conduct training and support for field staff, enumerators, and collection partners on data collection tools, entry, cleaning, and data protection principles.
• Perform any other related duties as assigned.

Requirements

• Master in information management, information technology, computer science, geographic information systems or related field from an accredited academic institution; or Bachelor's degree in one of the aforementioned fields with two (2) years of relevant professional experience.
• Experience in developing digital data collection tools, data quality control, and data analysis.
• Experience in database maintenance and development of information management products.
• Experience with databases and programming software for database system development.
• Experience in team supervision or personnel management in a data management or data operations context.
• Experience with the United Nations or an international organization, particularly in human mobility, is an asset.
• Strong written and oral communication skills in French.
• Computer proficiency in information management tasks, from digital data collection tool development to data management and information production.
• Ability to consolidate, clean, and analyze diverse data, especially related to human mobility.
• Proven ability to supervise a team and coordinate data management activities.
• Attention to detail and ability to produce quality, precise, and concise work within deadlines.
• Fluency in French (oral and written) is required.
• Practical knowledge of English and local languages is an asset.
