The Consultant will lead the finalization of the Guidelines on Sustainable Reintegration of Returning Migrant Workers, develop Standard Operating Procedures (SOPs) to operationalize the Guidelines, and design and deliver training sessions to relevant stakeholders in Cambodia. This role supports the reintegration of returning migrant workers to maximize the socio-economic benefits of migration.

Responsibilities

  • Review, update, and finalize the existing draft Guidelines on Sustainable Reintegration of Returning Migrant Workers, including conducting at least two workshops with multi-stakeholders.
  • Develop clear Standard Operating Procedures (SOPs) to operationalize the Guidelines, defining roles, responsibilities, and coordination mechanisms among relevant stakeholders.
  • Design a comprehensive training curriculum on the Reintegration Guidelines and SOPs.
  • Deliver four training sessions to relevant actors in Phnom Penh and key border provinces responsible for implementing the Guidelines and SOPs.
  • Prepare reports summarizing revisions, stakeholder feedback, validation outcomes, and training completion.

Requirements

  • A university degree in Social Sciences, Law, Human Rights, Public Policy, or a related field is required; a postgraduate degree in a relevant field is an asset.
  • At least five years of professional experience in migration, immigration, or border management, with proven expertise in developing standardized training curricula and materials.
  • Strong background in capacity-building programs, including the design, delivery, and evaluation of training packages for institutional or government settings.
  • Demonstrated ability to collaborate with diverse stakeholders, such as UN agencies, INGOs, CSOs, and government institutions.
  • Prior experience with IOM or another UN agency is considered an advantage.
  • Excellent communication, interpersonal skills as well as analytical, report-writing capabilities in English, with the ability to produce clear, rights-based, and practical outputs.
  • Ability to work independently with minimal supervision, showing personal commitment, efficiency, and flexibility, while being gender-sensitive and culturally aware.
  • Sound understanding of professional ethics, client-oriented approaches, and knowledge of Cambodia’s border management and migration context.
  • Fluency in English is required.
