Technical Assistance Advisor (Contractual)

The Fiscal Affairs Department of the IMF seeks Technical Assistance Advisors to provide Capacity Development support in public financial management to member countries. The role involves leading CD activities, coordinating technical content, designing multi-year projects, and contributing to analytical work on PFM themes.

Responsibilities

• Lead and participate in Capacity Development activities in public financial management topical areas.
• Coordinate and supervise the technical content of Capacity Development delivered by IMF’s regional CD centers and long-term PFM experts.
• Design multi-year Capacity Development projects for assigned countries, manage project activities, contract and supervise short-term experts, and report on project performance.
• Develop proposals for donor-funding and periodic performance reporting to donors.
• Contribute to FAD’s analytical and research work on core and emerging global public financial management themes.
• Develop technical guidance notes and Capacity Development tools.

Requirements

• Relevant advanced university degree or equivalent qualifications in economics, finance, or accounting.
• At least four years of relevant, professional experience.
• Preference for candidates with at least 10 years of practical experience in a senior line or advisory position within a ministry of finance, international financial institution or development partner.
• First-hand knowledge of PFM practices in different countries.
• Experience delivering capacity development in PFM areas to a range of countries.
• Experience in project management.
• Strong oral and written communication skills in English.
• Ability to work in French, Russian or Arabic is an advantage.
• Excellent interpersonal skills and ability to work as part of a team.
• Ability to maintain effective and cooperative relations with national authorities and development partners at a senior level.
• Ability to handle sensitive issues with discretion in a multicultural environment.
• Sound understanding of IMF policies and processes.
