See your match score & applyThe Regional Advisor will support the implementation of the IMF’s regional capacity development program in revenue administration for SEETAC member countries. The role involves delivering technical assistance, managing multi-country work programs, and coordinating with IMF departments and development partners to strengthen revenue mobilization and administration effectiveness.
Responsibilities
- Establish and maintain strong relationships with revenue administrations and ministries of finance in SEETAC member countries to assess capacity development needs and ensure effective delivery of support.
- Develop, manage, and implement country-specific and regional capacity development work programs aligned with SEETAC priorities and country reform agendas.
- Lead the design and delivery of technical assistance on core areas of tax administration, including compliance risk management, digital transformation, organizational reform, and strengthening of core tax administration functions.
- Provide direct capacity development support to member countries and contribute to FAD-led initiatives and analytical work programs in the region.
- Organize and deliver regional training activities, including workshops and seminars, in collaboration with other partners.
- Manage, guide, and provide technical and logistical support to short-term experts, ensuring consistency and quality of outputs.
- Coordinate capacity development activities with IMF departments, donors, and other development partners to ensure complementarity and effective collaboration.
- Monitor implementation and assess the impact of capacity development activities, including documentation and reporting in IMF systems.
- Prepare regular progress reports and contribute to reporting for SEETAC management and the Steering Committee, as well as outreach and knowledge dissemination activities.
Requirements
- Extensive experience in revenue administration, including senior-level or advisory roles, with demonstrated expertise in compliance risk management, digitalization, analytics, and institutional reform.
- Strong knowledge of legislative and regulatory frameworks for direct and indirect taxation, and their practical application in modern tax administrations.
- Proven experience in strategic planning, management, and implementation of revenue administration reforms, including modernization programs and the use of information technology to improve operational effectiveness.
- At least 10 years of relevant professional experience, including experience in delivering or managing capacity development in an international context.
- Demonstrated ability to design, manage, and implement complex, multi-country work programs, and to coordinate effectively across stakeholders.
- Strong interpersonal and communication skills, with the ability to engage effectively with senior officials, build trusted relationships, and deliver high-quality training and advice.
- An advanced university degree in economics, public finance, tax law, or a related field.
- Experience working with international organizations and familiarity with fiscal reforms in SEETAC member countries would be an asset.
