Senior Specialist in Workers' Activities - Lima

The Senior Specialist in Workers' Activities is responsible for planning, developing, and coordinating technical advisory services to ILO Country Offices and workers' organizations in Latin America and the Caribbean. The role involves leading programmes, providing policy advice, supporting workers' organizations, and promoting the Decent Work Agenda in the region.

Responsibilities

• Lead the work of ACTRAV in designated countries, managing financial, human, and other resources in accordance with ILO standards and frameworks.
• Plan, manage and coordinate programmes related to workers’ activities within ILO and multilateral programmes.
• Lead design, development, implementation, monitoring and promotion of programmes, strategies, and policies to enhance workers’ activities.
• Provide thought leadership and act as a catalyst in formulating policies related to workers’ activities.
• Review and facilitate strengthening of institutional, legal and policy frameworks related to workers’ activities.
• Provide technical advice and support to workers’ organizations on trade union development, organizing strategies, collective bargaining, and service delivery.
• Support design and implementation of Decent Work Country Programmes and other development cooperation frameworks.
• Conduct and coordinate innovative and gender-mainstreamed research on emerging issues affecting workers and their organizations.
• Develop and disseminate technical and policy knowledge products and tools responding to workers’ organizations’ needs.
• Lead development and quality control of major reports and publications related to workers’ organizations.
• Support strengthening of workers’ organizations’ capacity in policy design, monitoring, and implementation.
• Formulate and develop conceptual approaches for development cooperation activities and coordinate programme implementation.
• Identify opportunities for technical and strategic partnerships and broker collaborative relationships with UN system entities and other stakeholders.
• Maintain close engagement with workers’ organizations through consultations, field missions, and participation in events.
• Represent the ILO at major regional and national meetings and events, promoting the Decent Work Agenda.
• Perform other relevant duties as assigned.

Requirements

• Advanced university degree (Master’s or equivalent) in economics, labour law, public administration, industrial relations, political science or other relevant field.
• A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
• At least ten years of experience, including at the international level, in workers’ activities and in dealing with the issues pertaining to programmes of workers’ organizations and trade unions.
• Excellent command of Spanish and a working knowledge of English.
• Knowledge of Portuguese would be an asset.
• Excellent knowledge and understanding of theories, concepts and approaches in economic and social policies and trade union organizations.
• Detailed and comprehensive expertise in own area to serve as the reference expert across the Organization.
• Excellent knowledge of the full range of policy areas and advanced understanding of the ILO’s mandate.
