See your match score & applyThe Senior Regional FM Officer manages a complete financial operation in the region, providing technical leadership and ensuring compliance with financial policies and regulations. The role involves collaboration with regional and country directors, oversight of financial management portfolios, and capacity building to enhance financial integrity and accountability.
Responsibilities
- Provide technical leadership in financial management at the regional level ensuring compliance with financial principles, policies, regulations and rules.
- Contribute to the development, implementation and monitoring of financial policies, regulations, rules, practices, procedures and systems.
- Act as a credible, trusted finance business partner to regional portfolios and promote results based management and accountability.
- Lead and supervise a team of Finance Professionals and/or Assistants managing a regional portfolio.
- Manage financial operations including monitoring, reporting, audit review, and risk assessment in line with IFAD's risk based assurance framework.
- Participate in project activities including financial management assessments, review of project design documents, and advising on financial management aspects of instruments and products.
- Monitor financial management compliance during supervision or implementation support missions and assess capacity and eligibility of auditors.
- Coordinate financial management dialogue and actions with operational staff, cooperating institutions, borrowers, and co-financiers.
- Provide financial management support and training to projects, borrowers and stakeholders and establish action plans to enhance quality of practices and outputs.
- Manage change and promote acceptance of new financial standards, regulations and rules through consultations and outreach.
- Manage people, resources, knowledge content and information technology within the division to improve business results and client services.
Requirements
- Advanced university degree from an accredited institution in accounting, finance, business administration or other job related field.
- The advanced university degree may be substituted by a first university degree and at least four (4) additional years of relevant professional experience over and above.
- Professional qualification of finance, economics and sustainable financing or similar professional qualification including CPA, or equivalent from an internationally recognised Institute of Accountancy is mandatory.
- At least eight years of progressively relevant sound international professional experience in private or public sector financial management (accounting, auditing, finance, economics, financial analysis, business administration and in project administration in a multi-cultural organization or national organization providing support on a global scope.
- Experience with an international financial institution, audit firm, NGO with global outreach or other relevant institution would be an asset.
- Fluency in English and French (4 - Excellent).
