The Senior Programme Coordinator, AICRM coordinates the Integrated Climate Risk Management Programme in the seven Sahelian Countries of the Great Green Wall. The incumbent manages day-to-day programme activities, coordinates with country project teams and partners, and ensures quality control and monitoring of programme implementation. The role involves leadership within the Regional Coordination Unit, partnership building, and managerial functions to support the programme's success.

Responsibilities

  • Lead and manage activities, staff, and resources related to AICRM under the Regional Coordination Unit (RCU).
  • Ensure strategic direction, planning, organizing, managing and supervision of the programme and each country project, annual programme of work and budget in line with financing agreements.
  • Provide quality control of implementation of each country project and technical guidance to countries and partners.
  • Monitor programme delivery and ensure participating countries and PMUs convey any problems to relevant partners and managers and act proactively to prevent issues.
  • Identify potential synergies with other relevant programs and propose opportunities to reduce transaction costs and increase impact.
  • Support development of common M&E indicators and systems to monitor project outputs and programme outcomes.
  • Prepare terms of reference for studies and evaluations and ensure timely and accurate production of progress reports, financial and narrative, and programme work plans.
  • Ensure regular and timely monitoring reports on all country individual projects.
  • Ensure performance of each country dashboard aligns with programme objectives.
  • Facilitate dissemination of information and reports to stakeholders and liaise with IFAD Departments/Divisions and external partners.
  • Compile lessons learned and good practices and facilitate exchange of experiences.
  • Manage IFAD resources with integrity, transparency, and equity including people management, resource management, and knowledge and content management.
  • Foster an environment that stimulates and rewards performance, initiative, innovation, continuous learning, communication and teamwork.
  • Perform any other duties as required.

Requirements

  • Advanced university degree from an accredited institution in Risk Management, Sustainable Development, Climate Change, Environmental Economics, Finance, Insurance, Agriculture, Business or related field is required.
  • At least 8 years overall relevant experience.
  • Three (3) years in a multi-cultural organization or national organization providing support on a global scope.
  • Experience and knowledge in climate resilience and climate risk management.
  • Experience in climate adaptation, resilience and climate impacts on livelihoods, especially agriculture, fishing, and small businesses, as well as financing of government programs in developing countries and with social and environment safeguards.
  • Experience in preparing feasibility studies, particularly in relation to insurance schemes.
  • Experience in working with international institutions (UN agencies or other), International donors (AfDB, WB, GCF) and government institutions is an asset.
  • Experience in organizing and facilitating stakeholder consultations and/or events.
  • Developing country experience is an asset.
  • Experience working in the Sahel Region is an asset.
  • Excellent English and French is required.
