Regional Technical Specialist - Natural Resource Management, Land & Water

The Regional Technical Specialist acts as IFAD's technical specialist in the Asia and Pacific Region in natural resources management, land and water governance, and agroecology. The role involves providing technical inputs to project design and implementation, supporting capacity development, and contributing to policy dialogues to achieve sustainable, climate-resilient, and inclusive outcomes for rural communities.

Responsibilities

• Provide authoritative technical advice to selected country programmes in the Asia and Pacific region on natural resources management, land and water governance, and agroecology.
• Lead or contribute to project delivery teams for complex and strategically important projects, ensuring technical quality in design and implementation.
• Provide technical guidance to project partners and support capacity building activities related to NRM, agroecology, water management, and land and water governance.
• Develop and maintain networks and partnerships with relevant organizations, research institutions, and thematic platforms in the region.
• Contribute to knowledge management by generating and disseminating knowledge, good practices, and innovations in the thematic area.
• Support monitoring, evaluation, and reporting of technical activities to enhance programme and funding decisions.
• Lead and contribute to corporate initiatives and development of operational policies and strategies relevant to the region and thematic area.
• Manage and support recruitment, coaching, mentoring, and performance evaluation of technical staff under their purview.

Requirements

• Master's degree in agriculture, natural resource management, environmental science, or related field.
• At least 7 years of progressively responsible experience in natural resources management, land and water governance, agroecology, or related areas.
• Proven experience in providing technical advice and support to development projects and programmes in the Asia and Pacific region.
• Experience in participatory landscape approaches, sustainable rangeland management, soil and water conservation, renewable energy, and sustainable production technologies.
• Knowledge of tenure system diagnostics and interventions to strengthen tenure security involving customary and formal tenure systems.
• Experience supporting local institutions for governance and conflict resolution, including water user associations and women's and youth access to land and resources.
• Technical expertise in climate-resilient water management, infrastructure, and multi-use systems.
• Ability to produce technical guidance notes, provide capacity development support, and support action research and partnerships.
• Experience in policy engagement, partnership development, and representing organizations in high-level technical policy fora.
• Strong knowledge management skills, including generation and dissemination of knowledge, good practices, and innovations.
• Experience in monitoring, evaluation, and reporting of technical activities and components of programs/projects.
• Demonstrated managerial skills including coaching, mentoring, and performance evaluation of staff.
• Excellent communication and interpersonal skills.
