Security & Safety Officer

The Security & Safety Officer (SSO) supports the management of security and safety within the assigned Area of Responsibility, advising management on security risks and mitigation measures, ensuring implementation of security procedures, and supervising the Security Guard workforce. The role involves security risk management, compliance monitoring, training, coordination, and operational support to maintain a safe and secure environment for ICRC operations.

Responsibilities

• Monitor and analyse the security environment and report security developments, incidents, threats and trends.
• Contribute to Security Risk Assessments and advise management on risks and mitigation measures.
• Conduct and follow up security and safety assessments of ICRC premises and operational locations.
• Maintain security information, incident records, databases and security mapping.
• Support security preparedness, contingency planning, staff-accountability arrangements and emergency response measures.
• Monitor implementation of security and safety policies, procedures and mitigation measures.
• Develop, review and maintain security documentation including SOPs, Plans of Action, instructions and operational tools.
• Ensure timely reporting, documentation and follow-up of security incidents.
• Maintain security information on institutional platforms such as SAFE.
• Advise management on security-related non-compliance and escalate issues as appropriate.
• Directly supervise Security Guard Team Leaders and oversee the Security Guard workforce.
• Ensure adequate guard staffing, deployment and rotation.
• Provide clear objectives, priorities and guidance to SGTLs and monitor implementation.
• Hold regular coordination meetings with SGTLs to address operations, staffing, incidents and performance.
• Ensure consistent application of security procedures and working standards across sites and shifts.
• Support SGTLs in personnel management matters and escalate cases when required.
• Identify security and safety training needs and develop or coordinate training and briefings.
• Ensure SGTLs and Security Guards understand roles, responsibilities and reporting lines.
• Coach and support SGTLs in providing briefings and guidance to their teams.
• Maintain records of security briefings and training activities.
• Coordinate with relevant departments on security-related infrastructure, equipment and operational requirements.
• Follow up on security needs and mitigation measures and ensure documentation and reporting.
• Maintain internal and external security networks within delegated authority.
• Support management during security or safety incidents and related follow-up.
• Supervise Performance Management & Development activities for employees under supervision.
• Ensure deadlines for PMD cycle are met and engage in ongoing feedback and support.
• Organize regular team meetings for coordination and information flow.
• Ensure job descriptions for supervised employees are up to date and coordinate with HR as needed.
• Plan and coordinate annual leave ensuring operational continuity and no outstanding holiday balances.
• Coach and advise employees on personal development and training opportunities.
• Follow up on work-related correspondence and actions with colleagues and departments.
• Collect and share relevant information contributing to understanding of the operational environment.
• Represent the ICRC appropriately during activities, meetings and field visits.
• Take responsibility for own professional learning and development.

Requirements

• University degree.
• Security and safety management background.
• 3-6 years of experience in security and safety management.
• Fluent in English and Arabic.
• Computer literacy (word/Excel/PowerPoint) and excellent communication skills.
