The Programme Officer (Integrated Nuclear Security Sustainability Plan) manages Integrated Nuclear Security Sustainability Plans (INSSPs) for an assigned portfolio of countries and develops and manages nuclear security result-based projects based on Member States' needs. The role involves coordination, analysis, project management, and serving as a scientific secretary for related meetings.

Responsibilities

  • Engage with relevant national and regional nuclear security competent authorities, including government’s decision makers and international entities in relation to various aspects of the INSSP framework.
  • Support the assessment and interpretation of nuclear security information, including the inputs from the NUSIMS self-assessment questionnaire in order to guide the development of INSSPs addressing States' needs, based on the identification of technical gaps.
  • Serve as a focal point - both in the Division and with States - for the coordination of all activities related to the INSSPs of an assigned portfolio of States.
  • Coordinate within NSNS and with States’ representatives the planning, design, implementation and monitoring of support activities based on identified and prioritized needs.
  • Manage national, regional and international nuclear security related projects, which includes initiating, planning, executing, controlling and closing result-based projects addressing State’s identified needs and working in close collaboration with technical officers and programme officers in facilitating its delivery.
  • Monitor INSSPs’ implementation progress and the implementation of nuclear security national, regional or international projects, in close collaborative relationships with technical officers of the Division, as well as Member States institutions.
  • Monitor and report on the achievements of project results in line with quality management standards.
  • Identify lessons learned and propose adaptations and innovations to monitoring and assessment mechanisms and tools.
  • Organize and coordinate national, regional or international events related to INSSP and national, regional and international nuclear security projects.
  • Prepare/contribute to project and annual reports, briefing notes, talking points, presentations, outreach material and publications related to the assigned projects.

Requirements

  • University degree in project management, science, international relations (nuclear specialization desirable), or other relevant field.
  • Minimum of five years of project management experience, including results-based project planning, execution, monitoring, and reporting.
  • Project management experience in nuclear related fields, particularly in nuclear security or similar technical domains, an asset.
  • Proven experience in partnership and capacity building.
  • Experience coordinating multi stakeholder activities, preferably internationally.
  • Recognised project management qualification such as PMP or PRINCE2 is desirable.
  • Excellent oral and written command of English.
  • Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
