Regional Lead for Resource Mobilization

The Regional Lead for Resource Mobilization at the Green Climate Fund (GCF) leads a regional team responsible for donor engagement and advocacy across the region. The role involves driving resource mobilization strategies, cultivating contributor relationships, supporting replenishment processes, and contributing to the overall resource mobilization strategy of GCF.

Responsibilities

• Serve as the lead focal point for all contributor and advocacy engagement within the assigned region, interacting and collaborating directly with government counterparts.
• Develop and pursue strategies for mobilizing significant levels of financial resources, including innovative alternative financing.
• Lead strategies, interactions, and relationships directly with contributor governments and key stakeholders, including government agencies and CSOs.
• Monitor and analyze political developments, budget cycles, and climate finance priorities of contributor countries in the region to shape engagement strategies.
• Work closely with dedicated consultants in markets to prioritize and conduct market outreach, and monitor and report on legislative and policy activities.
• Ensure regular, transparent communication with contributors to build trust and alignment with GCF goals.
• Lead the development and implementation of tailored contributor engagement strategies across the current contributor countries in the region, while identifying opportunities to broaden and deepen the contributor base.
• Coordinate regional outreach efforts, including contributor consultations, high-level missions, annual contributor dialogues, and events.
• Provide strategic advice and inputs to the Head of Resource Mobilization and fund leadership for regional engagements and replenishment-related activities.
• Represent the Fund at contributor missions, international and regional climate finance forums, and events.
• Contribute to the development and periodic updating of overarching resource mobilization strategies, ensuring alignment with evolving contributor priorities and global climate finance trends.
• Collaborate with other Regional Leads to shape and refine the Fund’s replenishment strategy, action plans, and contributor engagement framework.
• Drive preparations for replenishment processes and related milestones in alignment with the Resource Mobilization Strategy.
• Lead the planning and execution of region-specific engagement activities to mobilize new or top-up contributions.
• Identify and pursue opportunities for alternative funding sources within the region, including sub-national entities, philanthropic organizations, and private sector actors.
• Provide regional intelligence and recommendations to support the integration of alternative sources into the GCF’s replenishment model.
• Run strategic assessments of issues and opportunities driving developments and agendas in select markets and regions.
• Lead the negotiation and signing of contribution agreements for contributors in the assigned region.
• Monitor and track contribution payments to ensure timely fulfillment and sufficient commitment authority for programming.
• Respond to donor requests in a timely manner.
• Draft targeted collateral materials, legislative analyses, position statements, and talking points to accurately convey GCF positions.
• Oversee administrative processes and ensure effective use of tools, systems, and databases to track, manage, and report on contributions.
• Ensure the strategies and activities of the team are aligned with the overarching Resource Mobilization Strategy and contributor engagement framework.
• Coordinate closely with the Head of Resource Mobilization to ensure consistency in messaging, priorities, and contributor engagement approaches.
• Provide regular updates and strategic insights to the Head of Resource Mobilization to inform Fund-wide planning and decision-making.
• Maintain detailed, up-to-date intelligence on regional contributor priorities, budget cycles, policy shifts, and international positions.
• Oversee the preparation of high-quality briefings, analyses, and contributor assessments for GCF leadership and relevant Secretariat departments/offices.
• Support the planning and execution of high-level corporate missions to contributor capitals and regional events.
• Represent the Fund in global and regional climate finance fora and dialogues, ensuring visibility and strategic positioning of GCF.
• Collaborate with the Head of Resource Mobilization and other DER units to prepare briefing materials, talking points, and strategic inputs for high-level engagements.
• Share lessons learned and best practices with other regional leads and DER units to foster continuous improvement and innovation.

Requirements

• Master’s degree in business administration, economics, public affairs, political science, or a related field, or a Bachelor's degree in relevant fields with an additional two years of relevant experience may be considered in lieu of the Master’s degree requirement.
• A minimum of 11 years of experience in the development field, including the management of donors.
• Candidates with capital markets, investment banking, or investment fund distribution/book-building experience for project finance and/or private equity in developing markets will also be considered.
• Experience with both the public and private sectors.
• Experience in leading global resource mobilization covering both government and private sector fundraising, including philanthropies and other alternate sources.
• Experience in innovative financing is considered an asset.
• Entrepreneurial spirit, strong problem-solving skills, and a strict result orientation.
• Familiarity with complex political government decision-making complexities; ability to grasp complex issues swiftly, operate flexibly with high agility, and continuously prioritize/reprioritize as issues arise.
• Proven experience engaging with and influencing senior-level stakeholders.
• Excellent written and oral communication skills in English are essential. Knowledge of another official UN language is an advantage.
