The Technical Project Specialist will support FAO Yemen in implementing the GEF7 project by providing technical expertise, ensuring alignment of project activities with objectives, facilitating partnerships, and contributing to reporting and project management. The role involves close collaboration with government ministries and partners to achieve project goals related to natural resources management and climate change adaptation.

Responsibilities

  • Conduct a comprehensive review of proposed project activities to ensure it align with the project objective.
  • Provide technical expertise to refine project activities in accordance with the project’s goals.
  • Ensure the integration of scientific and technical knowledge in the execution of project activities.
  • Ensure smooth partnership and communication between the FAO project team and key partners, including the Ministry of Water and Environment, Environment Protection Authority, and the Ministry of Agriculture and Irrigation.
  • Provide technical support in the preparation of Project Progress Reports (PPR), as well as Projects Implementation Reports (PIR) and final reports and ensuring they reflect accurate and up-to-date information on project activities.
  • Resolve any challenges that may arise during the project implementation.
  • Address stakeholder concerns and incorporate their feedback into project planning and execution.
  • Prepare the OPIM action plan highlighting how the EPA seeks to address HACT assessment weaknesses, and where additional EPA capacity development needed, through the GEF project.
  • Attend monthly meetings with FAO operations and project management colleagues working on this GEF7 project.
  • Contribute to the annual reporting (PIR) of this project to the GEF, to be able to lead on this once the project gets executed by the EPA.
  • Contribute to review Terms of Reference of implementation partners including government institutions developed and provide inputs.
  • Organize and attend all meetings of the project steering committee.
  • Together with the project manager, review produced quality of technical deliverables.

Requirements

  • Advanced university degree in natural resources management, climate change, and policy (or closely related field).
  • At least five years of relevant experience in natural resources management, climate change adaptation.
  • Working knowledge of English and Arabic, both written and spoken is required.
  • National of Yemen or resident of the country with valid work permit.
  • Technical background in policymaking and or providing guidance on environment and climate change mitigation to policymakers.
  • Excellent communication, writing and presentation skills in English.
  • Demonstrated experience in climate change mitigation related technical activities.
  • Familiarity with UN/ INGO’s system, procedures and operational activities.
  • Relevant experience in conflict-affected countries is considered a strong asset.
  • Excellent communication skills and ability to present complex topics to a variety of technical and non-technical audiences.
