National Ecological Project M & E Specialist (SURAGGWA)

The National Ecological Project M & E Specialist will develop and implement monitoring, evaluation, accountability and learning (MEAL) systems and tools for the SURAGGWA project in Nigeria. The role involves data collection and analysis, reporting, coordination of field monitoring teams, and supporting project evaluation and improvement efforts to ensure effective project implementation and impact measurement.

Responsibilities

• Develop and implement MEAL systems and tools, as well as monitoring and reporting instruments on technical/physical execution, financial management, compliance with indicators, and project schedule.
• Collect and analyse quantitative and qualitative data systematically throughout the project cycle to monitor and ensure proper project implementation.
• Generate learning, promote good practices, measure indicators of progress and impact, make suggestions for improvement, and inform timely evidence-based decision-making.
• Propose improvements in the project's indicator system to optimize impact measurement and evaluations.
• Establish and ensure functioning of reporting mechanisms for government, donors, and grantees.
• Generate timely and relevant information for meetings with project coordination and committees.
• Lead project articulation and information management for the LOTTA evaluation.
• Prepare and update technical and financial progress reports related to project implementation.
• Generate key information feeding national statistics on food and agriculture, integrated watershed management, vegetation, forest cover, and SDGs linked to the project.
• Coordinate the project's field monitoring team and accompany them in implementing the monitoring plan.
• Survey, systematize and analyse good practices and make recommendations for sustainability and lessons learned.
• Coordinate and advise specialists in databases, GIS, or others to integrate and generate project information.
• Support monitoring of contract and agreement execution within the project framework.
• Support preparation of external evaluation missions and implementation of recommendations.
• Support preparation, implementation and follow-up of technical missions of International Monitoring Specialists.
• Carry out other relevant duties within technical competence as requested by FAO.
• Undertake any other actions related to the project as requested by FAO.

Requirements

• Advanced university degree in statistics, economics, environmental studies, forestry, fisheries or any other field related to the work of the Organization.
• Three years of relevant experience in agricultural development and/or project implementation in an area of FAO's activities in the country.
• Working knowledge (level C) of English and Hausa.
• National of Nigeria.
• Competencies in the use of statistical software for data analysis such as R, STATA, SPSS, or other relevant tools.
• Experience with digital data collection platforms (KoBoToolbox, ODK, SurveyCTO) and GIS applications (ArcGIS/QGIS) is highly desirable.
• Work experience in more than one location or area of work, particularly in field positions.
• Experience in programme/project development and management.
• Understanding of the purpose and functions of technical programmes, operational guidelines and project/programme management procedures, preferably those adopted by the United Nations or FAO.
• Experience in policy analysis relating to food and nutrition security, agriculture and rural development.
• Experience in identification, formulation and preparation of programme and project proposals as well as programme/project implementation, monitoring and review.
