See your match score & applyResponsible for providing technical, analytical, and strategic support to DRC mission bases in Colombia in all supply chain processes including procurement, inventory management, asset and fleet management, and logistical follow-up. The role is based in the National Office in Bogotá and contributes to strengthening and standardizing supply chain processes across bases through data analysis, indicator monitoring, technical advice, and field team accompaniment.
Responsibilities
- Provide technical support and strategic guidance to bases in implementing procurement procedures according to DRC Operations Manual.
- Analyze and monitor procurement processes at bases to ensure compliance, efficiency, and traceability at all stages.
- Support procurement planning at bases, promoting timely anticipation of needs and alignment with purchase plans.
- Review and accompany complex or high-value procurement processes at bases, providing technical advice to ensure compliance with donor policies and regulations.
- Prepare and support national or international bidding processes when required by the mission.
- Develop and promote contract monitoring and analysis tools to improve contract management at bases.
- Participate in supplier evaluation and selection committees, ensuring transparency, traceability, and compliance with procedures.
- Monitor procurement progress at bases and identify bottlenecks or operational risks, proposing corrective measures.
- Develop and maintain an updated national supplier database, ensuring availability for different bases.
- Support development and implementation of framework contracts and procurement strategies that generate operational efficiencies for the mission.
- Support training and capacity building of supply staff at bases through technical training and ongoing accompaniment.
- Promote continuous improvement of processes through data analysis, logistics indicators, and lessons learned.
- Provide technical guidance to bases in fleet management procedures according to DRC policies and national regulations.
- Analyze fleet performance indicators nationally, identifying trends, risks, or deviations.
- Support bases in strengthening control and monitoring mechanisms for fleet use.
- Contribute to standardization of fleet management and reporting tools.
- Support development of improvement plans in fleet management based on performance analysis and operational needs of bases.
- Support development of safety plans and training for drivers.
- Participate in the road safety plan committee within the Occupational Health and Safety Management System (SGSST) and ensure its management nationally.
- Provide technical support to bases in asset and inventory management, ensuring correct application of DRC and donor policies.
- Support bases in implementing control, reconciliation, and inventory monitoring mechanisms.
- Identify risks or inconsistencies in asset and inventory management and recommend corrective or preventive actions.
- Support physical asset verification processes and internal audits when required.
- Ensure all inventory information aligns with HQ, Regional Office, and donor guidelines in ERP Dynamics.
- Ensure registration and availability of fixed assets, reporting and documenting any incidents.
- Conduct periodic physical asset checks.
- Provide technical support in all supply chain processes (procurement, assets, and fleet) to bases.
- Ensure autonomy in procurement and logistics processes at bases through technical training and ongoing accompaniment.
- Facilitate harmonization and standardization of logistics processes among different mission bases.
- Promote effective communication between bases and the National Office, facilitating problem resolution and sharing of best practices.
- Ensure comprehensive health care and participate actively in Occupational Health and Safety Committees and emergency brigades.
- Comply with Occupational Health and Safety Management System (SG-SST) norms and instructions.
- Report hazards and risks promptly.
- Attend defined Occupational Health and Safety training.
- Maintain order and cleanliness of work area.
- Provide clear, truthful, and complete health information.
- Report work accidents, incidents, and occupational diseases immediately.
- Report need for corrective or preventive actions regarding non-conformities.
- Participate in training, drills, and other Occupational Health and Safety activities.
- Contribute to compliance with Occupational Health and Safety policies and objectives.
- Perform other duties as required related to capabilities and experience.
Requirements
- Minimum 2 years of experience in humanitarian logistics, procurement, transportation and distribution, warehousing and inventory management, preferably in international non-profit organizations.
- Good knowledge of procurement rules and regulations of major international donors.
- Good knowledge of local procurement regulations.
- Excellent knowledge of MS Word, Excel, and PowerPoint.
- Basic knowledge of Power BI is desirable.
- Intermediate English proficiency is an asset.
- Analytical and problem-solving skills.
- Ability to provide technical guidance and training.
- Advanced knowledge in ERP management.
- Management skills, proactivity, organization, and attention to detail.
- Communication skills, warmth, kindness, and service orientation.
- University degree in Logistics, Business Administration or related fields.
- Spanish advanced.
- English intermediate.
