The Non-Technical Survey Coordinator will support the strategic development, programmatic direction, and technical oversight of Community Liaison activities implementing Non-Technical Survey (NTS) and Explosive Ordnance Risk Education (EORE) across Ukraine. The role includes mentorship and capacity building to nationalize the position and ensure quality and technical standards.

Responsibilities

  • Support the Head of HMA setting the strategic direction of Community Liaison activities aligned with country and donor strategies
  • Identify and promote opportunities for integration with Protection, Shelter and Economic Recovery sectors
  • Provide technical inputs to fundraising concept notes and proposals including targets, outputs, indicators, budgets and workplans
  • Support technical review of partner proposals and budgets
  • Support technical assessment and capacity development plans for national HMA partners
  • Ensure partner-led implementation meets DRC technical and quality standards
  • Maintain and update SOPs aligned with International and National Mine Action Standards
  • Advise on safe and effective management of Community Liaison tasks
  • Identify gaps and inefficiencies in Community Liaison implementation
  • Organize coordination meetings for Areas of Operations
  • Provide technical oversight of Explosive Ordnance Risk Education activities and training
  • Monitor efficiency of EORE delivery and casualty trends
  • Maintain oversight of NTS methodologies and propose innovative practices
  • Develop and ensure rollout of assessment protocols and guidelines
  • Establish technical criteria for hazardous area designation and cancellation
  • Develop pre and post-clearance protocols and communication strategies
  • Provide technical oversight and advice on community engagement best practices
  • Analyze land release impacts in coordination with MEAL and other sectors
  • Coordinate organization of HMA workshops and public events
  • Ensure technical standards for NTS/EORE documentation and reporting
  • Cooperate with MEAL to design and implement monitoring tools for land release
  • Provide technical support and mentorship to national colleagues
  • Participate in recruitment, performance management and capacity development of NTS/EORE teams
  • Coordinate delivery of training activities for national staff
  • Maintain capacity building register for Community Liaison staff
  • Support procurement of NTS and EORE equipment
  • Support Quality Management team on QA/QC visits and address non-conformities
  • Update SOPs and Technical Methodologies and Procedures for approval
  • Attend national and international Mine Action meetings and conferences
  • Maintain liaison with relevant stakeholders and establish networks for information exchange

Requirements

  • Technical certification in NTS
  • At least 5 years of relevant experience in humanitarian mine action
  • At least 3 years experience managing and overseeing NTS activities
  • A master's degree in international development, humanitarian affairs, social sciences, or a related field
  • Proven experience with conducting capacity development and mentorship in the field of NTS
  • Full professional proficiency in written and verbal English, with excellent communication skills
  • Computer literacy: advanced knowledge of Microsoft Office package (with focus on Excel, Word, and PowerPoint)
  • Demonstrated experience in strategic planning and program development
  • Comprehensive knowledge of International Mine Action Standards and humanitarian mine action best practices
  • Proven experience managing complex programs and providing technical oversight across multiple locations
  • Demonstrated ability to influence without direct authority and to coordinate effectively across departments and with external stakeholders
  • Proven experience developing technical standards and operating procedures
  • Strong strategic thinking and analytical skills
  • Familiarity with quality management systems in humanitarian contexts
