The Economic Recovery Coordinator functions as a technical coordinator within the Economic Recovery sector in Lebanon, contributing to strategy development, proposals, technical documents, and supporting the entire programme while overseeing country activities. The role focuses on ensuring immediate needs are met with life-saving assistance and supporting sustainable self-reliance and resilience among conflict- and displacement-affected populations.

Responsibilities

  • Design, technical support, and supervision of Economic Recovery activities in the country.
  • Provide technical leadership within working groups by exploring opportunities for harmonization across humanitarian actors in market-based modalities and SOPs, proposing new joint initiatives.
  • Provide technical support for project programs including timely delivery, narrative reporting, financial overviews, and cooperation with donors and government counterparts.
  • Lead capacity building programs for Economic Recovery staff and provide technical guidance and training.
  • Develop program related operational and technical tools and training modules to support staff and partners.
  • Adapt SOPs as needed ensuring alignment with country strategy and sector best practices.
  • Conduct regular field missions to provide technical and operational guidance and supervision of cash activities.
  • Ensure integration of Economic Recovery activities with other sectors, particularly protection and Humanitarian Mine Action.
  • Ensure highest quality and coherence of sectoral interventions involving cash projects according to overall emergency and recovery strategy.
  • Support program teams and partners in compiling quality reports.
  • Provide detailed oversight of technical specifications of in-kind and cash transfer modalities including selection of financial service providers in compliance with procurement policy.
  • Coordinate, plan and monitor all cash related activities in coordination with other functions at field and country level.
  • Design, revise, and develop MPCA standard operational procedures.
  • Represent DRC in Livelihoods Sector, Food Security Sector, and Cash Working Group at national level and engage with MoSA and other cash actors.
  • Act as primary focal point and collaborate with internal and external technical experts on Economic Recovery issues.
  • Ensure close cooperation with donors, government counterparts and coordination mechanisms in synergy with other programming.
  • Coordinate and engage with stakeholders undertaking social protection schemes and identify integration pathways.
  • Develop and strengthen relationships with local partners and colleagues to maintain trust in DRC’s professional standards.
  • Collaborate with regional and global entities on programmatic issues related to Economic Recovery.
  • Drive development and growth of Economic Recovery programs including cash programs within DRC objectives and country strategy.
  • Ensure risk assessments and mitigation measures related to Economic Recovery programming are in place.
  • Contribute to development of Economic Recovery Strategy across market systems support, wage employment, and graduation approach integrated with protection programming.
  • Identify and develop strategic and complementary entry points for Economic Recovery programs including private sector, diaspora and innovations.
  • Advocate for future opportunities to develop conflict-sensitive Economic Recovery programming in Lebanon.
  • Develop project proposals and revisions based on identified gaps and strategic priorities.
  • Ensure integration of Economic Recovery with Protection and Humanitarian Mine Action programming.
  • Oversee knowledge sharing and ensure monitoring and evaluation results are used to improve cash programs.
  • Document and disseminate learning from economic recovery programs to influence policies and planning.
  • Develop and review cash indicators with MEAL Coordinator support.
  • Maintain quality records for donor reporting and audit compliance and provide technical support on best practices.
  • Provide quality control and site monitoring to ensure services meet standards.
  • Support accountability to affected populations and roll out accountability improvement plan with MEAL.
  • Ensure strong information management and use of databases for reporting.
  • Develop and undertake needs assessments to inform program design and strategic direction.
  • Conduct rapid needs assessments in emergencies in collaboration with stakeholders.

Requirements

  • Minimum 3-5 years of experience working for international humanitarian organizations in complex settings, specifically in Economic Recovery programming (cash/voucher, market based, employability, business development, regenerative agriculture, climate integration) in Lebanon and/or the Middle East.
  • Minimum 3 years experience in a coordination or technical coordination capacity.
  • Master's degree in economics, international relations or related discipline.
  • Full proficiency in spoken and written English and Arabic.
  • Demonstrated ability in conceptual, analytical and critical thinking with the ability to creatively and practically develop programmatic or advocacy strategies towards greater quality and impact.
  • Solid experience in project development and management including ability to lead assessments, design, implementation, monitoring, with good skills in proposal writing, reporting and budgeting.
  • Excellent leadership, coordination, communication, organizational and planning skills; ability to work flexibly in a diverse team in a dynamic environment.
  • Advocacy and representation skills including development of strong interpersonal relationships to facilitate communication within working groups.
  • Strong capacity building, facilitation, and presentation skills with ability to support staff and partners.
  • Commitment to integrate gender, protection, conflict sensitivity and accountability into programming.
  • Strong experience working with local and international partners, local/government authorities, and donor guidelines.
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.
  • Knowledge of self-reliance, employability, job placement and business support preferred.
  • Knowledge of protection activities including Gender and Sexual Based Violence, Child Protection and Persons with Specific Needs is a plus.
  • Strong level of computer literacy (Microsoft Word, Excel and PowerPoint).
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Flexibility in working overtime when needed.
