See your match score & applyThe Principal Programs Officer at ADB's Türkiye Resident Mission undertakes country programming, portfolio monitoring, knowledge management, and coordination with government and development partners. The role supports climate financing, private sector development, and regional cooperation through strategic country programming activities.
Responsibilities
- Contribute to the preparation and reviews of country partnership strategy (CPS).
- Provide strategic leadership in the planning and execution of country programming and portfolio monitoring missions, including oversight and quality assurance of background reports and aide‑memoires.
- Support the country management team (CMT) in preparing, coordinating, and delivering country program.
- Perform functions of CMT Secretariat under guidance of Country Operations Head.
- Participate in discussions with the sovereign and non-sovereign clients on the details of the proposed program pipeline, and follow-up on issues with concerned partners.
- Prepare regular reports on the status of the processing of the overall grant and technical assistance (TA) program, including regional TAs; manage correspondence with the government on various policy matters, grant, and TA approvals.
- Contribute to knowledge sharing activities, data, and other inputs for preparing sector thematic studies, and act as a focal person to coordinate all co-financed programming operations.
- Lead knowledge‑sharing programs and the provision of analytical inputs for sector and thematic studies, while serving as the central focal point for the strategic coordination and management of all co‑financed programming operations.
- Support introduction of new financing modalities to country operations through interactions with sovereign and non-sovereign clients.
- Support relationship management with national partners and development partners, under the direction of the country director and RM leadership and help in managing official engagements and national protocol.
- Provide relevant inputs and feedback on processing of new projects and programs.
- Perform other tasks that may be assigned as reflected in the incumbent's workplan.
Requirements
- Master's degree or equivalent in engineering, economics, finance, public administration, or related fields; or Bachelor's degree in engineering, economics, finance, public administration or related fields and at least 5 years specialized experience relevant to the position can be considered.
- At least 10 years' work experience in country programming, integrated country program and portfolio monitoring reports, knowledge management, as well as government and development partner coordination and relationship management, and at least 6 years' supervisory experience.
- Preferably with related experience in international agencies.
- Sound technical knowledge of administrative, political, and development issues specific to Türkiye in climate, private sector, and regional cooperation issues.
- Experience handling many tasks and following deadlines while producing professional-quality outputs.
- Proficiency in written and verbal communications skills in English and Turkish.
