Since that day, hundreds of Venezuelan political prisoners have been freed. They've let them out of jails, and we're working closely with the leaders of Venezuela to forge a much better future for the Venezuelan people. Last month, we signed the largest oil deal in history, covering 65 billion barrels of oil, which will benefit both Venezuela and the United States enormously and help drive down the cost of energy all over the world. And that is starting to perk right now. It's coming out. The biggest oil companies in the world are going in, and the numbers are absolutely incredible. When you add the United States and Venezuela together, we have more than 60% of the oil in the world. So it's perhaps the biggest deal. It was a war, but it's perhaps the biggest deal ever made. To the victor belong the spoils. You've all heard that our actions in Venezuela are proof that the United States will no longer permit threats to America to gain a foothold anywhere in the Western Hemisphere. And if necessary, we will use our unmatched military might to secure the vital national interests of the United States. As you know, Venezuela had the finest equipment in the world from other countries. And guess what? It didn't work. Didn't even come close to working.

Mr. president, in pursuit of a stronger and safer region, Guyana is honoured to be a founding member of the Shield of the Americas, launched by President Trump in March 2026. Since the founding of this initiative, Guyana has worked closely with the United States and 13 other like minded nations that believe in building a Western Hemisphere that values freedom, peace, economic prosperity, and a shared responsibility and commitment to fighting transnational crime and criminal networks. It is our collective responsibility to never allow our region to be overtaken by gangs or criminal networks. We understand that it is only through partnership, shared intelligence and cooperation that we can effectively tackle the threats they pose to our economies and the livelihoods of our citizens. This week, I am pleased to join members of the Shield of Americas in adopting a joint communiqué, which underscores our collective resolve to strengthen the resilience of our region in economic, security and multilateral coordination.

I have come to speak on behalf of a country that rose from the most devastating war in the Western Hemisphere, the War of the Triple Alliance, which brought mourning to no fewer than four sister nations. One of those, the country that I represent, is one of the fastest-growing countries in the world nowadays. Paraguay's contribution is not merely theoretical; it is based on experience. Facts have taught us that war is abhorrent, that peace is the only objective to pursue, and that we must stop watching from the sidelines, stop talking, and start acting. Paraguay comes before the community of nations with one non-negotiable conviction: the dignity of the human person must be at the heart of every decision. For this reason, we defend freedom, democracy, the sovereignty of states, respect for human rights, and the peaceful settlement of disputes. For this reason, we uphold human life from conception, and we recognize the family as the fundamental unit of our society.
