Today, I convey to you the facts, the achievements, to go through the breakthrough we have achieved. Last year, I mentioned that Syria came back. Today, I say that Syria is rising. Ladies and gentlemen, in our journey, in the struggle between good and evil, the bloodshed was stopped. Destruction was stopped. Syria started the journey of reconstruction, of recovery. The country was united. We controlled arms. We rebuilt military and civilian institutions. Sanctions were lifted. Projects for reconstruction have continued. We have combated drug trafficking, and we focused on transitional justice. We have ascertained the fate of the missing. We turned our vision into practical action. We have forged partnerships, and we focused mainly on the future and on the welfare of our people. We focused on reconstruction. We relied on the free will of our people and our independence. This national vision relied on diplomatic efforts. Since liberation, more than 100 states started communicating with us through 4,000 communications. Our capital has hosted more than 60 diplomatic missions. Syria has restored its status in the international community. It has been a transit for the world. We also built diplomatic bridges, and in parallel, we proved to the world that the security of the region has to start in Damascus. With seven states, we started a group, the Breath of Freedom, to destroy the chemical weapons file. We have been working with the OPCW, and we are working with the IAEA with transparency, as we believe that collective security is our duty. The strict implementation of our treaties spares our world the horrors of chemical weapons and nuclear weapons. We combated transnational crime. We have seized large amounts of Captagon, and we combated the smuggling in people and organized crime. Stability and security have been established. We are no longer isolated. The Caesar Act was repealed. Also, sanctions were lifted and culminated in cooperation with the European Union. Also, we are no longer part of the list of states sponsors of terrorism. We have started production. We have more than 5,000 production lines. We have seen an increase in agriculture production to ensure self-sufficiency. We also enhanced the service sector. The housing sector has been focused on. We recovered 3.5 million refugees and IDPs have returned in a safe and decent way. Syria turned from a crisis to an opportunity for many countries. We believe in human resources. Any development planning for the region that ignores Syria would be flawed, and the price would be heavy. Ladies and gentlemen, these initiatives focus on the recovery of citizens in Syria. This is why we focused on safe and dignified return. We launched the initiative Syria without refugee camps to end this era. We have reconstructed universities and schools to maintain educational services to all Syrian citizens. And we have consolidated our values. We have consolidated the rule of law.

We will work to serve God. God will always reward you for your actions. We have generated momentum with those who supported us. We appreciate all countries that raised their flags in Damascus. We thank the international organizations that believed in partnership with us, that worked with us. We came to you at the 80th session to announce that we are back. And at the 81st session, we came to you to provide our achievements. And at the 82nd session, we will come together again to gain the fruits of strategic partnerships. Partnerships that made Syria an international actor that builds prosperity, a model to lead stability, a vital part that is open to a bright future.

And I'm here not to sell you a product or a policy, or yet another declaration. I am here to sell you an idea. An idea conceived and spearheaded by His Majesty King Jigme Khesar Namgyel Wangchuck, an idea embraced by the people of Bhutan. An idea already being built. That idea is Gelephu Mindfulness City, GMC. And my sales pitch is simple. Come and build it with us. Now, the world has built new cities before financial centers, freeports, technology hubs, special economic zones. But GMC is different. You see, Gelephu Mindfulness City is a special administrative region, an SAR. Under its Royal Charter, GMC exercises full autonomy in governance, legislation and the judiciary. Think one country, two systems. Think of the agility of a microstate. But GMC was not inherited from history. It was not created to manage a transfer of sovereignty. It is being deliberately created by Bhutan within Bhutan on sovereign Bhutanese territory for the future. GMC covers more than 4000km². That is more than five times the size of Singapore. But its greatest opportunity is not its size. Its greatest opportunity is an institutional blank slate. GMC was given something extraordinarily rare the freedom to design an entire city and its operating systems from first principles. So we asked if you could begin again. How would you govern? What laws would you write? How would we regulate business? How would we guarantee an independent judiciary? How would we attract the best talent? How would we use technology and especially artificial intelligence? How would we create wealth while protecting nature? And ultimately, what would all that prosperity be for? These were not theoretical questions. We answered them. And we are making full use of that institutional blank slate. If Singapore has legal principles that work, we learn from Singapore. If Abu Dhabi has financial regulations that work we learn from Abu Dhabi. If leading jurists from the United Kingdom can help us build an independent judiciary, we learn from them. And if international experts can strengthen our institutions, we learn from them. The principle is simple. Search the world for what works. Take the best, adapt it, and make it work for GMC. The result is a core operating system that is now in place, designed to give investors clarity, familiarity, and predictability. But GMC's operating system was designed around a deeper conviction that prosperity and values should reinforce one another. That means rejecting the assumption that we must choose between enterprise and well-being, between technology and humanity between development and nature. At GMC, we believe a balanced approach can deliver substantial profits while protecting the values that make prosperity worthwhile. Balance is not the enemy of profit. It is the foundation of lasting profit. And at GMC, balance is not a slogan. It is built into the operating system. And this matters deeply to Bhutan. You see, Bhutan is peaceful and stable. Our forests are intact. Our culture is alive. Our people are educated. But our economy is small. It cannot yet create enough opportunities for our young people. So too many of them leave home to find opportunity elsewhere. For a country as small as ours, this is not only an economic challenge, it is an existential one. We cannot simply tell them to stay. We must give them a reason to stay and a reason to return. Jobs. Opportunities. Enterprise, a future. So Bhutan must transform. But we refuse to believe that transformation requires us to become somebody else. We want economic growth. We want investment. We want technology. We want successful companies. We want our people to become wealthier. But we also want to protect what makes Bhutan Bhutan. That is the driving force behind His Majesty's vision for GMC. And that is why His Majesty is personally spearheading its development. GMC is not a project on the margins of Bhutan. It is at the heart of our national transformation. Our people have embraced GMC as a people's project and investment in our children, our economy and our shared future. Bhutan is not waiting to see whether the world believes in GMC before committing to it.

It sounds wonderful, but is it real? Yes, it is real. The Royal Charter is in force. Laws have been enacted. Regulators are operating. The framework for an independent judiciary is in place. GMC has its own government, its own laws, its own financial systems and its own gold backed digital currency. These are not aspirations. They are foundations already in place. The physical city is also taking shape. Infrastructure is being built progressively as and when it is needed. The international airport is under construction. A railway connection to India's vast rail network is being developed. Energy, digital connectivity and urban infrastructure are being added as demand grows. Artificial intelligence and data centre projects are moving forward. And nearly 5 billion USD in projects are under active negotiation. GMC is not an idea waiting to begin. The journey has begun, but there is still an extraordinary opportunity to help define where it goes. And perhaps the best way to understand GMC is to imagine it as a startup. A 4000 square kilometer startup. Now, most startups begin with an idea, then search for the conditions they need to succeed. GMC begins with many of them already in place. His Majesty's leadership. An entire country, fully committed. Land and clean energy, full autonomy. Trusted laws and institutions, access to vast and growing markets. So GMC is a startup designed from the beginning for success. And there is one guarantee I can give you. Bhutan will not hedge its bets.

But today I am once again speaking before you with a different mindset. I do not seek to denounce, but rather to share with you factual elements about the progress and the headway that has been made by the Republic of Guinea as we have achieved results that have emanated from the choices that we have made. On the basis of our constitution, the Republic of Guinea organized an entire direct presidential and legislative communal elections, and we have established all institutions which are entirely financed by our Treasury. And I state this with a rightful sense of pride that none of these elections that were held throughout our territory, none of these elections were marred by any significant incidents on the part of any of the participants in this electoral process, and this reflects the fact, ladies and gentlemen, that a country can organize independently using its own resources, credible, peaceful, and transparent elections. This constitution that we have adopted introduces profound innovations in terms of peaceful coexistence, as well as greater representation of our localities and our communities, as well as novel guarantees for peaceful transfer of power, and includes recognition of our cultural, linguistic, religious, and cultural plurality as the bedrock of our nation, and not as a divisive factor. And this I state with a sense of legitimate pride. All of these elections were organized on our soil, once again, without any assistance from any party whatsoever. Ladies and gentlemen, I did not come here to exercise emphatic, but I do believe it is worthwhile to share with you, to share a simple overview and useful information about what our Republic of Guinea has achieved in less than three years. We have paved more than 1,000 kilometers of roads which have connected our regions. We have the Simandou Mega Project, which is Africa's largest mining and infrastructure project, which is currently complete. We have schools and hospitals that have been built throughout all of the Republic of Guinea. Three aluminum refineries which are under construction as we seek to transform our bauxite on our own soil. We have Africa's largest gold refinery, which is currently operational, and this has already been completed. And we have a sustainable and responsible socioeconomic development program for my country for the next 15 years that I refer to the Simandou 2040 project. The Simandou 2040 program embodies a structural transformation initiative for our economy. This is not merely a mining project. This represents a meaningful strategic lever in order to accelerate the development of infrastructure as well as agriculture, energy, education, health, not to mention— these are just a few. And these are results that we have achieved in less than three months, and I'm not mentioning them merely out of a sense of hope. They reflect a conviction which I wish to share with this General Assembly. Our most valuable asset remains our youth, and we must provide them with high-quality education, with training opportunities reflected to meet the needs of the labor market through the Simandou Economy Academy initiative, as well as meaningful opportunities for employment and entrepreneurship.

Excellencies ladies and gentlemen. This summer, the Republic of Moldova turned 35. For much of that time, the world described us as a country caught between East and West, a place where others decided. I stand here as the new Prime Minister of a country that has decided. Small countries do not choose their geography or their size. But small does not mean powerless. Nations like people, are shaped by the choices they make, whom they trust, whom they elect, whom they call friends, and how they respond when things turn against them. For a long time, others made many of those choices for us. Soviet authorities deported our families to Siberia, forced our Romanian language into another alphabet, and told us it had another name. After independence, Moscow used gas and trade restrictions as leverage over our country. Step by step, we began choosing for ourselves. Romanian is again written in Latin and spoken freely. Governments change peacefully at the ballot box and when our democracy was threatened, Moldovans have defended it through elections and civic action. We also reduced Russia's economic leverage on us. We diversified our gas purchases. In just five years, renewables grew from nothing to around 30% of our energy supply. Our electricity system is increasingly integrated with Romania and the European grid, and our companies sell on some of the most demanding markets in Europe and the world. But the Kremlin kept trying. Moldova faced illicit financing, disinformation, cyber attacks and vote buying. Russia spent the equivalent of nearly 2% of our GDP trying to influence last year's elections. Moldovans answered that their home is not for sale. Each of these choices carried a cost, but each taught us the same lesson. We cannot control everything around us, but what we do still matters. That is the source of our optimism. Our future remains in our hands, and nowhere is that choice clearer today than in our European path.

Being small imposes constraints, but it can also be an advantage. Moldova is not a huge domestic market. We cannot outspend the largest economies, so we have to compete differently with permits in days rather than months, clear regulation, digital public services and rules that change when they no longer make sense.

Repetition does not make violation acceptable. And because these are not abstract questions for Moldovans watching at home, allow me to speak to them directly for a moment. My fellow Moldovans, I know many of you are anxiously following the news about the war next door and the growing threat from Russian drones, and are already thinking about the winter ahead. Yes, a difficult winter awaits us. Our duty as a government is to prepare and to help those who need it most. That is what we are working on, and that is what we are discussing with our partners here. But I want to ask something important of you. Let us stick together. In difficult times, this is what has always helped us through being there for one another, helping our neighbours, our parents and those struggling the most. We may hold different views, we may vote differently. That is natural in a country where people think freely, but caring for those around us must unite us. We are a small country. That makes it all the more important to know that we are not alone and that we can count on one another. That solidarity at home must go hand in hand with clarity about the danger around us. This is not a tragedy without an author.

We live in a world with plenty of reasons for pessimism. Moldova chooses something else. Not naive optimism, not the belief that problems disappear if we refuse to see them. The optimism that comes from knowing that our future is still in our hands. For too long, Moldovans were told that our country was too small, too exposed, too divided to choose its own future. We have spent enough time believing that. We know our problems, but we should also know our strength. We are a free country. Our people are humble, work hard and put family first. Our diaspora is spread across the world, but stays close to one another and deeply cares about what happens at home. Only when it comes to vineyards does modesty become a little harder for us. We quietly suspect our wines might just be the best in the world. We have friends across Europe, across Atlantic and far beyond, and we finally have a realistic path to build a country our children should not need to leave in search of opportunity. Moldova may never be a great power, but we have everything it takes to be a great country.

Mr. president, for decades, my small but great country was known for a reality that it seemed impossible to change. The scourge of violence was deeply entrenched in our society. An entire nation was resigned to being condemned to live with this reality. After decades of institutional indifference, in 2019, the El Salvadoran people opted for Nayib Bukele, our president, who is now known across the world, a young leader who dared to challenge something that an entire generation thought they were condemned to and strove to profoundly transform the reality of our country, regardless of the consequences or the criticisms he had received from the international community. El Salvador went from being the most violent country in the world, with a murder rate of 103 people per 100,000 inhabitants. We as a country in peace, had more deaths than a country at war. So we moved from 103 murders per 100,000 inhabitants to 1.3 murders per 100,000 inhabitants in just five years. Unimaginable. Just think about it. But we achieved that. Por eso. Thank you. So thanks to this, my country is now a benchmark for others who suffer from the same problem. The International Monetary Fund has said that improvements for security has strengthened trust in and the economic activity of my country. And it's estimated the El Salvadorian economy will grow by 4.5% in 2026. So this has skyrocketed. And this is driven by investment, private consumption, remittances, tourism and inward capital flows. However, it would be a mistake to boil all of this down to numbers, because behind each and every number, these numbers that we have got used to when we say millions, they're not just numbers, they're millions of faces, individual people, individuals. So in my country, that we're talking about a mother who no longer has to be scared about whether her children are coming home in the evening or not. A business owner who used to face so much anxiety that knew that their basket of mangoes that they had to sell, they had to sell them for more than $10. Because if they didn't sell them for more than $10, they wouldn't be able to pay their protection money and they'd get shot in the head. So now behind these figures, we have a business owner who's able to open their business without fear, somebody who's able to breathe easily and cross the city freely, and a child who's able to run around all of the streets of our country, streets and spaces that they weren't able to dream of going in before, and something more profound, even the fact is that we now have a society that has recovered hope, grounded in the ability to imagine a different future. This is what recovering security really means. It doesn't just mean reducing crime, it means giving freedom its rights, its rightful space back. And I'm talking about freedom for each and every one of our citizens and each and every person that visits our country. And when a society recovers its freedom to walk around, to work, to do business and to live and breathe without fear, a second transformation begins. That is the recovery of trust. And this explains why El Salvador is now a benchmark for countries that are seeking support and looking for answers to their own security challenges. And it's not that our journey can be copied and pasted mechanically because there's no universal formula. Each situation needs to be resolved according to each country's individual experience. However, there is a lesson that we believe can be a universal lesson, and that is that no nation should have to accept collapse and government impotence as their destiny, the destiny for their people. No country. El Salvador, no. El Salvador has not come to this assembly to say that we've resolved all of our problems. No, we still got a lot to do. That would be false. To claim that we've come to say something much more profound. With determination, we have demonstrated that a problem that seemed irreversible could be tackled and turned around, regardless of whatever problem it is. And I want to be clear in line with the vision of my president, Mr. Bukele, security is not the final destination.

However, we did this while always fighting to safeguard our sovereignty because our sovereignty is not up for negotiation, our sovereignty must not be touched. We are resolved to defend it because we spilt too much blood, recovering our sovereignty. I am convinced that each and every one of my compatriots within our borders, as well as those outside of our borders, would be prepared to defend our homeland and our sovereignty with the highest level of commitment and sacrifice. Today, El Salvador wants to leave this assembly with four fundamental lessons. Number one. That nations are not condemned to eternally repeating their past. Two, the problems, even if they may seem impossible to resolve, are not impossible to resolve. Number three, that the size of a country with a very small country does not determine the size of our responsibility. And that the future does not necessarily have to belong to those that have the most power. It belongs to those who dare to engage in transformations with a sense of determination. El Salvador's invitation to this General Assembly is very simple.

The Head of state, President Tiani has consistently said this. The only thing we are asking for is that we be left to manage our own destiny. We have never been driven out of a desire to trouble anyone else, so for us, it is simply a matter of moving towards the choice and supporting the choice that we have decided upon with our people behind us. Our organization must understand this truth. The sovereignty of our states is not negotiable. Our resources belong to our peoples. Our future will no longer be decided elsewhere. Ladies and gentlemen, this is an opportunity to commend the courage of our defense and security forces and to pay tribute to all of our civilian and military martyrs who have lost their lives in the struggle for our full and total liberty. I bow down before their memory. May their souls rest in peace.

It has never brought war and it will not bring war against another country. It is determined to defend itself and to control its natural resources. It is very important for us to say this. We have chosen transformation that is based on national responsibility, making use of our resources, strengthening our institutions and tangibly improving the living conditions of our citizens. Since the 26th of July 2023, Niger has been continuing its inexorable march towards the total reconquest of its sovereignty under the leadership of the National Council for the safeguarding of the homeland, led by the president, His Excellency the General of the Army, Abdourahamane Tiani, president of the Republic Head of State. This change is a radical break with the policies imposed from outside, which were disconnected from the real needs of the population. It is rooted in the social values of the people of Niger, aware of the challenges that it faces, the government, which I coordinate, has chosen to mobilize the necessary resources to finance agriculture and basic social sectors through funds from voluntary contributions of Nigeriens themselves. In addition to revenues drawn from the exploitation of our mineral and oil resources revenue, which previously the state did not have control over. Mr. president, ladies and gentlemen a few days ago in the night, from the 28th to the 29th of August 2026, after two previous fruitless attempts to attack Diori Hamani International Airport in Niamey, a third attempt which General Tiani said a third attempt at destabilization, led by obscurantist and colonialist forces, targeted our institutions. As in the previous cases, it failed. It failed thanks to the loyalty of our forces, of our defence and security forces and the loyalty of our armed forces. It failed. Thanks to the solidarity of our allies and to the categorical refusal of the Nigerien people to go backwards. Niger emerges from this united and determined. Investigations are underway. The necessary investigations are underway in order to establish the circumstances, who is responsible and the internal and external support linked to this attempt.

Niger is not pursuing confrontation with any country. It opens its arms to all partners that wish to build a new relationship based on equality, reciprocity and mutual interest, and shared interest. Excellencies, ladies and gentlemen, for more than half a century, uranium, this miraculous substance, Niger's uranium, has lit the cities of Europe, while our cities have remained in darkness. That injustice is now over. It is at an end. In June 2025, the state of Niger recovered control of SOMAÏR, the Société des mines de l'Aïr. Our resources will now be managed by us and for us and Niger intends to sell its uranium on the international market in full transparency and in strict compliance with its nuclear non-proliferation obligations. You will have heard at some point in the past, Air France say that Niger was intending to use this uranium. When they left our country, they sabotaged all of the material. And Niger has invested some 30 billion of our francs to continue that production. Totally making use of Nigerien workers and experts. Not a single foreigner was involved in that. The current stock belongs to our country. It does not belong to anyone and we will sell it to all those who wish to buy in total transparency, as I have just said. Similarly, in 2024, our country became an exporter of crude oil thanks to the oil pipeline linking Agadem to the Atlantic coast along the African continent, the longest one in the African continent, making Niger one of the continent's fastest growing economies in 2025. That revenue is going into our own security to agriculture, electrification, water and sanitation, education, health, the health of our fellow citizens. And the Solidarity Fund for the safeguarding of the homeland, which is made up of the voluntary contributions of millions of Nigeriens, tells you everything you need to know about a people that has understood that sovereignty has a price and that it is willing to pay it. Ladies and gentlemen, three years after breaking with the old order, progress on the ground is remarkable. Our economy has seen 7% growth in 2026. In 2025, excuse me. Driven above all by oil and agriculture. Inflation, which reached 9.1% in 2024, has fallen to -4.7% thanks to exceptional agricultural production and a targeted reduction of fuel and cement prices. All of the country's riches will be redistributed to benefit our population.

Excellencies, ladies and gentlemen. Three years ago, some people predicted that Niger would collapse under the weight of sanctions and isolation. Today, Niger is standing tall. It is standing tall because its people has refused to bow down. It is standing tall because within the Confederation of Sahel states, it has found a family, solidarity and a family in the full African meaning of the term. It is standing tall because the People's Democratic Republic of Algeria, a kindred and neighboring country, chose to support us with a substantial investment in the exploitation of our natural resources and through constant support for our defense system. With Algeria, we are also engaging in dynamic cooperation in the areas of health, education, energy, water and agriculture. On top of that, there are significant structural projects such as the tripartite gas pipeline and the trans-Saharan Road. Niger is above all standing tall because it has regained possession of its land, what lies beneath the land and of its voice. Mr. president, our country is also standing tall because it is speaking within our shared organisation, the UN and because among its members we count countries with which we have fruitful cooperation based on mutual respect. In this regard, allow me to say that Togo, Turkey, the Kingdom of Morocco, the Russian Federation and the People's Republic of China are among our friends, true friends. On behalf of the president of the Republic, the Head of State I would like to express our gratitude to them. Mr. President. Excellencies, ladies and gentlemen, Niger remains faithful to the values included in its motto fraternity, work and progress, and to the values in the motto of our Confederation one space, one people, one destiny. The security, development and dignity of our peoples cannot be envisaged separately.

What has changed is the world around it. What has changed, first and foremost is Chile. For the vast swathes of the 90s and until the beginning of the 2000, Chile was a success story and a model for many regions and nations. Our country implemented economic policies that prioritized economic stability, openness to trade, and private investment in the Latin American context in which many nations were facing inflation crises and external debt. Chile distinguished itself because it continued to show fiscal responsibility, display high rates of growth and poverty reduction. What happened then? Chile ground to a halt. Things stagnated. It took bad decisions. Public policies were implemented that increased taxation, regulation and obstacles to entrepreneurship. We also weathered a very difficult juncture. In October 2019, Chile then fell to its knees in our streets. For months, there was an outbreak of violence. Chaos reigned and disorder prevailed. All of that brought consequences. With it, investment plummeted, employment ground to a standstill and homicide levels rose to an extent that Chile had never seen in modern history as a result of the rising tide of organized crime. And that all happened until very recently. Until now. Distinguished. I've come to this forum to tell you that Chile is back, and that is no slogan. It is the very reality of a country that today begins to stride towards development. Our government took office with one conviction. Order does not run counter to freedom. Order is one of the preconditions of freedom. The freedom to walk home worry free and to not be a victim of crime. The freedom to run a business and not be stymied by the action of the state. The freedom to invest and not find ourselves in a situation where the rules of the game are continually changing. We have been in government for six years and we're getting our house in order. Today, Chile is a safer, more competitive country and a nation with far less red tape.

It has only just started. A safer country is a country with more trust. And where there is trust there is more growth in employment and investment. We are also today a more competitive nation. Only a few weeks ago, Chile adopted the most significant economic reform of recent decades. We approved a reduction to business tax. It's now gone from 27 to 23%. This tax had only been on the increase since 1990. It had never decreased. We have also temporarily reduced housing purchase tax, and we have launched an initiative for capital repatriation. There's better tax stability too. We now have less red tape. We are also dismantling what we call this ideology of always having to issue permits. This is, if you like, a sort of hidden bureaucracy, which stops business projects from forging ahead. In the last six months, we've had requests to invest more than $44 billion in our economy. And these investment projects applications are being assessed by our environmental evaluation systems. More than $33,000 billion dollars, rather have been approved for projects that had been in the wings for years. We have unleashed $17 billion for environmental projects. We are taking tangible actions that are changing the very course of Chile and bringing us closer to development. The economy is not yet taking off, and unemployment is still plunging thousands of families into anguish. But unemployment is hard and high. But it will change. Change will come. Results are slow to materialize but structural reforms are underway. We know where we're going and we're not simply reacting without having any clear course in mind. After storms, the sun always comes out. After winter, spring always arrives and after years of deadlock, Chile is back. And that is what gives meaning to what I have called the miracle nation. This isn't the name of a government, nor is it a naive promise that our problems will just disappear. No, that's not it. This is the country that we're going to build. It's a country where security allows us to reclaim our territories threatened by terrorism, where trust attracts investment, where investment creates jobs, and where growth leads to better living conditions. It is a schoolteacher in Mompox, Bolívar, teaching with the tools of the 21st century. It is a rural farmer in Ubaté Cundinamarca who can now sow, sell and prosper thanks to his work. It's a young woman in Pasto, Nariño, preparing to be a part of the future industries. This is the miracle nation that we've already started to build. I'm well aware that 47 days is far too little time to change a country, but it is enough time to change the course of a country. And I want Colombia to once again enjoy strong growth. That growth should lead to a job for a young person, a home for a family, timely access to medicines, a harvest that finds a market, and Colombians who, thanks to their own efforts and dedication, can escape poverty. This is our miracle economy, an economy that grows so that people can grow with it. Our relationship with the world is also a part of this purpose. Over the last few weeks, we have seen this very tangibly, when friendly countries and international organizations came to our aid following the earthquake. This solidarity makes full sense when it reaches people, when it solves problems, and when it produces results.

We are a symbol of a nation that has survived severe trials, but has not lost its path towards a better future. In the period from 1992 to 1995, my country was subjected to aggression, joint criminal enterprises, genocide against Bosniaks, crimes against humanity and other war crimes. Following the end of the aggression in 1995, destructive forces have sought through blockades, obstruction and other means to halt the progress of Bosnia and Herzegovina. They are slowing down our path towards a modern European state, but they cannot stop it. Today, Bosnia and Herzegovina stands at the doorstep of the European Union and NATO. These are our strategic foreign policy objectives, unanimously defined by the state authorities of Bosnia and Herzegovina. Unfortunately, there are still those seeking to realize greater state projects at the expense of the territory of Bosnia and Herzegovina. During the aggression, they attacked our country by military means. Today they do so by political, diplomatic and other means. It is very important that the UN courts have established the nature of the war waged against the Republic of Bosnia and Herzegovina. Final judgments, including those concerning joint criminal enterprises, have established that this was an international armed conflict. Judgments of the highest UN courts have established that genocide was committed against Bosniaks.

The victims of the genocide and the employees of the Memorial Centre, Srebrenica, are facing unacceptable pressures from the police of the Republika Srpska. We must not allow that the police and other institutions of Republika Srpska, which committed the genocide against Bosniaks, today threaten the survivors and those that are preserving the memory of the victims of the genocide. Those seeking to destroy the Dayton Peace Agreement are attempting to create the conditions for the secession of the Bosnian entity, Republika Srpska. In the period ahead, they will intensify their activities primarily with the aim of weakening and abolishing the mandate of the High Representative of the international community, which is also envisaged by the Dayton Peace Agreement, weakening the institution of the Constitutional Court of Bosnia and Herzegovina and seizing the state property of Bosnia and Herzegovina, contrary to the national and international law. Ladies and gentlemen, Bosnia and Herzegovina is an unconquerable state. There is not a single map of Southeast Europe from the past 1000 years on which Bosnia or Bosnia and Herzegovina does not appear. Bosnia and Herzegovina is home to people who love freedom more than their own lives. Finally, as the chairman of the Presidency of Bosnia and Herzegovina, I wish to emphasize that I am proud of the brave people of Bosnia and Herzegovina. These are people who have suffered injustice, yet they continue to fight for justice. These are people who have been victims of lies, yet they continue to fight for the truth. A one year transition period was set with the aim of creating the conditions necessary for the restoration of constitutional order. Within this framework, the constitutional review process has been completed and the new constitution of the Republic was approved by Popular Referendum on August 30th, 2026. It is the restoration of the rights of all Yemenis to their state and institutions, the Yemen through which we struggle belongs to all Yemenis. The state we seek to restore is your state. The future of Yemen will not be built by excluding any of its sons. Our cause is not merely about how to end the war, but to build what comes after it. We seek a safe, stable, prosperous Yemen that safeguards the dignity of its citizens, rebuilds its economy, provides education for its children, jobs for its youth, security for its families. Yemen that's a partner for its neighbors, a responsible guardian of its strategic location, a bridge for trade and cooperation between the Arabian Peninsula, the Horn of Africa and the wider world. We are on one side; that is the side of citizens of the world that are pursuing their happiness, their development, and their freedom. A great deal is said about Venezuela. Many people opine about Venezuela. Some attempt to interfere in the domestic affairs of Venezuela. I come to this rostrum to talk to you about a Venezuela whose national life has been affected by a crisis that has disrupted political coexistence, a crisis that disrupted national life, and upset our relationships with the world. Interests alien to the common good of the Venezuelan people were pursued without our say-so. In 2026, Venezuela was forced to face two major painful tests to its life as a nation. One was the test that arose from the suffocation of its internal political life and a dispute with the United States of America, which was ratcheted up and became more extreme. Another test arose from nature's savagery; that was the double earthquake on the 24th of June. In spite of these "life's bitter blows," as they were called by the poet César Vallejo, for all Venezuela's people, today Venezuela is being reborn. The idea of our country being reborn is, if you like, the expression of our country's attitude, the attitude that it has assumed in the face of the aforementioned events. We are transforming our political relationships, and these are now rooted in dialogue, negotiations, and diplomacy. We wish to have with the United States, with our neighbors, and with all countries on the continent, relations with the international communities. We wish to rebuild them and maintain them. They must be rooted in respect and equality. I wish, before the 81st General Assembly of the United Nations, to thank President Donald Trump and his government for their readiness to resume the course of diplomatic relations and cooperation with Venezuela. The last time that two presidents, the President of Venezuela and the United States, met together was in 2009. Today we are working solemnly to, through dialogue, settle our differences. But first and foremost, we are working to pave the way for cooperation in the field of energy, to promote security, and to fight together transnational crime. And we're looking to buttress economic cooperation for the benefit of our two peoples and the peoples of our continent, and the continent as a whole.

There our people will exercise fully their power. There we will establish our fundamental laws. Only a man can know his worth and be the master of his own fate. An all-powerful individual, a party or a faction, cannot be that figure. Only a people is sovereign. No all-powerful individual, no party, no faction must prevail. We will all work together. We must pool our strengths to ensure the rebirth of our homeland, the homeland that our daughters and our sons deserve. May God bless Venezuela. The union of our people must be the flag that we hold high. We will rebuild a Venezuela that is dignified and which can forge ahead along its own path. Thank you.

It is Arab in its identity and language, African in its geography, destiny, and belonging, Mediterranean in an intrinsic part of its culture, interests, and partnerships, and Islamic in its civilizational values, which incline toward peace, security, and building bridges with its neighbors. From this geopolitical vantage point in particular, we have learned a harsh lesson in recent years. When the state weakens, the vacuum does not remain empty; competing interests fill it, armed groups become active within it, criminal and smuggling networks spread, illicit funds seep in, and institutions themselves become arenas of struggle for influence. At that point, the state does not merely lose part of its security. Its national decision-making begins to lose its independence. This brings us to the essence of what sovereignty means to us. Sovereignty is not merely a flag raised or borders drawn on maps, nor is it slogans repeated while judicial and oversight institutions fail to exercise their roles independently and responsibly. Sovereignty means that national decision-making is free. It also means that our cooperation and integration with United Nations bodies are based on transparency, seriousness, and impartiality, free from selectivity and double standards. Sovereignty means protecting the rights and dignity of the Libyan people from violations, whoever the perpetrator, and ensuring that no one is above the law and no one escapes accountability. Sovereignty means that state institutions are stronger than individuals and groups, and that weapons are subject to the law. It also means that the country's wealth remains the property of the people, not spoils to be divided among parties, networks of interest, or dubious partnerships that exercise some sort of custodianship over the state. Sovereignty means preventing corrupt money from buying influence. It means preventing influence from becoming an immunity that shields corrupt money. If that cycle becomes entrenched, it weakens the state from within and threatens the survival of its institutions.

Libya paid a heavy price when regional and international balances of power were transformed into balances within its own territory. Accordingly, our vision for Libya's external relations is clear. We do not seek to replace one influence with another, one axis with another, or one dependency with another. We want strong relations with our Arab surroundings, especially our neighboring countries. Promoting respect for human rights without any type of distinction. Mexico, a culture with more than 3000 years of history, is experiencing a profound transformation that is a continuation of the journey that, uh, was started with the independence movement, the reform, and then the revolution the three defining moments when my country expanded the rights of its people. My country today aspires to achieve a prosperous society with rights and a decent life for all. This is a transformation with clear goals to bring about shared well-being, to strengthen our competitivity, to develop our own capacities, and to determine our own destiny. It's for this reason that my country has come to share the experience of a nation that decided to show, through concrete actions, that it is possible to improve the quality of life of our people by expanding their rights and their capacity to exercise these rights. Please allow me to underscore some of the progress made. The first is the reduction of poverty. Between 2018 and 2024, more than 13 million people were lifted out of poverty in Mexico, the most significant reduction in the history of our country. It's also important to underscore that in 2025, we had the lowest in-work poverty rate in our history. This effort continues with a national social policy. In 2026, the well-being programs of our countries reached 42.8 million people. In addition to this, we have sustained investment in infrastructure, healthcare, trains, highways, schools and water infrastructure. Looking towards 2030, the investment in infrastructure for development with Well-Being plan plans to make investments in energy, transport, water, health, education and emerging technology. The second concrete action is security that the government of President Sheinbaum understands from a comprehensive perspective, addressing the causes that push youth towards crime and also zero impunity. And the results speak for themselves.

It's built with social justice. The third action is focused on employment. Since 2018, the minimum wage has increased in real terms by 154%. And today we have the highest purchasing power in more than four decades. And we achieved this with dialogue between the government workers and employers. With inflation under control and one of the lowest unemployment rates of any OECD economy. We've demonstrated in practice something that was denied for decades in theory, and that is that, um, paying workers better does not make economies poorer. It actually strengthens them. Mr. President, colleagues, on October 25th, 1971, right here in this august hall, the General Assembly adopted resolution 2758 at its 26th session with an overwhelming majority by which UNGA decided to restore all the rights of the People's Republic of China in the UN and recognize the representatives of the government of the People's Republic of China as the only legitimate representatives of China to the UN. This is of profound and far reaching significance for both China and the world. Over the past 55 years, China has been a stabilizing force in times of volatility. China is firmly committed to pursuing peaceful development and has the best track record on peace and security among major countries. It is the largest contributor to peacekeepers among the permanent members of the UN Security Council. It also took the initiative that led to the issuance of the first joint statement of the leaders of the five nuclear weapon states on preventing nuclear war. China has been a main engine driving common development. China has created two miracles at home, namely fast economic growth and long term social stability. And over many years, it has contributed around 30% to global growth. China has joined hands with more than three fourths of the countries in the world in pursuing high quality Belt and Road cooperation. It has mobilized over 23 billion USD and carried out more than 2000 projects under the Global Development Initiative. And it has granted zero tariff status to all the African countries and LDCs having diplomatic relations with it, to empower the Global South in pursuing modernization. China has been a progressive force in an era of change. China has always spoken up for the global South, stood up for the legitimate rights and interests of developing countries, and continued to work toward a more just and equitable global governance system. In October, China will host the Global Governance Forum in the Xiong'an New Area. You're welcome to attend the forum and join in the discussion about the way forward in global governance. Mr. President, colleagues. No matter how the international dynamics evolve, China remains unchanged in its pursuit of peace and development and its dedication to safeguarding fairness and justice, and in its commitment to multilateralism. That is why in Guatemala, we are restoring the state's capacity to reach those who have been excluded from opportunities for far too long. The intersectional mano a mano strategy brings together health education, housing, nutrition and community development to address poverty at the local level following crop losses caused by climate related events. We have expanded educational opportunities, promoted scholarships, strengthened instruction in national languages, and accelerated the digital transformation of the school system. In healthcare, we have expanded and refurbished facilities, strengthened regional services, and made progress in the comprehensive treatment of chronic diseases and cancer. Alongside the revival of road projects and public works in historically underserved communities, the National Digital Connectivity Plan now provides internet service to 383 public entities. We have also strengthened early warning systems for earthquakes, tsunamis, floods and volcano hazards, restoring the legitimate presence of the state also means providing security in accordance with the law, strengthening prevention, protecting communities, and pursuing criminal networks rather than only their visible manifestations. It means improving investigations, institutional coordination, and the tracing of the financial flows that sustain illicit economies. Guatemala maintains that the charter of the United Nations and international law must remain our common point of reference. The sovereignty and territorial integrity of states must be respected.

The Republic of Guatemala reaffirms its commitment to the peaceful settlement of disputes and the observance of international law We welcome the fact that the International Court of Justice has set the date for the oral hearings concerning the territorial, insular and maritime dispute with Belize. For my country, this is more than a procedural milestone. With the notification of the hearings, the final procedural stage before the court delivers its judgment has begun. It marks the culmination of a legal dispute that has accompanied the people of Guatemala and successive governments since independence, and whose conclusion we eagerly await. We recognize that the court's judgment, once delivered, will bring the dispute to an end, and we trust that it will provide legal certainty to both parties and lay the foundations for a new chapter in relations between Guatemala and Belize. Argentina's position is clear. Today I have come to tell you that Argentina is not going to sit around waiting for the UN and the international community to live up to their own mandate. We're going to take matters into our own hands. For far too long, Argentina managed its own decline. We managed poverty. We managed isolation. We managed irrelevance. We grew accustomed to debating how to divide up what remained, rather than asking ourselves how we could grow again, how we could rebuild what we had lost. That's over. We've already lost too much. We do not want to lose it again. That's why we've embraced free enterprise capitalism. We're opening our economy up to trade and investment. We're advancing in the development of our strategic resources. We've embraced the technological revolution, and we are rebuilding our military capabilities after decades of neglect. We've also made a geopolitical choice. We have unequivocally aligned ourselves with the West, with the United States, and with Israel, countries with which we share a deep affinity of values and strategic complementarity. That is why we condemn the attacks by the Iranian regime against the State of Israel. We have designated the Iranian Revolutionary Guard as a terrorist organization and continue to seek justice for the two terrorist attacks perpetrated on Argentine soil in 1992 and 1994. We have decided to cooperate with the world, but to do so standing tall, in the understanding that only a nation that is politically relevant, economically influential, and militarily respected can truly be a master of its own destiny.

A land that has welcomed millions who crossed oceans in the hope that their children would live better lives than they had, and who built one of the most prosperous nations on Earth. It is built generation after generation, through work, through freedom, and through the determination of a people who refuse to accept that their best days are behind them. Just as managing transformation is not an option up for debate. Together they constitute the very essence of the mission. We pledged before our people, before our Arab brothers, and before the entire world. On the day I was entrusted with leading the government of Lebanon, we assumed this responsibility at a time when our country faced three existential challenges. The first was to regain the trust of its people. After the financial collapse and the Beirut port explosion and the tragedies and wounds they left behind. The second was to reclaim its national decision making so that no authority stands above that of the state. No weapons exist outside its armed forces, and no decision on war and peace is taken outside its constitutional institutions. The third was to recover all of its territory from Israeli occupation, and to extend its sovereignty over the entirety of its national soil through its own forces. In implementation of the Taif Agreement and in sincere respect for the relevant international resolutions on Lebanon. Foremost among these is resolution 1701, which remains to this day a fundamental point of reference governing relations between Lebanon and Israel. Trust rebuilt decision making. Reclaimed. Land liberated. That is the equation for Lebanon's recovery. These are not three separate challenges. They are three facets of a single cause. Restoring a state that its citizens trust that is master of its own decisions, and that exercises sovereignty over the whole of its territory. Mr. president, first, the trust we seek to restore is not trust in words. It is trust in institutions that protect rights in a judiciary that guarantees justice, in an economy that restores prosperity to the people and gives young people the opportunity of a better future. We cannot speak of restoring trust without recalling the Beirut port explosion. The wound of the 4th of August remains open. It cannot heal without truth, justice and accountability, and these will inevitably come. Some may feel that our government has not yet fulfilled all of its commitments. We do not claim that the task is complete, but fairness demands that we not overlook the scale of legacy we inherited paralysed institutions, a public administration of diminished effectiveness, an economy stripped of the foundations of growth, and a state weakened by compounding crises and by decades of external interference. Even though we have not used the difficulty of our circumstances as a pretext to retreat from our commitments and we will not retreat. Lebanon has launched reforms on several fronts, namely revitalizing the public administration, strengthening the independence of the judiciary, modernizing the media law and abolishing the death penalty. It is also advancing towards the completion of financial reforms aimed at restoring order to the financial system and recovering depositors funds. These reforms should pave the way for an agreement with the IMF. Such an agreement is an indispensable tool for restoring international confidence in Lebanon, and a gateway to securing the financing needed from all our regional and international partners for economic recovery and reconstruction. Our aim in pursuing reform is not to ask our people to renew their trust in the state. Rather, through reform, we seek to rebuild a state worthy of its people's trust.

Mr. president, there are moments in the life of a nation when its people are called to remember who they have always been. This is such a moment for us. And so I begin with something deeply personal to my people and my country. And that is our name. For many years, the world has known our country as Nauru. Nauru is how our name sounded to those who found it hard to say and the world kept it. But it is not the name our people used among themselves. I rise on my first point not to announce a change, but to affirm a truth long before our country took its place among the family of nations, long before our name appeared on international records, our people knew our homeland by one name, Naoero. That name carries the memory of our ancestors, our language, and our identity. It has been there all along, never lost, never absent. Today we restore Naoero. We do not make this choice to erase our past. We make it because we honour it. We do so with respect for our history and with gratitude for the journey Nauru has carried us through to our independence and our place on the international stage. Mr. president, my government's priority is investing in our people and our future generations. Restoring our name gives back to them a piece of the inheritance, because the identity handed down by our own ancestors has a place in the community of nations, because their history and language matter, because they too have the right to inherit a nation that knows itself, names itself and speaks of itself. In light of this year's theme, let me say this there can be no genuine trust and no true transformation without respect for the identity, history, language and rights of every people to be treated as an equal and to speak for itself. I take the opportunity now to convey my sincerest gratitude to the Secretariat and to this Assembly and the many institutions and partners who have taken steps to recognise our restored name. It may seem a small courtesy, but it means a great deal at home. And so, Mr. President, I say this with the greatest pride. Anga dei-Naoero. Yet we too often ascend these heights draped only in the robes of our titles, forgetting that alongside each of us stands a history, a people, and a legacy. I was born in a little town, Damongo, which was then a modest community in northern Ghana, and it's now the capital of the Savannah region of my country. I was born to Mr. Emmanuel Adama Mahama of Bole and Madam Abiba Nnaba Suluwu of Busunu, both of blessed memory. I belong to them and I belong to the foremothers and the forefathers who gave birth to them, who named them, who nurtured them, and who passed down the enduring values by which I live today. I grew up at the crossroads of several Ghanaian cultures. I speak Gonja, which is a Guan language. I speak Twi and Ga. I am fluent in Hausa, spoken across the West African savanna and the Sahel. I understand some Ewe. And I speak English as my official language. In a very real sense, I belong to all these people because their tongues, including English, have become my tongue. Language creates a kinship, regardless of the historical complexities through which kinship was forged. Mr. President, everybody in this chamber today and every global citizen listening to my words, possesses an origin.

Less than two years into my administration, through disciplined governance and fiscal prudence and an uncompromising fight against corruption, Ghana has achieved a dramatic economic turnaround. Indeed, some circles describe it as a Ghanaian miracle. Our macroeconomic stabilisation measures have restored growth, drastically reduced inflation, stabilised our national currency and significantly lowered our public debt burden. This remarkable economic recovery story has been independently validated by all the multilateral financial institutions and major international credit rating agencies, all of which affirm that Ghana has moved from economic vulnerability to sustained recovery, resilience and growth. Mr. President, macroeconomic indicators mean little if they do not translate into real improvements in our people's daily lives. Economic growth and progress must have a human face and that is why we are pursuing an aggressive national infrastructure agenda under our Big Push programme to build roads, expand digital connectivity, construct schools and health facilities. This strategic investment is opening up the length and breadth of our country, bridging the rural urban divide and unlocking agricultural potential and guaranteeing equitable access to basic services for every Ghanaian, no matter where they live in our country. Through our flagship 24 hour Economy and Accelerated Export Development Programme and the soon to be launched New Ghana, New Economy policy, we are transforming Ghana into an industrial high productivity hub while incentivising round the clock commercial operations driving value addition in agriculture, mining and creating sustainable, dignified jobs for our vibrant youth and women. And central to our national reset is a revolutionary expansion of social protection, universal health care, delivering on the Sustainable Development Goals, specifically SDG one on poverty SDG three on good Health and well-being, and SDG ten on reduced inequalities. And so Ghana has officially launched a historic free primary healthcare programme, ensuring that every Ghanaian can access essential primary health care services at their community level at zero cost. This programme has been hailed by the World Health Organisation and the United Nations as a benchmark paradigm shift for the global South, and this model is currently being studied by other nations that are seeking to achieve true universal health coverage. Alongside our National Health Insurance Scheme, we've introduced a specialised fund officially named Ghana Medical Trust Fund, but popularly referred to after my name Mahama, that guarantees Ghanaians suffering from non-communicable diseases such as renal failure, cancers, cardiovascular diseases and diabetes.

We have always been and will always be prepared for dialogue with the government of the United States in order to try to find solutions to the various bilateral differences that we have on the basis of seriousness, respect, sovereign equality and respect for international law without any interference in domestic affairs and without preconditions. We are prepared for trade commercial relations with U.S. corporations, as we would be with any other country. We are aware of the immense challenge that our country faces in terms of its security, survival, the well-being of its people and the destiny of the nation. Last 30th of July, during the Closing Ceremony of the seventh session of the National People's Power Assembly, President Miguel Diaz-Canel, given the complex situation I've described, referred to how we can continue to grow socialism, how can we find the financial and material resources needed to preserve the social achievements attained by the revolution? And as on former occasions when we were faced with particularly complex situations, such as under the guidance of the first Commander in Chief and later of the Army General Raul Castro, the economic model was transformed to adapt it to the challenging foreign circumstances demanded by the times, and in the current situation, we promise to take the changes that are needed for the moment under the leadership of the party in a collective and democratic way, in consultation with the people, without compromising the independence, national sovereignty or the social achievements of the revolution. End of quotation. The National People's Power Assembly at that meeting adopted a new program with new practices, actors and economic concepts. All of that is being done in accordance with the Constitution in force, which was adopted through a free and universal referendum and the conception of our socialist state of law and social justice. As was pointed out by the leader of the Cuban Revolution, General Raul Castro Ruz, the most important thing will be, and I quote, the appropriate and timely implementation process with well-defined priorities and the conscious participation of the people. This process relies on the strengths that we have been able to build the potential of our human resources, and the determination to respond to the needs of the people with the greatest possible social justice, without ceasing in our efforts to defend with the utmost vigor and resolve the sovereignty and the right to self-determination. We know that we can count on the support of the international community and the solidarity of millions of people, amongst them, increasingly United States citizens. They have repeatedly shown in various demonstrations their support for Cuba and their rejection of this aggression, and have provided a solidarity and aid to our peoples to try to mitigate the enormous damage that is being made to Cuban society and its economy. This spirit of empathy and solidarity is also expressed particularly strongly amongst the Cubans, who live permanently or temporarily outside of Cuba's borders and their descendants, particularly those living here in the United States.

Uzbekistan, under the leadership of President Shavkat Mirziyoyev, has made its choice: that is openness, good relations with neighbors, the dialogue with the world. Openness doesn't translate into weakness; on the contrary, striving for peace means taking responsibility for the future. Ladies and gentlemen, we see countries are posed with the question: which side do you choose? Uzbekistan's response is clear: our choice is human dignity. We choose young people who are determined to pursue education, acquire a profession, and define their own future, because we do not measure the true strength of a statehood by its military or economic capacity. The country's might is determined first and foremost by the extent to which it can protect human dignity, rights, and interests. Therefore, we view peace, development, and human dignity not as three separate goals, but as a single, unified task. Over the past 10 years, the purchasing power of our population has doubled. Our economy grew from $50 billion to $147 billion. More than $150 billion in foreign investment has been attracted. Exports have almost tripled. The poverty rate dropped to 4%, and nearly 10 million people were lifted out of poverty. Preschool education coverage increased from 27% to 78%. Higher education coverage grew from 9% to nearly 45%. Average life expectancy rose from 66 to over 75 years. Maternal and infant mortality decreased fourfold. The true value of the reform is reflected in the lives of these people. A child is the state's greatest responsibility. If a child is not born healthy and doesn't receive a quality education, we put the future of not just one person, but the entire society at risk.

And I would like to begin by talking not about the government, but rather the people, the Bolivian people, the homeland people that has gone through difficult times, a people that knows poverty, but also that knows the meaning of work, that knows division, but also knows how to recognize one another in unity. That has been through economic and political crises, social conflicts, and times of uncertainty, but which has never lost sight of something fundamental. And that is the hope of building a better life. I come from a country that today is facing a reality that we cannot hide. But first of all, allow me to say one thing. A part of those 20 years of the reality of a country that has been dragged along, is due to the consequences of a time of ideological construction on our continent. In the case of part of South America, where one leader came here and said, this smells of sulfur. It was part of a political and ideological line, which was being built upon by another leader who brought a coca leaf here. And he turned a traditional leaf into a historic leaf, a leaf that is part of our culture. He turned it into a betrayal. So that construction and development and the vision of the development of a nation would be betrayed. Today the Bolivian economy in 2026 had inflation of more than 20%. But it was a country that was an energy power in gas and hydrocarbons and mining. Nevertheless, we were reduced to a country that now has to be negotiating with multilateral institutions and with various different nations, and that is not right. They said that they were socialists. However, we carried out a campaign ten months ago, in the ten months since I've been president, with the concept of capitalism for all of resources financial capacities, being able to invest and develop. Socialism and ideology does not put food on the table. What does is employment and the development of our economies and our production. When I took on the challenge of government, there were $51 million in our reserves because the reserves of the central bank had been entirely liquidated. Now, ten months on, we have nearly 1.2 billion and we, by the end of the year, are heading towards nearly 4 billion. And in the following 18 months, nearly $10 billion. For many nations, that might not be much, but for Bolivia it is a record, a milestone, a challenge, and a process of construction to build, strengthen our democracy and to strengthen our productive model within the country. I say this clearly, being able to look at the reality in my country, which decided to engage in a change and a transformation and to not turn back to the past. We are indeed doing this. We are ordering our economy. We are putting our house in order. We are facing up to the shortage of fuel. We are rebuilding our reserves. We are reforming our institutions. We are trying to restore internal and external trust in the country. We are doing something that we thought was even more important. We are trying to restore that trust in Bolivians so that we can move forward, because a nation that does not rebuild its trust cannot move ahead with money alone, with clear rules, with labor, with institutions that work, education, security and justice.

From primarily a recipient of invaluable assistance during the years of Doi Moi, Vietnam today is making proactive contributions to our common endeavours while deepening and broadening our substantive relations with the UN. Vietnamese military personnel and police officers have served and will continue to serve in UN peacekeeping operations, carrying our nation's aspiration for peace to places where peace remains fragile. A tradition of independence and self-reliance provides a foundation for Vietnam to strengthen its strategic autonomy and proactively pursue international integration. Looking towards our goal of becoming a developing country with a modern industrial base and upper middle income by 2030 and developed high income country by 2045, Vietnam is establishing a new development model based on productivity, quality and added value with science, technology, innovation and digital transformation as key drivers, with economic growth closely linked to cultural development, social progress and equity and environmental protection. Autonomy also means proactively adapting and cooperating with the world on an equal footing. Vietnam, therefore, pursues a consistent foreign policy of independence, autonomy, self-reliance, peace, friendship, cooperation and development, and of multilateralism and diversification of external relations. Vietnam will remain steadfast in upholding the UN charter and international law, promoting dialogue on the peaceful settlement of disputes and deepening its participation in UN peacekeeping missions. Vietnam is working with fellow ASEAN member states to build a united, self-reliant and resilient ASEAN and actively preparing to host APEC in 2027 and as a member of the UN Human Rights Council, Vietnam champions dialogue and cooperation in promoting and protecting human rights and ensuring that all can share the fruits of development. We stand ready to share our experience in poverty reduction, agricultural development and climate change adaptation, and work with partners to broaden cooperation for common interests. The world will continue to change. The direction for such change will depend on the choices we make and the responsibilities we shoulder today. Vietnam chooses peace, cooperation and development. We will work steadfastly with all countries to strengthen the UN, uphold international law and translate our shared commitments into tangible benefits for our people. We believe that with a strong UN, together we can build a more peaceful, equitable, inclusive and better world for all. Croatia brings the experience of a nation that within one generation endured aggression and occupation, defended its freedom, and rebuilt itself. It joined UN, NATO and the EU and developed a flourishing democracy and a growing economy. Our path and our transition were neither straight or easy, but we made it. Over the past decade as Prime Minister, I have seen Croatia translate those experiences into progress at home and more responsibility abroad. It is carefully designed electoral reform that protects every citizens while ensuring that a basic principle of legitimate political representation of the constituent peoples is restored. Croatia will not tire of explaining why this reform is crucial for the entire country to reach its full potential, and we will not tire of opposing those political forces whose short sighted pursuit of political gains jeopardizes equality of constituent peoples and the long term prosperity. Our own history confirms that transformation succeeds when it is rooted in inclusion, responsibility and reform. Over the past decade, Croatia has doubled the size of its economy in nominal terms, while reducing its public debt to GDP ratio by 30 percentage points from its pandemic peak. Six consecutive sovereign credit rating upgrades have brought us into the A category. We have tripled our defense budget, with approximately one third of that spending allocated to military modernization. In a changed security environment, we are strengthening our security and ensuring we are better equipped to support international stabilisation missions abroad. Reforms we are pursuing domestically are increasing our overall resilience and giving us increased capacity to engage in a world which is rapidly changing. Ladies and gentlemen, the international system stutters when the distance between declaration and delivery becomes too wide.

If you're struggling with the cost of living and your life is not improving, or if you're a young person not in employment, education or training, you are going to be much more vulnerable to this kind of influence. So part of the challenge is to lift our people up and create the opportunities they need. When inequalities grow too wide, our societies are at greater risk. So we will work to make life more affordable for people.

But on its own, that's not enough, is it? In this dangerous, turbulent age, it is more important than ever that we give people the power to build their own resilience and do more for themselves, and give them the platform to stand up for what they believe in. I am working to rebalance power across all regions of the UK, and as part of that, I have set up a second Downing Street office in Manchester. We call it number ten North. Outside that office stands a statue of Abraham Lincoln. It marks the personal connection he made with Manchester and the bond between our two nations, a bond which he described in a letter to the working people of the city as perpetual. This was not due to some military or material support. There was no quid pro quo. It was because Manchester's humble mill workers took a principled stand during the American Civil War in 1862, despite the hardships it brought them. They refused to touch raw cotton that had been picked by slaves. In 1862, people with little power used it to help those with none on the other side of the world. The best change is change like that, bottom up change led by people. And whatever distorted view social media offers today, the world is still full of good and decent people all over the world who are ready to stand up for what is right. I see that shining through all the time. Nothing brings the British people together across age, race, and class more than their hatred of injustice, the misuse of power against the powerless. We will always stand for the underdog against the bully.

The Paraguay that, after the military catastrophe, became a true open-air graveyard, is today a very different country. Paraguay has risen up. And it is ready to take its place in the world. We rose up through hard work, through openness to the world, and through the stubborn determination of a people that did not choose its geography but did choose their own destiny. Today, Paraguay is experiencing one of the finest economic periods in its history. And it has become an example to other countries of macroeconomic stability, sustained growth, and poverty reduction. As a result of this, in December 2025, Standard & Poor's awarded us our second investment-grade rating, making Paraguay the first country in more than a decade to achieve that distinction. In the final quarter of that year, unemployment fell to 3.6%. This is the lowest level on our records. Growth only matters if it is felt at home. Decent employment is one of the best social policies a state can provide. And that's not all. Paraguay has reduced poverty to levels never seen before. In less than 20 years, we have brought the poverty rate down from 58% to 16%, faster than any other country in the region. Because people matter to us. Moreover, the future is bright, not only because our electricity supply is abundant, stable, and 100% renewable, but also because our region possesses land, energy, critical minerals, and, most importantly, its extraordinary people. Mr. President, as I come to the end of my statement, I wish to return to the idea with which I began. People no longer want slogans alone. They want solutions to their problems. And above all, they want peace. They want freedom, security, democracy, prosperity, and opportunities for their children. And those of us who are entrusted with the responsibility of leading our countries must rise to those expectations. Paraguay knows that the road ahead is difficult. But we also know that it is not impossible. We believe it is possible to build a world in which cooperation delivers results, a world where democracy is not an empty promise, a world where technology serves humanity, a world in which development reaches those who need it most. Mr. President, Secretary-General, Excellencies. There is an idea that has accompanied Andorra for more than 270 years, and that continues to shape the way that we understand politics. The Manual Digest, one of the great works of our institutional heritage through which Antoni Fiter i Rossell condensed and recounted the essence of Andorran identity, reminds us that the legitimate exercise of power only makes sense when it places the common good above any other interest. The journey has not been easy, but the liberation generation fought for freedom. The generation of the Comprehensive peace Agreement secured the pathway to self-determination. The people of South Sudan chose independence through the ballots, and His Excellency President Salva Kiir Mayardit, carried the responsibility of leading South Sudan through referendum and into statehood. Today, President Kiir's vision is directed towards another historical responsibility to preserve peace, strengthen national institutions, pave the way towards elections through which the people of South Sudan can determine the next chapter of their nation. This ultimately about completing the promise of independence. A South Sudan at peace with itself. A South Sudan governed through strong institutions, a South Sudan where political competition does not lead to war. A South Sudan where women participate fully and where young people have opportunities, where refugees can return home, where the diaspora can contribute to national development, and where children grow up knowing South Sudan, not through the memories of war, but through the possibilities of peace. Doctor John Garang once challenged the people of South Sudan to unite and dream together. That dream did not end with independence. It continues. And today, the responsibility of President Kiir is and his government is. The political leadership is indeed is that people of South Sudan must dream and must have a functioning, peaceful and a prosperous South Sudan. To our international partners who stood with us during our liberation struggle and during the Comprehensive Peace Agreement and during the referendum and at independence, we say stand with South Sudan again, but let this chapter be a partnership that strengthen national ownership, a partnership that builds institutions, a partnership that recognizes progress while helping address remaining challenges.

Excellencies, 20 years ago, shortly after peacefully restoring our independence, Montenegro took its seat in this very Assembly as a full member of the United Nations. And this year therefore holds a very special significance for us. We celebrate 20 years of our UN membership as a sovereign nation. A child born in Montenegro that year is now 20 years old. A generation has come of age, witnessing Montenegro's transformation from a newly independent state into a country helping shape the Balkans, defined not by the conflicts of the past, but by the opportunities of the future. On the geostrategic front, Montenegro has paved the path toward our future in the European Union, which is now within our reach. Our goal is very clear: by 2028, to see Montenegro's flag stand among the member states of the European Union. In 2017, Montenegro joined NATO, strengthening not only our own security but also contributing to the stability of our entire region. We have kept good relations with our neighbors and demonstrated that a multi-ethnic, multi-religious, and multi-cultural society can turn diversity into confidence, belonging, and a common purpose. At home, we have transformed our economy and strengthened the democratic institutions on which lasting prosperity depends. Much work remains ahead of us, but the foundations have been laid for a society in which talent and effort open doors, and a country where young people can imagine their future at home.

Our transformation is not complete, but its direction is very clear. In the 1960s, Indonesia developed the concept of national resilience to safeguard our identity, to protect our sovereignty and unity, and to sustain our development in the face of challenges and obstacles. At the heart of our resilience are our people. A nation is resilient when families can provide for their households, when farmers can produce, when workers can find decent jobs, and when children can learn, grow and dream about their future. It is something to manage, respect and turn into strength through democratic participation, dialogue, and respect for differences. We preserve our unity from Aceh to Papua, from Miangas to Rote. Indonesia is one people. Indonesia is one nation. We also continue to strengthen the promotion and protection of human rights through our national mechanisms and our commitment to international human rights obligations. This goes hand in hand with building our national resilience, because human rights are not only the absence of violence. They are also about ensuring that people have food, education and healthcare. To our neighbors, friends and partners, let there be no doubt Indonesia stands strong today, grounded firmly in democracy, human rights, and the rule of law. And when nations are resilient at home, they have greater capacity to contribute beyond their borders. A food secure Indonesia can contribute more to regional and global food security. A more energy resilient Indonesia can contribute more to the global energy transition. A stronger economy opens greater opportunities for cooperation and shared prosperity. This is how national resilience becomes collective resilience.

It's not about territories. It's about the existence of a Jewish state at any boundaries. And yet at the time, right at that time, we were threatened with annihilation by three Arab armies that were about to invade us. You know what Israelis were doing at the time? They were digging mass graves in preparation for the thousands and thousands of casualties in preparation to bury our dead. At the time, I was an Israeli high school student in Philadelphia, Pennsylvania, five days before the war broke out. I flew back to Israel. I found a country in total blackout. Israel braced for impact. I flew back to see my brother, Jonathan. Yonatan. Yoni. He was a 21 year old paratroop officer and like the rest of the army, his unit was already mobilized. I went to find him. I was told the paratroops are encamped in the orchards, the orange groves around Ramla. So I went there and I asked some soldiers, do you know where Yoni Netanyahu is? Nope, nope. Then one guy said, oh, you mean the young guy? Yeah, he's in the next grove. So I went there and suddenly at the end of a long row of trees, I saw my brother. He was absolutely shocked to see me. Bibi said, Bibi, what are you doing here? We ran, we hugged each other and over a cup of makeshift military coffee, I asked him the question that was on my mind. The question that was on everybody's mind. So I said. What's going to happen? He paused, and then he said something I'll never forget. We're going to win, he said. We have no other choice.

I salute the courage of the people of Israel. I salute the courage of our brave soldiers, Jews, Christians, Druze, Muslim, the most moral army in the world, the IDF. For three years our brave soldiers have been valiantly fighting a seven front war. But there's an eighth front to this war.

The Jew has made a marvelous fight in this world in all the ages, and he has done it with his hands tied behind his back. The Egyptian, the Babylonian and the Persian rose filled the planet with sound and splendor, then faded to Dreamstuff and passed away. Other peoples have sprung up and held their torch high for a time, but it burned out. And they sit in twilight. The Jew saw them all beat them all. And is now what he always was, exhibiting no decadence, no infirmities of age, no weakening of his spirits, no slowing of his energies. Ladies and gentlemen, over the centuries, the tyrannies that tried to destroy us failed time and again. And God willing, they'll continue to fail if we muster our courage. If we steel our resolve, we will continue to win, as the Bible says. Netzach Israel, the eternity of Israel will not falter. And the reason is simple. We have no other choice.

Let me begin by paying my deepest respect to all the martyred freedom fighters of Bangladesh. I respectfully remember the contributions of those who have made the ultimate sacrifice in the struggle to establish democracy, justice and people's rights in our country since independence. I also pay my sincere respect to all those who were martyred and injured in the mass uprising of courageous students and people in July August 2024 against fascism. After more than a decade and a half of movement and struggle against fascist rule and exploitation, and through the sacrifice of thousands of lives, Bangladesh is now free from fascism. In a free, fair and impartial national election held on 12th February this year, the people entrusted the Bangladesh Nationalist Party BNP with the responsibility of governing the country. I congratulate the democracy loving people of Bangladesh. We believe that the people are the source of all our political power. Standing on this world stage of the United Nations, I am somewhat nostalgic at this moment. It was from this very world stage that my father, Shaheed President Ziaur Rahman, the proclaimer of Bangladesh's independence and my mother, former Prime Minister Begum Khaleda Zia, addressed the world on behalf of the country and its people. Today, I too, stand here to speak for the interests of my country and its people, and in the hope of a peaceful world community. In this age of globalization, whatever happens in any part of the world has, to varying degrees, a negative impact on every country.

A vast horizon of opportunities has now opened before Bangladesh. Accordingly, over the years, we have worked on assessing risks, securing supply chains, strengthening the capabilities of our national institutions, developing strategic reserves and forging trusted international partnerships. Recognizing the nexus of peace, security, development, human rights and the rule of law, the State of Qatar maintains its investment in development, education, health, security and economic diversification in conformity with the Qatar National Vision 2030. Centuries ago, the Incas built Qhapaq Ñan, a majestic network of roads that was built to meet the peoples, to bring together diverse realities and to ensure that no corner of the empire was left isolated and forgotten. This same spirit, this spirit that seeks to bring together, is the spirit that brings us here today. I am appearing at the General Assembly of the United Nations today for the first time. Only 57 days ago, I had the honour of assuming the presidency of the Republic of Peru. Mine is a proud and resilient people and we are a founding member state of this organization. Peru comes to this assembly reaffirming its ironclad commitment to the United Nations Charter and its fundamental principles peace and security, development and human rights, the three pillars of the United Nations. I come from a country which is all too well aware of the high price of peace. We conquered terrorism, but regrettably, today, still, after 34 years, those who took up that mantle continue to be judged and tried, despite the fact that they have demonstrated that due process was violated. Peru, as other Latin American countries, has seen agendas imposed upon us that have divided us as a society. Politics have been instrumentalized, democracy has been eroded, and the institution of the family has been weakened. An institution that is so crucial for the Peruvian people.

We have forged ahead because in addition to defeating terrorism, we have proven able to almost triple in real terms our GDP. We have multiplied 15 fold the value of our exports, and we have ensured that our currency is now among the most stable in the world. Despite this progress, the most recent governments were not capable of addressing new challenges or of closing the social divides which continue to remain in Peru. We continue to have structural problems that need to be resolved, problems that stymie more uniform development divides and problems which erode citizens trust in democratic institutions and authorities.

This priority commitment serves the entire population, particularly women and children, while providing our youth with a means to build their future with confidence and contribute to national development. Let us pass on to future generations an organisation that unites, protects and acts. For its part Madagascar is preparing at the national level a framework for the effective implementation of this transformation within our means. Indeed, the process of refoundation initiated following the mobilisation of Malagasy youth just one year ago, serves as the foundation for responsible governance, supported by strong institutions devoted to the public interest and having restored citizens trust in the state. This represents a genuine patriotic awakening, driven by the deep conviction that sustainable development requires every citizen to find a full and meaningful place within the nation. To give substance to this vision, we have launched a historic process of inclusive national dialogue, bringing together all the vital forces of the nation young people, women, persons with disabilities, political parties, civil society, the armed forces and the private sector. Moreover, Romania is strengthening Europe's resilience: we are developing significant reserves of natural gas, critical minerals, and other strategic resources essential for securing supply chains and reducing dependence on unpredictable energy sources. Next year, we will begin extracting and exploiting 100 billion cubic meters of natural gas in the Black Sea. Romania is a gateway between Europe and the rest of the world, located at the intersection of the Danube, the Black Sea, and major trade corridors. My country serves as a strategic hub for trade, energy, and transport. Economic growth is all the stronger when it is based on partnership. Our message is simple: Romania is open to business and innovation.

We have to ensure that the Iraqi territory will not become a source of attack against other neighbouring countries. Mr. President, the achievements made through Saudi Vision 2030, ten years after its launch, represent a model of comprehensive national transformation. The latter is based on economic diversification, investment in human capital, promotion of innovation, empowerment of youth and women, development of the private sector, and consolidation of sustainability. The Vision has contributed to strengthening the Kingdom's position as a regional and international hub for business, investment, tourism, industry, technology and logistics. Thus, non-oil activities accounted for 55% of non-oil GDP. The level of unemployment among Saudis has declined, reaching 6.4% in 2026, compared with 12.3% in 2016. Mr. President, energy security rests on the strength and resilience of the energy system and its capacity to withstand and adapt to disruptions. Ensuring the stability of energy supplies, protecting critical infrastructure, diversifying supply routes and safeguarding freedom of navigation are all shared responsibility that require sustained international cooperation. The Kingdom demonstrated this commitment in practice during the disruptions affecting maritime navigation through the Strait of Hormuz, maintaining the continuity of energy supplies. Through its long term investments in infrastructure, the East West pipeline, together with its petroleum reserves outside the region, also contributed to mitigating the effects of those disruptions and enhancing the reliability of supplies to global markets. The Kingdom affirms that energy security and climate action are mutually reinforcing objectives. In this context, we stress the importance of not excluding any source of energy and of pursuing realistic and comprehensive transition pathways that achieve energy security, protect the climate, and support economic development. This approach has contributed to making the Kingdom one of the countries with the lowest carbon and methane emissions globally from hydrocarbon resource production operations. The Kingdom continues to develop a more efficient and sustainable energy system through the deployment of emissions reduction technologies, including carbon capture, utilisation and storage, and carbon dioxide removal.

Your excellencies, some things demand our immediate attention, others demand sustained attention. Injustice demands both. Jordan understands this all too well. We know what it means to live in a region where one crisis arrives before the last one has receded, and we know that we cannot choose between responding to the emergency before us and building the future beyond it. So we're doing both. We are strengthening connections from the Gulf to the Mediterranean as a hub for trade, industry and technology while responding to humanitarian crises. We are confronting terrorism in the region and beyond, while developing our own defenses and remaining a frontline against threats like narcotics. We are protecting Christianity in its communities and heritage, in its native and historic land, while promoting the true image of Islam against the voices of hate. And through it all, we will not abandon our commitment to a just peace. We will continue to support Palestinian resilience, we will continue supporting UNRWA, and we will continue to uphold the Hashemite Custodianship and historic and legal status quo at Muslim and Christian holy sites in Jerusalem. Most importantly, Jordan is striving to build a different model principled, open and steady at a time when certainty is rare and politics can shift by the day. A country the world can count on, true to our principles, true to our word, ready to talk to everyone and ready to work with anyone seeking peace. However, our bias towards diplomacy will never supersede our commitment to human values and should not be taken for granted or mistaken for weakness. My friends, whether in Gaza, Sudan, Ukraine, or anywhere people live with war, displacement and fear. Whether crisis began weeks ago or has endured for decades, our principles cannot change with the world's attention. Military force cannot deliver meaningful solutions. It cannot feed the hungry, return the displaced, or build peace, nor can it repair our planet, manage mass migration, or guide technological progress.

Do you know, esteemed friends, what was, in fact, the reason, the sole official and formal reason, for the attack on the territory of the Republic of Serbia and the Federal Republic of Yugoslavia carried out by 19 NATO countries? You will not believe it. They told us that they had attacked a sovereign, free, and independent country in order to prevent a potential humanitarian disaster. The humanitarian disaster did not occur, and I have still not managed to hear or see where a similar example has occurred anywhere in the world. The attack against the small, yet free, and freedom-loving country Serbia, of which I am the proud President, was carried out with the intention of finally destroying the UN order established after World War II and of formally and informally confirming the dominance of a that-time unison Western world of United States of America and Europe. Do you know which countries, dear friends, took part in decision-making in the UN Security Council to bomb an independent and sovereign country that had attacked no other country? Just to add, not a single soldier, not a single police officer from Serbia had set foot on the territory of any other country, and yet a decision was made. I am certain that most of you, dear friends, who are among those best informed about world politics, no longer remember much of these either, and especially not the fact of who in the UNSC voted for that decision, or perhaps in the General Assembly. Do not even try, because it is impossible for you to remember. Why? Because such a decision was never made in the first place, and to make things even worse, no one ever even attempted to make such a decision. They were so arrogant and so powerful that they trampled everything in their path, from the Clinton administration to the administration of numerous European countries. That is precisely why Serbia supports the actions of the administration of President Donald Trump and sees in his work an opportunity for establishing a more just order in the world and more responsible attitude toward Serbia as a close American ally from both world wars. And what they did not know or understand at the time was this: they trampled Serbia, but they did not defeat it. Serbia rose like a phoenix from the ashes, and today, through its example, it shows everyone in the world how the international public order is preserved and how international public law is protected. Nevertheless, the consequences of that brutal attack against Serbia are enormous, and particularly visible here in the UN General Assembly. Admittedly, they are even more visible on the numerous battlefields around the world. Why? Well, because the principles of any kind no longer exist. Those who once trampled them have no moral right to speak about them.

Serbia believes that states can have a clear course and interests of their own without closing the door to those with whom they do not agree on everything. But it was not only the people of South Africa who were unchained when apartheid collapsed. The end of apartheid also marked the end of a system that exported violence and instability across southern Africa. Indeed, the fall of apartheid is a glorious story that attests to what multilateralism can deliver. Since democratic South Africa took its place in this assembly we have pursued a foreign policy anchored in ubuntu and international law, dialogue and multilateralism, and in the understanding that our fate is tied to the fortunes of our region and the continent as a whole. Millions more South Africans have access to education, electricity, water and sanitation, housing and social protection than they did at the dawn of our democracy or under apartheid. We have built a united nation of diverse people, steeled in their determination to never let history repeat itself. We have built a vibrant democracy capable of self-correcting and stepping back from the brink, a democracy strong enough to withstand and resist attempts at external supervision and tutelage. After the 2024 elections, political parties put national stability above narrow interests and formed a government of national unity within two weeks of the announcement of the results. Since the dawn of our democracy we have held no fewer than seven free and fair national elections. As we speak, South Africans are preparing once again to exercise their democratic right, this time in the local government elections on the 4th of November 2026. Again, the will of the people will prevail. The promise of democracy and international cooperation wanes when we cannot demonstrate that they can address inequality and insecurity. Compelled by our unenviable position as the world's most unequal society, South Africa made inequality a key focus of our G20 presidency in 2025.

I come from a country made up of 10 islands in the Mid-Atlantic, a country aware of its vulnerabilities, but one that has learned that the size of a territory must never determine the size of our dreams. Turning to the social context, we promote social cohesion and community unification through fighting discrimination and vulnerability while addressing any weakness inherited. We try to promote the synergies and develop our economies to limit poverty and provide the basic services to the most needy. We have also expanded the medical services through establishing a Medicare fund for all those who are not currently covered with medical insurance. We provide certain basic medical services to the most in need, especially mothers, the elderly, and those with disabilities. Turning to education, reforming this sector is the basis of our effort to provide high quality education that provides equal opportunities and ensure equity. Turning to good governance, we focus on transparency, the independence of the judiciary, and combating corruption while reforming public offices and promoting investment. Mr. president. The historic ninth Congress of the Workers' Party of Korea was held with a splendor in February this year in Pyongyang the capital city of the Democratic People's Republic of Korea. The Congress reviewed with pride the achievements made over the past five years and set out a new, innovative goals for overall development in the next stage. During the last five years, the existence and development of humankind was severely constrained by the global pandemic, abnormal weather conditions, geopolitical confrontation and the entailing economic crisis. They were harsh times for our state too. Yet we have thoroughly and consistently maintained the characteristic principle and approach of self-reliance. Our resilience grew stronger. We overcame all difficulties and challenges before us, and ultimately made remarkable advances by leaps and bounds. The five year plan for the development of the national economy was successfully accomplished. The economic foundation for production boost was reinforced. Numerous monumental projects were completed. Policies for the people that our government invariably pursues are implemented at higher level. We are seeing the upward trend of comprehensive development conducive to a simultaneous and balanced growth in all sectors, fields and regions of the country. As the first hand witnesses of the above realities, all our citizens have become all the more confident that the path we have trodden is the most accurate path, and the self-reliance and self-sustenance of our choice are the surest shortcut to prosperity. Under the unique leadership of Comrade Kim Jong Un, president of the State Affairs of the DPRK, our people have now confidently embarked on new, massive projects aimed at building on the successes in pioneering a era of comprehensive development and leading it to new heights. The path ahead of us is laden with numerous challenges and difficulties, presented by inhumane acts of certain forces that disfavor the DPRK's very existence, let alone her development. Yet we will surely attain all that we plan to, relying entirely on our own efforts, regardless of changes in the situation. This is the confidence that every Korean is assured of.

Last year at this rostrum, I noted that Suriname is diversity. And at a time when diversity is too often manipulated as a source of division, Suriname has chosen the path to recognize the distinct histories of its people, while strengthening their unity and their shared responsibility for the future. Our experience affirms that diversity, when grounded in equality, mutual respect, and meaningful participation, is not an adversity. It is a source of national resilience and prosperity. Last month, the Republic of Suriname observed its first heritage month under the theme "Hoe wij hier ook samen kwamen, hoe wij samen verder gaan", meaning as much as "However we came here, united we move forward". This initiative was conceived not merely to celebrate our culture and the diversity in it, but as a deliberate national undertaking centered on growing inclusion, mutual respect, and unity. And this process is also relevant for the global community. Mr. president, the development of Suriname's offshore natural resources, including oil and gas, will present significant, significant opportunities to accelerate national development and improve the well-being of our people. Yet, we are equally conscious that oil and gas cannot and should not become the only foundation of our economy. Our approach is therefore clear. We must transform temporary resource wealth into lasting national prosperity, using resource revenues strategically to strengthen our economy and make it more resilient through diversification. Additionally, we will need to improve our energy security. And although we are preparing for gas to shore and gas to energy, renewable energy will be part of our national energy mix.

Mr. president, ladies and gentlemen one year after the International Peace Conference and the adoption of the New York Declaration, I say to you today with full confidence and responsibility, we have fulfilled our pledge. We have fulfilled our pledge. We completed the National Reform programme to which we had committed before our people and the international community. We strengthened institutional governance, public financial management, transparency, accountability, anti-corruption measures and the rule of law. We established a unified, needs based national system for social protection and social welfare. Abolished the previous laws and regulations on this matter. And obtained an independent international audit confirming the validity of our measures. We are headed towards our legislative elections on the 28th of November of this year. And this will be followed by the completion of the renewal of the institutions of the Palestinian National Council, followed by the Palestinian presidential elections. On behalf of the State of Palestine, I reaffirm the commitments in which we believe. We seek security and peace for all. We reject attacks against civilians by any party whatsoever.

These ambitions are underpinned by Georgia's strong economic performance. Over the past five years, our economy has grown by an average of 9.3% annually, and this momentum has continued in 2026, with growth reaching 7.9% in the first seven months of the year. As the International Monetary Fund projects, Georgia will deliver one of the fastest growth rates in the medium term among regional and European countries averaging 5.4%. With one of the fastest growing economies worldwide, we are actively building an innovation oriented business friendly environment that supports both local and foreign enterprises. Despite the global uncertainty, Georgia's FDI to GDP ratio is one of the highest among peer countries and averaged over 6% of GDP in 2021–2025, highlighting the confidence of investors in the country's growth potential. Yet, the true measure of success is how it improves people's lives. Strong economic performance must translate into tangible social outcomes higher output per person, rising real wages, declining poverty, better employment opportunities, and greater economic resilience.

For Dominica, this is not an abstract question. When a hurricane destroys our infrastructure, when international energy prices rise, when access to capital becomes more expensive, when global markets change, or when climate finance remains beyond our reach, the consequences are felt immediately in our homes, in our businesses, in our schools and hospitals, and in the very lives of our people. Yet, Mr. President, I do not come before this assembly to speak only of vulnerability. I wish to speak of transformation and resilience. Dominica has made a choice. We have chosen not only to rebuild after disaster, but to build differently, build better, build stronger. We have chosen not only to adapt to climate change, but to demonstrate what a climate resilient economy and country can look like. And we have chosen to move from dependence to greater resilience. Mr. president, in 2017, category five Hurricane Maria demonstrated with devastating force the vulnerability of small island states like Dominica. The economic and human consequences were enormous. Hurricane Maria, however, also taught us an important lesson resilience should never begin after the disaster. Resilience must begin before disasters. The international community must therefore move from a model that primarily finances reconstruction after catastrophe to one that invests systematically in resilience before disaster strikes. For Dominica, this means resilient roads and bridges, resilient buildings, reliable communications, modern water systems, strengthened health infrastructure and disaster ready communities. But resilience is not only physical. A resilient country must have resilient institutions. It must have resilient public finances. It must have resilient energy systems and must have resilient food systems. Above all, a resilient nation must have people who possess the skills and confidence to withstand shocks and move forward. That is the Dominica that we are building. Excellencies.

And we'll come out of this stronger, precisely for this reason, because Spain does not choose the easy route. We always choose the fairest route. And I also want to recognize that the world knows this. At the end of the day, the reactionary forces that want to destroy this multilateral order won't stop attacking us for it. They want us to be intimidated. They want us to give up. They want us to end up believing that the SDGs are a lost cause, that defending the common good is naive, that cooperating is an act of weakness. Well, I'm here, and I've come up to this rostrum to tell you loud and clear that they are wrong and that we will not keep quiet. The Spanish people are not going back. We will not stop believing that humanity can continue to progress and that working together, we can build a better world. And we're not going to do this because we believe that delivering for our children, because we know that in a few years, future generations will look back. They will study this decisive decade, and they will ask us what role each and every one of us played. They will ask us, what did we do when some countries started to break the rules and others decided to look the other way? They will ask us what we did when defending what we believed in started to cost us dearly. And when this happens, we want to be able to tell them that we did not give up the fight. Not us. We want to be able to tell them that we gave everything to leave them a more peaceful, more sustainable, and of course, a fairer world. That's what we want to be able to tell them. Guided by our sovereign and self-reliant economic policy, the Lao PDR has adopted its 10th national socio economic development plan for the period of 2026 and 2030. The 10th National Socio-Economic Development Plan focuses on six core national outcomes. First, executing a sovereign and self-reliant economic policy, aiming for steady annual GDP growth of 6% or higher. The second, developing high quality human resources capable of driving technology transition. Third, improving living standards, ensuring balanced urban rural development and alleviating poverty. The time has come to move from promise to proof. I come not only to speak about what the world must do, but to account for what we are doing. Mr. President, last year our Prime Minister, the Honorable Dr. Terrance Drew, spoke of our Sustainable Island State Agenda—SISA— our national blueprint for transforming Saint Kitts and Nevis into a more resilient, sustainable, inclusive, and prosperous society by 2040. Today we return to demonstrate that it is becoming a record of delivery. Earlier this year, our second voluntary national review in the United Nations High-Level Political Forum showed stronger government coordination, closer alignment with Sustainable Development Goals, and tangible progress for our people. Water provides one of the clearest measures of that progress. One year ago, our 2 million gallon per day solar power desalination plant was nearing completion. In February, we commissioned it. Through semi-airborne drone surveys, we have also identified 17 new potential groundwater sources, and in August completed drilling at the first rural site. Together with distribution upgrades, these investments are strengthening water security. In 2022, only 25% of our households had 24/7 water; today, approximately 75% do. This is transformation. On the island of Nevis, we are advancing a 30-megawatt geothermal power development, with drilling expected by early 2027, and Icelandic drillers contracted to begin the process. In Saint Kitts, plans for a 50-megawatt solar PV and battery storage project are well advanced. These investments will reduce dependence on imported fossil fuels and strengthen economic resilience. We are also strengthening food security through climate-smart support for farmers, and healthcare through our locally developed national digital health information system at the Joseph N. France General Hospital. Sustainability must be practical, people-centered, and built to last. Mr. President, there is more to do. But our experience proves that small states are not powerless. With investment, partnership, and political will, small nations can deliver big solutions.

Our military is the most powerful on earth. Our technology is second to none and we are leading in virtually everything. Our energy is fueling the planet. America is rising. Our nation is growing. Our power is expanding. Our country is doing better than ever before, and our future is very, very bright. Since I took office, we have created more than 1 million new private sector jobs, and more Americans are working today by far than ever before. Last week, it was announced that the poverty rate has reached its lowest level in American history. We lifted 1.5 million Americans out of poverty last year alone. Another record, the African American and Hispanic American poverty rates are at all time lows. Real household incomes for Americans have soared to the highest level in history, 87,000 on average, surpassing the prior record that I set in my first term. From day one, my administration has worked to remove every single unnecessary regulation and obstacle to doing business in America. We passed the largest tax cuts in American history, and as a result, more money is being invested in the United States right now than has ever been invested in any nation, anywhere in the world. U.S. stock markets have set all time records. And that's just in the last 12 months. We've secured commitments for $21 trillion in new investments from all over the planet, compared to less than $1 trillion in four years in the previous administration. Two years ago, our country was dead, and now we have the hottest country anywhere in the world. Before I took office, we had the worst and most dangerous border on earth. And now we have the most secure border in American history. Nobody comes in unless they're invited. Unless they have permission. In the past 16 months, zero illegal aliens have been admitted to the United States. And that's done by some very sophisticated people.

We've invested more money in the United States military in the past 12 months than ever before. And this term, it will be $1.5 trillion. It was right here in New York City that George Washington ordered the Declaration of Independence read to his troops in 1776. Together, these developments have contributed to a growing perception that global institutions are distant from the people they are meant to serve. Sri Lanka understands this reality deeply. My country has, on many occasions in the past experienced the consequences of deficits in trust and breaches of the social contract. Two years ago, marking a watershed moment in our history, the people of Sri Lanka, representing all communities and walks of life, gave a resounding mandate to the government of President Anura Kumara Dissanayaka to address these challenges and institute meaningful change. Since then, our government has been working with determination to rebuild trust from the ground up. We are building trust through action, not rhetoric through delivery, discipline and the courage to confront wrongdoing. Sri Lanka, too, is therefore undergoing a historic transformation and rejuvenation. Despite conflicts in several parts of the world, including in West Asia and climate calamities, including the cyclone that struck Sri Lanka, my country has restored macroeconomic stability following the economic crisis of 2022. Today, Sri Lanka has been reclassified by the world Bank as an upper middle income economy, and ratings agencies have recognised this positive trajectory.

We take pride in our long standing policy of free and universal healthcare and education, and remain committed to strengthening these important pillars of social justice. I come at this point in the debate, having had the privilege of listening to other leaders who spoke before me. And Mr. President, I must tell you, I was moved by the hopeful vision, the fiery passion, the boundless generosity and caring of many of the speakers. They lifted my spirit and I am determined that that is where my spirit shall remain.

Botswana comes to this podium with a power and weight of genuine conviction. When Botswana gained independence in 1966, we carried a founding belief that our security and prosperity would come from disciplined integration into a community of nations governed by rules that all had agreed to honor. We honored our treaty obligations and opened our economy in accordance with the norms of this organization. We regarded compliance with international law as one of Botswana's strongest protections. That is the tradition I bring to this podium, representing a nation staking its existence on the promise that shared rules faithfully observed remain humanity's best instrument for peace and prosperity. Your excellencies, ladies and gentlemen, this session of the General Assembly is of particular significance to my country as it takes place in the year in which we celebrate the 50th anniversary of the Republic of Angola's admission as full member of the United Nations organization, which took place in December 1976. At that time, it was a historical achievement for the Angolan people, who waited more than 12 months from the date of proclamation of the national independence for the country to be accepted as a full fledged member of the international community. That event of great significance for the history of my country took place in a global context in which Angola became a victim of confrontation between world powers in the struggle for control of sphere of influence within the spirit of Cold War. Our entire journey towards the attainment of peace in 2002 was closely linked to the spirit of that period, which hampered the fulfillment of the dreams of Angolans and their plans to building a prosperous nation committed to its own development. These facts belong to the past, but have left us with a wealth of experience and lessons that we have drawn upon to build peace, understanding and reconciliation among all Angolans, and to chart the course of our foreign policy. Peace and national reconciliation is now a reality as shown through concrete gestures, including the holding of award ceremonies to honor the main political leaders of national liberation struggle and representatives of all segments of civil society, within the framework of the 50th anniversary of national independence. Still, within this framework, a monument in memory of all victims of the political conflict that occurred in Angola, from the proclamation of national independence until achievement of Peace in April 2002 will be inaugurated in October this year.

For Namibia, effective implementation of the key commitment of the Pact for the Future would be beneficial in accomplishing Namibia's national priorities, namely agriculture, sports, youth empowerment, quality education and training, creative industry, health and social welfare, land, housing, and sanitation. I wish to urge all member states to consider the implementation of the Pact for the Future as a critical international priority for development. As part of our developmental agenda, we are preparing our young people for the emerging industries in Namibia, such as oil and gas, renewable energy, and green hydrogen, among others. Subsequently, this year we have introduced 100 percent subsidized registration and tuition fees for Namibian students entering universities and vocational training centers, and encourage them to take up appropriate courses. The government of Namibia has established the National Youth Development Fund last year. As a result of this fund, young people have set up their own medical practice, law firms, milling plants, and poultry businesses, to mention a few, thus contributing to job creation and poverty eradication. Namibia also takes cognizance of the rapid advancement of artificial intelligence in advancing human progress in line with the Global Digital Compact. However, we call for ethical, responsible, inclusive, and human-centered development and use of artificial intelligence with appropriate safeguards to ensure that technological advancement complements and enhances human capability rather than undermines it.

We also staunchly support the government of Colombia in their measures to reduce the production of cocaine, which also affects Panama as a transit country. Ladies and gentlemen, in a world marked by strategic competition between the great powers, Panama, as a result of our history and beliefs, chooses to remain the meeting point where humanity can build a future of peace and shared development. We are a nation that hosts people from different cultures, that hosts birds, whales, and vessels from the entire world. Panama hosts the world, and we would like to invite all free nations who wish to see prosperity for their peoples and who wish to be more global in trade, but also more autonomous in decisions on their own traditions to work together. We also host investment with a new stage of national development to improve global logistics through the Panama Canal and also five high-quality global ports, including two of the largest in our region, in addition to the expansion of the services that we offer in terms of transporting hydrocarbons between the oceans. As I have made clear in this statement, in terms of global trade and also investment in combating drug trafficking and terrorism, respecting sovereignty and peace, in all of these matters, all members of the United Nations can continue to count on Panama in this endeavor. Just like Papua New Guinea. Yet we must be united in respecting and tolerating the differences we all have. Mr. president, Papua New Guinea knows something about diversity. We have more than 800 languages and many different cultures and traditions. Yet for 51 years as an independent nation, we have remained together as one Papua New Guinea. Mr. President, the Dominican Republic has worked to fulfill the essential commitments for our people, and we have been able to show results. We've reduced monetary poverty from 25.8% in 2019 to 14.6% in the first 6 months of this year. And just two months ago, the FAO confirmed that my country was taken off the hunger map, being the fifth country in Latin America to achieve this. We have committed to achieving the zero hunger goal by 2028, but we managed to achieve this before that. For 4 consecutive years, we've received more than $4 billion per year in foreign direct investment, and in 2025, for the first time, more than $5 billion. And we are forecasting to receive more this year. Our exports reached a record of close to $16 billion. These results are a reflection of our legal certainty, institutional stability, and trust, inspired by the trust that different actors have in the Dominican Republic. Peace, investment in new infrastructure, as well as the hospitality of our people, have led us to receive 7.5 million visitors in 2019, and this year is projected to exceed 12 million, and this figure is only rivaled by Mexico in Latin America.

And this is the essence of development, transforming public policies into tangible dignity that people feel in their daily lives. And from this understanding of sustainable development, Algeria proceeds with the conviction that development cannot be fully complete unless it includes its regional surroundings and environment, and unless it contributes to building a more integrated African space that is better able to face the present and future challenges. Within the framework of the National Development Plan 2025-2044, Mozambique is committed to transforming its potential into shared prosperity for the people through the valorization of resources and investing in human capital, especially in the youth and women, which are the majority. For Malawi, the pursuit of wealth creation, self-reliance and economic transformation is not merely a political aspiration; it is an urgent survival strategy. Because of this, we have remained steadfast in implementing the SDGs in alignment with our long term development vision, the Malawi 2063. On this note, Mr. President, I'm happy to report that Malawi successfully presented our third voluntary national review during the 2026 ECOSOC High Level Political Forum, thereby reaffirming our commitment to the 2030 agenda for Sustainable Development and the Malawi 2063, as well as our desire to accelerate sustainable development and economic transformation. The review revealed that even though we face numerous structural challenges, we have made some progress on many of the SDGs. Already, thousands of former combatants who meet the conditions have either joined the defense and security forces or entered civilian employment. Burkina Faso is engaged in a dynamic of deep seated transformation spearheaded by progressive popular revolution. At the time where we are beginning to commemorate our fourth anniversary, we must underscore the progress made in several areas in life in our country. On an economic level, Burkina Faso is resolutely pursuing its efforts to undertake structural transformations of our economy and to achieve development that is based more on our own priorities and potentials, in synergy with other Member states of the Confederation, our country's working to strengthen our productive capacities, to harness our natural resources, and to further promote local processing of raw materials. Under the leadership of Comrade Captain Ibrahim Traore, President of Faso, Burkina Faso has made a choice to place the people at the heart of all endeavours, encouraging the creation of new production units and processing units by encouraging better use of our resources. And through these initiatives with six great presidential initiatives, our economy is becoming more dynamic and progressively being strengthened. Our ambition is to strengthen the bases for local, lasting and inclusive development while pursuing the deep seated reform and renewal of our society and strengthening our economic sovereignty. This transformation also includes infrastructure. The relaunch 2026 to 2030 plan in this regard is a major framework to deliver this approach and to support the changes that are currently underway in our country. By relying first and foremost on our own forces and respecting the choice to exploit and process our resources locally, we intend to create more value within our economy and to ensure that the wealth of our country benefit our population as a priority.

Of course, significant challenges remain, but the progress Greece has made is impossible to overlook. Seven years ago, my country was still emerging from the most painful economic crisis in its modern history, having lost more than 25% of its GDP. Today the economy is growing much faster than the European average, while Greece is attracting significant foreign direct investment. Public finances are solid, and our fiscal performance has become a positive example in Europe. Our public debt is declining faster than any other OECD country. Structural reforms and digitalisation of the state, which has helped reduce bureaucracy, have transformed the public administration and restored trust among investors. A few days ago, two leading rating agencies upgraded their outlook of the Greek economy. And at a time of great turbulence in the global bond markets, this says a lot about the progress that Greece has made. Not many people would have bet a few years ago that today Greece's borrowing costs would be lower than that of four G7 countries. This transformation was not easy. It was made possible by the hard work, the resilience and the determination of the Greek people. Economic growth is vital because it expands a nation's strategic leverage. It enables a state to bolster its defence, a core commitment this government is proud to adhere to, to modernize its infrastructure, to invest in innovation, all while safeguarding social cohesion. Economic resilience is therefore inherently intertwined with robust institutions and credible deterrent capabilities.

Mr. president, Mr. Secretary General, excellencies, ladies and gentlemen, San Marino is the world oldest republic. For more than 17 centuries, we have survived not through military power, territorial expansion, economic might, but through dialogue, respect for the law, neutrality, and the conviction that sovereignty of a small state is no less valuable than that of a great power. In response to the transformation to Tuvalu's physical environment caused by rising seas, the Tuvalu Coastal Adaptation Project (TCAP) has already reclaimed on the capital island of Funafuti, 15.3 hectares of elevated and flood free land as part of the reinforcement of the island's coastal areas. Mr. President, given the state of the world, each member of the UN must ask themselves what they can do. Insofar as India is concerned, its inclusive growth and all round progress has advanced the prospects of one sixth of humanity. When health, nutrition and education are effectively delivered, when drinking water, electricity, roads and housing are ensured, this veritably lifts the global SDG outcomes. But today India has much more than that to offer. Our digital public infrastructure is not only ensuring better governance, but is the backbone of delivering socio economic benefits. Mr. president, Pakistan's economic revival remains a defining responsibility of my government and a mission that is very close to my heart. Bold reforms and sound macroeconomic policies have resulted in a three fold growth in our GDP since 2017. Zimbabwe is indeed open for business. We are also pursuing food and nutrition, security and the climate smart agriculture. My government is leaving no one and no place behind. Even in these difficult times when darkness seems to be descending in many places on the high ideals of the United Nations. But a light has not gone out. The torch of peace and justice still flickers and guides us, just as it did in my country more than 80 years ago. Liberation from tyranny of unbridled nationalism, racism and fascism came too late for Anne Frank and many others in my country. When it did finally come, it was brought by American, Canadian, British, Polish and other Allied soldiers, many of them not much older than Anne Frank. And among their many resting places far from their homes, is an American cemetery in Margraten, a small village in the south of the Netherlands. A wall stands watch over their graves, and on it is inscribed a simple epitaph to you from failing hands we throw the torch.

Peace was its purpose then. Peace remains our responsibility today. And peace will be relevant tomorrow. Ladies and gentlemen, for Latvia, these principles are written into our history. Latvia and its people know what it means to lose sovereignty, what it means to lose freedom. For 50 years, our independence was denied, but Latvia's right to sovereignty endured. No, not just for some, but for everyone. Love and a little kindness. So, Mr. President, I end this statement by returning to the beginning of a milestone of profound importance to my country and its relationship to the world. The 9th of December this year will mark 60 years since Barbados took its place in this organisation, emerging into independence after 340 years of imperial subjugation. On a wintry 9th of December 1966, just nine days after we achieved independence, and on the very day of our admission to the United Nations, our first Prime Minister, the Right Excellent Errol Barrow, set out what, coupled with the principles of this organisation has remained our guiding principle in dealing with the world that Barbados is a friend of all and a satellite of none. Indeed, Prime Minister Barrow spoke of a world marked by profound inequalities in wealth and opportunity, which Fanon had highlighted only five years earlier. In the text I quoted and drawing from Prime Minister Barrow's language, where he quoted from the Hebrew Bible. He warned that newly independent countries could not remain hewers of wood and drawers of water, while the wealth of the world flowed elsewhere. He saw the United Nations as having to put the eradication of poverty at the centre of its role. Do not question, therefore, why we view it as our duty to fight increasing global inequality. Much good has been done by this UN in the last 60 and 80 years. During this time, our membership in the United Nations has been essential to Barbados expression of its sovereignty and its participation as an equal member of the international community. These halls have given us a place to speak in our own name, to defend the interests of our people and others, and to help shape the decisions that affect us all.

And without wishing to sound patronizing, if anyone wants to see an example of a country that has repeatedly given up something that naturally belongs to it as a fundamental right, something that many take for granted, all they need is to look at the recent history of my nation, a history marked by challenges, by security risks of regional proportions, by constant compromises and concessions made in the name of peace and cooperation, and the higher goal of integration, often at the expense of the most basic understanding of dignity and justice. We have taken truly difficult decisions. We have continued forward even when processes lasted longer than one generation of citizens could reasonably have expected. But precisely for that reason, with the benefit of distance from those decisions and with a clear awareness of reality, I can responsibly say today that trust cannot be a one way obligation indefinitely.

We are committed to the Sustainable Development Goals, and we are making measurable progress. Multidimensional poverty stands at 19.1% and unemployment at 1.9%. Public debt has been brought down to 66.6% of GDP. And for the first time in a generation, it is on a path of sustainable development. These figures are not abstractions. They are Belizeans at work. We are proud and heartened that, notwithstanding Melissa, Jamaica's credit ratings have either been stabilized or upgraded, and unemployment still stands at a relative low of 3.7%. Those gains did not happen by accident. They required discipline, partnership, sacrifice, consistency and long term planning. Our experience has taught us that the strongest response to a crisis begins long before the crisis arrives, in the choices we make, the institutions we build, and the buffers we create. Jamaica will continue to take responsibility for the things within our control, but domestic responsibility must be matched by international solidarity and cooperation.
