The traditional system of international justice is seriously undermined whenever interests prevail over law, and the same rules do not apply to everyone. The greatest problem of today is not a lack of rules or political principles, but the fact that they were not respected in the past or now. You will notice, dear friends, that today, with the exception of a few countries, everyone speaks of and invokes the UN Charter, the spirit of the Charter, and the principles on which the world order that was in force until recently was based on. It is as though they want to tell us, "Never mind, it doesn't count," that the fact that in the past we tore down and violated that Charter by which we opened a Pandora's Box which is impossible to be closed, and today we would like, without consequences, to return to the future. They would like to revitalize the observance of the very same principles that powerful and great countries trampled so brutally. How many times, over the past two days from this rostrum, have you heard calls and appeals for observance of the principles of international public law, particularly when it comes to the conflict in Ukraine, while the majority of those same countries shamelessly and recklessly remain silent about the fact that they themselves participated in trampling the Charter and destroying the foundations of the international public law system? And today, they would, at any cost, like to return to those principles now that they see that more powerful and stronger ones have resorted to the very same violations that they themselves carried out when they were the most powerful and the strongest. Here, I am referring to all the countries that recognize the unilaterally declared independence of the so-called Kosovo, and without any basis whatsoever in international legal documents attempted to seize 14 percent of the territory of the Republic of Serbia. To many of you, this may sound like a distant past, but the wounds inflicted on international public law are becoming ever deeper and more severe. To be completely precise, the order based on respect for the UN Charter and the law founded upon it no longer exists. It was destroyed by those who tore apart the territories of other countries for the sake of their own political and economic interests. They did so unscrupulously, recklessly, and shamelessly.

The sovereignty, security, interests, and territorial integrity of sovereign States are ruthlessly trampled upon and international law and order feebly collapsed due to the unilateral high handedness and tyranny of hegemonic state. Such a grim reality in international relations teaches us a serious lesson.

I had prepared a speech to present to you. Yesterday, the United States President described us as terrorists. We have been the victims of terrorism. I come from an Iran in which our esteemed Supreme Leader was assassinated without any legal framework or reason. I come from an Iran where, in truth, they bombed a school. You see these children? These children perished under bombs, with weapons used by the United States and Israel. They were innocent, had committed no crimes. Lamerd, one of the small cities in a province in Iran, a sports hall where children were busy playing. The United States, by using weapons with multiple warheads, targeted that sports hall. They martyred, assassinated, our scientists, our men, women, and children. Innocent children who, in truth, had committed no crimes, no sins. Those who are terrorists and train and protect terrorists describe us as such. We have only defended ourselves. We are not terrorists. Our innocent people have been the targets of cowardly attacks and aggressions imposed upon our country, and we defended ourselves with utmost strength. America and Israel attacked us, equipped with the latest technology and weapons systems, and our people stood steadfast. Yes, they did hit us, but we did not bend the knee. We did not bow our head. We responded, but we did not hit civilian populations. They came into surrounding territories and targeted our universities, our healthcare centers, our schools, our hospitals, our infrastructures—all of it against international law. When I took over the responsibilities as President, they assassinated Ismail Haniyeh in Iran. On the day of my inauguration, Israel targets any neighborhood, in any city, in any province, commits assassinations like a true terrorist. In Gaza, over 80,000 innocent civilians have been murdered, brutally murdered. Hundreds of thousands have been displaced. They are committing genocide by using the so-called technologies that they have at their disposal. Then they label others as terrorists. Are we the sources of instability? We only seek to live independently. We are the ones who cause instability. Those who are committing terrorism and committing crimes, are they the protectors of peace and stability? None of the international laws have been adhered to by them. This is what we're facing. We don't want anything. We have received our response. We need strength, because a people which is unable to defend itself will be trampled upon in today's world. We live in a world in which the powerful, instead of thinking about humanity, justice, fairness, and democracy, they seem to be the protectors and creators of instability and destruction. Whomever they wish to discredit, they label them as terrorists. Two hundred years—for the past two centuries— Iran has not attacked any country or any territory, but we've always defended ourselves steadfastly. But now we're being accused of being source of instability in the region? We're labeled terrorists? And this has made it so that the path that we have chosen for ourselves requires power to defend ourselves. We do not seek power in order to attack or commit aggression. We seek energy for progress, not to threaten societies with weapons. And we wish to cooperate and collaborate for security. The people of Iran, in the past 7 months, our people, have been in the streets every night demonstrating in support of their land, of their homeland, so as to not allow those who were equipped and trained and armed by Israel and America to cause disruption in the security of their country. For 7 months, day and night, they've been present in the streets. They are our source of power and our support. And that's why we stand fast. Iran must be powerful so as to avoid being threatened, to avoid its future being threatened. We do not wish to use our power for hegemony, and we do not seek our security in the insecurity of others. Vis-à-vis Iran's defense, our defensive systems have been built so that no one can think that bombing of Iranian cities will go unanswered.

That is a brink that we had hoped we had left for good in the last century. How did we reach this point? Well, it is no mere coincidence. It is the inevitable result of actions by certain states aimed at deliberately undermining the system of international relations so that the world would develop not according to the laws of peaceful coexistence, but rather the principle of might makes right and political selfishness. If we truly want to restore trust, we must not hide behind diplomatic niceties, but honestly identify the causes of crises. In 1945, in San Francisco, at the UN founding conference, U.S. president Harry Truman spoke words that today sound like a prophecy. No matter how great our strength, we must deny ourselves the license to do always as we please. If all those with great power had acted as Truman said, we would have avoided many wars and conflicts. Unfortunately, however, the desire to live at the expense of others has remained the dominant narrative in the collective West's development. During the Cold War the balance of power was maintained by a system of checks and balances between the two opposing political systems. But since the 1990s, when that balance collapsed, the policy of unrestrained superiority has begun to grow rapidly, and in recent years this policy has reached its peak. Western countries have effectively trampled on international law and started to force everyone to act according to so-called rules, destroying countries and suppressing unbowed peoples. And these rules are like traffic signs in a city that they themselves have designed. They always have a green light while everyone else faces strict restrictions. But this isn't about metaphors. It is about facts that everyone knows. Yugoslavia, Iraq, Libya, Syria, Venezuela, Cuba, Iran, Palestine. And this is by no means an exhaustive list of the countries that have been or remain the focus of greedy Western interests.

Ladies and gentlemen, one of the biggest tests for the UN's relevance is Russia's aggression against Ukraine. For more than 12 years ago, since the illegal annexion of Crimea and occupation of eastern Ukraine in 2014, a permanent member of the Security Council of the Russian Federation has been perpetrating a war of aggression at the very heart of Europe. That aggression disregards the principles of the United Nations Charter to its very core. It violates the respect of sovereignty and territorial integrity of states, and the prohibition of the use of force against another state. The consequences of Russia's aggression, however, extend beyond Ukraine and Europe. For example, by increasingly targeting Ukraine's Black Sea ports, commercial shipping, grain infrastructure, and alternative export routes, Russia is putting global food security at grave risk. As such, this is a concern for all of us, and rightly so. Russia's actions have been condemned by a large majority of this Assembly. But condemnation is not enough. We need to collectively force Russia into peace in Ukraine, to force into a negotiation table by raising the cost of its aggression. For this, we can and should use the diverse instruments at our disposal, be they economic, diplomatic, or political. I strongly encourage more of my fellow heads of state and government to use this occasion to call on Russia to cease its aggression. Those of you who have done so already, be it the Global South or North, you have my appreciation. The principles of the UN Charter cannot be trampled on. It is our collective task to stand up for them. We should also support the efforts of international mechanisms to document the war crimes, ensure accountability, and provide assistance to those whose rights have been violated. Estonia is doing its part. We have completed all national procedures and taken the lead in discussions in Strasbourg to establish the special tribunal as soon as possible. A UN member state whose armed forces have been repeatedly cited in the UN Secretary-General's reports for grave violations against children and conflict-related sexual violence should have been no place in UN peacekeeping operations. This is a matter of ensuring that perpetrators' actions have consequences. But it is equally a matter of retaining trust in and the integrity of UN peacekeeping. I therefore call on the UN to stop reflecting and instead take appropriate actions immediately. Ukraine requires assistance in defending itself, but also in rebuilding the country. Estonia, together with its partners, have worked closely to support Ukraine's cybersecurity and resilience, in responding to evolving threats through the Tallinn Mechanism and the IT-Coalition. Estonia is also proud to be hosting the Ukraine Recovery Conference in 2027, organized in cooperation with our closest friends in the Nordic-Baltic region. Building on the outcomes of earlier conferences, next year's event will be advancing in practical terms long-term international support for Ukraine and its recovery. As such, it will be a multilateral effort and example of true cooperation for international peace and security. My fellow leaders, while it is the situation in Ukraine and Ukraine's security that affects Estonia most directly, we are neither indifferent nor unaffected by the impact of other wars, threats, and conflicts. The situation in the West Bank and Gaza remains of great concern. Innocent civilians and children must not bear the devastating human cost of war. Estonia has consistently called for upholding international humanitarian law and ensuring safe, rapid, and unhindered access of humanitarian aid for those in need. We remain a stable donor in UNRWA and are committed to a credible political process leading to a negotiated two-state solution, with Israel and Palestine living side by side in peace, security, and dignity. We have provided food aid to hospitals in Gaza and stand ready to offer our digital transition expertise in its future reconstruction. Estonia has consistently condemned the attacks by Iran against our close partners, the Gulf states, and has shown its readiness to contribute to ensuring freedom of navigation in the region. This is an issue that affects us all. We also see instrumentalization of migration as a means of exerting pressure on countries, whether on the European Union's eastern and southern borders or elsewhere.

This stage must conclude to usher in a new political era based in truth, justice, and the ability to look forward together, and to find, in political dialogue underpinned by respect, a genuine forum within which we can settle the differences which we have as Venezuelans, seeking always, in so doing, to forge ahead for the well-being of the country. I am delighted to announce that Venezuela has begun a process of democratic transition to ensure its rebirth. This is an orderly, institutional, and verifiable process to build a country that is freer for all, more prosperous, and more at peace with itself. This is a process of political, economic, and spiritual change, and a time of structural reforms to ensure Venezuela's rebirth, the rebirth of our nation and our people. We are seeking here to build a country in which no one has to win by riding roughshod over someone else or ignoring them, because all of us, particularly young people that are entering political life for the first time, are Venezuela. We must aspire to a Venezuela whose political class is deeply committed to national interest, placing them above anything else. And this political class must not be held hostage by media algorithms. I know Venezuela intimately. I thank God for the opportunity he has provided me with to experience institutional forums which exist within various sectors of public life. I know where the doors are, doors that must open to usher in a wholesale transformation of Venezuela, and doors through which we must walk to establish new bases for an economy which serves development at a national level, and what we must do to ensure full justice for all, regardless of social or political class. And I know what we must do to develop a justice system and a system of social equality, as foreseen by the father of our liberation, Simón Bolívar, in Angostura. I want us to arise from the rubble and establish the foundations of a new, diverse, deeply spiritual nation, a new republic which is at peace from itself. However, the world is increasingly less integrated and more polarized. The world has taught us that some of the most solid democratic transitions of the modern world were not born from fracture or breakdowns, but from a transformation spearheaded with iron resolve by institutions themselves. This is our inspiration. We do not seek to reproduce a trajectory which belongs to another nation or the past, but we want to move forward on the basis of a universal idea: abiding by the law can serve as a path towards better, stronger law. A nation cannot only be reborn by rebuilding buildings; rather, it is reborn when it rebuilds trust in its institutions. Consequently, I wish to announce and reaffirm, in unambiguous terms, the pillars of this process. One, there will be an orderly legal transition and a transition of the judiciary. We have embarked upon an institutional review process to ensure the state can grow stronger and to provide legal security, which national and international investors require, but it is also required by our citizens. They must not feel trampled upon and dictated to by arbitrary powers. The judiciary must be at their service. We cannot postpone this process. There needs to be the responsible exercise of politics. Venezuela will guarantee that there can be real participation of all political forces in the country in political life. Democracy is not measured by the very existence of elections. Democracy is measured by the quality of the competition which occurs before the election. An election must serve as a solution, not a generator of irreconcilable conflicts. I wish to say the following loud and clear at this General Assembly: in Venezuela, there will be elections. And in that vein, we have begun a political dialogue with sectors of the opposition, which will lead to a process where everyone will compete on an equal footing. The Venezuelan people, with its age-old wisdom, will determine when the correct time for these elections is, and Venezuelan institutions will be prepared to guarantee this inclusive and transparent process takes place. Ours will be a country that is not submitted to economic restrictions of any kind, so that our right to development can be guaranteed.

Mr. President, Excellencies, Ladies and gentlemen, The faultlines in our world are widening. Cracks have become canyons. Over the last decade, wars erupted with devastating consequences and dragged on with despicable cruelty. Civilians were targeted. Human rights trampled. Hunger weaponized. Humanitarians killed. International law cast aside. Geopolitical divides have deepened. Inequalities have intensified. Trust has frayed. The climate crisis went from distant warning to daily reality. And artificial intelligence moved at a speed that has blindsided even those who created it. These are not separate crises. They are chapters of the same story. The story of power. Who has it. Who is denied it. How it is used. And how it is changing. Excellencies, Power is being reshaped in three fundamental ways. First, among States. New centres of economic, political and technological influence have emerged. Second, we are witnessing an extraordinary transfer of power away from governments to a handful of private corporations and individuals. Their reach now extends across politics, economies, information flows, technological development, and the civic space on which societies depend. And, third, humans are increasingly handing over power to machines – with Artificial Intelligence agents going rogue, and lethal autonomous weapons going from science fiction to military reality. Yet our institutions and systems of global governance continue to reflect the power realities and interests of a largely bygone age. That is the defining challenge before us. At the very moment when humanity faces an unprecedented convergence of threats, our mechanisms for collective action are under growing strain. Excellencies, We are clearly moving towards a multipolar world. And that movement is irreversible. But there are different ways that multipolarity can take shape. One possibility is a world of fragmentation and transactionalism. A world of rising tensions and deepening mistrust. Of fractured markets and weakened institutions. Of shrinking cooperation and zero-sum calculations. In many respects, that is the trajectory we are on today. But there is another path. A path towards networked multipolarity. A world built on interdependence – and sustained by a dense web of economic, political, social and technological connections. A world in which multiple centres of influence coexist within a common framework of international law and shared rules. Such a world can help us avoid hegemonic tendencies and what I have called the Great Fracture: The division of the world into two rival blocs with separate economic, technological and security systems. A networked world recognizes that no power can solve today’s challenges alone. Of course, competition will remain a permanent feature of international relations. But competition does not have to mean confrontation. Healthy competition can drive innovation, strengthen resilience, and expand opportunity. But only when it operates within frameworks that preserve stability and enable cooperation where cooperation is indispensable. Building a networked future begins with a recognition, especially by superpowers: That their power isn’t so super. That their power has limits. The events of recent years have made that unmistakably clear. Military power alone cannot secure peace. Economic power alone cannot command stability. And technological power alone cannot guarantee security. A networked multipolar world can create the conditions for more balanced and representative global problem-solving. But it requires a multilateral system centred in the UN that is balanced and representative. Strong, effective institutions that reflect the realities and the progressively changing relative weight of countries and economies in today’s world – not the power arrangements of 80 years ago. Fortunately, we are not starting from scratch. We already have a binding foundation: The Charter of the United Nations. And the principles that give it life. The primacy of international law. Upholding human dignity. And the pursuit of justice in all its dimensions. These are the backbone for the effective, legitimate and responsible exercise of power in the 21st century. Excellencies, It comes down to this: Will we act to ensure that power is governed by law or by force? By cooperation or coercion? By responsibility to young people and future generations or indifference to their fate? Because the defining challenges of our age are not separate from the question of power. They are expressions of it. And they will determine whether we drift deeper into division and instability – or move toward cooperation, justice and collective security. Looking ahead, our future will be shaped by how we address four great tests of power: The power over war and peace. The power that concentrates wealth and drives inequality.
