In Yemen, we're not confronting a purely local terrorist militia. Rather, we face an extension of the Iranian Revolutionary Guard Corps with which uses. Protecting this strategic waterway is a shared regional and international responsibility which Yemen cannot shoulder alone. It is the responsibility of every economy that depends on secure supply chains, energy security, and freedom of navigation. In this regard, we commend the initiative of the Kingdom of Saudi Arabia to establish a multinational maritime defense coalition. This initiative reflects a deep appreciation and understanding of collective responsibility to protect navigation, deter threats and combat smuggling. The path to a secure at sea requires a stable Yemen. There is no stability in Yemen without restoring the state, sustainable peace cannot be achieved while an armed militia remains above the law and outside state authority, restoring the Yemeni state is restoring. The Yemeni state is not just a national interest, it is a direct contribution to regional security and stability and to the protection of one of the world's most vital maritime corridors. Ladies and gentlemen our Yemeni people aspires to peace, but our people will not abandon their state. Humanity has never possessed such immense scientific and technological capabilities, and yet it has never been more evident that technological capability does not automatically produce political wisdom. That is why the real question before this assembly is not simply how we will manage the crisis of 2026. The real question is this: what kind of international order will we leave to the generation that is entering school today? For a small size country like mine, this is not an academic question. It is a question of survival. 33 years ago, since we become a part of the United Nations, the world looked very different. The Cold War had ended. There was hope that a new era was beginning, an era in which cooperation would gradually replace confrontation. Our region, however, was living through a very different reality. Yugoslavia was disintegrating in bloodshed. Wars were being fought just beyond our borders. The fear that the violence might spread was real. And yet my country chose peace. It chose stability. It was in those circumstances on our territory that the United Nations did something it had never done before. It established the first preventive peacekeeping mission in the history of the organization. That experience left a profound lesson in our national memory, a lesson to which I will return towards the end of my speech. Peace does not begin when war ends. Peace begins when politics is wise enough to prevent war from beginning. Perhaps that is why small countries sometimes see international politics differently. Great powers have room for strategic shifts that small sized states simply do not have. For a great power, a mistaken geopolitical calculation may mean a change of strategy. For a small sized country, the same mistake can mean a lost decade. That is why we cannot afford to be indifferent to the rules, nor can we afford to believe that the rules will defend themselves. End of quote. The implementation of the TRIPP project will be of historic importance for the Republic of Armenia. For the first time since the early 90s, Armenia will get railway connection with Azerbaijan and thus also with Russia, Central Asia and China. However, it should be emphasized that after the peace summit on August 8th, 2025, Azerbaijan opened its railway to Armenia and now we have a railway connection with Azerbaijan via the territory of Georgia. The implementation of the TRIPP project will create a direct railway connection between Armenia and Azerbaijan, as well as a railway connection from Azerbaijan to Azerbaijan via the territory of Armenia and from Armenia to Armenia via the territory of Azerbaijan. Because Armenia does not have a railway connection between its northern and southern regions, and in practice this is possible only via the territory of the Nakhchivan Autonomous Republic of the Republic of Azerbaijan. While Azerbaijan does not have a railway connection with its Nakhchivan Autonomous Republic, and this is in practice possible only via the territory of Armenia. This is an important nuance because it shows why and how the implementation of the TRIPP project promises great benefits to all countries in our region. And these potential benefits can thus become a cornerstone of long-term stability and peace, especially between Armenia and Azerbaijan. After almost 35 years of conflict, we are now discussing issues of building pipelines, power lines and roads in addition to the east-west railway within the framework of the TRIPP project. And this will enable not only the Republic of Armenia, but also the entire South Caucasus to become a Crossroads of Peace.

The challenge comes in three layers. What artificial intelligence does instead of us, what it does to us. And who gains the power to reach us? First, what it does instead of us. The public debate imagines machines that awaken, acquire ambitions and turn against their creators. But the systems confronting us today do not wake up with hatred in their hearts. They multiply ours. They have no ambition of their own. They serve the ambition of others. They carry no flag. But they can be deployed by a state. They tell no lie for their own benefit. But they can tell a billion lies on others behalf. The machine has no conscience. But it can borrow the reach of a government, the precision of a weapon and the intimacy of a friend. At the same time, the economic incentives surrounding artificial intelligence increasingly reward the replacement of human effort, rather than the enlargement of human capacity. No machine possesses democratic legitimacy. No algorithm inherits constitutional responsibility. Behind every consequential public decision, there must remain a legal mandate, a human institution, and a name that can be called to give answers. The second layer is what artificial intelligence can do to us. Artificial intelligence inside an accountable state can reduce the distance between citizens and public services. Artificial intelligence outside accountability can eliminate the distance between a lie and the human mind. Albania experienced this directly. I am sure you must have followed or just known the so-called Flamingo Revolution, a fabricated narrative of an Israeli invasion of the Albanian coast, an invasion that never occurred, was manufactured, was personalized and delivered through voices, pages and channels citizens already trusted. One citizen received a story of national betrayal. Another received a story of religious provocation. Another received a conspiracy of foreign occupation. Different fabrications entered different emotional worlds, all serving the same strategic lie. The consequences were real. Citizens had their own reasons to protest. Don't take me wrong. But suddenly they started to protest also against a phantom enemy. Antisemitic tropes entered our public discourse for the first time ever. Don't forget, Albania is the only country in Europe that ended World War Two with more Jews than it started it. Fear became anger. Anger became mobilization and fabrication became political reality. And this is not and was not a laboratory experiment. I'm not talking to you about a science fiction movie. It was a Tuesday in Tirana, our capital city. The algorithm did not invent the objective. A human actor did.

The crisis in Haiti continues to test the limits of the international community's indifference. Um. Turkey does not confine itself to just articulating these principles. With every step we take, we seek a more equitable and more humane international system. Through the Defense Alliance we have established recently with Pakistan and Saudi Arabia, based on the principle of regional ownership, we are now both strengthening solidarity among us and aiming to generate solutions to the problems in our region from within the region itself. We are maintaining our efforts with the relevant actors to bring an end to the climate of conflict and to the climate of war that has been ignited in the Gulf. I strongly underline that any dangerous attempt to spread these conflicts, these clashes to neighboring regions, serves no one's interests. As for Gaza, we remain committed to following through on the agreement we signed in Sharm el-Sheikh one year ago. Now we must begin the reconstruction of Gaza as soon as possible. In this regard, I call upon you to exert greater pressure, more pressure on Israel. Let everyone understand and accept the following. Attempts to strangle the state of Palestine will fail. God willing, we shall see those good days when an independent state of Palestine, based on the 1967 borders with territorial integrity and with East Jerusalem as its capital, will be established. Dear friends, after 14 years of oppression, Syria initiated a new path with the December 8th Revolution. Under the leadership of President Sharaa, we are witnessing Syria now moving toward its goal of becoming a safe and peaceful country in spite of all forms of internal and external provocations. We will continue to stand by the brotherly Syrian people on this journey. In another neighboring country, we fully support efforts to strengthen state authority and consolidate stability. We are working with Iraq on strategic transportation and energy projects that will enhance the welfare of our region, particularly among these projects, important is the Development Road Project. As for the Russia-Ukraine war, it is our sincere hope that it comes to an end with Ukraine's sovereignty and territorial integrity being upheld. We continue our contacts with the parties with a view to restoring safety of navigation in the Black Sea, ensuring food security and preventing the war from spreading to a wider region. I would like to particularly emphasize that recent attacks against commercial ships in the Black Sea, regardless of who carries them out, are unacceptable. We believe that freedom of navigation in the Strait of Hormuz must be maintained. In the Aegean Sea and the eastern Mediterranean region, we wish to see existing issues resolved on the basis of good neighbourly relations and in accordance with international law. Our proposal for an Eastern Mediterranean Conference will contribute to establishing common ground. On this occasion, I once again will repeat the call I had made numerous times in previous UNGA sessions. The sovereign equality and equal international status of the Turkish Cypriot people must be recognized and inhumane isolation to which they have been subjected must finally come to an end. I call upon the international community to recognize the Turkish Republic of Northern Cyprus and to establish political, diplomatic and economic relations with them. Esteemed delegates. We have paved more than 1,000 kilometers of roads which have connected our regions. We have the Simandou Mega Project, which is Africa's largest mining and infrastructure project, which is currently complete. We have schools and hospitals that have been built throughout all of the Republic of Guinea. Three aluminum refineries which are under construction as we seek to transform our box site on our own soil. We have Africa's largest gold refinery, which is currently operational, and this has already been completed. And we have a sustainable and responsible socioeconomic development program for my country for the next 15 years that I refer to the Simandou 2040 project. The Simandou 2040 program embodies a trans- structural transformation initiative for our economy. This is not merely a mining project. This represents a meaningful strategic lever in order to accelerate the development of infrastructure as well as agriculture, energy, education, health, not to mention— these are just a few. And these are results that we have achieved in less than three months, and I'm not mentioning them merely out of a sense of hope. They reflect a conviction which I wish to share with this General Assembly. Our most valuable asset remains our youth, and we must provide them with high-quality education, with training opportunities reflected to meet the needs of the labor market through the Simandou Economy Academy initiative, as well as meaningful opportunities for employment and entrepreneurship.

I do not have a concrete solution which is very complex and difficult, but I wonder if it makes sense for all of us to be so dependent on speculation and the volatility of financial and futures markets, which affect the entire production sector, even when the instability originates only from a portion or a limited period of that production. Excellencies, we also bear the intergenerational responsibility to accelerate the energy transition in order to reduce dependencies and mitigate the effects of climate change. I will share with you that in Portugal, we feel the devastating impacts of climate change firsthand in the increase in forest fires, coastal erosion, and the degradation of marine ecosystems, and also and more frequently in extreme weather events, new such as storms, high winds and flash floods. That is why we take a strategic approach to the energy transition. More than 70% of our energy production comes from renewable sources. We have anticipated our carbon neutrality target to 2045. We maintain close collaboration and continued support for countries that are particularly vulnerable to climate change, and we are investing in innovative solutions, such as agreements to convert debt into green investment, climate change and freedom of navigation share a common priority of our policy the sea and ocean protecting the marine environment and its biodiversity. Combating ocean warming, addressing the threat of sea level rise and ensuring universal freedom of navigation are essential priorities on the ocean agenda, which is an agenda we all have to pay attention to. Excellencies, ladies and gentlemen, it is an honor and a pleasure to address the 81st session of the UN General Assembly on behalf of Bosnia and Herzegovina. We are a symbol of a nation that has survived severe trials, but has not lost its path towards a better future. In the period from 1992 to 1995, my country was subjected to aggression, joint criminal enterprises, genocide against Bosniaks, crimes against humanity and other war crimes. Following the end of the aggression in 1995, destructive forces have sought through blockades, obstruction and other means to halt the progress of Bosnia and Herzegovina. They are slowing down our path towards a modern European state, but they cannot stop it. Today, Bosnia and Herzegovina stands at the doorstep of the European Union and NATO. These are our strategic foreign policy objectives, unanimously defined by the state authorities of Bosnia and Herzegovina. Unfortunately, there are still those seeking to realize greater state projects at the expense of the territory of Bosnia and Herzegovina. During the aggression, they attacked our country by military means. Today they do so by political, diplomatic and other means. It is very important that the UN courts have established the nature of the war waged against the Republic of Bosnia and Herzegovina. Final judgments, including those concerning joint criminal enterprises, have established that this was an international armed conflict. Judgments of the highest UN courts have established that genocide was committed against Bosniaks.

Five years ago, at the 76th session of the UN General Assembly, President XI Jinping put forward the Global Development Initiative. Ladies and gentlemen, attacks on information integrity pose an especially troubling challenge to every society. Disinformation, foreign information manipulation and interference and the falsification of history, erode trust, restrict civic space and target journalists and human rights defenders. As a result, human rights, democracy and security suffer. This risk is further enhanced by the development of artificial intelligence. As we all know, AI has a huge potential for transformation, especially in the field of economy. Whole sectors, including those related to defence and security might get radically changed or destroyed almost overnight. As any instrument, AI is also increasingly used by those seeking to cause harm and destruction. My country, Lithuania strongly believes that the future of AI must not be determined by authoritarian control, technological coercion or the malicious use of data. We are therefore investing in trusted AI capabilities, promoting responsible AI deployment and advancing the Vilnius Convention, the world's first legally binding international treaty on artificial intelligence. By demonstrating how shared principles can be translated into concrete legal commitments, we hope to contribute significantly to the United Nations Global Dialogue on AI Governance. Lithuania invites the international community to unite in addressing significant legal, ethical and strategic challenges posed by artificial intelligence. With even major technology companies sending warning signals that control of AI might slip out of humanity's hands, the time is ripe for collective action. Together, we must ensure that AI serves human dignity, sustainable development, and international security rather than becoming a new instrument of inequality, manipulation or conflict. At any cost, human accountability, international law and the peace and security must be safeguarded. Ladies and gentlemen, the credibility of the United Nations depends on its ability to respond firmly to aggression, unlawful conquest, forced deportations and crimes against humanity, and also to coordinate the global response to the growth of AI.

For some, security means protecting borders; for others, it means food, water, energy, or the future of their children. And many countries face all of these challenges at once. That is why a world ruled mainly by power rather than by rules would be dangerous for everyone. For small countries such as Slovakia, this is especially clear. But no country, large or small, is truly safe in a world where international law is ignored and institutions are weakened. Sadly, we no longer need to imagine such a world. We can already see parts of it around us: trade is becoming less predictable, security cooperation is more fragmented, the idea that every country should have a voice is under pressure. And when rules are weakened, when cooperation is replaced by confrontation, all of us become more vulnerable. But we still have a choice. The international system we have built is not perfect. It can be slow. It can be frustrating. At times, it does not deliver as quickly as people need. But the solution is not to destroy it. The solution is to make it work better. Slovakia is firmly anchored in the United Nations, NATO, and the European Union. We believe in cooperation. But we also believe that institutions must produce real results. Over the past year, Slovakia has hosted several international meetings and offered space for dialogue. Where we can be useful, we are ready to help bring parties together and to support diplomacy within the UN framework. Because when diplomacy stops, confrontation fills the space. That is why, when we speak about the United Nations, I believe in evolution rather than revolution. The world has changed, and the United Nations must change with it. The Security Council should better reflect today's realities and give a stronger voice to countries and regions that are still underrepresented. Countries from the region often understand a crisis best. Giving them a stronger voice can help us act earlier and prevent escalation. Slovakia sees its engagement in UN reform as a part of its responsibility to disorganization, including through UN80 and the implementation of the Pact for the Future. Our responsibility to the wider international order is also reflected in our candidacy for the Security Council for 2028 and 2029. We would be, of course, grateful for your trust and support. If elected, Slovakia will focus on four priorities: international law and the UN Charter, accountable security institutions, the protection of strategic resources and critical infrastructure, and the security challenges linked to digitalization and artificial intelligence. I fully share the concern of the United Nations about the inequalities that can be created by unequal access to artificial intelligence. It is in our common interest that innovation benefits all of humanity, not only the strongest economies or the biggest companies.

Mr. President, when Sweden joined the UN in 1946, the world was emerging from the devastation of war. The lesson from that catastrophe was clear peace must not be taken for granted. Defence of sovereignty and territorial integrity has been at the heart of Swedish foreign policy ever since. Eight decades later, these principles are once again being challenged. Bad faith, conflict and utter contempt for the common rules are weakening the institutions that we built together. These are times of upheaval. The number of armed conflicts is growing and civilians are paying the price. In Ukraine, Sudan, Yemen, Palestine, Lebanon, Myanmar, the Democratic Republic of the Congo and many other conflict zones, millions are suffering. Mr. President, Russia's aggression against Ukraine is a blatant violation of international law. It strikes at the heart of the very principles upon which the United Nations was founded. Sweden's support for Ukraine is felt deeply throughout our entire society. It comes from our people, our civil society and the business community. We will support Ukraine for as long as it takes. Russia has not only violated the UN charter, it has repeatedly violated international humanitarian law and human rights law. Attacks targeting civilians, forcible transfer of and deportation of children, conflict related sexual violence and torture, the list is far too long. Ensuring accountability for these violations is crucial. If there is anything that we have learned from history, it is that there cannot be a just and lasting peace without accountability. Sweden stands firmly behind the ICC, its independence and integrity and recognises its vital role, not least in Ukraine. Russia must also be held accountable for its breaches of the Chemical Weapons Convention, both on and off the battlefield. Russia's war of aggression against a peaceful neighbour is one of the biggest strategic mistakes and moral failures of the 21st century. Four and a half years after launching its full scale invasion, Russia has failed to achieve its objectives. Its economy is under strain and its casualty numbers are devastating. Ordinary Russians are withdrawing their funds from the bank, and a substantial share of Russia's young people are dying on the frontlines. The impact of Russia's war of aggression extends far beyond Ukraine. Russia intensified its systematic attacks on civilian infrastructure and on vessels in the Black Sea this summer. This has once again disrupted global food supply chains, exacerbating an already dire situation for vulnerable people across the globe. To President Putin and Mr. Lavrov, I say this the path to peace is clear. The choice should be easy. Withdraw your troops.

The Russia-Ukraine war is a painful reminder of the tragic human toll that occurs when diplomacy gives way to conflict, and how challenging it is to de-escalate tensions once violence erupts. The Strait of Hormuz situation demonstrates how quickly disruption in an important waterway threatens international stability, energy security, and trade worldwide. Reaffirming the primary responsibility of the UN Charter to maintain global peace and security, we uphold the sovereignty of Bahrain, Jordan, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE, and condemn the actions of Iran to jeopardize maritime security and aim to obstruct, close, and interfere with international navigation through the Strait. At our Pacific leaders' meeting in Palau, leaders expressed deep concern that China's ballistic missile test overflew several Pacific nations without adequate notice. Let me remind you: our region must never be treated as an empty expanse for strategic competition or test of military power. The Pacific is home to peoples, communities, cultures, fisheries, and ecosystems. It is the foundation of our security and the source of our nourishment and lifeline for the global community. In the face of these risks, the Pacific way is to address tensions before they become crisis, make room for dialogue before disagreement becomes conflict, seek inclusion rather than isolation, and uphold respect, restraint, and international law. The Pacific is our home, not a theater for geopolitical competition. It must remain an ocean of peace where nations meet in cooperation, international law is respected, and the security of the Pacific peoples is never compromised. In Palau, we say we are a friend to all. We choose our partners based on our shared values of democracy, human rights, and a rules-based international order, principles that underpin our friendship with Taiwan, a trusted partner that can contribute even more fully if given the space to do so.

And as we mark 80 years of membership to the United Nations. When Thailand joined this organization, the postwar international order was still taking shape. Today, it is being reshaped once again. Many of its old certainties are giving way. But what comes next is not yet settled. We are seeing many transformations taking place. Power is becoming more fragmented. Strategic competition is becoming sharper and international rules are under strain. At the same time, technology is transforming our societies. While climate change is testing our resilience, our institutions, however, are struggling to keep pace. Confidence in our ability to work together is weakening, and that is why this year's theme speaks directly to the task before us. Managing the transformation requires trust. Trust between countries, trust in the rules we share, and trust that our institutions can deliver. But trust cannot be taken for granted. It must be earned. Trust weakens when principles are applied selectively. When. When countries have little say in decisions that shape the future and when promises made in this assembly fail to improve lives beyond it. Rebuilding trust means addressing each of these concerns. We must uphold common principles and consistently, we must give countries a genuine stake in the international system, including a stronger voice for the global South. And we must take shared responsibility for turning commitments into results. Mr. president, the UN's purposes remain as relevant as ever to promote peace and security, human rights and dignity, sustainable development and cooperation among sovereign equals. But we cannot build lasting peace if security is assured for some and denied to others. Universal human rights lose their meaning when applied selectively. Development loses its purpose when prosperity remains in the hands of a few. For Thailand, peace means more than the absence of war. It requires dialogue to settle differences and respect for international law, so that all countries can live with security and dignity. The situation in Palestine continues to demand our attention. It reminds us that the principles we uphold must protect people when they need them the most. That is why humans must be. Human rights must be universal in practice. As a member of Human Rights Council, Thailand believes that our work must reach beyond resolutions and make a real difference in people's lives. Development must be people centred and sustainable. Growth must improve people's lives. Today, without closing off the opportunities of tomorrow. Consistent application of principles gives countries the confidence that they will be treated fairly. But that confidence must also extend to how decisions are made. Countries need to know that their voices count. Mr. president, the UN's membership has become nearly universal, but representation has not evolved at the same pace, and international system cannot command trust. If large parts of its membership feel they have too little to say in shaping it. Rebuilding trust requires shared ownership. The United Nations must reflect today's world, not the distribution of power. 80 years ago. And that is why Thailand supports Security Council reform that gives developing countries and underrepresented regions, particularly in the global south, a greater role in decision making. Asia, too, must be better represented. For all its economic weight, Asia must be able to help shape global decisions and carry more responsibility for the outcomes And representation must also mean that women have a meaningful voice in the decisions that shape our common future. They are already at the forefront of this organisation's work, from development to peacekeeping. As the UN considers its next secretary general, maybe it is time that this representation be reflected at the highest level. Representation and effectiveness must advance together. We commend Mr. Secretary General Antonio Guterres for his commitment to reform, including through the UN aid initiative. We stand ready to work with his successor to carry this work forward. Mr. president, having a stronger voice in global institutions means countries working together on the problems closest to them.

From primarily a recipient of invaluable assistance during the years of Doi Moi, Vietnam today is making proactive contributions to our common endeavours while deepening and broadening our substantive relations with the UN. Vietnamese military personnel and police officers have served and will continue to serve in UN peacekeeping operations, carrying our nation's aspiration for peace to places where peace remains fragile. A tradition of independence and self-reliance provides a foundation for Vietnam to strengthen its strategic autonomy and proactively pursue international integration. Looking towards our goal of becoming a developing country with a modern industrial base and upper middle income by 2030 and developed high income country by 2045, Vietnam is establishing a new development model based on productivity, quality and added value with science, technology, innovation and digital transformation as key drivers, with economic growth closely linked to cultural development, social progress and equity and environmental protection. Autonomy also means proactively adapting and cooperating with the world on an equal footing. Vietnam, therefore, pursues a consistent foreign policy of independence, autonomy, self-reliance, peace, friendship, cooperation and development, and of multilateralism and diversification of external relations. Vietnam will remain steadfast in upholding the UN charter and international law, promoting dialogue on the peaceful settlement of disputes and deepening its participation in UN peacekeeping missions. Vietnam is working with fellow ASEAN member states to build a united, self-reliant and resilient ASEAN and actively preparing to host APEC in 2027 and as a member of the UN Human Rights Council, Vietnam champions dialogue and cooperation in promoting and protecting human rights and ensuring that all can share the fruits of development. We stand ready to share our experience in poverty reduction, agricultural development and climate change adaptation, and work with partners to broaden cooperation for common interests. The world will continue to change. The direction for such change will depend on the choices we make and the responsibilities we shoulder today. Vietnam chooses peace, cooperation and development. Trust is an intangible asset, perhaps the most valuable of all. It takes great effort to build, yet very little to destroy. When international commitments are relativized, when the charter of the UN ceases to serve as the shared framework guiding the actions of states, when international humanitarian law is violated with a frequency that risks normalizing horror, what is weakened is not only peace itself, but also confidence in the international order and in all the organizations that represent and promote it. From this Assembly, Andorra wishes to reiterate a conviction it has upheld for more than three decades: for small states, multilateralism is not a strategic option, but a guarantee that all countries, regardless of their size, can make their voices heard on an equal legal footing. It is the clearest expression of the principle that the force of law must always prevail over the law of force. It is precisely for this reason that we continue to firmly defend the need to uphold the charter of the UN and international law. We also support, more than ever, the efforts of the International Criminal Court to identify those responsible for the gravest crimes, and we condemn any act of aggression—once again, and unambiguously— that violates the sovereignty and territorial integrity of a state. In this sense, we continue to express our solidarity with the people of Ukraine in the face of the consequences of a war that has lasted for far too long already, and we reiterate our support for efforts aimed at achieving a just, comprehensive, and lasting peace in accordance with the principles of the charter of the UN and international law.

All these are not principles of the past; they are principles that transcend time, the essential ingredient for the present and for the future. The challenge before us is therefore clear: as the world changes, our institutions must be able to respond to new realities and threats while guided by the painful lessons of history and the vision of the founding fathers of this organization. And this is the essence of the theme of the 81st General Assembly: restoring trust, managing transformation, a United Nation that delivers for all. Ladies and gentlemen, transformation is inevitable. What must remain constant is the UN Charter as our compass. It directs all of us, irrespective of power, size, and leverage. For small-sized countries, the principle of equality of states is fundamental, and it has formed the binding trust between us. We rely on an international system in which sovereignty and territorial integrity are respected. We expect international law, including the UN Convention on the Law of the Sea, to be applied consistently. We believe in the peaceful resolution of disputes, and we demand that the rights of every state be protected. These are the integral elements of our collective trust, and this is the code of conduct of Cyprus's diplomatic engagement. And in a rapidly changing world, small-sized states must seek synergies while continuing to pursue strategic autonomy. Preserving trust also requires institutions capable of responding to the world as it is today. The United Nations must therefore continue to evolve. The UNAIDT initiative is an important part of this effort. But reforming our structural setup is only part of the answer. What is also needed is a genuine willingness of member states to contribute and protect the multilateral system. The support of 142 member states not only confirms Kyrgyzstan's readiness to contribute to international affairs, but also demonstrates the growing role of the Central Asian region in international relations. This achievement is clear evidence that even small states can make a meaningful contribution to addressing global challenges. We fully understand that membership in the Security Council is not a privilege or reward. It is a great responsibility. One year ago, standing at this stage, I stated with confidence that Kyrgyzstan is among those states whose experience enables them to put forward substantive issues for consideration by the Security Council. We do not forget the promises we have made and will make every effort to implement them fully. Therefore, I would like to reiterate Kyrgyzstan firmly adheres to international law, justice and the protection of human rights and supports the multilateral system based on mutual respect, balance of interest and responsibility towards future generations. We intend to work closely with every country and remain committed to productive cooperation. Distinguished colleagues as you all may know, since the establishment of the United Nations in 1945, its member states and leaders have attempted to undertake systematic reforms. Reforms have ranged from expanding the membership of the Security Council to modernizing mechanisms of governance, peacekeeping and the protection of human rights. These initiatives continue to be actively discussed at the international level. However, despite numerous efforts and years of discussion, the institutional structure of our organization continues to face various challenges. Therefore, I believe that expanding the membership of the Security Council is one of the reforms that the international community expects. I consider it fair to grant two permanent seats to the African continent, with a population of more than 1 billion people and one permanent seat to Latin America. Today, the world has changed. At the same time, a number of developed countries have also expressed their aspiration to become members of the Security Council. I believe that the request of this country should be also considered. Another issue, in my view, the weakness of effective mechanisms for ensuring the implementation of the decisions of the organization. The systematic failure to implement the organization's decisions undermines the legitimacy of multilateralism concept, creates the impression that international law is not binding and encourages disregard for international obligations. Therefore, we must expand and strengthen the authority of the United Nations. In this regard, we propose to develop the United Nations mechanism for the implementation of decisions and accountability. First, it is necessary to establish, within the framework of the General Assembly, the permanent Public registry of the implementation of resolutions and obligations by Member States. This registry could include the following information and ensure the implementation of such mechanisms as. First, systematically record and verify the level of implementation of adopted decisions. Second, establish the obligation for Member States to regularly submit report in accordance with the agreed standards. Third, provide analytical reviews on sectors and regions. Fourth, ensure transparency and equal access to information for all states. The registry could be administered by the United Nations Secretariat with the support of independent experts. If decisions of the organization are systematically not implemented, I propose the gradual response mechanisms. The first stage an official notification to the concerned state, followed by consultations with the relevant bodies of the organization. The second stage deployment of a monitoring mission to the country concerned to assess the objective obstacles, preventing the implementation of the decision and to prepare recommendations. The third stage consideration of the case right here at a plenary meeting of the General Assembly to determine the status of the concerned state in terms of its systematic implementation or non implementation of United Nations decisions. The fourth stage, the initiation of appropriate procedures under the charter of the United Nations with regard to states that fail to comply with the requirements. In particular, the matter could be referred to the United Nations Security Council for consideration of restrictive measures provided for under international law, including the first temporary restriction on participation in United Nations programs. The second, recommendations to review existing formats of cooperation and other diplomatic measures, where appropriate. Distinguished colleagues, I believe that when cases of systematic non-implementation of United Nations decisions are considered, the permanent members of the Security Council should voluntarily refrain from using the veto. If a mechanism designed to ensure the implementation of the organization's decisions is systematically blocked by permanent members through the use of the veto, such practice would no longer be consistent with the spirit of the UN charter and the principle of equal responsibility of Member States. Therefore, we should once again consider the possibility of voluntarily restraining to use the veto in matters related to the implementation of the organization's decisions. This approach could promote universality, the equality of all states, regardless of their size, the primacy of diplomacy, and avoid the double standards. In order to implement this initiative, I propose establishing to open a working group within the General Assembly with the participation of the interested Member States. The working group could conduct inter-governmental consultations and prepare a report on possible models for the proposed mechanism. Following these consultations, the General Assembly and the Security Council should consider adopting the relevant resolutions and decisions. The strategic objective of this initiative is to ensure that the decisions of the organization are treated not merely as political recommendations, but as genuine international obligations. Improvement of their implementation would strengthen the rule of international law and reinforce confidence in the United Nations. Kyrgyzstan is ready to initiate interstate discussions on the development of such a mechanism. Starting from the 1st January 2027, as a member of the United Nations Security Council, we intend to formally submit all these proposals to the relevant committee. Distinguished colleagues, I would like to address separately the issues of sanctions. As we have all observed today, sanctions are in some cases, used by individual countries as an instrument to interference to the internal affairs of sovereign states.

For us, the European Union is not simply a destination we wish to reach, but a value-based journey that we have embarked on. When the European perspective of the Balkans was reaffirmed at the Thessaloniki Summit in 2003, the world looked very different. Multilateralism and international cooperation were expanding back then. The European Union was one of the most attractive political projects in the world and would welcome 13 new member states over the following decade. At the same time, the Balkans was still emerging from the devastation and divisions of the '90s. More than two decades later, we live in a profoundly different international environment. The international order is entering a new and uncertain phase, and this is why enlargement of the European Union is an act of strategic foresight. It is one of the best investments Europe can make in peace, security, and long-term stability. And Montenegro is proud to stand today at the forefront of that process, ready to serve as an example for the other countries, not because our journey has been without difficulties, but because our journey demonstrates something essential: that progress is possible, that reforms matter, and that democratic political culture pays off. Earlier this year, leaders from across Europe gathered in Montenegro for the European Union-Western Balkans Summit. For Montenegro, that gathering carried a meaning far beyond the protocol. It demonstrated how far our country has traveled and how close our European future has become. And it also sent an important message about our region: that the future of the entire Balkan region lies within the European Union. Our region has carried the weight of division for too long, and a new chapter is being written through cooperation, connectivity, economic opportunity, and economic integration. And my generation has a responsibility to help complete that chapter. These responsibilities are not important because of the titles they carry. They are important because of what they allow us to contribute: to reconciliation, connectivity, democratic resilience, and the European future of our region.

Our ambition is clear. We no longer wish to be simply the basement of the world's economy. We plan to become a workshop, a laboratory, and a sovereign partner. Nous voulons transformer. In this spirit, as the presidency of UNCCD COP17, Mongolia has advanced the Steppe Action Agenda built upon three interconnected flagship initiatives the Rangelands Flagship Initiative, the Water Land Nexus Initiative and the Nature based Solutions for Sustainable Infrastructure Initiative. Particularly, we regard the Rangelands Flagship Initiative as a landmark global movement that opens a new chapter in the history of rangeland conservation. This initiative is special in raising global awareness that the protection, sustainable management and restoration of rangelands are of strategic importance for building resilience to climate change, ensuring food security and maintaining balanced ecosystems. The nomadic way of life that we Mongols have inherited and carried forward over thousands of years embodies a comprehensive set of values and wisdom for living in harmony with nature and preserving it in its pristine state.

I would also like to commend the memory of the late General Sadio Camara, Minister of Defense of Mali, whose ultimate sacrifice will forever be associated with the history of the Confederation of the States of the Sahel. May Allah grant him eternal Paradise. Amen. Ladies and gentlemen, we remain open to any security cooperation, of course, which takes into account our strategic interests, mutual interests and respect for our sovereignty with Burkina Faso and Mali. Niger, within the Confederation of Sahel states, is developing cooperation that is focused on defense and security, diplomacy and development. This responds to a requirement for solidarity between peoples that face common challenges. On the 16th of September 2023 in Bamako, Niger, Mali and Burkina Faso signed the Liptako-Gourma Charter, giving birth to the Alliance of Sahel States on the 6th of July 2024 in Niamey. Our three heads of state, President Assimi Goita of Mali, President Ibrahim Traoré of Burkina Faso and President Abdourahamane Tiani of Niger took the historic step of creating the Confederation of Sahel states. Two years later, the institutional structure of this confederation is practically complete. A unified force of 5000 men is conducting the coordinated fight against the mercenaries afflicting our three territories on our borders. This force can be mobilized to a ceiling of 15,000 men. That must be underscored. A confederation investment and development bank has been created. It finances our projects and programs using our own resources. A Confederation biometric passport has been in use since the 29th of January 2025. A television channel, a press agency and a shared radio carry the voice and the message of the AES. More recently, from the 26th to the 29th of August 2026, the first meetings of the Confederation Parliament were held in Niamey, thus completing our institutional architecture. No more exploitation. Excellencies, The fourth power test is technology, and above all artificial intelligence. For centuries, power came from territory. Then industry. Then finance. Today, power increasingly comes from data, computing capacity and algorithms. This new power is highly concentrated. It is advancing at extraordinary speed. And racing ahead of our ability to understand its full consequences. In 2017, AI was barely on the world’s radar. Yet in my first address to the opening of the General Assembly, I warned – and I quote: “Artificial intelligence is a game changer that can boost development and transform lives in spectacular fashion. But it may also have a dramatic impact on labour markets and, indeed, on global security and the very fabric of societies.” Unquote. Here we are, almost a decade later. AI is indeed a game changer – with enormous promise to advance medicine, accelerate scientific discovery, expand opportunity, and improve lives. Make no mistake. The danger is not technology. The danger is technology without accountability: Capability without oversight. Decision-making without transparency. And that danger cannot be minimized. The very developers building these systems are now pulling the alarm. Excellencies, The first duty of government is to protect its people. Governments must assume their responsibilities. And governments with the greatest AI capabilities have the greatest responsibilities to humanity. To establish channels for dialogue, transparency, trust and cooperation. Not despite geopolitical rivalry – but precisely because of it. At a pivotal moment during the Cold War, strategic rivals came to recognize the need to manage shared existential risks. They built mechanisms to reduce misunderstandings, manage escalation, and prevent catastrophe. Artificial intelligence demands the same clarity of purpose and sense of urgency. Those countries leading this technological revolution must share information on emerging safety risks. Cooperate on testing and evaluation. And work towards common safeguards that protect us all. But because this affects us all, global coordination is indispensable. And there is only one place where every country has a voice in shaping our common future: The United Nations. Through the Global Digital Compact, you agreed for the first time on universal principles for AI governance. Through the Global Dialogue on AI Governance, we created a platform for governments, scientists, industry leaders and civil society to work together. Through the Independent International Scientific Panel on AI, we have brought together global expertise to ensure that policy is guided by evidence. Just yesterday, the AI Scientific Panel released a thematic brief on AI safety and risks from loss of human control. Building on these efforts, we must take the next steps. First, to advance the conditions for the responsible pacing of AI and the additional safeguards needed to address risks. Second, to work towards a multilateral AI Risk Management Framework, supported by credible and independent oversight. And in all our efforts, we must ensure no country is left behind. Artificial intelligence must be shaped by humanity, with humanity, and for all humanity. And as we confront the challenges ahead, let us not retreat from two fundamental principles. Let us say with one voice: Children must never become the test subjects for unregulated systems. And let us resolve that life-and-death decisions must never be surrendered to machines. Killer robots must have no place in our future. Excellencies, Peace and security. Inequality.

We are grateful to the European Union, and in particular to the President of the European Commission, Ursula von der Leyen, and to the President of the European Council, António Guterres, for every kind of assistance they have provided to our country. Although full-fledged membership to the European Union remains a strategic priority, we cannot ignore the prolonged enlargement fatigue, both amongst certain EU member states and among the candidate countries themselves. Serbia's European path is a clear illustration of the length and complexity of this process. We obtained candidates' titles in 2012 and opened accession negotiations in 2014, more than 12 years ago. The citizens of Serbia, therefore, rightly expect a clearer perspective and more tangible results from a process in which our country has participated for more than a decade. At a time when the next enlargement of the European Union does not appear likely in the near future, we have sought to remain constructive and to propose practical ways of overcoming the current impasse. We have, therefore, proposed that the Western Balkans be gradually integrated into the EU's single market and granted access to the Schengen area even before attaining full membership in the EU. This would neither serve as a substitute for membership nor diminish our ambitions. Rather, it would provide a concrete and pragmatic way forward, enable the citizens and economies of the region to experience the tangible benefits of European integration and help overcome the deadlock in which the enlargement process has remained for far too long. However, a stable and integrated Europe, of which Serbia is a part, and our European path, do not mean renouncing the traditional friendship thanks to which Belgrade is one of the few European capitals from which one can fly directly to the United States of America, the People's Republic of China, and the Russian Federation. I owe special gratitude for the support during COVID pandemics, as well as for a paramount investment in Serbia to the President of the People's Republic of China, Xi Jinping, hoping that his talks with President Trump will be productive and that they will contribute to the stabilization of the developments in the world. At the same time, we nurture ties with traditional friends and partners in Africa, Asia, and Latin America, with whom we recently marked in Belgrade the 65th anniversary of the first conference of non-aligned countries held in our capital in 1961. Our openness reflects our development strategy, our history, and our understanding of the world. Serbia believes that states can have a clear course and interests of their own without closing the door to those with whom they do not agree on everything. After all, a world in which we speak only to those who think, as we do, would have little need for diplomacy. Freedom and independence in making decisions are the highest value for Serbia.

Excellencies, we are gathering in this hall of nations, countries, large and small, some insanely rich, too many shockingly poor, but all enjoying equal voting rights. Yet we know equality is an illusion. Some possess non-threatening antiquated guns, while few others have perfected their nuclear arsenals, now 100 times more destructive than the ones dropped on Hiroshima and Nagasaki in 1945. As primitive as they were then, these experimental bombs incinerated two cities, almost all living beings in them. Those unfortunate ones who survived the blast died long, painful deaths. Russia, U.S., China, France, the U.K. —all members of the NPT— were joined by four countries not members of the NPT: Israel, India, Pakistan, North Korea. Yes, North Korea had a nuclear arsenal estimated to be around 100. And North Korean leaders seem to have learned lessons from Libya, Ukraine, and the ongoing Iran-Israel-Yes war. Dismantle your nuclear capabilities and you lose. The only deterrence you have against a nuclear power deciding to bomb you into submission. On June 30, 2019, President Trump traveled to DMZ in the Korean Peninsula. The mysterious Swiss educator leader of North Korea, half the age of the American president, walked halfway, and the two leaders engaged in an embrace that promised peace. This is what leaders do to advance peace: they show courage, audacity. President Trump, you did the right thing. Friends are friends. We cherish and embrace our friends, never ignoring them or excluding them from the table. But we talk to adversaries so that we don't become enemies. We talk to enemies to prevent wars, and perhaps we become partners in peace. Those countries amassing nuclear weapons keep us all living near imminent catastrophe. One day, any day, by accident, miscalculation, computer error, madness, or foolish strategic design, we could become the last human generation. All the while, the brandishing of these weapons reinforces adversity and fear, which create a high barrier to achieving rational cooperation necessary to fulfill our responsibility to future generations. Trillions of dollars are invested in perfecting forms of death. Instead, we invest in a fraction of these trillions in clean water: food, schools, clinics. No thought was given to the tens of millions of fellow human beings pushed back to extreme deprivation by COVID-19, Ukraine-Russia war, and as if innocent bystanders on the periphery had not suffered enough, we are presented with another catastrophe: the Iran war and disruption of vital waterways for trade. We know the madness of Iranian leaders seeking regional supremacy, pouring fuel into the fire of religious extremism in neighboring countries to destabilize wealthy, stable monarchies. Iranian leaders launch unwarranted attacks against neighbors, destroying civilian industries, infrastructure. Iran's rationale for these attacks is that those countries host American bases. So is Iran going to launch waves of drones and missiles against U.S. bases in Europe? Can we change course? Can we stop slipwalking into wider wars? My invitation to President Trump: be audacious, be unpredictable, be visionary. Invite all nuclear powers and all major conventional military powers and industries, without exception, to a summit somewhere, maybe a town in Portugal, to talk on no first strike. Enhance regular communication between leaders of the nuclear powers. Commitment on reduction of nuclear weapons toward total deactivation and destruction of nuclear arsenals over a decade. Be yourself, be President Trump, be audacious, be unpredictable. Do the unthinkable, and you will gain worldwide gratitude and respect. The humanitarian situation in Cuba is heartbreaking. We understand that the U.S. has provided $100 million in emergency humanitarian assistance to Cuba through CARITAS. In keeping with the U.S. humanitarian tradition, and toward creating an environment conducive to normal, long-term Cuba-U.S. relations, trade relations between Cuba and the U.S. and the rest of the world could be improved. Regarding the situation in Israeli-occupied territories: Gaza and West Bank.
