It has only just started. A safer country is a country with more trust. And where there is trust there is more growth in employment and investment. We are also today a more competitive nation. Only a few weeks ago, Chile adopted the most significant economic reform of recent decades. We approved a reduction to business tax. It's now gone from 27 to 23%. This tax had only been on the increase since 1990. It had never decreased. We have also temporarily reduced housing purchase tax, and we have launched an initiative for capital repatriation. There's better tax stability too. We now have less red tape. We are also dismantling what we call this ideology of always having to issue permits. This is, if you like, a sort of hidden bureaucracy, which stops business projects from forging ahead. In the last six months, we've had requests to invest more than $44 billion in our economy. And these investment projects applications are being assessed by our environmental evaluation systems. More than $33,000 billion dollars, rather have been approved for projects that had been in the wings for years. We have unleashed $17 billion for environmental projects. We are taking tangible actions that are changing the very course of Chile and bringing us closer to development. The economy is not yet taking off, and unemployment is still plunging thousands of families into anguish. But unemployment is hard and high. But it will change. Change will come. Results are slow to materialize but structural reforms are underway. We know where we're going and we're not simply reacting without having any clear course in mind. After storms, the sun always comes out. After winter, spring always arrives and after years of deadlock, Chile is back. There are many reasons that can explain how we got to where we are, but there's only one path that we need to follow for Chile to once again take off, spread its wings and fly. That is the path of unity. Unity between all of those that defend freedom and want to see Chile's people thrive. There are many things that might separate the right and the left in Chile, but we are united by our desires to see Chile grow once more and become a safer nation. Delegates. People from the investment world are listening to us. And I say to you, choose Chile to invest. You will find clear rules that do not change day to day. You will find courts that function, contracts that are abided by, and a state ready to facilitate investment.

Our experience on this demonstrates that when we invest in feasible projects, and remain people-centred, development can move from promises to measurable results. It is in this spirit that H.E. President Samia Suluhu Hassan, accepted the responsibility of championing Maternal and Child Health for the African Union. Under her leadership, Tanzania reduced maternal deaths by 80 per cent in just seven years. We now aim to advance the Three Zeros, i.e., Zero Preventable Maternal and Child Deaths; Zero home deliveries; and Zero Unvaccinated Children. Our experience shows that this is an agenda that Africa can successfully achieve, but it will require sustained political leadership, adequate financing, and stronger partnerships.

The test of equality does not end with the institutions that govern peace. It extends to the institutions that shape prosperity. The same question confronts us there: Does the international financial system give every nation a fair opportunity to secure the well-being of its citizens? The charter did not conceive development as charity. It pledged social progress, better standards of life, and economic and social advancement for all people. Yet, for too many countries, the resources required to fulfill that promise are being consumed before they can reach their people. Global public debt reached a record $102 trillion in 2024. Developing countries accounted for less than a third of that debt, yet paid about a trillion dollars in interest on debt in that year alone. Put it differently: 46 developing countries now spend more on interest on debt than on classrooms and medicine. Behind these numbers lies a simple reality. The hospital competes with a creditor. The classroom competes with debt service. And too often, the creditor. Debt service is paid fast. And it is our children who inherit the consequences. Today, 251 million children and young people remain out of school. Millions more enter classrooms without teachers, books, meals, and facilities they need to learn. When debt service displaces investment in education, we are not merely balancing budgets. We are transferring the cost of today's financial burden to the next generation of citizens. Kenya has chosen to invest in the next generation. Over the last four years, we have spent an additional $5.3 billion in education, recruited 100,000 additional teachers, built more than 23,000 new classrooms, and we are developing another 1,600 laboratories while expanding support for universities and technical institutions. We do this because education is not consumption. It is the infrastructure of opportunity, productivity, and national transformation that supports global advancement. But national effort can only go so far when the international financial system makes development more expensive. The countries that most need capital frequently pay the highest price to obtain it. Developing countries have recently borrowed at rates two to four times higher on average than developed nations. The question, therefore, is not simply whether finance is available. It is who can access it, at what price, for how long, and under whose assessment of risk. Africa knows the cost of that assessment. Sovereign credit rating shapes perceptions of risk. The interest countries pay, and even the volume of finance available to them. UNDP estimates that subjectivities in credit ratings have cost African countries approximately $75 billion through excessive interest and foregone lending. Risk, ladies and gentlemen, must be measured, but it must also be measured fairly. We cannot build a fair global economy if the nations with the greatest development needs face the highest cost of development finance. A road that is commercially viable should not become unviable merely because it crosses an African border. A power project should not cost more simply because of the passport of the country it is building. Capital must price risk. It must not price prejudice. Reform of the international financial architecture must therefore begin with the cost and availability of capital. The UN charter envisaged multilateral development banks that lend more, lend longer, and mobilize private capital at scale. It further contemplated guarantees and risk-sharing instruments that reduce the cost of viable investments. And we need greater access to long-term and local currency finance so that countries are not forced to build long-term infrastructure with short-term expensive money. And by the way, this is not an argument against responsibility. Governments must also do their part to manage debt prudently, strengthen institutions, prepare pipelines of credible projects, deepen domestic capital markets, honor contracts, and confront corruption without equivocation. A fairer international system requires responsibility on both sides. Reform abroad cannot substitute for accountability at home. Distinguished delegates, Africa does not come to plead. We come with a proposal.

These ambitions are underpinned by Georgia's strong economic performance. Over the past five years, our economy has grown by an average of 9.3% annually, and this momentum has continued in 2026, with growth reaching 7.9% in the first seven months of the year. As the International Monetary Fund projects, Georgia will deliver one of the fastest growth rates in the medium term among regional and European countries averaging 5.4%, with one of the fastest growing economies worldwide. We are actively building an innovation oriented business friendly environment that supports both local and foreign enterprises. Despite the global uncertainty, Georgia's FDI to GDP ratio is one of the highest among peer countries and averaged over 6% of GDP in 2021 2025, highlighting the confidence of investors in the country's growth potential. Georgia's FDI outlook is supported by a pipeline of large, multi-year investment projects across transport and logistics, energy infrastructure, tourism, and real estate. Yet, the true measure of success is how it improves people's lives. Strong economic performance must translate into tangible social outcomes higher output per person, rising real wages, declining poverty, better employment opportunities, and greater economic resilience.

It sounds wonderful, but is it real? Yes, it is real. The Royal Charter is in force. Laws have been enacted. Regulators are operating. The framework for an independent judiciary is in place. Excellencies. While remaining firmly commitment to our climate goals. We must also recognise that in the immediate term, development cannot realistically proceed without traditional energy sources. Energy security, moreover, is closely intertwined with peace, regional connectivity and sustainable economic development. As a reliable natural gas supplier to 16 countries, Azerbaijan ranks among the leading pipeline gas suppliers globally and plays a strategic role in strengthening energy security and diversifying supply routes across Europe and beyond. Azerbaijan's contribution to global energy security is increasingly complemented by its growing role in the clean energy transition. We are investing in renewable energy, commissioning major solar and wind projects, expanding hydro power capacity and developing new clean energy initiatives together with leading international partners. Agreements already signed envisage around six gigawatts of additional solar and wind capacity by 2030. By 2030, renewables are expected to generate almost 40% of Azerbaijan's electricity. Expansion of renewable power generation will create new opportunities for Azerbaijan to export green electricity to European markets. This way, our role as a reliable energy partner is evolving alongside the global energy transition. Accordingly, Kuwait has based its development in humanitarian diplomacy on a pioneering role for the Kuwait Fund for Arab Economic Development. Since 1961, the fund has contributed to financing development projects in 107 countries. This stems from a belief that addressing the root causes of crises is not limited to security measures, but requires supporting development, providing the foundations for a life of dignity, and building more resilient and stable societies. Ladies and gentlemen, we remain open to any security cooperation, of course, which takes into account our strategic interests, mutual interests and respect for our sovereignty with Burkina Faso and Mali. Niger, within the Confederation of Sahel states, is developing cooperation that is focused on defense and security, diplomacy and development. This responds to a requirement for solidarity between peoples that face common challenges. On the 16th of September 2023 in Bamako, Niger, Mali and Burkina Faso signed the Liptako-Gourma Charter, giving birth to the Alliance of Sahel States on the 6th of July 2024 in Niamey. Our three heads of state, President Assimi Goita of Mali, President Ibrahim Traoré of Burkina Faso and President Abdourahamane Tiani of Niger took the historic step of creating the Confederation of Sahel states. Two years later, the institutional structure of this confederation is practically complete. A unified force of 5000 men is conducting the coordinated fight against the mercenaries afflicting our three territories on our borders. This force can be mobilized to a ceiling of 15,000 men. That must be underscored. A confederation investment and development bank has been created. It finances our projects and programs using our own resources. A Confederation biometric passport has been in use since the 29th of January 2025. A television channel, a press agency and a shared radio carry the voice and the message of the AES. More recently, from the 26th to the 29th of August 2026, the first meetings of the Confederation Parliament were held in Niamey, thus completing our institutional architecture. Excellencies, ladies and gentlemen, Niger is a country of peace. Truly a country of peace.

This cannot be fair. So that, believe me when I say that change is possible. As we have seen consistently with measures from the Bridgetown Initiative in less than one year, Barbados as chair of the climate Vulnerable countries, the G20 countries, along with the OPEC fund for International Development, designed and launched the Vulnerability to Viability Compact on four pillars, bringing about 74 countries along with 16 development finance institutions globally, to expand access to affordable long term capital for education projects, health projects and water infrastructure. The Cvf also had its governors of the central bank meet to establish the lifeline Fund, which will shortly be operationalized. It seeks to provide rapid liquidity when climate shocks create balance of payments pressures for countries. So we are moving to help ourselves. We have been resolute, and the reason for it is that we know that you cannot build hospitals and schools and water infrastructure with ten and 15 year money. It crowds out critical investments for our people and leaves you flat footed. And that is why this important initiative represents real progress. But mechanisms such as this one cannot, on their own, address the underlying flaws of the international financial architecture. I repeat that for almost five years, the Bridgetown Initiative has consistently argued that climate resilience, debt sustainability and access to affordable finance cannot be treated separately. For many vulnerable countries, the problem is not simply the availability of capital, but whether we have the fiscal space to borrow and to invest on reasonable terms.

Um. Turkey does not confine itself to just articulating these principles. With every step we take, we seek a more equitable and more humane international system. Through the Defense Alliance we have established recently with Pakistan and Saudi Arabia, based on the principle of regional ownership, we are now both strengthening solidarity among us and aiming to generate solutions to the problems in our region from within the region itself. We are maintaining our efforts with the relevant actors to bring an end to the climate of conflict and to the climate of war that has been ignited in the Gulf. I strongly underline that any dangerous attempt to spread these conflicts, these clashes to neighboring regions, serves no one's interests. As for Gaza, we remain committed to following through on the agreement we signed in Sharm el-Sheikh one year ago. Now we must begin the reconstruction of Gaza as soon as possible. In this regard, I call upon you to exert greater pressure, more pressure on Israel. Let everyone understand and accept the following. Attempts to strangle the state of Palestine will fail. God willing, we shall see those good days when an independent state of Palestine, based on the 1967 borders with territorial integrity and with East Jerusalem as its capital, will be established. Dear friends, after 14 years of oppression, Syria initiated a new path with the December 8th Revolution. Under the leadership of President Sharaa, we are witnessing Syria now moving toward its goal of becoming a safe and peaceful country in spite of all forms of internal and external provocations. We will continue to stand by the brotherly Syrian people on this journey. In another neighboring country, we fully support efforts to strengthen state authority and consolidate stability. We are working with Iraq on strategic transportation and energy projects that will enhance the welfare of our region, particularly among these projects, important is the Development Road Project. As for the Russia-Ukraine war, it is our sincere hope that it comes to an end with Ukraine's sovereignty and territorial integrity being upheld. We continue our contacts with the parties with a view to restoring safety of navigation in the Black Sea, ensuring food security and preventing the war from spreading to a wider region. I would like to particularly emphasize that recent attacks against commercial ships in the Black Sea, regardless of who carries them out, are unacceptable. We believe that freedom of navigation in the Strait of Hormuz must be maintained. In the Aegean Sea and the eastern Mediterranean region, we wish to see existing issues resolved on the basis of good neighbourly relations and in accordance with international law. Our proposal for an Eastern Mediterranean Conference will contribute to establishing common ground. On this occasion, I once again will repeat the call I had made numerous times in previous UNGA sessions. The sovereign equality and equal international status of the Turkish Cypriot people must be recognized and inhumane isolation to which they have been subjected must finally come to an end. I call upon the international community to recognize the Turkish Republic of Northern Cyprus and to establish political, diplomatic and economic relations with them. Esteemed delegates. Turkey, thanks to its growing defense industry and thanks to its resilient economy, continues to be an island of stability in the middle of conflicts in its vicinity.

Ladies and gentlemen, in our journey, in the struggle between good and evil, the bloodshed was stopped. Destruction was stopped. Syria started the journey of reconstruction, of recovery. The country was united. We controlled arms. We rebuilt military and civilian institutions. Sanctions were lifted. Projects for reconstruction have continued. We have combated drug trafficking, and we focused on transitional justice. We have ascertained the fate of the missing. We turned our vision into practical action. We have forged partnerships, and we focused mainly on the future and on the welfare of our people. We focused on reconstruction. We relied on the free will of our people and our independence. This national vision relied on diplomatic efforts. Since liberation, more than 100 states started communicating with us through 4,000 communications. Our capital has hosted more than 60 diplomatic missions.

Excellencies, ladies and gentlemen, it is an honor and a pleasure to address the 81st session of the UN General Assembly on behalf of Bosnia and Herzegovina. We are a symbol of a nation that has survived severe trials, but has not lost its path towards a better future. In the period from 1992 to 1995, my country was subjected to aggression, joint criminal enterprises, genocide against Bosniaks, crimes against humanity and other war crimes. Following the end of the aggression in 1995, destructive forces have sought through blockades, obstruction and other means to halt the progress of Bosnia and Herzegovina. They are slowing down our path towards a modern European state, but they cannot stop it. Today, Bosnia and Herzegovina stands at the doorstep of the European Union and NATO. These are our strategic foreign policy objectives, unanimously defined by the state authorities of Bosnia and Herzegovina. Unfortunately, there are still those seeking to realize greater state projects at the expense of the territory of Bosnia and Herzegovina. During the aggression, they attacked our country by military means. Today they do so by political, diplomatic and other means. It is very important that the UN courts have established the nature of the war waged against the Republic of Bosnia and Herzegovina. Final judgments, including those concerning joint criminal enterprises, have established that this was an international armed conflict. Judgments of the highest UN courts have established that genocide was committed against Bosniaks.

Mr. president, colleagues, on October 25th, 1971, right here in this August hall, the General Assembly adopted resolution 2758 at its 26th session with an overwhelming majority by which Unga decided to restore all the rights of the People's Republic of China in the UN and recognize the representatives of the government of the People's Republic of China as the only legitimate representatives of China to the UN. This is of profound and far reaching significance for both China and the world. Over the past 55 years, China has been a stabilizing force in times of volatility. China is firmly committed to pursuing peaceful development and has the best track record on peace and security among major countries. It is the largest contributor to peacekeepers among the permanent members of the UN Security Council. It also took the initiative that led to the issuance of the first joint statement of the leaders of the five nuclear weapon states on preventing nuclear war. China has been a main engine driving common development. China has created two miracles at home, namely fast economic growth and long term social stability. And over many years, it has contributed around 30% to global growth. China has joined hands with more than three fourths of the countries in the world in pursuing high quality Belt and Road cooperation. It has mobilized over 23 billion USD and carried out more than 2000 projects under the Global Development Initiative. And it has granted zero tariff status to all the African countries and LDCs, having diplomatic relations with it to empower the Global South in pursuing modernization. China has been a progressive force in an era of change. China has always spoken up for the global South, stood up for the legitimate rights and interests of developing countries, and continued to work toward a more just and equitable global governance system. In October, China will host the Global Governance Forum in the Xiong'an New area. You're welcome to attend the forum and join in the discussion about the way forward in global governance. Mr. president, colleagues. No matter how the international dynamics evolve, China remains unchanged in its pursuit of peace and development and its dedication to safeguarding, fairness and justice, and in its commitment to multilateralism. Kiribati recently presented its Second Voluntary National Review (VNR), reaffirming our commitment to the 2030 Agenda. We value our longstanding diplomatic relations with traditional partners and welcome countries seeking new partnerships based on mutual respect, shared interests, transparency, sovereign equality and respect for our national priorities. This year, following the submission of our second VNR, my Government convened its first Development Partners Forum on Kiritimati Island, or Christmas Island, which we highly value as the world’s largest coral atoll and the first island to see each new day’s sunrise. The Forum strengthened partnerships between Kiribati and its Development Partners and showcased two flagship projects critical to accelerating economic growth and sustainable development. Participants included Australia, the People’s Republic of China, the European Union, New Zealand, Japan, the United States of America, the World Bank, the Asian Development Bank, and UN agencies.

Lesotho is increasingly experiencing severe floods and droughts, resulting in unparalleled land degradation and extensive damage to critical infrastructure. Despite contributing minimally to global greenhouse gas emissions least developed countries like Lesotho bear a heavy brunt of climate impact. Global warming and rising sea levels pose terrible threats, particularly to small island developing states. We stand in solidarity with these nations and call for greater global action. To cope with these climate related challenges, we call upon developed countries to honour their commitments by providing new, adequate, predictable and accessible climate finance. Further, we urge developed countries to transfer environmentally sound technology and to strengthen capacity of developing countries to effectively mitigate and adapt to the adverse effects of climate change. Climate justice demands nothing less. Just energy transition is therefore an imperative if one is to be spared from the terrible threat of climate change. Under the visionary leadership of His Majesty King Letsie III, Lesotho has launched the His Majesty King Letsie III Just Energy Transition Fund, designed not only to decarbonise our economy, but to transform it from one historically reliant on migrant labour to one rooted in renewable energy exports. The fund seeks to attract investment to build new energy generation capacity, unlock energy independence and lay a new foundation for national prosperity that benefits every Mosotho. We therefore call for partnerships to mobilise the requisite resources for clean energy projects, which can create significant employment opportunities for our youth and women. As the first Member state to pilot the UN blueprint for national AI and data strategies from design into national implementation, Lesotho stands ready to share the lessons of that journey with fellow developing countries, particularly across Africa and among least developed and landlocked developing countries, charting similar paths towards digital sovereignty.

Our national objective is to ensure that every family has access to sufficient, safe, and nutritious food. This is a matter of basic human dignity and sustainable development. To achieve this, we are intensifying investment in agriculture, modern farming technologies, research, infrastructure, and the empowerment of our smallholder farmers. Furthermore, we have embarked on major dam construction projects for irrigation, which are set to transform our agricultural landscape, particularly in the low field. That is why in Guatemala, we are restoring the state's capacity to reach those who have been excluded from opportunities for far too long. The intersectional mano a mano strategy brings together health education, housing, nutrition and community development to address poverty at the local level following crop losses caused by climate related events. More than 450,000 families have received food assistance, while small scale producers have gained access to seeds, tools, inputs and insurance mechanisms. Public education is central to this effort. More than 1 million students have participated in initiatives to strengthen reading comprehension. We have expanded educational opportunities, promoted scholarships, strengthened instruction in national languages, and accelerated the digital transformation of the school system. In healthcare, we have expanded and refurbished facilities, strengthened regional services, and made progress in the comprehensive treatment of chronic diseases and cancer. Alongside the revival of road projects and public works in historically underserved communities, the National Digital Connectivity Plan now provides internet service to 383 public entities. We have also strengthened early warning systems for earthquakes, tsunamis, floods and volcano hazards, restoring the legitimate presence of the state also means providing security in accordance with the law, strengthening prevention, protecting communities, and pursuing criminal networks rather than only their visible manifestations. It means improving investigations, institutional coordination, and the tracing of the financial flows that sustain illicit economies. Guatemala maintains that the charter of the United Nations and international law must remain our common point of reference. The sovereignty and territorial integrity of states must be respected.

Italy stands for rules, dialogue, and policy. That is why we have condemned and continue to condemn Russia's aggression against Ukraine. We will continue to support Ukraine for as long as necessary, while working towards a just peace and towards a future in which Russia can once again be a partner in dialogue rather than a threat to Europe. Russia, as a permanent member of the Security Council, cannot evade its responsibilities. A ceasefire is not a concession to the other side. It is the first step towards a European security that protects everyone, including Russia. This is why we view with grave concern the growing hybrid threats posed by Russia against Europe, and why we have expressed our full solidarity with Germany following the attack on Lipsig Airport. Peace requires openness, but it also requires resolve. Dialogue without truth is weakness. Resolve without dialogue leads to a dead end. The same principle guides our approach to the Middle East. Peace can come only through a two-state solution, two peoples, two states. In Gaza, the truce has slowed the fighting, but it has not yet ended the suffering. There is not a minute to lose. The truce must be consolidated. Humanitarian aid must be allowed to enter without obstruction, and the disarmament of Hamas must become a reality. From the very beginning, Italy has mobilized the very best of its humanitarian capabilities. Through Food for Gaza, we have delivered food and essential supplies provided by our farmers. We have welcomed and cared for wounded and vulnerable children. We have opened our universities and research centers to young Palestinians, because a future state also needs a future generation of leaders. In Lebanon, the stakes affect the entire region. The Washington Agreement of 26 June opened a door. Italy is proud to continue hosting negotiating sessions in Rome that have helped keep that door open. For decades, Italian troops have served the cause of peace in southern Lebanon through UNIFIL and have helped train the Lebanese armed forces. We have also recently approved new development projects for the area, and we will continue to play our part even after the mission's mandate has come to an end. Dear colleagues, 61 active conflicts mean that war is advancing even far from the television cameras. And as war advances, the principles on which we have built 80 years of international relations retreat: the prohibition of the use of force, international humanitarian law, and freedom and security of navigation. Defending freedom of navigation means defending trade, jobs, growth, and dialogue. Because where goods can move freely, weapons are less likely to do so. The Strait of Hormuz must reopen. Gulf must relaunch dialogue and ask Iran to abandon any form of nuclear threat and any aggressive policy towards other countries in the region. Attacks on shipping in the Red Sea must cease, as must Russia's reckless attacks in the Black Sea on shipments of Ukrainian grain destined for Africa.

This strategic canal for the free world, once again, is suffering the consequences of climate change. This is something that is a real paradox because we are a carbon-negative country and one of the very few carbon-negative countries in the world, but this does not mean that we don't have to face strong droughts followed by heavy rain that causes flooding. This leads us to a reflection that is, there's a lot of support for nations that assume the objective of decarbonization, but the fact is that we don't benefit from any type of economic aid, despite the fact that we remove more carbon from the world than we produce. So it will be the Panama Canal itself that grew under Panamanian hands and that saw billions of dollars of investments to build the Rio Indio project. This is going to be a reservoir of water to ensure that the canal can continue to be used and provide more predictability to international trade and water supply to hundreds of thousands of citizens. This is an endeavor of the United Nations to support responsible projects, both socially and environmentally, that represent real progress for our countries. It's fundamental not to give in to pressure from organizations that seek extortion under the coverage of social struggles and seek cover in international organizations such as the ILO, for example. Distinguished delegates, Panama is a global leader in the conservation of biodiversity and cultural legacy as a basis for our sustainable development.

However, we are convinced that our size shouldn't determine our ability to contribute, much less affect our own dignity. We need more effective, more representative multilateral institutions that are closer to the people and more able to respond to the challenges of our time. We need cooperation. We need solidarity and we also need to demonstrate austerity within these institutions. But above all, we need to restore trust in our collective ability to change things, because at its heart, the very idea of well-being and progress springs from something that is profoundly human, that is the ability to recognize suffering and refuse to accept inertia. Human beings are creative precisely because they refuse to resign themselves to things. They sense what causes pain, they sense what could be different, and then they are able to sense the desire for change. And this desire for change is perhaps one of the most profound expressions of our own freedom. When our people's advance along the path of progress, they generally do so by wielding the powerful magic of freedom, knowing that freedom doesn't involve solely choosing between different possibilities. It also means having being able to transform those things that we wish to for the good of the community as a whole. Our freedom becomes fuller when we are able to expand the freedom of others. When we change our societies through dialogue, when we build more, we build fairer institutions. When we undertake significant projects that endure beyond our own lifetimes When school and new school opens its doors, when a child has an opportunity that was previously out of their reach. When a community is able to overcome a division, when two countries that were at odds finally find a path towards understanding. Today, there are more than 8 billion people living on the same planet, 8 billion different stories, 8 billion hopes, 8 billion possibilities. We're not finished as such as humanity. We are a humanity still in the making. Every morning we have the chance to decide what kind of world we want to leave. To those who come after us, we can choose to accept inequality as inevitable. We could accept war as something permanent, accept poverty as our fate.

The issue concerns the unique high altitude Lake Issyk-Kul, which is part of the UNESCO Biosphere Reserve and is included among wetlands of international importance under the Ramsar Framework. Today, this invaluable natural water reservoir is under severe climatic stress. Over the past 170 years, the water level has fallen by almost 14m, while over the past five years the rate of decline has reached approximately seven centimeters per year. 101 rivers historically flowed into the lake, but today only 30 flow throughout the entire year. The main source of water for Lake Issyk-Kul is the glacier of the Tien Shan Mountains. Over the past 70 years, more than 30% of the region's mountain glaciers have melted. Nearly 20% of this reduction has occurred within the just past 7 to 10 years. This process poses a direct threat to the biodiversity of the region and economic stability of hundreds of thousands of people. As part of our efforts to preserve Lake Issyk-Kul, Kyrgyzstan is mobilizing all available domestic resources, in particular the state concept for the sustainable Development of the Issyk-Kul ecological and economic system until 2030 is being implemented. Strict environmental restrictions have been introduced and pilot projects have been launched to monitor the depths of the lake using the underwater robotic technologies. Large scale efforts to clean the lake bed and its waters are continuing on a regular basis. The scale and speed of climate change exceed the capacity of any individual mountain country and require consolidated international action. The loss of Lake Issyk-Kul would not be merely a local tragedy. It would become an irreversible environmental loss for the entire region. In order to understand the potential scale of this environmental challenge and the costs associated with preventing, it is important to look at the fate of the Aral Sea and Lake Chad, both of which have suffered severely over recent decades. Please take a look at. Not so long ago the Aral Sea and Lake Chad, just like Issyk-Kul today, were full and reservoir was full of water. Today they have largely dried up. For us, this example must serve as a clear warning. Taking this opportunity, I officially call upon the United Nations, international financial institutions and donor countries to support our initiative to establish under the auspice of the organization the Special Joint Trust Fund for the Preservation of Lake Issyk-Kul. In order to demonstrate our commitments through concrete actions, we are prepared to contribute 10 million USD from the state budget to this fund. In our culture, there is a concept known as Amanat. It means the duty to carefully preserve what our ancestors have entrusted to us and to pass it on to future generations. In this sense, it would be fair to state that Lake Issyk-Kul is our shared climate Amanat. We are not asking for help. We are proposing a joint global partnership to preserve this unique natural resource for the earth. Before it is too late, let us unite our efforts and resources within the framework of this Trust fund. Distinguished participants. Ladies and gentlemen, the challenges before us are shared. Therefore, our response to them must be also collective. We stand at the threshold of a new era of change. Safe, just and sustainable future can be built only through collective action. The destiny of our planet and future generations is the responsibility of each and every one of us. This year, Kyrgyzstan celebrates the 35th anniversary of its independence. Throughout this period, our country has faced many different challenges. Since then, we chose cooperation over confrontation, creation over destruction and embark upon the path of sustainable development. There is one thing we must all remember. Peace does not come about by itself. Therefore, let us turn our words into action, concrete steps that improve people's lives and protect nature.

We, in the Arab and Islamic world, and on our African continent, do not approach this question as observers, for we live its consequences every day. That reality unfolds before us at every moment in Palestine, whose delegation, we regret, has not been able to participate with us in this session. There, the plight of the Palestinian people continues to worsen after decades of occupation, repression, and alteration of their identity, yet they remain steadfast in their adherence to their right to life and to self-determination. These are rights guaranteed without discrimination by international law and international humanitarian law. All of humanity yearns for international instruments and resolutions to move from texts and promises to a reality, and for the right of the Palestinian people to their state to be realized in accordance with international law. The continued undermining of these prospects for its establishment not only squanders opportunities for peace; it also drives the region toward a widening cycle of conflict, the spread of extremism, and a search for alternatives amid major expansionist projects that extend beyond occupied Palestine to Syria and Lebanon. Neither the Islamic and Christian holy sites, nor civilians, nor civilian infrastructure in Palestine have been spared the ravages of this conflict. Its repercussions have extended to the Arabian Gulf, most recently in the attack against the Kingdom of Saudi Arabia. We affirm our full solidarity with the Kingdom of Saudi Arabia in safeguarding its security, its territorial integrity, its citizens, and its holy sites. We reject any targeting that threatens it or endangers Islamic holy sites. The security of the Kingdom and the Gulf, given their Arab and Islamic weight, is not a national matter, but it is a pillar of the security and stability of our region. The ongoing armed conflict in the Sudan, our brotherly neighbor, has made its people the victims of a devastating war for which they are paying a hefty price. In that war, interests and interventions collide, and its effects extend beyond the borders of Sudan, endangering the security and stability of the region and the unity of its states. The instability in the Sahel region represents an existential threat to the integrity of its states. That threat stems from the nexus of terrorism, organized crime, poverty, climate change, displacement, and migration, and from the widening of the cycle of armed conflict in the region.

For us, the European Union is not simply a destination we wish to reach, but a value-based journey that we have embarked on. When the European perspective of the Balkans was reaffirmed at the Thessaloniki Summit in 2003, the world looked very different. Multilateralism and international cooperation were expanding back then. The European Union was one of the most attractive political projects in the world and would welcome 13 new member states over the following decade. At the same time, the Balkans was still emerging from the devastation and divisions of the '90s. More than two decades later, we live in a profoundly different international environment. The international order is entering a new and uncertain phase, and this is why enlargement of the European Union is an act of strategic foresight. It is one of the best investments Europe can make in peace, security, and long-term stability. And Montenegro is proud to stand today at the forefront of that process, ready to serve as an example for the other countries, not because our journey has been without difficulties, but because our journey demonstrates something essential: that progress is possible, that reforms matter, and that democratic political culture pays off. Earlier this year, leaders from across Europe gathered in Montenegro for the European Union-Western Balkans Summit. For Montenegro, that gathering carried a meaning far beyond the protocol. It demonstrated how far our country has traveled and how close our European future has become. And it also sent an important message about our region: that the future of the entire Balkan region lies within the European Union. Our region has carried the weight of division for too long, and a new chapter is being written through cooperation, connectivity, economic opportunity, and economic integration. And my generation has a responsibility to help complete that chapter. These responsibilities are not important because of the titles they carry. They are important because of what they allow us to contribute: to reconciliation, connectivity, democratic resilience, and the European future of our region.

The UN80 Initiative is a constructive start. But it is only a start. Moving positions on a budget sheet may deliver savings. Merging or renaming bodies may reduce duplication. Streamlining structures may improve efficiency. These steps are important and often necessary for good housekeeping, but they are not enough; we need to dig deeper to address the problems beneath the superstructure, because the United Nations’ reform challenges are chronic and fundamental. On 24 November 1949, four years after the founding of the United Nations, this Assembly adopted resolution 310 (IV), entitled “Problem of the Proliferation and Overlapping of the Programmes of the United Nations and of the Specialized Agencies”. It urged Member States “to refrain from initiating new projects other than those which are urgently required and which can be effectively carried out”. Yet we have not paid sufficient attention to our own decision. We have since created thousands of mandates, of which 4,000 are still active, irrespective of whether they were required or could be effectively carried out. We cannot continue treating a chronic ailment with temporary painkillers when what we need is a deeper diagnosis and a more profound plan for transformation, even if that plan proves painful. And here I must be equally candid: this will happen only if Member States take charge. Time and again, we say that United Nations reforms must be Member State-led. But too often, Member States fail to take the wheel. Passive ownership is not enough. If we do not claim proactive ownership of this place, we cannot expect it to heal. So let us engage. Let us take charge, fix our own house, respect sovereignty of Member States, and together deliver the transformation we need. (BRIEF PAUSE) As we decide what must change, we must also recognize what already works. Again and again, Member States tell us that the United Nations works well at the country level, emergency situations, and in keeping and building peace. We should build on that success. We should strengthen the United Nations’ country-level work and draw increasingly on local capacity, including qualified national institutions and individuals. We should ensure that all activities at country level, from development support to peacekeeping, are properly integrated and produce the highest synergy. We should ensure avoidance of turf battles among different parts of the UN, and exercise care to select resident coordinators that are fit to lead the teams. We want to have full value for money. The Organization’s financial viability is also a chronic concern. We must ensure that it receives sufficient resources on a sustained basis and that all countries pay their dues on time and without conditions. We must also recognize that dues to the United Nations come from hardworking people around the world. Every penny must therefore be properly accounted for. Every penny must be invested to achieve impact on the ground for the people we serve. (BRIEF PAUSE) The role of the Member States, supported by the Secretariat is essential to delivering our work, but not sufficient. This brings me to my third point: building a more open and inclusive United Nations. We know that the United Nations of today, and the world it serves, are profoundly different from those of 1945. Nowhere is the pace of change more evident today than in artificial intelligence.

This partnership is one in which national institutions are strengthened rather than bypassed, and both government and international organizations are mutually accountable for the results. Generations move on. But the institutions and powers created on the pretext of those alleged emergencies remain. And if for a moment we allow ourselves to believe that the lesson had been learned after so many failures, the arrival of artificial intelligence demonstrates quite something else. The printing press, the steam engine, electricity, the internet— every great technological revolution has been accompanied by fears about what it would destroy, particularly jobs. There is no doubt that this is one of the most effective ways of instilling fear in human beings, given the role of work as a means of subsistence. Take the Industrial Revolution as an example. When it began, the world was home to some 800 million human beings. If, in keeping with the Luddites and the perennial pessimists, employment had at best remained constant, then, given that the world's population has since increased more than tenfold, the global employment rate today would be at 90%. That is absurd, something that few of us few seem to have stopped to consider, perhaps except perhaps those of us with a passion for reading Borges, who love his approach for testing an idea by taking it to its logical extreme. Ultimately, these technological advances have not only failed to produce any of the catastrophes, but in addition, all of these ended up bringing an end to what human beings were able to do. Today, we have built machines that are able to carry out tasks that only a few months ago seemed out of our reach. Where we many see a threat, we see a new frontier: artificial intelligence, or superintelligence, as Donald Trump said, can double our productivity in a way that we do not yet comprehend. To invoke Adam Smith, artificial intelligence will be the pin factory of the 21st century, and much more besides. It can transform our economies, our medicine, our education, even the way we govern. That calls for prudence, yes. But prudence doesn't mean fear. Moreover, under no circumstances should fear automatically translate into obedience. Indeed, the dystopian scenarios commonly invoked to instill fear and justify state control make no sense from an economic standpoint. The answer lies with Adam Smith. Artificial intelligence, like the division of labor in the case of the pin factory, is an accelerator of productivity growth. Smith noted, however, that the division of labor is limited by the extent of the market. Growth will therefore be constrained by its counterpart in genuine demand, without fiscal deficits or spurious money creation. But that's not all. Those projects must also be financed, and that should be done with the resources of human beings. That is, their initial endowments and level of wealth, which correspond to the side of the market. Moreover, the purpose of producing more is to achieve a higher level of consumption. Yet the satisfaction generated by consumption increases at a decreasing rate, while the loss of satisfaction involved in surrendering leisure in order to produce more rises disproportionately. Consequently, the point at which the gain from greater consumption is equal to the loss of leisure brings the system to an equilibrium, leaving no room for dystopian terror. That is why, when we hear that the state should control artificial intelligence, we should remember something basic. The state is not an abstract creature. It is made up of people, officials, and bureaucrats. Granting it control over innovation means granting some people, in the best and most naive of cases, the power to limit what everyone else can create. History gives us reason to scrutinize such power carefully. For centuries, fear over tomorrow has been used as an argument for restricting freedoms today, always with the same promise: give us a part of your freedom and we will protect you from this new threat. We will apply a different principle. In the face of uncertainty, we propose determination. In the face of fear, courage. In the face of decline, ambition. And in the face of resignation, we propose optimism. That is why I tell you that when it comes to artificial intelligence, Argentina will stand at the forefront of freedom. We have the critical minerals, the energy, the talent, and the capacity to compete at every link in that value chain. And we want to become the most competitive place in the world in which to develop it, with a cutting-edge legal framework, a commitment not to regulate preemptively, a commitment not to regulate preemptively, limited liability for companies operating with AI agents, and tax incentives. Because artificial intelligence is not geopolitically neutral.
