Within the framework of the National Development Plan 2025-2044, Mozambique is committed to transforming its potential into shared prosperity for the people through the valorization of resources and investing in human capital, especially in the youth and women, which are the majority. We also want to increase value to natural resources. We also want to modernize our agriculture, promote industrialization, develop tourism, expand access to energy, invest in infrastructures, education, health, science and technology, digitalization, and in the economy in general. Natural resources should contribute to the economic diversification of our economy, the mobilization of income, and investment in our biggest asset, which is the talent of the Mozambican people and the talent of the African people. Our location in the Indian Ocean, our logistic corridors, and our agricultural potential, energy, and minerals make Mozambique a strategic platform for investment and regional integration. We therefore seek partnerships that build national capacity, promote local content, respect the environment, and generate employment, especially for the young people and women. Mozambique will continue to diversify its partnership in a sovereign way, transparent, and mutually beneficial manner, working with all the parties in light of the national priorities. This is also Africa's ambition: to be the architect of their own destiny, to participate in setting the rules, and to fully benefit from the wealth it helps to create.

Mr. Secretary General Antonio Guterres, to whom I pay tribute for ten years of tireless work in defense of the United Nations charter, international law and multilateralism, heads of state and government, excellencies. Over the past few decades, the international order focused on promoting peace and stability has been essential to prosperity and socioeconomic progress in our societies, wars and geopolitical tensions that characterize our times have had a terrible human toll, undermining international order and consequently, the chance of prosperity. That is why we must explore every opportunity for dialogue, diplomacy and peace in the Middle East. The humanitarian tragedy must end, and we must move towards the two state solution, with Israel and Palestine coexisting as two sovereign states in peace and security. The aggressive actions by Iran and and its associated armed groups must cease, including attacks on neighboring countries, merchant vessels and civilian infrastructures. Similarly, the blockade of the Strait of Hormuz must end and freedom of navigation must be guaranteed, including safe and toll free passage, including through the Red Sea in Europe. We must achieve a just and lasting peace that puts an end to the brutal and illegal aggression of Russia against Ukraine. Ukraine is a partner that has the full support of Portugal and European Union. In Sudan, the most dramatic humanitarian crisis we face must come to an end. We must also remain resolute in combating the global threats of terrorism and nuclear weapons. And in the face of the new challenge posed by artificial intelligence, we must find together the right balance between innovation and regulation, one that allows us to harness its potential for the benefit of humanity while preventing it from distorting our very essence. Excellencies, the energy crisis, and the rising fuel prices we are facing due to international conflicts are affecting all our peoples.

America and Israel attacked us, equipped with the latest technology and weapons systems, and our people stood steadfast. Yes, they did hit us, but we did not bend the knee. We did not bow our head. We responded, but we did not hit civilian populations. They came into surrounding territories and targeted our universities, our healthcare centers, our schools, our hospitals, our infrastructures—all of it against international law. When I took over the responsibilities as President, they assassinated Ismail Haniyeh in Iran. On the day of my inauguration, Israel targets any neighborhood, in any city, in any province, commits assassinations like a true terrorist. In Gaza, over 80,000 innocent civilians have been murdered, brutally murdered. Hundreds of thousands have been displaced. They are committing genocide by using the so-called technologies that they have at their disposal. Then they label others as terrorists. Are we the sources of instability? We only seek to live independently. We are the ones who cause instability. Those who are committing terrorism and committing crimes, are they the protectors of peace and stability? None of the international laws have been adhered to by them. This is what we're facing. We don't want anything. We have received our response. We need strength, because a people which is unable to defend itself will be trampled upon in today's world. We live in a world in which the powerful, instead of thinking about humanity, justice, fairness, and democracy, they seem to be the protectors and creators of instability and destruction. Whomever they wish to discredit, they label them as terrorists. Two hundred years—for the past two centuries— Iran has not attacked any country or any territory, but we've always defended ourselves steadfastly. But now we're being accused of being source of instability in the region? We're labeled terrorists? And this has made it so that the path that we have chosen for ourselves requires power to defend ourselves. We do not seek power in order to attack or commit aggression. We seek energy for progress, not to threaten societies with weapons.

They're increasingly technological. Mr. president, digital connectivity and rapid technology advancements are transforming how we live. They offer significant opportunities for big ocean sovereign states, BOSS, but they also risk creating new inequalities and dependencies. Those who benefit last from global change often bear its highest costs. We continue to live with that injustice through climate change. We cannot again be asked to adapt only after systems have been built and the rules written. For Tonga, submarine cables and satellite links are foundational infrastructures that connect our islands to global opportunities. But connectivity alone is not enough. Digital skills and secure, resilient systems must support it, and we will protect our children online and retain sovereignty over our national data. Tonga does not need to be first in artificial intelligence, quantum computing or every technology that follows. But Tonga will not simply endure global transformations. It will exercise sovereignty by helping shape the rules and norms around it. Tonga is looking beyond conventional development models. We are seeking to unlock new forms of finance through responsible valuation of our natural assets, our ocean assets, while exploring the potential of frontier technologies such as quantum science. We will form the right partnerships. We will direct innovation towards our priorities. But the Pacific's data, ocean biodiversity, critical minerals and traditional knowledge must not power the next technological revolution while returning only a fraction of their value to our people. Mr. president, from experience, Tonga knows its challenges and we will meet them with determination that has always defined our people. We also know our strengths as a BOSS. We are not asking for charity. We will do our part. We will simply ask that others do theirs. Meet the 1.5°C threshold. Help us protect the planet we all share and the ocean that connects us. Ensure that everyone benefits from technological advancements. Recognise the imbalance between the funds we commit to addressing our collective development challenges and those we are prepared to spend on conflict.

Excellencies, we are drawing close to the end of the tenure of the current Secretary General and the appointment of the next one, an act of greater importance, given that the person must possess the qualities of independence, integrity, competence and courage to build consensus, uphold the charter, promote conflict prevention, lead the necessary reforms, and seek solutions to address the organisation's financial crisis. The Republic of Angola reaffirms its commitment to the United Nations, convinced that only at the level of this institution will it be possible to safeguard the achievements of the recent decades in terms of respect for international law. Only within the framework of the United Nations can we make progress in seeking peaceful solutions to the conflicts ravaging the world within a framework in which multilateralism serves as the mechanism for bringing together ideas, political wills and initiatives conducive to global peace. We, political leaders and rulers of today will be judged in the future by our ability to replace confrontation with dialogue, predatory competition with cooperation, exclusion with solidarity, and the force of arms with the force of law. Only in this way will we build a more just, peaceful and inclusive international order capable of ensuring progress and wellbeing of humankind, leaving no one behind. No weapon is more powerful than diplomacy, since all others are used only to destroy lives, infrastructures, dreams, and life plans, whereas diplomacy is the only weapon that exists to unite, repair, build and save lives, peoples, nations, and humanity itself. For this reason, the United Nations organization must equip itself with appropriate tools and means to fulfill the theme of this 81st session of its General Assembly, namely restoring trust, managing transformation, empowering it to become an organization that delivers for all. The control of these powerful tools must not remain in the hands of a select few. They must serve humanity, not the other way around. In particular, the development of lethal autonomous weapon system raises profound moral questions. In this critical domain, Pope Leo provides clear criteria for discernment. The first concerns personal responsibility. The second pertains to the moral time frame for making judgments The third is the protection of civilians. These criteria give rise to certain non-negotiable requirements. First of all, systems used in war setting must guarantee the possibility of retracing and reconstructing decision making processes so that accountability and blame are not collapsed into the machine. Second, the decision to use lethal force cannot be delegated to opaque or automated processes, but must remain under effective, self-aware, and responsible human control. Finally, it is imperative to establish a shared framework also at the international level in order to curb the technological arms race and ensure robust protection for civilians and the infrastructures necessary for their survival. For some years now, the world has spiraled into violence that has progressively spread into intensified, continually opening, opening up new theatres of war. The Holy See strongly emphasized the urgent need for an immediate and total cessation of hostility as a prerequisite for any serious engagement, engagement in restoring and building the future.

Let us remember always the generation who will follow us. Follow us, Mr. President. And on this note I want to close by thanking United Nations and those who have stood with Papua New Guinea the last 51 years of our nationhood. We have faced many challenges as a country growing. But we are growing economy. We are working to make sure enabling infrastructures reaches all people. We are making sure quality education and health services covers all people. We are moving towards a cleaner, greener energy. We conserving our forests and our oceans. We are strengthening our independent jurists to make our judiciary stronger, robust and independent. We protecting our free market economy. We are opening doors for more foreign investments to grow. But all this comes at a backdrop of giving respect to every person in our country of so much diversity. The human right is respected. And I want to ask every one of us, let's respect human rights of every citizens of this planet. That is the least we can do. I want to assure this Assembly that my government is working to the best of our ability to protect the rights of the 11 million people of my country, giving them a better an equal opportunity to progress their own life, a life that God has planned for the God given homeland that I call,
