In December 1953, Austria was still occupied while the superpowers were testing hydrogen bombs. And yet from this podium, Eisenhower named two things that did not yet exist negotiations to restore Austria's independence, and an international agency that would bring nuclear technology under international oversight to serve, as Eisenhower said, the need, rather than the fears of mankind. In 1955, Austria was free again. Two years later, the IAEA began its work and Vienna became its home.

Syria has restored its status in the international community. It has been a transit for the world. We also built diplomatic bridges, and in parallel, we proved to the world that the security of the region has to start in Damascus. With seven states, we started a group, the Breath of Freedom, to destroy the chemical weapons file. We have been working with the OPCW, and we are working with the IAEA with transparency, as we believe that collective security is our duty. The strict implementation of our treaties spares our world the horrors of chemical weapons and nuclear weapons. We combated transnational crime. We have seized large amounts of kept agon, and we combated the smuggling in people and organized crime.

At the same time, recent developments in the West Bank are a genuine reason for concern and risk undermining the peace that this plan seeks to promote. Regarding Iran, our position is clear: Iran must not possess a nuclear weapon. Iran must comply with the nuclear non-proliferation treaty, the safeguards of the International Atomic Energy Agency, and restore full transparency regarding its nuclear program. Diplomacy must be the first option toward a comprehensive, verifiable, and lasting agreement that would pave the way toward a more stable Middle East.

Mr. president, universal health coverage remains central to our development agenda. While investments have been made, we continue to face serious public health challenges, including a high burden of communicable and non-communicable diseases and inequalities in access to health. Lesotho is undertaking reforms to strengthen our health care system and invite partnerships to ensure universal access to quality primary health care, medicines, vaccines, diagnostics and robust disease surveillance and pandemic preparedness. The social and economic costs of cancer are profound. With support from the International Atomic Energy Agency, Lesotho is developing its first radiotherapy and nuclear medicine facility to provide domestic oncology services. We therefore call for enhanced cooperation in technology sharing, capacity building and sustainable health financing to build resilient health systems capable of responding to current and emerging challenges. Mr. president, migration is not an abstract concept for the people of Lesotho.

We support the goal of a world without these weapons, which ought to be pursued via pragmatic measures: greater transparency, verifiable control, and limits placed upon arsenals. Global conflicts have introduced new threats hitherto unknown, jeopardizing nuclear safety through irresponsible attacks on nuclear sites. On the other hand, compliance with the Non-Proliferation Treaty is key for Iran, which ought first and foremost to adhere strictly to its international obligations and reach a long-term nuclear agreement overseen by the International Atomic Energy Agency. Today's security requires that we act in a timely fashion.

The selection of the next Secretary-General will be one of the defining moments of this session, and Kazakhstan supports a transparent, inclusive and merit based process conducted in full accordance with the Charter. Mr. president, the international security environment continues to deteriorate. World military expenditures reached a record $2.9 trillion in 2025. Our small planet is home to more than 12,000 nuclear weapons, each one capable of untold damage and sorrow. Every year we seem to lose more biodiversity, yet gain more armaments. For Kazakhstan's nuclear disarmament in particular, is not an abstract doctrine. It's a responsibility borne on the national experience. This year marks 35 years since the closure of the Semipalatinsk nuclear test site 30 years since the CTBT opened for signature, and 20 years since the signing of the Treaty on Nuclear Weapon Free Zone in Central Asia. Our experience of renouncing the world's fourth largest nuclear arsenal did not weaken our state to the contrary through international trust. It strengthens sovereignty, enhanced security and promotes development. Today the trust is again in danger. New START has expired. While the 2026 NPT Review Conference ended without substantive outcome for the third consecutive cycle. Nuclear weapon states must never confuse the absence of agreement with the vacuum of obligation. They remain responsible until we secure a world free of nuclear weapons. Kazakhstan advocates the relaunch of high level dialogue among nuclear powers, and is ready to host one of their next meetings. We will also continue advancing our earlier proposal to strengthen the BWC through establishing an international agency for biological security. Distinguished delegates. Peace and stability are prerequisites for sustainable development. We stand firmly for diplomacy and dialogue, and against the escalation of tension and the use of force.
