The loss and damage fund exists. What is missing is the power shift to make them operational and real. Mr. president, the next contest for power will not only be fought over land and sea, it will be fought over data. Our citizens' data crosses the world without a visa and without a vote. It leaves our shores as raw material and returns as products we must buy. We have seen this pattern before. My islands once exported salt, sponge and sisal. Others set the price. Others kept the profit. The commodity has changed today, but the pattern has not. This is colonization by data it serves. It does not arrive with ships and flags. It arrives in a box, on a screen and a button that says I agree. I'm talking about the capacity of a people to govern their own digital lives. People whose daily lives and histories are being mined should decide where their data lives and who may use it, and on what terms. Those people should be able to share in the value which their data creates. It means building artificial intelligence that understands our languages and our lives, and not only the lives of those in the wealthy North, dominating languages and dominating cultures. And it means taking part in a digital age on our own terms, not as consumers of other people's systems, but as builders of our own. Data is the newest raw material in the global economy. My friends, the old empires took our lands, plundered them, and renamed them. The new ones seek to take our data and hand us back a picture of ourselves that we did not paint. In this modern age, are we expected to be simply the unquestioning suppliers of data, or can we not rightly expect to participate in processing our own data so as to refine it, govern it, and profit from it? We do not think it outrageous to demand that small states help the rules of this new age, not simply be shown where to sign. That is why the Bahamas ask you to support the nomination of Stephen Bereaux for deputy secretary general of the International Telecommunication Union, a person from small island developing states, who will assist us in ensuring that we have what I call data sovereignty. Mr. President. Mr. president, the Security Council was designed by the victors of a war that ended 81 years ago. The world has changed.

Mr. president, the ocean is the heart of Micronesian identity, livelihood and future prosperity. It faces mounting pressure from climate change, sea level rise, pollution and unsustainable exploitation. Micronesia calls for a collective effort to fortify ocean governance, sustainable fishing management and effective conservation of marine biodiversity. Being the first country to sign the BBNJ Agreement, we are among the first movers, comprising six nations to implement the BBNJ. Micronesia is partnering with GIZ and five co leading states to develop area-based management tools and marine protected area proposals under the BBNJ framework, translating our commitment to conserve 30% of our ocean into concrete, durable protection for areas beyond national jurisdiction. Mr. president, on deep sea mining in the International Seabed Area, Micronesia employs a precautionary approach. We stress the need to consolidate comprehensive knowledge, data and science about the marine environment before any decision is taken on proceeding with exploitation. Additionally, it is crucial that all stakeholders, including adjacent coastal states, indigenous people and local communities in the Pacific, are meaningfully consulted prior to such a decision. Mr. president, we must address the growing threat of plastic pollution that degrades the Pacific ecosystem and communities. Marine debris, microplastics and associated toxic substances are accumulating on our shores. Our lagoons, for example, in the state of Chuuk, where oil leaks from World War Two remnants led to the emergency declaration last year, continue to threaten our livelihood. This impact imposes disproportionate cleanup and economic burdens on small island governments, whose waste management infrastructure is inadequate. Our national efforts must be matched by strengthened international cooperation, including technical assistance, predictable finance and collective actions across the plastic life cycle to prevent pollution at its source and protect the Blue Pacific for present and future generations. Micronesia calls on the international community to match local action with global responsibility through sustained funding, meaningful technology transfer, stricter upstream control on plastic production and an end to waste exporting. Critically, the international community must complete its work on a new treaty to end plastic pollution including the marine environment. Mr. president and Excellencies, with less than five years to achieve the Sustainable Development Goals, the international community must respond with renewed political resolve, scaled up financing and accelerated implementation.

They're increasingly technological. Mr. president, digital connectivity and rapid technology advancements are transforming how we live. They offer significant opportunities for big ocean sovereign states, BOSS, but they also risk creating new inequalities and dependencies. Those who benefit last from global change often bear its highest costs. We continue to live with that injustice through climate change. We cannot again be asked to adapt only after systems have been built and the rules written. For Tonga, submarine cables and satellite links are foundational infrastructures that connect our islands to global opportunities. But connectivity alone is not enough. Digital skills and secure, resilient systems must support it, and we will protect our children online and retain sovereignty over our national data. Tonga does not need to be first in artificial intelligence, quantum computing or every technology that follows. But Tonga will not simply endure global transformations. It will exercise sovereignty by helping shape the rules and norms around it. Tonga is looking beyond conventional development models. We are seeking to unlock new forms of finance through responsible valuation of our natural assets, our ocean assets, while exploring the potential of frontier technologies such as quantum science. We will form the right partnerships. We will direct innovation towards our priorities. But the Pacific's data, ocean biodiversity, critical minerals and traditional knowledge must not power the next technological revolution while returning only a fraction of their value to our people. Mr. president, from experience, Tonga knows its challenges and we will meet them with determination that has always defined our people. We also know our strengths as a BOSS. We are not asking for charity. We will do our part. We will simply ask that others do theirs. Meet the 1.5°C threshold. Help us protect the planet we all share and the ocean that connects us. Ensure that everyone benefits from technological advancements. Recognise the imbalance between the funds we commit to addressing our collective development challenges and those we are prepared to spend on conflict.

Say our name. Naoero. Mr. president, Naoero is an ocean state. We are not merely guardians of the ocean, but rightful participants in its future. For Naoero, the ocean represents both opportunity and responsibility. Never one without the other. Both are essential, or the United Nations Convention on the Law of the Sea is left hollow. Today I focus on a part of it that belongs to no one, the deep seabed area beyond national jurisdiction. Mr. president, the convention established the International Seabed Authority and charged it with a clear legal obligation to put in place regulations and regulate activities in parallel with sponsoring states. Its role is not to determine whether deep seabed mining is, as a matter of public policy, a correct course of action. Naoero joined trusting in the commitment set out in the convention and the 1994 agreement. For 15 years, Naoero has invested critical resources in sponsoring the exploration of a portion of the deep seabed. Our sponsored entity, NORI or Nauru Ocean Resources, has contributed about one petabyte of data more than one third of all Clarion-Clipperton Zone data held in the authority's DeepData. We called on the authority to seek an advisory opinion on the responsibilities of sponsoring states, and we followed it. We established a national regulator with the powers and due diligence obligations that opinion requires. At every stage, our decisions have rested on the best available scientific evidence, on the convention and on that opinion. At every stage, we have called for the mining code to be finished, and when progress stalled, we looked to the 1994 agreement and invoked the two year rule. We were told then that we were rushing. That was five years ago, and today the rules remain unwritten. We are participating in the first contentious proceedings before the Seabed Disputes Chamber, because our obligations as a sponsoring state require legal clarity. For 15 years, we have done everything a member state can do, consistent with our obligations as a sponsoring state. And today we continue to wait. Mr. president, there is a general understanding within the authority's council that nothing is agreed until everything is agreed, and that the regulations will be adopted by consensus. Achieving that is a great challenge for an institution whose members remain deeply divided on whether deep seabed mining should proceed at all, a question the convention never asked the authority to decide. Naoero welcomes every effort to ensure that seabed mineral development proceeds responsibly, and I ask this Assembly to reckon with this. A principle declared in 1970 and a bargain struck in 1994, both in this hall still wait for the rules that would give them effect. When a multilateral process cannot deliver, the world does not stand still. Those with the means to act will not wait. And every year of delay makes that more likely not less. That is why the theme of this session matters. A multilateral system that cannot deliver for a state like mine does not deliver for all. That holds here, in this assembly and in any institution we build. Naoero therefore calls upon the authority to let the waiting end.

If vulnerability can be measured, it must be considered. Mr. President, the next great divide between nations must not be digital. Artificial intelligence offers extraordinary possibilities. Saint Kitts and Nevis intends to participate, but we must ask who will shape this new age, and who will live with decisions made elsewhere. At the end of 2025, some 2.2 billion people remain offline. But the AI divide also concerns computing power, data research, skills, energy, cybersecurity, and capital. With the global AI market projected to reach US$4.8 trillion by 2033, developing countries cannot simply consume technologies designed and governed elsewhere. We must have a place where AI's future is decided. Saint Kitts and Nevis welcomes the Independent International Scientific Panel on Artificial Intelligence and the Global Dialogue on AI Governance. Inclusion must lead to capability. Developing countries need affordable computing power, infrastructure, skills, and safeguards for privacy, data sovereignty, cybersecurity, and rights. Mr. President, at home, we are advancing a whole-of-government technological strategy, securing digital identity and digital public services. Regionally, the Caribbean AI Task Force supports cooperation and governance, innovation, and responsible adoption. Mr. President, artificial intelligence is already transforming the world. Saint Kitts and Nevis chooses to help shape that transformation. As SIDS, we know a simple truth: alone we are small.

Mr. president, as we work to correct the imbalances inherited from the last century, we must not allow them to be reproduced in the future. Artificial intelligence opens boundless horizons for growth, knowledge, innovation and improved services. Yet it may also create a vast new divide and power linked to computing capacity, data models skills and financing. Therefore managing this transformation requires the establishment of governance frameworks for artificial intelligence and emerging technologies on the basis that technology is a global public benefit and not an exclusive privilege enjoyed by a limited number of states or corporations. Egypt supports the role of the United Nations and a global dialogue to develop principles that balance innovation and responsibility, protect privacy, guarantee transparency, accountability, non-discrimination, human oversight, respect for international law, technology and knowledge transfer, financing of digital infrastructure and skills development. This would enable developing countries to become producers and developers of technology, rather than merely being markets for its consumption. Artificial intelligence should also reflect the linguistic and cultural diversity of the world Arab and African languages and communities should receive fair representation and data and models. Egypt has launched the second edition of its National Artificial Intelligence Strategy 2025 2030, grounded in its firm conviction that the safe and responsible use of technology and the development of national capacities are inseparable requirements. The same principle governs the green transition. There can be no just transition if ambition is dissociated from fair implementation.

Irregular migration is increasingly becoming a security issue, and it requires a coordinated international response. Ladies and gentlemen, if we want a United Nations that is more effective in terms of decision-making, more efficient in managing available resources, and up to date on technological developments, we adopt as its shared task to readjust the structure of the United Nations around the three pillars, and well as reassess how the United Nations operates. Estonia supports a system-wide reform of the UN 80 and humanitarian reset, which are both well underway and have already delivered some encouraging results. Now it's time to build on this momentum and to move decisively forward with reforms. We need ambition. For example, the humanitarian sector, alongside stronger data harmonization, could move towards a shared interoperability model that allows many systems to coexist while quickly and safely exchanging data. Estonian humanitarian organizations are already testing these solutions, from Palestine to Sudan. We also need determination. Above all, we need action. Action that strengthens the UN as the main actor responsible for multilateral cooperation and prepares it for future challenges. This year, the United Nations is set to make arguably one of its most consequent decisions: the selection and appointment of its next Secretary-General. As an active member of the Accountability, Coherence, and Transparency Group, Estonia has stood for a transparent, fair, and inclusive process. At this challenging time for the organization, we need a strong and principled leader with an impeccable track record in championing and upholding international law, human rights, and the principles of the Charter. Estonia also feels that after 81 years, it is time for the organization to be led by a woman. Allow me to take this opportunity to commend and express our gratitude to our current Secretary-General, Mr. António Guterres, for his steadfast commitment to the principles of the UN Charter, including his support for a just and lasting peace in Ukraine. With regard to the Security Council, it must be said that its inability to take timely and decisive decisions on some of the worst crises we are seeing today risks rendering the United Nations irrelevant. We have not seen unified and decisive council action on Ukraine, Sudan, or in Myanmar. The use of the veto and the threat of its use continue to loom over the Council and paralyze any of its attempts to take action. Estonia has strongly advocated for permanent members to refrain from vetoing resolutions aimed at ending mass atrocities, in line with the France, Mexico proposal, and the ACT Code of Conduct. It is also important to call on the Security Council members to start fully implementing Article 27(3) of the Charter once again, and to abstain in cases where members of the Council are a party to a dispute. The General Assembly resolution" United for Peace" gives the most representative and democratic body of the United Nations, a toolbox to act on matters related to international peace and security when the Council is unable to deliver. In concert, we must reinforce the role of the General Assembly when it comes to peace and security, and this will help us in collectively finding solutions where the Council is powerless. Ladies and gentlemen, Estonia firmly believes that respect of human rights is a prerequisite for peace, security, and prosperity. We stand firmly behind the United Nations human rights system and will continue to defend and strengthen it.

Artificial intelligence will transform professions, industries, and the ways in which decisions are made. Energy will be governed by a new configuration and a new logic of operation. Climate change will affect economies, agriculture, cities and the movement of people. Demographic change will reshape labour markets and social protection systems. Security will no longer depend on armies and borders, but also on power grids, data centers, cables, satellites, algorithms and trust in the information we receive every day. And yet today, as we prepare for the future, millions of people are living through war or under the threat of war. More than 100 million people have been displaced by force, more than 270 million children and young people are not in the school. This is the paradox of our time. Humanity has never possessed such immense scientific and technological capabilities, and yet it has never been more evident that technological capability does not automatically produce political wisdom. That is why the real question before this assembly is not simply how we will manage the crisis of 2026. The real question is this: what kind of international order will we leave to the generation that is entering school today? For a small size country like mine, this is not an academic question. It is a question of survival. 33 years ago, since we become a part of the United Nations, the world looked very different. The Cold War had ended. There was hope that a new era was beginning, an era in which cooperation would gradually replace confrontation. Our region, however, was living through a very different reality. Yugoslavia was disintegrating in bloodshed. Wars were being fought just beyond our borders. The fear that the violence might spread was real. And yet my country chose peace. It chose stability. It was in those circumstances on our territory that the United Nations did something it had never done before. It established the first preventive peacekeeping mission in the history of the organization. That experience left a profound lesson in our national memory, a lesson to which I will return towards the end of my speech. Peace does not begin when war ends. Peace begins when politics is wise enough to prevent war from beginning. Perhaps that is why small countries sometimes see international politics differently. Great powers have room for strategic shifts that small sized states simply do not have. For a great power, a mistaken geopolitical calculation may mean a change of strategy. For a small sized country, the same mistake can mean a lost decade. That is why we cannot afford to be indifferent to the rules, nor can we afford to believe that the rules will defend themselves. The world taking shape before us is a world of sharper competition. Power is being redistributed.

Our network of free trade agreements provides access to a market of approximately 2.3 billion consumers. To support and further advance connectivity agenda, Georgia plans to invest USD 7 billion by 2032 in major transport infrastructure, modernizing the railway, developing the Anaklia Deep Sea port, building a new international airport in Tbilisi and expanding the highway network. At the same time, we believe that physical and digital connectivity are two parts of the same strategic agenda. Ladies and gentlemen, attacks on information integrity pose an especially troubling challenge to every society. Disinformation, foreign information manipulation and interference and the falsification of history, erode trust, restrict civic space and target journalists and human rights defenders. As a result, human rights, democracy and security suffer. This risk is further enhanced by the development of artificial intelligence. As we all know, AI has a huge potential for transformation, especially in the field of economy. Whole sectors, including those related to defence and security might get radically changed or destroyed almost overnight. As any instrument, AI is also increasingly used by those seeking to cause harm and destruction. My country, Lithuania strongly believes that the future of AI must not be determined by authoritarian control, technological coercion or the malicious use of data. We are therefore investing in trusted AI capabilities, promoting responsible AI deployment and advancing the Vilnius Convention, the world's first legally binding international treaty on artificial intelligence. By demonstrating how shared principles can be translated into concrete legal commitments, we hope to contribute significantly to the United Nations Global Dialogue on AI Governance. Lithuania invites the international community to unite in addressing significant legal, ethical and strategic challenges posed by artificial intelligence. With even major technology companies sending warning signals that control of AI might slip out of humanity's hands, the time is ripe for collective action. Together, we must ensure that AI serves human dignity, sustainable development, and international security rather than becoming a new instrument of inequality, manipulation or conflict. At any cost, human accountability, international law and the peace and security must be safeguarded. Ladies and gentlemen, the credibility of the United Nations depends on its ability to respond firmly to aggression, unlawful conquest, forced deportations and crimes against humanity, and also to coordinate the global response to the growth of AI.

Mr. President, digital transformation and the rise of artificial intelligence are rightly considered to be one of the great promises of our time. The Global Digital Compact must become a reality: affordable connectivity, skills transfer, data protection, and a governance of AI in which developing countries decide instead of simply being users. The transformation also requires facing history with lucidity. The wounds left behind by colonization are still being felt on our continent. Reparations are not simply reopening a feud of the past. They are a demand for justice for the future, recognition of the wrongs committed, restitution of cultural goods and archives, equitable cooperation, debt relief. There are many possible paths. Thus, the government of the Republic of Chad on the 27th of July 2026 informed the Secretary General of the United Nations as its depositary of its sovereign and irrevocable decision to withdraw from the Rome Statute of the International Criminal Court. This decision follows an in-depth consideration of how the court has functioned since it was set up in 2002. The data provided by the court, and the lessons learned from that, have shown us that in several states and among their populations, one can detect that the focus of the judicial activity of the court is on developing countries and in particular on Africa, which has become the target of political instrumentalisation. I'd like to be perfectly clear here. This choice does not mean we are announcing our responsibilities, nor are we becoming a refuge against justice, and even less so. Are we being complacent in the face of impunity? We will continue to strengthen our national courts and support credible, independent and effective African mechanisms that can protect victims and prosecute the perpetrators of the most serious crimes. Excellencies, ladies and gentlemen, nationally speaking through by the grace of God and thanks to the maturity of its people, Chad remains a country of peace and stability.

Lesotho is increasingly experiencing severe floods and droughts, resulting in unparalleled land degradation and extensive damage to critical infrastructure. Despite contributing minimally to global greenhouse gas emissions least developed countries like Lesotho bear a heavy brunt of climate impact. Global warming and rising sea levels pose terrible threats, particularly to small island developing states. We stand in solidarity with these nations and call for greater global action. To cope with these climate related challenges, we call upon developed countries to honour their commitments by providing new, adequate, predictable and accessible climate finance. Further, we urge developed countries to transfer environmentally sound technology and to strengthen capacity of developing countries to effectively mitigate and adapt to the adverse effects of climate change. Climate justice demands nothing less. Just energy transition is therefore an imperative if one is to be spared from the terrible threat of climate change. Under the visionary leadership of His Majesty King Letsie III, Lesotho has launched the His Majesty King Letsie III Just Energy Transition Fund, designed not only to decarbonise our economy, but to transform it from one historically reliant on migrant labour to one rooted in renewable energy exports. The fund seeks to attract investment to build new energy generation capacity, unlock energy independence and lay a new foundation for national prosperity that benefits every Mosotho. We therefore call for partnerships to mobilise the requisite resources for clean energy projects, which can create significant employment opportunities for our youth and women. As the first Member state to pilot the UN blueprint for national AI and data strategies from design into national implementation, Lesotho stands ready to share the lessons of that journey with fellow developing countries, particularly across Africa and among least developed and landlocked developing countries, charting similar paths towards digital sovereignty.

Excellencies, the Hindu Kush Himalaya is home to nearly 2 billion people. These mountains provide water, ecosystems, agriculture, and livelihoods to populations far beyond Nepal. The Himalayas are not peripheral to the planet; they are part of the planet's life support system. That is why, as an urgent first step, we propose that we establish a Himalaya climate resilience mechanism led by Nepal, India, and China. Through this mechanism, let us share satellite data and expertise, let us monitor dangerous glacial lakes, let us strengthen joint early warning systems, and when disaster strikes, let us coordinate assistance across borders. Let the Himalayas become a laboratory of international cooperation rather than a frontier of fragmented information. Remarkable for at least developed countries, Nepal is already playing a global role exceeding its ecological share. We have restored forests that cover nearly half of our territory.

Energy security has become a defining issue for many small island nations. While we have one of the highest shares of renewable electricity in the Pacific, Samoa remains heavily dependent on imported fuels. Successive energy crisis and the 2026 fuel crisis exposed the economic costs of our energy dependence. We are working towards a whole of system transformation that delivers electricity that is reliable and affordable, reduces our dependence on imported fuels, strengthens resilience and support sustainable development. The clean energy transition is also an opportunity for Samoa to build a smarter, more resilient and investment ready energy system. The digital transformation, including AI and data analytics, offers real opportunities to drive an inclusive, just energy transition, particularly through off grid solutions and smarter energy planning. Excellencies the ocean defines who we are as Pacific people. It connects us, sustains us, and shapes our identity.

And while it offers enormous opportunities for mankind, it can also create a new hierarchy in which a small number of corporations and powerful states control the systems on which the rest of humanity depends. We must ensure that artificial intelligence does not widen the gap between the powerful and the vulnerable. Technology must strengthen aspirations, not quietly erode them. Saint Lucia, therefore, calls for strong global standards on data protection, privacy and artificial intelligence; equitable access to digital infrastructure, cyber security and affordable connectivity; fair technology transfer; transparent algorithms; protection from surveillance, disinformation and cyber exploitation; and meaningful participation for small states in shaping global digital rules. The digital future must not be owned by a few. It must be governed for the benefit of all. Managing transformation means ensuring that no nation is left powerless in the face of technological change. Mr. president, my country, Saint Lucia, is a small, open and vulnerable state, but our people refuse to impose limits on their aspirations. History has blessed us with unimaginable natural beauty, ambitious, friendly people, and two Nobel laureates.

My administration is therefore also focused on ensuring that Colombia grows again. For years, we have discussed how to better distribute what we have. That is a legitimate, necessary discussion, but it's absolutely not enough. We also need to ask ourselves, how are we going to produce more? In the end? Governments can't decree economic growth. What they have to do is lay the foundations for it to occur. In our miracle nation, we want an idea to be able to come, a business, a business to create jobs, and for jobs to become well-being for our people. To those of you anywhere else in the world who are wondering where to invest, I would like to invite you to look at Colombia. It's a country with access to two oceans, productive land, energy resources, enormous biodiversity, an excellent geographical position, and a government that champions private enterprise. But above all, look at our people. Colombia does not want to watch the technological transformation of our time from the sidelines. We want to be a part of it. We want to train young people for super intelligence, for robotics, for data science, for agro industry for engineering, and for the new economy. Millions of Colombians are not asking the state to sort out their lives. They're asking the state to give them the opportunity to build those lives. And that is what gives meaning to what I have called the miracle nation. This isn't the name of a government, nor is it a naive promise that our problems will just disappear. No, that's not it. For Tuvalu, sea level rise is not a future threat. It is a present reality. Tuvalu is therefore overwhelmed with joy and warmly welcome the commitments the declaration entails. Namely. Firstly, it affirms the continuity of statehood and sovereignty despite sea level rise. Secondly, it safeguards the permanence of maritime zones and rights established under the UN convention on the law of the sea. Thirdly, it recognises and protects the rights, dignity, culture, identity and heritage of affected people. Fourthly, it commits to strengthened adaptation and resilience. Fifthly, it calls for accessible, predictable and needs based climate finance. And sixthly. And it supports science, technology, data and knowledge systems that enable informed decision making and long term planning for vulnerable countries. The declaration affirms that Tuvalu's nationhood is not negotiable, that our maritime rights are not erasable, and that our people should never be forced to choose between their homeland and their future. Mr. president, for the Sustainable Development Goals, SDGs, Tuvalu is seriously concerned that the world is not on track to achieve them, because the consequences of such shortfall will be acutely felt by small island developing states. Of the SDGs, Tuvalu underscores the urgent need to accelerate progress on SDG 14 life below water, which is the least funded and least progressed. Yet it is the most fundamental to the survival and prosperity of small island developing states. Tuvalu calls on member States to expedite implementation of the commitments of the Third United Nations Ocean Conference, and to build momentum towards the fourth Conference in the Republic of Korea in 2028. Mr. president, climate change is and remains the single greatest existential threat to Tuvalu's survival, security and sustainable development.

It helped Namibia achieve independence, supported Cambodia's transition from conflict, disarmed combatants in Sierra Leone and Liberia, and helped Timor Leste take its place among sovereign nations. More than 2 million peacekeepers have served under the UN flag, proving that peace can be built, protected, and sustained. Its impact reached further into the lives of ordinary people. The United Nations system helped eradicate smallpox, vaccinated generations of children, fight hunger and disease, expand access to education and bring clean water and humanitarian assistance to communities across the world. They tell us that multilateralism works when nations summon the will to make it work. The United Nations has not fulfilled every promise of its charter, but without it, our world would have been poorer, more dangerous, and less free. That is why Kenya speaks today, not from despair in this institution, but from conviction in its possibilities. Yet conviction in what this institution can be requires us to confront what this institution has become. Distinguished delegates, last year the world recorded 65 state-based armed conflicts, the highest number of documented incidences in eight decades of global conflict data.

No more exploitation. Excellencies, The fourth power test is technology, and above all artificial intelligence. For centuries, power came from territory. Then industry. Then finance. Today, power increasingly comes from data, computing capacity and algorithms. This new power is highly concentrated. It is advancing at extraordinary speed. And racing ahead of our ability to understand its full consequences. In 2017, AI was barely on the world’s radar. Yet in my first address to the opening of the General Assembly, I warned – and I quote: “Artificial intelligence is a game changer that can boost development and transform lives in spectacular fashion. But it may also have a dramatic impact on labour markets and, indeed, on global security and the very fabric of societies.” Unquote. Here we are, almost a decade later. AI is indeed a game changer – with enormous promise to advance medicine, accelerate scientific discovery, expand opportunity, and improve lives. Make no mistake. The danger is not technology. The danger is technology without accountability: Capability without oversight. Decision-making without transparency. And that danger cannot be minimized. The very developers building these systems are now pulling the alarm. Excellencies, The first duty of government is to protect its people. Governments must assume their responsibilities. And governments with the greatest AI capabilities have the greatest responsibilities to humanity. To establish channels for dialogue, transparency, trust and cooperation. Not despite geopolitical rivalry – but precisely because of it. At a pivotal moment during the Cold War, strategic rivals came to recognize the need to manage shared existential risks. They built mechanisms to reduce misunderstandings, manage escalation, and prevent catastrophe. Artificial intelligence demands the same clarity of purpose and sense of urgency. Those countries leading this technological revolution must share information on emerging safety risks. Cooperate on testing and evaluation. And work towards common safeguards that protect us all. But because this affects us all, global coordination is indispensable. And there is only one place where every country has a voice in shaping our common future: The United Nations. Through the Global Digital Compact, you agreed for the first time on universal principles for AI governance. Through the Global Dialogue on AI Governance, we created a platform for governments, scientists, industry leaders and civil society to work together. Through the Independent International Scientific Panel on AI, we have brought together global expertise to ensure that policy is guided by evidence. Just yesterday, the AI Scientific Panel released a thematic brief on AI safety and risks from loss of human control. Building on these efforts, we must take the next steps. First, to advance the conditions for the responsible pacing of AI and the additional safeguards needed to address risks. Second, to work towards a multilateral AI Risk Management Framework, supported by credible and independent oversight. And in all our efforts, we must ensure no country is left behind. Artificial intelligence must be shaped by humanity, with humanity, and for all humanity. And as we confront the challenges ahead, let us not retreat from two fundamental principles. Let us say with one voice: Children must never become the test subjects for unregulated systems. And let us resolve that life-and-death decisions must never be surrendered to machines. Killer robots must have no place in our future. Excellencies, Peace and security. Inequality.
