Ladies and gentlemen, artificial intelligence is here to stay and to be used to assist us, as has been the case with every major technology throughout human history. Like any new technology, AI poses risks and brings challenges. But with knowledge, wisdom, and unity, we can put its use in the service of humanity. As a co-chair of the first UN global dialogue on AI covenants alongside El Salvador, Estonia has proudly brought its knowledge and experience in service of the UN and its member states. Personally, I had the honor of becoming one of the commissioners of the AI for Good global commission this summer. For me, this role means both trust and responsibility to help ensure that AI serves people, that its use is secure and reliable, and that its benefits reach as many countries and communities as possible. As the current President of the UNICEF Executive Board, Estonia has been paying particular attention to the topic of innovation in education, notably how to advance in a responsible way safe, inclusive, and child-centered learning with the support of AI. In Estonia, we have introduced a massive education innovation program we call the AI LEAP, whose aim is to assist schools, students, and teachers alike to adapt to the age of AI and foster meaningful learning. Artificial intelligence should empower teaching and learning rather than replace them. Under the auspices of the United Nations, notably through close cooperation with UNICEF, we are bringing our experience and best practice to the global scene, ensuring that AI creates equal opportunities for all humanity. We know for certain that digitalization, which has now been reinforced by AI, has enabled our small country to grow, innovate, and connect globally. This is why we have shared our experience with around 150 other countries worldwide. And this is also why Estonia has nominated a candidate for the position of Director of the ITU Development Bureau. You can trust us to work to turn connectivity into lasting capability, and to ensure that no country is left behind in the digital transformation. We hope to count on your valuable support. Ladies and gentlemen, the very fact that we are gathered here today should give us hope that we still share a commitment to the United Nations Charter and to multilateral cooperation. Otherwise, why would we keep coming to New York year after year? Let us preserve what matters, adapt where we must, and design the future together. We have a choice: to shape change or to be shaped by it. And we can only shape it if we stand together.

We do so for the people of Ukraine, and also for all territories and populations where the threat of conflict continues to rage. Similarly, we reaffirm that a negotiated solution based upon the coexistence of two states, Israel and Palestine, living side by side in peace, security, and mutual recognition, remains the most solid path toward achieving a just and lasting peace in the Middle East. On the other hand, we hope that a peaceful solution can be found in Lebanon that fully respects the sovereignty of all countries involved. We cannot resign ourselves to turning human suffering into a statistic: behind every victim is a life cut short, behind every child killed, a future that disappears, behind every school or hospital destroyed, a part of our shared humanity that has failed. For this reason, we are particularly concerned by the increase in attacks against civilians, humanitarian personnel, and United Nations staff who are carrying out their mission, often under extreme conditions and at extraordinary personal risk. In conclusion of the last SG's report on children in armed conflict and conflict-related sexual violence, are especially alarming: the figures presented are not only dramatic, they are morally unacceptable. For the first time, the primary perpetrators of these violations are states themselves, which should be the ultimate guarantors of the protection of their citizens. Given this reality, Andorra will continue to act. We have increased our contribution to the Office of the Special Representative of the Secretary-General for Children in Armed Conflict, we have strengthened our support for UNICEF programs, and we are taking active part in the negotiations of the future Convention on Crimes Against Humanity, with particular attention to the protection of children. Excellencies, the 2030 Agenda remains the most ambitious collective commitment ever undertaken by the international community. It is not merely a set of technical objectives, nor is it simply an international planning framework; it is a promise, the promise that the place where a person is born should not determine their opportunities, life expectancy, or future. The effects of global warming are being felt across many of the world's regions, from coastal areas and river deltas to the most vulnerable territories, which are increasingly exposed to extreme weather events.

The governance of strategic resources ought to be an issue of peace, development, and global security from now on. The energy transition, the electrification of transport, energy storage, as well as the expansion of digital and AI infrastructure are accelerating demand for copper, cobalt, lithium, nickel, and other critical minerals. As the largest global producer of cobalt and a major copper-producing power, the DRC is at the heart of this transformation. Congolese cobalt is already being used in batteries, power grids, digital equipment, and technologies that are crucial for the decarbonization of the global economy. It would be both unjust and dangerous for added value, jobs, know-how, and technologies to remain concentrated far away from the communities that are making these changes possible. We cannot build a decarbonized economy through blood-stained minerals. And we will not bring about a just transition by reproducing a greenwashed version of our past dependencies. The DRC, therefore, rejects the old model that limits producer countries to crude extraction while processing, research, technology, and the bulk of the profits are concentrated elsewhere. Our ambition is clear. We no longer wish to be simply the basement of the world's economy. We plan to become a workshop, a laboratory, and a sovereign partner. Nous voulons transformer. We'd like to further transform cobalt and copper, process more cobalt and copper on our territory, develop precursors for batteries and industrial components, train our engineers, support our researchers, and include our enterprises in global value chains. We'd like to build, together with our African and international partners, competitive regional businesses that create jobs, skills, and shared prosperity. This ambition, first and foremost, entails taking up our own responsibilities. The DRC is pursuing the modernization of mining governance through the transparency of contracts, extractive revenue, and effective beneficiaries, improving mining registries, the deployment of traceability mechanisms, and the fight against fraud. We're also accelerating the formalization of small-scale mining, the regulation of traders, organization of cooperatives, and by securing exploitation zones. The battle against child labor in mines, in this regard, is a moral and national obligation. Together with the International Labor Organization, UNICEF, and our other partners, we are strengthening our identification, monitoring, and remediation mechanisms, as well as the training of our inspectors, school attendance of children, and economic solutions for their families. Our goal is unambiguous. We need to achieve zero children in the mines. This responsibility is one that lies with the Congolese state, but it also involves businesses, traders, refiners, manufacturers, financial institutions, and destination markets. The real proof of a responsible supply chain is not the electric vehicle sold downstream. It is the child who no longer descends into the mines upstream. That is why the DRC proposes creating, under UN auspices and together with the African Union, as well as producer, processor, and consumer countries, a global framework for just, traceable, and resilient critical mineral value chains. Based upon the sovereignty of producer states, it ought to guarantee traceability of minerals, responsibility of economic actors, protection of workers and communities, as well as a more equitable sharing of added value thanks to local processing and technology transfer. The corridor of Lobito ought to become one of the tools to further this ambition. We commend the commitment of Angola, Zambia, the USA, the European Union, the African Development Bank, financial institutions, and the private sector to promote its implementation. The rehabilitation of railway links, the modernization of infrastructure, the facilitation of exchange and energy investments can connect our territories, reduce logistical costs, and stimulate regional trade. But our vision goes far beyond accelerating the export of our raw materials. A corridor that only shortens the path from the mine to the port only reproduces the past. The corridor of Lobito ought to become a real backbone for regional industrialization, with the support of investors, with the help of whom we hope to build transparent, sustainable, and mutually beneficial partnerships for the well-being of future generations.
