Mr. president of the General Assembly. Mr. Secretary General excellencies, distinguished ladies and gentlemen. I congratulate His Excellency Khalilur Rahman on his election as president of the 81st session of the General Assembly. President Rahman assumes this responsibility at a moment that demands principled and steady leadership. He has Sierra Leone's full support. I pay tribute to His Excellency Secretary General Antonio Guterres, who is in the closing months of his mandate. He has served this organization with steadfastness, moral clarity and the courage to speak difficult truths.

Mr. president, excellencies, ladies and gentlemen, we are here today at a unique moment in the history of our organization. At a time when the UN is discussing crucial reforms and multilateralism is at a crossroads, the topic of this 81st session, restoring trust, managing transformation is a very relevant topic. It summarizes the expectations of member states and the peoples of the world in all of their diversity vis a vis the UN. Each year we adopt new resolutions and we reaffirm our commitments. Each year, we renew our faith in multilateralism. Nonetheless, conflicts persist. People are still awaiting justice. Will generations still grow up with fighting as their backdrop? Mr. president, excellencies, ladies and gentlemen. Security Council reform illustrates alone this situation and this crisis of confidence. For decades now, positions have been well known. Calls for reform have stacked up and consultations have multiplied. But progress still remains insufficient. Chad reiterates to this end, its complete support for the common African position, as stipulated in the Ezzelini consensus and the Sirte declaration, and taken up in the African model for reform of the Security Council, presented in April by Sierra Leone on behalf of the Committee of ten of the African Union. Excellencies, ladies and gentlemen, Chad considers that those difficulties facing multilateralism stem in part from the cynicism of the most powerful and from double standards policies. My country remains committed to multilateralism that is based on the UN charter, the sovereign equality of states, the respect for their independence, cooperation and international solidarity.

We have committed personnel resources when international solidarity required action through a course the African Union and our Gulf of Guinea partnerships we continue to advance mediation, democratic governance, counter-terrorism and maritime security. Mr. president, our foreign policy rests on the same conviction that guides our economic reforms through sound macroeconomic management, stronger institutions, private sector development and strategic public investment. We seek to give practical meaning to our sustainable development commitments.

It helped Namibia achieve independence, supported Cambodia's transition from conflict, disarmed combatants in Sierra Leone and Liberia, and helped Timor Leste take its place among sovereign nations. More than 2 million peacekeepers have served under the UN flag, proving that peace can be built, protected, and sustained. Its impact reached further into the lives of ordinary people. The United Nations system helped eradicate smallpox, vaccinated generations of children, fight hunger and disease, expand access to education and bring clean water and humanitarian assistance to communities across the world. Since the year 2000, deaths among children under 5 have fallen by more than half. These achievements matter. They changed borders, ended wars, defeated disease, and transformed lives. They tell us that multilateralism works when nations summon the will to make it work. The United Nations has not fulfilled every promise of its charter, but without it, our world would have been poorer, more dangerous, and less free. That is why Kenya speaks today, not from despair in this institution, but from conviction in its possibilities. Yet conviction in what this institution can be requires us to confront what this institution has become. Distinguished delegates, last year the world recorded 65 state-based armed conflicts, the highest number of documented incidences in eight decades of global conflict data.
