The supreme sacrifice that our heroes have made is a seed of liberty, of justice and sovereignty that are oppressed peoples aspire to. It is the source that nourishes our determination on a daily basis to recover the integrity of our territories, to defend our dignity, and to ensure our sacred rights to live free in peace and security. To the people of the Confederation of the States of the Sahel, including its diaspora, I pay a tribute and renew my pride in them. Courage, resilience, commitment and mobilization as they are showing each and every day, supporting the efforts of the heads of state of the AES Confederation, remain the centre of gravity of our journey towards sovereignty and stability and development. To all of the peoples of Africa and the world who share our struggle and who recognise themselves in the ideals of peace, dignity and liberty that the Confederation represents, I reiterate my gratitude. Mr. President. The confederal dynamic that has been engaged in and taken up by our States, far from being an act in isolation, brings forward the rejection of fatality and chronic wardship that we faced, as well as the rejection of selective criticism when we see human tragedies. It's the sign of a shared willingness of our states to escape the vicious cycle of structural domination and exploitation that are profoundly rooted in the colonial and neo colonialist legacies. It carries the hope of a renaissance of the central Sahel that for too long has been devalued and disregarded. The new course embarked on since the 16th of September 2023 by adopting the charter of Liptako-Gourma, consolidated by the creation of the Confederation of Sahel States on the 6th of July 2024, ushered in a new era for the people of the AES. And each area of land recovered, each terrorist base destroyed, each battle won over the forces of evil, each school recovered, each village rebuilt, each reform initiated brings us closer to this new horizon, defended with determination by Comrade Captain Ibrahim Traore, Army General Assimi Goita and General Abdourahamane Tiani. Under their enlightened leadership against the winds and the tides, the Alliance of Sahel States is consolidating itself every day, taking charge of its own destiny, a destiny of dignity, prosperity and freedom and justice. And this is affirmed thanks to the mobilization of a people over a common space with a shared destiny. One people, one space, one destiny. This motto guides each and every one of our actions, and is embodied by the operationalization of the unified force of the Confederation, and is also embodied by the creation of the confederal Bank, investment Bank and development Bank, and is embodied by the consolidation of relations between all of the different institutions of the countries of the AES, as well as strengthening the historic, centuries long links between the communities and the vital forces of our space.

Ladies and gentlemen, as global challenges become increasingly complex, no country can address them alone. And yet the growing limitations of multilateral mechanisms continue to undermine our collective ability to respond effectively to current and emerging threats. Meeting these realities requires joint action but true transformation is impossible without first restoring trust in the international order and demonstrating that multilateralism can once again deliver tangible results for all. In an era marked by division, growing intolerance and stark double standards, Azerbaijan advocates for a reinvigorated and reformed multilateral system underpinned by strict adherence to consistent and non-selective application of universally accepted norms and principles of international law. Azerbaijan supports a more effective UN capable of delivering tangible results for member states, especially in peace and security development, climate resilience and humanitarian action. Through inclusive multilateralism, all states, large or small, particularly developing countries, must have the opportunity to participate equally in global decision making. In this context, reform of the UN Security Council is essential to make it more representative, effective and responsive. Ladies and gentlemen, restoring global trust begins first and foremost with respecting international law, sovereign equality, and peaceful coexistence.

International law and international humanitarian law cannot be applied in a selective manner; they will only be truly and fulfill their role when they are respected and upheld by all. In our region, terrorism, violent extremism, and transnational crimes also remind us that peace requires prevention, strong institutions, and cooperation, and requires opportunities. Africa is the continent with the youngest population in the world. Therefore, investing in our young people, in education, in knowledge, and in the possibility of building a dignified life means also investing in peace.

In short, a United Nations that delivers for all. If multilateralism is to deliver, it must first secure the peace upon which all human progress depends. Without peace, sustainable development is an illusion. Conflict destroys lives, uproots communities, and diverts vital resources away from health care, education and climate resilience. We must reject the normalisation of perpetual conflict and the selective application of international law. International law must apply equally to all, without exception, bias or double standards. This principle is vital to maritime security. The oceans are the lifeblood of global trade. When maritime routes are threatened by piracy geopolitical friction or armed aggression, the shocks ripple far beyond regional waters, devastating vulnerable island economies. Freedom of navigation and maritime security must be preserved under international law. Small and vulnerable states like ours should never bear the collateral economic costs of conflicts in which they have no part.

Honduras makes good on its promises. It honors its agreements and its treaties. These principles are neither selective nor biased. I visited Ukraine three months ago. There I saw a people defending its freedom and fighting for it, in full respect of its territorial integrity and its political independence. I saw a country protecting civilians and working to achieve a lasting peace. Security cannot be imposed by decree. It is something that is built with resources, with training, and with political resolve.

And this conviction does not allow for any exceptions or any selective uses in the face of international conflicts. Mexico has a firm position that international law must prevail over force, that civilian populations must be protected, that the territorial integrity of nations must be respected, and that all disputes must be settled by way of dialogue, negotiations and peace. It's for this reason that Mexico has defended the two state solution for decades and recognizes the State of Palestine, as well as the right of its people to live in peace within safe and recognized borders. Aware that this position would not be sufficient without institutions that are able to uphold it, Mexico is working to strengthen this house and make it, um, uh, in particular in an environment of global polarization.

Disputes must be settled by peaceful means. Human rights must be protected. International humanitarian law must be observed in all circumstances, and international obligations must be fulfilled. The law loses its ability to protect us when we accept its selective application. National and international institutions lose legitimacy when they depart from their mandates in response to pressure, calculations or particular interests. Their authority rests on independence impartiality, transparency and respect for the law. There can be no there cannot be one rule for the powerful and another for the weak. Nor can there be victims whose suffering outrages us and others whose suffering we choose to ignore. For countries such as Guatemala international law does not constrain our sovereignty. It is one of its principal safeguards. Guatemala believes in the peaceful settlement of disputes. We place our trust in dialogue, negotiation and the mechanisms provided for under international law.

What distinguished some of the past's best moments was our response. Countries came together, built institutions and negotiated treaties. They created Human Rights Council, ICC, UN Women and the UNFCCC. They placed Women, Peace and Security on the agenda of the Security Council and recognised sexual violence as a weapon and tactic of war. They adopted the Millennium Development Goals and later the Sustainable Development Goals. To put it simply, none of this happened by itself. It happened because political leaders consciously chose cooperation over retreat. That choice is before us again. Madam president, the United Nations next Secretary general must continue reforming this organization, make difficult choices and direct resources where they make the greatest difference. That will require courage from her. Yes, Iceland stands on. This is very clear. And so will the choices made by every Member State represented in this Hall. We must choose whether to uphold the law when it's inconvenient, whether to defend the rights of people who are not our citizens, and whether to protect and respect our system, even when that system does not deliver the outcome we want. That is the real test of our commitment to multilateralism, not what we say when the rules favor us, but what we do when they do not. For Iceland, the choice is clear. We choose international law over selective obedience, accountability over impunity, cooperation over isolation, human dignity over division. The generation that founded the United Nations had seen firsthand what could happen when restraints on power collapsed. The Charter, international law and the institutions that followed were their answer. In that sense, the United Nations is a gift from a generation that learned that lesson at an extraordinary cost. And now we need the courage to remember it. Thank you.

Let this 81st session be remembered as the moment when vulnerability was met with solidarity, promises were honoured and trust was rebuilt through meaningful delivery. Above all, let this 81st session be remembered as the moment when this family of nations found the courage to act together and recommitted ourselves to ensuring that no country, no community, and no person was left behind.

Mr. Secretary General, the more I reflect on the theme of this session of the General Assembly Restoring Trust and Managing transformation, a United Nations that delivers for all the more convinced I become of the wisdom of that choice. Without mutual trust, peace and security cannot take root among states, nor can cooperation among them flourish. More than 80 years ago, the United Nations was founded on the promise that the force of law would replace the law of force. Yet we still live in a world of multiplying wars and conflicts, a world that spends more on armaments than on development. Civilians remain the primary victims, while millions face displacement, hunger and deprivation. The problem is not the absence of rules. It is their selective application, if not their outright non-application. The sovereignty of states cannot be untouchable in one place and negotiable in another. Nor can the rules of international law apply to some, but not to others. Restoring trust requires respect for international law. It requires investment in preventing conflicts before they erupt, and in development before poverty and deprivation become a source of violence, extremism and terrorism. Development, too, is a matter of peace.

On exactly 66 years ago, six days only after becoming independent and sovereign Mali, under the leadership of President Modibo Keïta, was admitted to the UN with the support of the Republic of Tunisia and of Ceylon, currently Sri Lanka. We welcome the theme of the 81st session of the General Assembly, namely restoring trust, supporting Transformation, a United Nations organization that delivers for all. This theme is very timely and relevant because beyond encouraging reflection on how our organization can regain credibility and effectiveness amid multiple crises and challenges to multilateralism, it especially calls on member states to restore trust and seek common solutions to the many challenges of our time. And how can this be achieved? For its part, Mali reaffirms its unwavering commitment to reformed multilateralism founded on strict respect for the purposes and principles of the United Nations Charter, particularly sovereign equality, territorial integrity, non-use of force, mutual respect, and non-interference in the internal affairs of a state. The further we move away from these principles, the closer we come to cycles of conflict. And we all know that the blatant violations of international law its selective application, double standards in the management of crises throughout the world, abusive recourse to force and threats and policies of hegemony and domination in violation of the charter of this organization have seriously undermined public confidence throughout the world in international institutions, especially the United Nations. We therefore call for the lifting of unilateral coercive measures, which undermine state sovereignty and endanger the well-being of populations in approximately 30 countries throughout the world, which are affected by such sanctions. To these practices, which undermine the current governance, we need to add the slowness of anticipation within the United Nations, which too often leaves the organization reduced to observing crisis after they have erupted. That's the case in the Sahel, where for several decades we had a security crisis for. Also the crisis in Libya provoked by the NATO interference in 2011.

For us, the European Union is not simply a destination we wish to reach, but a value-based journey that we have embarked on. When the European perspective of the Balkans was reaffirmed at the Thessaloniki Summit in 2003, the world looked very different. Multilateralism and international cooperation were expanding back then. The European Union was one of the most attractive political projects in the world and would welcome 13 new member states over the following decade. At the same time, the Balkans was still emerging from the devastation and divisions of the '90s. More than two decades later, we live in a profoundly different international environment. The international order is entering a new and uncertain phase, and this is why enlargement of the European Union is an act of strategic foresight. It is one of the best investments Europe can make in peace, security, and long-term stability. And Montenegro is proud to stand today at the forefront of that process, ready to serve as an example for the other countries, not because our journey has been without difficulties, but because our journey demonstrates something essential: that progress is possible, that reforms matter, and that democratic political culture pays off. Earlier this year, leaders from across Europe gathered in Montenegro for the European Union-Western Balkans Summit. For Montenegro, that gathering carried a meaning far beyond the protocol. It demonstrated how far our country has traveled and how close our European future has become. And it also sent an important message about our region: that the future of the entire Balkan region lies within the European Union. Our region has carried the weight of division for too long, and a new chapter is being written through cooperation, connectivity, economic opportunity, and European integration. And my generation has a responsibility to help complete that chapter. These responsibilities are not important because of the titles they carry. They are important because of what they allow us to contribute: to reconciliation, connectivity, democratic resilience, and the European future of our region. And lasting reconciliation cannot be built on denial, selective approaches to justice, or the glorification of those convicted of war crimes. It requires respect for the judgments of international courts and equal dignity for every single victim, regardless of their identity or background. And in a world searching for proof that cooperation still works, Montenegro is contributing to the vision that the Balkans become that proof. Excellencies, the principle that guides us at home guides us here as well, in this very organization. Our engagement with the United Nations system is guided by the same principles. Montenegro is a reliable, credible, and predictable partner, committed to an effective multilateral system with the UN Charter at its core, aligned with the European Union's Common Foreign Security Policy, and working closely with our NATO allies and EU partners in support of international peace and security.

Indeed, his successor will have extremely large boots to fill going forward. For generations, the United Nations has represented humanity's shared determination to replace conflict with dialogue, domination with cooperation and despair with hope. Yet today, many of the ideals and values we once collectively defended are being questioned and challenged. Respect for international law is becoming increasingly selective. Multilateral cooperation is weakening. Conflict, geopolitical rivalry and mistrust are becoming defining features of our time. Uncertainty, unfortunately, has become the new norm. I remember the sense of optimism that accompanied the transition from the Millennium Development Goals to the Sustainable Development Goals in 2015. There was genuine hope that we were beginning a new chapter, one in which no person, no community, no country would be left behind. 11 years later, we must have the courage to admit that the world is not where we expected it to be. Progress towards achieving the Sustainable Development Goals by 2030 stands at 36% only. This is far too low. Conflicts between and within the states are increasing.

I repeat: the Malvinas for us are a national cause. They are also a test of the gulf that can exist between the words of international institutions and the reality upon which they purport to act. Fifty years ago, this very Assembly adopted Resolution 31/49, which calls on parties to refrain from introducing unilateral modifications while the dispute remains unresolved. Fifty years on, the situation has not changed, yet unilateral modifications continue. Today, the Sea Lion Project is moving toward oil extraction on the Argentine continental shelf in the North Malvinas Basin, under British licenses that Argentina rejects as illegal and illegitimate. Any such activity not authorized by the Argentine Republic in this regard constitutes an unlawful act under both international law, including the UN Convention on the Law of the Sea, and Argentine domestic law. That is why I wish to ask a question: what use is a resolution if, for decades, the other party can act in direct contravention of it, while that resolution remains intact in the archives but powerless in the face of reality? There's no shortage of words or resolutions. What is lacking is consequences. Because an institution that cannot ensure that its words carry weight in the real world loses the most important thing of all: its authority. In these circumstances, those who follow the rules receive no reward for doing so, while those who break them suffer no repercussions whatsoever. That's why the Malvinas are not merely an issue between Argentina and the United Kingdom. They also raise a question regarding the ability of this organization to enforce its own resolutions. Argentina has taken note of that reality, and in the face of the unauthorized exploitation of our resources in the disputed area, we've acted. We've submitted formal notes of protest. We've availed ourselves of the legal remedies at our disposal. We've imposed sanctions on the companies involved and their suppliers. And we've submitted a national sovereignty defense bill to Congress. For far too long, Argentine governments opted for a rhetorical defense. We have chosen a peaceful, practical, and effective defense. I repeat: we have chosen a peaceful, practical, and effective defense. I also wish to reiterate our position regarding the population of the islands. As this very Assembly has determined in numerous resolutions, the principle of self-determination does not apply in this case, since the population was implanted by the occupying power on a territory whose sovereignty is in dispute. That principle exists to liberate colonized people, not to legitimize situations arising from colonization. If the United Kingdom maintains a selective interpretation of the principle of self-determination with regard to the Malvinas Islands, it must also explain how it reconciles that position with the debates on self-determination taking place within its own territory. Once again, we call on the United Kingdom to resume negotiations with a view to finding a peaceful solution to the sovereignty dispute, as required by international law. We also reiterate our invitation to proceed without delay to an exchange of views with a view to resolving the issue concerning the aforementioned dispute over the exploitation of our natural resources. And I want to say something more to the global energy sector. Vaca Muerta represents a historic opportunity, with the potential to become one of the major players in the energy sector in the decades ahead. Come, invest, develop it with us. But there's a limit to this invitation. We will not remain indifferent to those who exploit resources under illegal foreign occupation.

And nowhere is this crisis of credibility more painful than in the ongoing persecution of the Palestinian people in Gaza and the West Bank. Mr. speaker, Mr. President, sorry, I was an MP before. Mr. President, the time has come for us to stop using diplomatic euphemisms to veil the human carnage that is taking place in Gaza. How many more lives must be lost before the world acts with decisive moral authority? The blood of five year old Hind Rajab and the more than 20,000 children that have been killed in this brutal conflict, cries out to the conscience of the world. Collective punishment and forced starvation and mass displacement are flagrant violations of international law. Ghana remains unwavering in its recognition of the sovereign state of Palestine and its steadfast support for a viable two state solution, where Israel and Palestine will live side by side in peace, security with guaranteed borders. At the same time, we condemn all acts of terrorism by Hamas that triggered this conflict, and we insist that all parties unconditionally respect international humanitarian law. Our moral standards cannot be selective. In that same spirit of international legality and human solidarity, Ghana reiterates its call for the immediate lifting of the decades long economic, commercial and financial embargo that has been imposed on Cuba. The world must support Cuba's new economic and social program. Measures that inflict collective economic hardship on ordinary citizens, run counter to our shared commitment to human dignity and international law. We must likewise elevate our global response to the catastrophic conflict in Sudan, which is reported to be the world's worst humanitarian crisis. We must also exercise solidarity with nations that are facing the terrorist scourge, especially our neighbors in the Alliance of Sahel states. The current Middle East crisis is having a deleterious effect on the world economy. We call for a return to the negotiating table. And let me add that no human civilization deserves to be annihilated, and certainly not a member of the United Nations. I believe that dialogue can resolve even the most intractable of global problems. Across every conflict, whether in Europe, the Middle East, Africa, the standard must remain uniform respect for sovereign integrity, protect civilians and ensure unhindered humanitarian access and hold perpetrators of war crimes accountable.

I respectfully extend this call to every nation that calls Papua New Guinea a friend. Every nation which we have bilateral partnership and every nation that seeks friendship and engagement with us. Look within your borders. Ensure that religious minorities are not persecuted, suppressed, intimidated, or discriminated because they practice religion that is different from majority. Whether a country is predominantly Christian or Muslim or Hindu or Buddhist or follows other religion, religious tradition doesn't matter. The faith of the majority must never become an instrument for the persecution of minority. This message is not directed at one country or one religion or one region. It is a principle that must apply equally to all of us, because human rights cannot be selective. We cannot demand respect for our own rights while denying those same rights to others. We cannot ask the world to respect our beliefs while refusing to respect the freedom of conscience of another human being. Mr. president, there is a wider principle here also. This ultimately is also about human dignity. If we recognise the dignity of every human being, then we must consider the conditions in which people live and the earth which we will leave behind for our children.

Climate. Artificial intelligence. These are the four great power tests of the future. And they are linked. War deepens inequality, destroys development and accelerates hunger. Inequality determines who has the means to face climate and other shocks and who is left exposed. The climate crisis fuels instability and displacement. Artificial Intelligence could help solve all these challenges, or make them worse. Excellencies, Across all four tests, the decisive issue is power. Power over force, money, energy, technology, rules and the future. That is why the UN Charter – and the work of the United Nations – matter more than ever. The United Nations exists because power requires rules – and humanity needs a place where power answers to principle. And the Charter leaves no room for selective reading. The Charter created an Organization rooted in three pillars. Peace. Development. And human rights. These are not competing agendas. They are one reality: There is no peace without development. No development without peace. And no peace or development without human rights. To pretend that peace can be separated from dignity, opportunity and rights is an illusion. But defending this truth does not mean defending the status quo. The Pact for the Future and the UN80 initiative are about making the UN: More responsive. More effective. More coherent. More transparent. More focused on results. More disciplined with resources. And more present where people need us. The world does not need a weaker United Nations. It needs a UN strong enough to face the world as it is – and determined enough to build the world as it should be. Excellencies, After ten years, I hold one conviction even more strongly than when I arrived: The greatest power is not the power to dominate. It is the power to build a future that works for everyone. Our shared future will be forged by whether humanity can govern power wisely. By upholding the law before impunity becomes normalized. By ending wars before they consume generations. By tackling inequality before societies fracture. By accelerating climate action before tipping points are crossed. And by governing artificial intelligence before it governs us. This is the challenge before this General Assembly, the United Nations, and humanity itself. Excellencies, In the face of global catastrophe more than 80 years ago, the United Nations was created as an act of defiance. The defiance of people who refuse to surrender the future to fear. The defiance against the self-defeating notion that might makes right. The defiance of countries that know our futures are bound together. The defiance of hope.

The United Nations we seek is one that leaves no one behind, does not define need according to selective political criteria and places justice, equity, and solidarity at the core of its services to all. Guided by its firm belief in the importance of investing in people, Tunisia once again calls for a comprehensive and balanced approach to migration that takes into account its human and historical dimensions and moves beyond a narrow security perspective while addressing its root causes, foremost among them conflict, poverty, economic and social disparities lack of employment opportunities and development, and the proliferation of human trafficking networks. Such an approach would embody shared responsibility, solidarity and cooperation among countries of origin, transit and destination. In this context, the Tunisian authorities continue their efforts to save the lives of irregular migrants on land and at sea, provide them with care and create suitable conditions for their voluntary return to their countries of origin, in coordination with the International Organization for Migration, while safeguarding their dignity and rights and combating human trafficking and migrant smuggling, and also supporting them once they are back in their countries of origin. Tunisia once again firmly rejects becoming either a transit country or a destination for irregular migrants who are victims of human trafficking networks.

We look forward to your stewardship of this assembly, and we move to restore trust and indeed to carry reforms from proposals to implementation. But reform cannot be selective. We cannot move swiftly to reorganise offices and reporting lines while allowing the most consequential questions of power and representation to remain unresolved. Transformation and development. Peacekeeping and humanitarian aid cannot succeed if member states are unwilling to fund it. Let's be very clear no organizational chart can overcome the refusal of states to respect decisions that they find inconvenient. We cannot continue to ask international organisations to do more, while failing to provide them with the resources necessary to fulfil the mandates that we ourselves have agreed. And if member states believe in the institutions that they have created, then we must also be prepared to sustain them. Barbados has consistently met that responsibility, and I give this body the assurance that we will continue to do so. Our commitment to multilateralism, to an international rules based order, must be measured not only by what we ask of these institutions, but by our willingness to support them. So yes, let us improve the machinery, but let us also reform the exercise of power. The Security Council still has 15 members, five of them permanent and armed with that veto. Africa, with 54 states has no permanent seat. And you've heard speaker after speaker after speaker come to this platform to say that this must change. Small island developing states equally confront threats that now reach squarely into the council's mandate from climate insecurity and illicit arms flows to organised crime and displacement. And yet, despite constituting one quarter of the world's states, we have no assured representation within the councils. This, to my friends, must change. And the world we know has already changed. The council has not changed with it. But reform is not only about who sits at the table, it is about how power is exercised. Barbados is therefore joining 123 other member states in supporting the Franco-Mexican initiative on the use of the veto in the cases of mass atrocities. Its principle is fundamental where populations face genocide, crimes against humanity, or large scale war crimes, the veto should not be allowed to paralyse the Security Council when action is most urgently needed. This is why people are losing trust in the United Nations and its council. Mr. President, it's not fair to the majority of member states who still believe in the promise of this body, even as we call for greater equity with the reform of the Security Council.
