I remember those words as if it was yesterday. We're going to win. We have no other choice. And when we did, nine years later, Palestinian terrorists hijacked a passenger airplane headed for Israel. They took it to Entebbe, Uganda. Like the Nazis, the terrorists selected the Jewish passengers men, women, children, babies. They threatened to kill them all if Israel did not release Palestinian terrorists. And then on July 4th, 1960. Sorry. On July 4th, 1976, the bicentennial of the United States in one of the most dramatic rescue missions in modern times, Yoni led his brave soldiers to the heart of Africa. Miraculously, they rescued 103 Jewish hostages and brought them all home. Every single one of them. My brother, the commander of the storming party, was the only soldier killed in this mission. I want to thank Uganda again for recently erecting a statue of Yoni in the place where he fell. My friends, Yoni's words are as true today as they were more than half a century ago. We're going to win. We have no other choice. At no time was this demonstrated more clearly than on October 7th, 2023, the darkest day in Israel's history. On that horrific day, thousands of Palestinians terrorists stormed into Israel from Gaza. Now, I want you to know there wasn't a single Israeli then in Gaza. Not a civilian, not a soldier, not one. But it didn't matter one bit. The Hamas terrorists committed the worst slaughter of Jews since the Holocaust. They went house to house, shooting Israeli civilians point blank. They did so with fiendish glee, with sadistic joy. They live streamed as they murdered. And who did they murder? The very Israelis, their neighbors. Who gave them jobs, who picked up Palestinian children at the Gaza border and drove them to Israeli hospitals for cancer treatment and then brought them back. Can you imagine such monstrosity? This these Hamas monsters, they slaughtered Holocaust survivors. They burned babies alive in front of their parents. They beheaded our men. They brutally raped our women, and then they murdered them. Altogether. They slaughtered 1200 Israelis that day. I want to give you an idea of what this means for a country of 10 million. Proportionately, this is equal to 40,000 innocent Americans slaughtered in less than 24 hours. That's 16 times nine, 11 16, nine, 11. That occurred not very far from here. On that darkest of days.

I had prepared a speech to present to you. Yesterday, the United States President described us as terrorists. We have been the victims of terrorism. I come from an Iran in which our esteemed Supreme Leader was assassinated without any legal framework or reason. I come from an Iran where, in truth, they bombed a school. You see these children? These children perished under bombs, with weapons used by the United States and Israel. They were innocent, had committed no crimes. Lamerd, one of the small cities in a province in Iran, a sports hall where children were busy playing. The United States, by using weapons with multiple warheads, targeted that sports hall. They martyred, assassinated, our scientists, our men, women, and children. Innocent children who, in truth, had committed no crimes, no sins. Those who are terrorists and train and protect terrorists describe us as such. We have only defended ourselves. We are not terrorists. Our innocent people have been the targets of cowardly attacks and aggressions imposed upon our country, and we defended ourselves with utmost strength. America and Israel attacked us, equipped with the latest technology and weapons systems, and our people stood steadfast. Yes, they did hit us, but we did not bend the knee. We did not bow our head. We responded, but we did not hit civilian populations. They came into surrounding territories and targeted our universities, our healthcare centers, our schools, our hospitals, our infrastructures—all of it against international law. When I took over the responsibilities as President, they assassinated Ismail Haniyeh in Iran. On the day of my inauguration, Israel targets any neighborhood, in any city, in any province, commits assassinations like a true terrorist. In Gaza, over 80,000 innocent civilians have been murdered, brutally murdered. Hundreds of thousands have been displaced. They are committing genocide by using the so-called technologies that they have at their disposal. Then they label others as terrorists. Are we the sources of instability? We only seek to live independently. We are the ones who cause instability. Those who are committing terrorism and committing crimes, are they the protectors of peace and stability? None of the international laws have been adhered to by them. This is what we're facing. We don't want anything. We have received our response. We need strength, because a people which is unable to defend itself will be trampled upon in today's world. We live in a world in which the powerful, instead of thinking about humanity, justice, fairness, and democracy, they seem to be the protectors and creators of instability and destruction. Whomever they wish to discredit, they label them as terrorists. Two hundred years—for the past two centuries— Iran has not attacked any country or any territory, but we've always defended ourselves steadfastly. But now we're being accused of being source of instability in the region? We're labeled terrorists? And this has made it so that the path that we have chosen for ourselves requires power to defend ourselves. We do not seek power in order to attack or commit aggression. We seek energy for progress, not to threaten societies with weapons. And we wish to cooperate and collaborate for security. The people of Iran, in the past 7 months, our people, have been in the streets every night demonstrating in support of their land, of their homeland, so as to not allow those who were equipped and trained and armed by Israel and America to cause disruption in the security of their country. For 7 months, day and night, they've been present in the streets. They are our source of power and our support. And that's why we stand fast. Iran must be powerful so as to avoid being threatened, to avoid its future being threatened. We do not wish to use our power for hegemony, and we do not seek our security in the insecurity of others. Vis-à-vis Iran's defense, our defensive systems have been built so that no one can think that bombing of Iranian cities will go unanswered.

Ladies and gentlemen, renewing peacekeeping operations, without a shadow of a doubt, is our most urgent task. Today, transnational criminal networks control territories, they traffic arms and people, and they recruit children. Haiti, our neighbor, is the clearest example of this. Since 2021, the Dominican Republic has warned in each and every forum that this crisis is a threat to the peace and security of the region, and particularly for my country. A year ago, from this same rostrum, I called upon the council to act without delay. Six days later, the council adopted Resolution 2793 that authorized a Gang Suppression Force with a strong mandate and with the support of a United Nations support office. I thank the United States and Panama for their leadership, as well as Canada and other donors for their support, Kenya for their commitment, and the commitment of all of the countries who today have their men and women serving in Haiti. However, the reality does not allow us to wait. One month ago, in the Haitian community of Kenscoff, in just one night, gangs murdered no less than 47 people, including 5 children. Close to a million and a half of Haitians have been displaced from their homes. Half of them are children. This assembly cannot resign to seeing massacres become the norm for the long-suffering Haitian people. What the council approved now requires the means to implement it. First, the deployment of the force that today is only funded up to a fifth of and only has up to a fifth, rather, of the troops authorized. Second, fulfilling the arms embargo and sanctioning those who are financing and protecting gangs. And thirdly, strengthening the police, the armed forces, and the Haitian justice system so that the security can be sustained. The mandate of the force expires on the 30th of September. It's for the council now to renew it and for the international community to contribute troops and the resources that are required. Renewing it without completing it would be prolonging a promise that's not fulfilled. None of this requires a new decision. The Dominican Republic has played its role. We will not practice a diplomacy of mere declarations, but rather a diplomacy of solutions. We will contribute to building the consensus that made a resolution possible, and we are committing our financial contributions that's proportional for the trust fund of the force and facilitating from our country transit, logistics, and a UN support office. We are cooperating with the sanctions regime and supporting the personnel of the mission in our hospitals. We are doing this because this is, above all, a question of national security for our country, and we must repeat this as clearly as possible: there is no Dominican solution to the Haitian crisis, and no state or organization can impose on our country to do it in their place.

The General Assembly has adopted a resolution after resolution, while the Security Council and Human Rights Council have repeatedly addressed the situation. Let me be clear the search for peace and security in the Middle East is of profound importance, and the suffering of Palestinian and also Israeli civilians deserves serious and sustained consideration. Every civilian life matters. But are we applying the same standard of urgency when victims are elsewhere? Last year alone, over 4800 Christians were killed because of their religion. Millions of Christians around the world suffered discrimination and persecution. In Iran, the criminal theocratic regime has brutally murdered tens of thousands of its own citizens this year alone. After 1948, more than 1 million Jews fled or were expelled from Arab countries, many amid persecution and violence. Or consider Nigeria. For more than a decade, Nigerian communities have faced mass killings, kidnappings, the destruction of villages and places of worship, and the displacement of hundreds of thousands of people. In return, this body produced a single Security Council resolution not 70, not 17. So we must ask if every civilian life matters, why does our urgency seem so different from one crisis to another? This does not mean caring less about one crisis, but caring more consistently about all of them. We must also be willing to ask difficult questions about how Palestine is discussed and used politically. The majority position does not by itself determine what is right. The right of a democratic state and its people to defend themselves against terrorism must be recognized and upheld, not only in the words. Civilian suffering is tragic and must be addressed but it can never justify terrorism or the pursuit of political objectives through violence.

They are now being held to account for centuries of colonial plunder, for the destruction of cultures traditions, and identities of enslaved peoples, and for the slave trade which claimed millions of lives. And in line with this, the U.N. General Assembly adopted a resolution in March of this year declaring the trafficking of enslaved Africans and racialized chattel enslavement of Africans as the gravest crime against humanity. Belarus supported this resolution without hesitation. This is not just a diplomatic gesture. It is the voice of a country that has itself endured a similar hellish chapter in history. We know what genocide is. A third of our population during the war was murdered in cold blood and tortured by civilized Europeans, united by Hitler 85 years ago. Now their descendants are telling us that they have nothing to do with this, and nor did their grandfathers, supposedly. But that village house filled with Belarusian children, the elderly and women, was not burned down by the Führer himself. And there were thousands of such houses. We know what the plundering of cultural heritage means. Our wealth, resources, works of art were all taken to the West. Young people were forcibly taken into slavery there as well, in Europe. And today, facing unprecedented sanctions, we have once again felt what it means to be a target. That is why we wholeheartedly and with fraternal feelings, support those who demand historical justice, including on the issue of reparations raised by the African Union. But reparations are not just about money, they are also about respect for memory. They are about returning people's own history to them. How many names remain on the world map that have erased millennia old memory? Here's a simple example. The great waterfall that the peoples of Zimbabwe have for centuries called Mosi-oa-Tunya the smoke that thunders. The colonizers, quote unquote, discovered it 150 years ago and named it after their queen, who had never even set foot in Africa. What is that, if not identity theft? Western elites do not like the new multi-polar world in which their voice is no longer decisive. But instead of adapting to positive changes they continue to exploit instability.

It is with my heart full of the memory of thousands of children women and men from Burkina Faso Mali and Niger, innocent victims of terrorism that I am taking the floor here this morning. But it is also with a sense of pride, inspired by the resilience of the populations of the Sahel and the hope of the bravery of the defence and security forces of the Confederation, as well as the crucial role played by volunteers for the defense of the homeland that I am speaking here and having the noble mission of delivering this statement, I also wish to pay tribute to the families in mourning, to the long suffering communities and all of those whose lives have been affected by terrorist barbarism. For more than a decade, this blind and sustained violence has been sustained, armed, financed and instrumentalized by criminal networks and their supporters intent on subjugating the Sahel through fear. But they must understand that they will never succeed here. I bow down with profound respect before the memory of the Defence and Security Forces of the Confederation of Sahel states. Our volunteers, defence volunteers working for the motherland and all patriotic forces who have fallen in the field of honour. Evoking their memory, I spare a thought and pay tribute to Army general Sadio Camara, who was assassinated, murdered, cowardly on the 25th of April 2026, and pay tribute to his commitment to peace and to Mali and the Sahel.
