We are duty bound to act, and France stands ready, working in concert with all those who wish to act in defense of the principles enshrined in the charter. All those who do not wish to remain powerless. The coalition of the willing on Ukraine, together with the UK and Germany, a coalition which brings together everyone who stands ready to guarantee peace and stability in the very heart of Europe, the very place where two world wars began, something no one can ignore and many in the room today know better than anyone what a return of war to Europe could mean. We will not yield an inch. The coalition of the willing will continue fighting. We also have an independent multinational coalition aimed at restoring the freedom of navigation in the Hormuz Strait. This should not be used for blackmail. It's a cardinal principle of international law, and it is in the interests of all of us for vessels to be able to transit through the strait securely and for the energy interests of all of our countries to be secured. The reopening of the Hormuz Strait is a priority. Respect for international law is also a priority. It is in everyone's interests and France is committed to it. Moving on to Africa, we shoulder a collective responsibility for the crises which are piling up without any answers, without any responses. Peace operations must be more effective and to this end they must be enabled, endowed with adequate funding and better coordinated with the United Nations as well as host nations. Back in 2018, I already mentioned the role played by regional organizations and better coordination between these regional bodies and the UN. At the Africa Forward meeting in Nairobi with over 30 African heads of state, and in Addis Ababa, the headquarters of the African Union, together with the UN, we stated clearly that the African Union and regional organizations should be fully equipped to play their role as regards peace and security on the African continent. In Paris in November we will hold a meeting aimed at replenishing the African Union Peace Fund. This will be on the sidelines of the Paris Peace Forum. I call on all potential funders to make robust and concrete pledges. We will not yield in the face of war. We must recommit and seek solutions that are in keeping with the spirit of the charter. Second, we must not give in to the permanent temptation to espouse double standards. This is what is dividing our planet. It is undermining the credibility of our organization and the charter. How many times have we heard that people's sovereignty has value in Europe, but if we look at the Middle East and Africa, it is less valuable? No, that is unacceptable. We must defend the same principles across the board in the spirit of the charter, support the sovereignty of all peoples. We cannot substitute for their decisions. And every time some states wish to run roughshod over the will of certain peoples, to change a system, to topple a regime every time this resulted in ever greater chaos. No double standards. A life is a life. Peace and security are indivisible, and everyone has a right to them. In Ukraine, for almost five years now, Russia has been waging a cruel war on civilians. It's been occupying the territory of a sovereign state. France will continue providing unstinting support for the legitimate aspirations of the Ukrainian people to peace, security and to a future. At the same time, we will spare no effort to ensure that useful negotiations between Russia and Ukraine begin as swiftly as possible. We must defend Ukrainians more than ever as winter is coming. We must defend them on the energy front. We must give them more interceptors. We must protect the civilian population. And this is why we'd like to express our support. A double moratorium, a moratorium on strikes, on energy and civilian infrastructure. That's first, and a Black Sea moratorium, which would allow us to release grain shipments. Addressing food security concerns, food security being so important for many emerging economies, for many developing nations. This double moratorium is a necessity. Let's put it on the table. And let's confront Russia with this reality. In the Middle East, we are also seeking peace and security for all. This is what we defend. Respect for sovereignty in Lebanon, displaced Lebanese people. Their villages are being razed in the south. Only a fully sovereign Lebanon will be able to disarm Hezbollah and restore security for all Lebanese and their neighbors. Sovereignty for Lebanon and its people, sovereignty for Palestinians, their most basic rights are once again being violated. One year ago in this very chamber, several dozen states recognized Palestine. I understand that some are very cynical. You recognized it on paper. Look at the reality of the situation. But what is our credibility worth if we remain inactive on Gaza? Some claim that peace has been achieved, but this has not opened up humanitarian deliveries. The spectacle. It is shameful. Shame on all of us. Look at what's happening in the West Bank where day in, day out we are seeing violations. And in the name of what? Hamas was never very active in the West Bank. What we need is respect for the legitimate rights of the Palestinian people, their legitimate right to exist. This is a prerequisite for security today and tomorrow for the people of Israel. Their security, their very existence to which we're very committed. But all those who claim that Israel's security requires the violation of the sovereignty of all of its neighboring states and making very fateful error, they are weakening Israel's security today. And going forward, they are threatening Israel's security, in fact. Sovereignty for Syria as well. The revolution should not turn into a disappointment. I return to this issue of belonging at the end of my speech. Some cautioned that we were reopening old wounds, but we came not to provoke division or render empty judgment. We came to seek healing. And true healing requires truth, and truth requires acknowledgement, and acknowledgement must lead to meaningful repair. Mr. president, for centuries, this tragedy was rendered in the passive voice as though the millions of African men, women and children just vanished into the shadows of time. Mr. president, they do not vanish. They were hunted. They were captured. They were trafficked. They were bought, they were sold. They were exploited and exchanged for profit. They were ripped from their families and communities they belonged to. They are unpaid labor built. The cities, industries, banking institutions, and empires of the modern Western world. Meanwhile, the African continent was left depopulated. Split families, structural disruption and generational trauma. Mr. president, on 25th March this year, the International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade. Ghana had the honor of tabling resolution 8250 in this very August Assembly. Mr. president, 123 nations voted to affirm this fundamental truth that the transatlantic slave trade and chattel enslavement were the gravest crimes against humanity I stand with respect at this podium to thank every nation that voted for justice, and am deeply grateful to our brothers and sisters in the African Union, the Caricom, Celac and our partners across the Global South. That resolution was not a mere gesture. It was adopted because the structural legacies of those historic crimes continue to fuel systematic racism, economic marginalization, and a global financial architecture that is weighted against Africa and people of African descent. Since the passage of the historic resolution, we welcome the positive overtures from many countries and institutions that have joined the dialogue on reparative justice. The Netherlands, Germany and France have all made positive moves to join the conversation on Reparatory justice. Mr. president, real repair demands structural transformation. It requires dismantling the persistent engines of exploitation, unfair global trade, predatory resource extraction, discriminatory, discriminatory credit ratings, unsustainable debt burdens of the global South, and the continued export of raw materials from Africa. While real value addition and job creation occur elsewhere. Mr. president, the injustices of the past remain embedded in today's power structures.

And as we mark 80 years of membership to the United Nations. When Thailand joined this organization, the postwar international order was still taking shape. Today, it is being reshaped once again. Many of its old certainties are giving way. But what comes next is not yet settled. We are seeing many transformations taking place. Power is becoming more fragmented. Strategic competition is becoming sharper and international rules are under strain. At the same time, technology is transforming our societies. While climate change is testing our resilience, our institutions, however, are struggling to keep pace. Confidence in our ability to work together is weakening, and that is why this year's theme speaks directly to the task before us. Managing the transformation requires trust. Trust between countries, trust in the rules we share, and trust that our institutions can deliver. But trust cannot be taken for granted. It must be earned. Trust weakens when principles are applied selectively. When. When countries have little say in decisions that shape the future and when promises made in this assembly fail to improve lives beyond it. Rebuilding trust means addressing each of these concerns. We must uphold common principles and consistently, we must give countries a genuine stake in the international system, including a stronger voice for the global South. And we must take shared responsibility for turning commitments into results. Mr. president, the UN's purposes remain as relevant as ever to promote peace and security, human rights and dignity, sustainable development and cooperation among sovereign equals. But we cannot build lasting peace if security is assured for some and denied to others. Universal human rights lose their meaning when applied selectively. Development loses its purpose when prosperity remains in the hands of a few. For Thailand, peace means more than the absence of war. It requires dialogue to settle differences and respect for international law, so that all countries can live with security and dignity. The situation in Palestine continues to demand our attention. It reminds us that the principles we uphold must protect people when they need them the most. That is why humans must be. Human rights must be universal in practice. As a member of Human Rights Council, Thailand believes that our work must reach beyond resolutions and make a real difference in people's lives. Development must be people centred and sustainable. Growth must improve people's lives. Today, without closing off the opportunities of tomorrow. Consistent application of principles gives countries the confidence that they will be treated fairly. But that confidence must also extend to how decisions are made. Countries need to know that their voices count. Mr. president, the UN's membership has become nearly universal, but representation has not evolved at the same pace, and international system cannot command trust. If large parts of its membership feel they have too little to say in shaping it. Rebuilding trust requires shared ownership. The United Nations must reflect today's world, not the distribution of power. 80 years ago. And that is why Thailand supports Security Council reform that gives developing countries and underrepresented regions, particularly in the global south, a greater role in decision making. Asia, too, must be better represented. For all its economic weight, Asia must be able to help shape global decisions and carry more responsibility for the outcomes And representation must also mean that women have a meaningful voice in the decisions that shape our common future. They are already at the forefront of this organisation's work, from development to peacekeeping. As the UN considers its next secretary general, maybe it is time that this representation be reflected at the highest level. Representation and effectiveness must advance together. We commend Mr. Secretary General Antonio Guterres for his commitment to reform, including through the UN aid initiative. We stand ready to work with his successor to carry this work forward. It is exactly these principles that are guiding our efforts for peace and stability in the South Caucasus. Even though the decades long conflict with Armenia brought immense tragedy to our people and left deep scars across our land, Azerbaijan has chosen to look ahead and turn the page of enmity. We offered Armenia peace fully in line with norms and principles of international law, based on mutual recognition of and respect for each other's sovereignty and territorial integrity. Our normalization efforts produced historic results at the Washington Peace Summit last August, where the leaders of Azerbaijan and Armenia signed a joint declaration witnessed by President Trump of the United States of America. Through this declaration, both sides confirmed the end of the conflict and their will to jointly chart a peaceful and prosperous future. The sides also initialled the agreement on Establishment of peace and inter-state relations. Today, we have achieved de facto peace Moreover, by unilaterally lifting transit restrictions, Azerbaijan facilitates transportation of goods to and from Armenia. We have also established bilateral trade. Azerbaijan provides strategically important oil products to Armenia on a regular basis. Despite increased volatility in markets and growing international demand for these commodities. As we proceed with the peace agenda initiated by Azerbaijan, our entire region is now turning into a promising anchor of stability, connectivity and tangible economic dividends. To make this process irreversible, it is of crucial importance to eliminate the remaining obstacle, which will allow finalization of the normalization process through the signing of the already initialed bilateral agreement.

Our world is changing at a pace far exceeding the ability of international governance institutions to respond. Our crisis does not lie in the absence of charters and principles, but rather in the widening gap between what we proclaim and what we implement, and between those who make decisions and those who are affected by them. Our world does not need a merely symbolic multilateralism that brings together states in open discussions. Rather, it needs effective multilateralism in which every state has a voice and every people receive a fair share of decisions, opportunities, and resources. It is no exaggeration to say that confidence in the effectiveness of collective action and the multilateral system has declined. There is an urgent need to restore adherence to international law to avoid policies based on power, polarization and double standards. It is no coincidence that the countries of the Global South, which comprise the overwhelming majority of the world's population, are among those most harmed by the decline of the rule of international law, the weakening role of international organizations, and the fragility of global governance and international cooperation frameworks. From this perspective, Egypt, as a founding member of the United Nations, believes that restoring trust requires three interconnected pillars justice and representation and decision making, justice and the application of the law and justice in the distribution of development and transformation opportunities. This is not a call to rebuild the international system from scratch. It is a call to fulfill its original promises and purposes. Notably, sovereign equality among states respect for law, peaceful settlement of disputes, international cooperation for the benefit of peoples, and enabling them to reap the benefits of accelerating scientific progress. The multilateral international system remains an indispensable choice. However, its survival depends on strengthening justice and ensuring the effectiveness and sustainability of its institutions. To date, Japan has provided ODA totaling over 670 billion USD to developing countries and regions, and has dispatched almost 60,000 Japan Overseas Cooperation volunteers to 99 countries. Ladies and gentlemen, this morning on my way to New York, somewhere in the sky over the big and beautiful Atlantic Ocean, I read President Trump's post on Truth Social. The president wrote that Russia has lost control of its diesel oil industry due to its war with Ukraine, and it is hard to imagine a more humiliating loss for a country that has a permanent seat on the UN Security Council and takes so much pride in its oil exports. I quote," A large number of their diesel refineries have been blown up and are at least temporarily out of commission." End of quote. And this is true: Russia messed up. And the conclusion of the post is also right: this ridiculous and never-ending war with Ukraine must be ended. I do not know a single world leader who would say otherwise. I do not know anyone who is openly for this war, except one man. Ladies and gentlemen, for almost 5 years now, Russian generals have been trying to carry out Putin's crazy order to seize our eastern land, the Donetsk region. And just this year, from January through August, the Russian army lost 248,964 people on the battlefield in Ukraine in 8 months. 248,000. Killed and badly wounded. Twenty-one centuries in the world have smaller populations. Twenty-one countries in the world have smaller population than the number of Russian troops lost in just 8 months. We have video confirmation for every one of these losses. And these are not just statistics; it's about people. We have an archive of drone videos, videos showing thousands and thousands of Russians losing their lives in kill zones. It's madness. But they still keep going there to die, because that is what Putin wants. After losing so many people, Russia managed to capture just over 1,000 square kilometers of our land this year, and we have already liberated a significant part of it. Russia is a country that already has 17 million square kilometers of its own land, without any Ukrainian territory, by the way. So to add another 1,000 square kilometers, Putin is paying with 248 people for every kilometer. Does anyone still think that he is reasonable and moderate? His comrade, the leader of North Korea, sent his troops to Russia to support the weak points of the Russian army. The North Koreans also suffered losses. Heavy losses. You probably saw the broadcast from Pyongyang when they honored those who were killed. And this is madness too. Why should Koreans give their lives in a war against Ukraine? Ladies and gentlemen, last year, speaking here, I said that we are living in a time when weapons decide who survives. And I've said, if a nation wants peace, it must work on strong weapons. Ukraine is doing exactly that. And this is why, for the first time in Russia's history, we now hear that its pride, its oil industry, is running off fumes. But oil itself is not Ukraine's target. Not our target. Not gasoline or diesel. Not factories or ports as such. Our target is Russia's ability to finance this war, to drag it out, to make it more brutal and more destructive. Russia's finances and Russia's production are what must be stopped if Putin is to be stopped. And our great soldiers and our weapons are working for this, only for this. And the risks are growing day by day. Russia's aggressive posture poses a direct threat to European security as a whole. The immediacy of that threat was starkly illustrated by the recent attempted Russian drone attack on Leipzig Hala Airport in Germany, only 150 kilometers from the borders of the Czech Republic. The consequences of aggression reach far beyond Europe. Russia's war has undermined global food security, disrupting agricultural production, exports, and supply chains. Its effects are felt in my country, but even more acutely in parts of Africa and elsewhere, particularly in countries that depend on stable and affordable food supplies. While we need to raise costs of war for Russia, we must give serious diplomatic efforts a genuine chance. Diplomacy matters most not between friends, but between adversaries. That is where the United Nations remains indispensable as a forum for dialogue, even when agreement seems very distant. The UN was founded on principles. These principles matter in Ukraine. They matter in the South China Sea and across the Taiwan Strait. And they also matter in the Middle East, in Sudan, or DRC. The current developments in Yemen and Saudi Arabia demonstrate what happens when rules give way to force and coercion, when might replaces right, and how a regional conflict can, in an instant, have consequences for the entire world.

As we will all agree, the credibility of our multilateral commitments will be properly tested in development finance. When countries have the means to invest in their people, and when international institutions respond effectively to shared threats, trust is strengthened. But when commitments remain out of reach for those who need them most, confidence in the system weakens. Getting these fundamentals right is central to restoring trust, managing transformation, and building a United Nations that delivers for all. The global financial architecture must therefore evolve to reflect the economic realities of the 21st century, including financing demands created by climate change, technological transformation, and the imperative for sustainable development. Developing countries frequently face borrowing costs several times higher than those of wealthier nations because the system was not designed with the circumstances of the Global South in mind. That sustainability is a question of development and fairness. When nations spend more to service debt than invest in education, job creation, or provision of healthcare, trust in the system erodes. Botswana calls upon this assembly and the international financial institutions to pursue reform of global financial governance. This would give developing countries a meaningful voice and provide fair and predictable access to concessional finance. We call upon the United Nations and its financial partners to mobilize private capital through innovative and blended financing agreements that de-risk productive investment in developing economies. This is enlightened fairness and sound economics. Capital should help create opportunity where its impact can be felt. Mr. President, health is where the promise of international solidarity is tested most directly, and Botswana speaks from hard-earned experience.

Geneva is one such space. That is exactly what gives such a place its value. Switzerland will therefore continue as the host state to ensure that Geneva remains open, accessible and inclusive for large states and small for the North and the South. But inclusion is not merely about having a seat at the table. It also means being able to make a real contribution to decisions that will affect one's own future. This is the case with international cooperation. Every society must be able to shape its future in accordance with its history, needs and priorities. Cooperation is not about imposing one's own values or a single model. It is valuable when it creates partnerships, facilitates the sharing of expertise, and strengthens everyone's capacity to act independently.

The peace between Armenia and Azerbaijan, established on August 8th, 2025 with the support and personal engagement of U.S. President Donald Trump, has opened up new opportunities for our region, the South Caucasus. On this occasion, I would firstly like to address what President Trump referred to from this podium two days ago. I have said it and I reiterate it now. The breakthrough in the establishment of peace between Armenia and Azerbaijan simply would not have been possible without President Trump's personal engagement and his resolute commitment to establishing peace. President Trump's personal presence has practical and symbolic expressions on the ground as well. The fourth paragraph of the peace declaration, adopted at the Peace Summit held at the White House on August 8th, 2025 reads, quote. The Republic of Armenia will work with the United States of America and mutually determined third parties to set forth a framework for the Trump Route for International Peace and Prosperity (TRIPP) connectivity project in the territory of the Republic of Armenia. We confirm our determination to pursue efforts in good faith to achieve this goal in the most expeditious manner.

Against this backdrop, it is very important to focus on water in 2026, particularly as climate change intensifies: drought, floods, desertification, and land degradation across Africa. As an arid country, Namibia continues to promote the proper use and conservation of water, integrated water resource management, groundwater recharge, and greater investment in sustainable water infrastructure. We also underscore the importance of the implementation of the Namib Declaration, adopted at COP11 in Windhoek as part of our collective response to desertification and land degradation and drought. In this regard, we are pleased to inform that Namibia is a host to the Global Water Partnership Headquarters, first-time to be located in the Global South. In our capacity as co-chair with Senegal of the AU International High-Level Panel on the African Water Investment Program, on Monday we convened a high-level side event on water investment for Africa and the globe. We believe its outcome is a meaningful contribution to the 2026 UN Water Conference to be held later in the year, and advance strong global partnership, investment, and action for sustainable water security. Mr. President, the Pact for the Future, which was co-facilitated by Namibia and Germany, provides an ambitious framework for transforming global governance and addressing contemporary and emerging challenges. While the Pact gives due consideration for the interests and the needs of the future generation, its implementation has not been as effective as we had wished.

Ladies and gentlemen, one of the biggest tests for the UN's relevance is Russia's aggression against Ukraine. For more than 12 years ago, since the illegal annexion of Crimea and occupation of eastern Ukraine in 2014, a permanent member of the Security Council of the Russian Federation has been perpetrating a war of aggression at the very heart of Europe. That aggression disregards the principles of the United Nations Charter to its very core. It violates the respect of sovereignty and territorial integrity of states, and the prohibition of the use of force against another state. The consequences of Russia's aggression, however, extend beyond Ukraine and Europe. For example, by increasingly targeting Ukraine's Black Sea ports, commercial shipping, crane infrastructure, and alternative export routes, Russia is putting global food security at grave risk. As such, this is a concern for all of us, and rightly so. Russia's actions have been condemned by a large majority of this Assembly. But condemnation is not enough. We need to collectively force Russia into peace in Ukraine, to force into a negotiation table by raising the cost of its aggression. For this, we can and should use the diverse instruments at our disposal, be they economic, diplomatic, or political. I strongly encourage more of my fellow heads of state and government to use this occasion to call on Russia to cease its aggression. Those of you who have done so already, be it the Global South or North, you have my appreciation. The principles of the UN Charter cannot be trampled on. It is our collective task to stand up for them. We should also support the efforts of international mechanisms to document the war crimes, ensure accountability, and provide assistance to those whose rights have been violated. Estonia is doing its part. We have completed all national procedures and taken the lead in discussions in Strasbourg to establish the special tribunal as soon as possible. A UN member state whose armed forces have been repeatedly cited in the UN Secretary's Report for Grave Violations Against Children and Conflict-Related Sexual Violence should have been no place in UN peacekeeping operations. This is a matter of ensuring that perpetrators' actions have consequences. But it is equally a matter of training trust in and the integrity of UN peacekeeping. I fervently call on the UN to stop reflecting and instead take appropriate actions immediately. Ukraine requires assistance in defending itself, but also in rebuilding the country. Estonia, together with its partners, have worked closely to support Ukraine's cybersecurity and resilience. In responsing to evolving threats through the Tallinn mechanism and the IT coalition, Estonia is also proud to be hosting the Ukraine Recovery Conference in 2027, organized in cooperation with our closest friends in the Nordic-Baltic region. Building on the outcomes of early conferences, next year's event will be advancing in practical terms long-term international support for Ukraine and its recovery. As such, it will be a multilateral effort and example of true cooperation for international peace and security. My fellow leaders, while in the situation in Ukraine and Ukraine's security that affects Estonia most directly, we are neither indifferent nor unaffected by the impact of other wars, threats, and conflicts. The situation in the West Bank and Gaza remains of great concern. Innocent civilians and children must not bear the devastating human cost of war. Estonia has consistently called for upholding international humanitarian law and ensuring safe, rapid, and unhindered access of humanitarian aid for those in need. We remain a stable donor in UNRWA and are committed to a credible political process leading to a negotiated two-state solution, with Israel and Palestine living side by side in peace, security, and dignity. We have provided food aid to hospitals in Gaza and stand ready to offer our digital transition expertise in its future reconstruction. Estonia has consistently condemned the act act by Iran against our close partners, the Gulf states, and has shown its readiness to contribute to ensuring freedom of navigation in the region. This is an issue that affects us all. We also see instrumentalization of migration as a means of exerting pressure on countries, whether on the European Union's eastern and southern borders or elsewhere.

Even in the face of conflict and grievance, a region may be able to agree on principles that foster cooperation and prevent further conflict. My third observation is that a new economic world order is taking shape. Instruments once used for economic integration, such as trade, technology, energy investment and supply chains, have become instruments of geopolitical competition. There was perhaps, at times, a naive belief that interdependence would bring about stability and peace. Now the focus on opportunities has been replaced by the focus on threats. We've entered a world of coercion where dependencies are vulnerabilities. Countries seek choke points that can be weaponized to pressure others. But dependencies are complex. No nation, not even the biggest ones, can go it alone. All coercive actions come at a cost. And even if a mightier state dominates in one domain, a smaller state can respond in another. In the new geopolitical environment, the economic order of the post World War II era is seeking new forms. A new order must be based on a realistic understanding of the power balance in the world. We in the West must acknowledge that the global South and East are an expanding economic and political force. Many nations around the world have made remarkable advances in competence and know how. We should put this collective expertise to work for the global common good. Countries are right to be wary of dangerous dependencies, but our focus on the threats should not lead us to abandon cooperation. We should strive for an economic world order built on institutions and agreements. Multilateralism is also needed in the global economy. Now, this was the first part. It's all good and well to diagnose the problem.

Freedom of navigation and uninhibited passage through international straits, as guaranteed by international law must be championed globally, and it is our collective responsibility to uphold these principles in practice and to safeguard commercial shipping. And as a leading maritime nation, Greece actively contributes to maritime security through the operation of the European Union that speeds in the Red sea, and this topic will remain a high priority when Greece assumes the presidency of the Security Council next month. We intend to place particular attention to the challenges posed by emerging technologies. Ladies and gentlemen, Greece's geography grants it the natural role of serving as a bridge between Europe and its wider neighbourhood to the east and the south. We literally sit at the intersection of the shrinking space between the east and the West. My country is a pillar of stability, connectivity and peace across the Eastern Mediterranean, the Middle East and the Gulf region Greece has developed strong strategic partnerships with key countries in the region, including Israel, Egypt, Saudi Arabia, the UAE, Bahrain and Qatar. We are a bridge builder. We are not a troublemaker. Yet putting this vision into practice is rarely simple. At a time of tectonic geopolitical changes in the Middle East, the Gaza peace plan agreed last year must be effectively implemented. It is of paramount concern to ensure that Hamas surrenders its arms. It can have no role, I repeat, no role in Gaza's future. At the same time, reconstruction needs to move forward, with Palestinians themselves taking ownership of Gaza's future. Greece will continue to advocate for a two state solution, with Israel and Palestine living side by side in peace and security. However, developments in the West Bank remain a source of deep concern Actions that are illegal under international law and undermine the viability of a future Palestinian state cannot be allowed to continue. We strongly argue that this is also to the benefit of the long term security of Israel itself. Greece has established a durable and deep strategic partnership with Israel, while at the same time maintaining strong ties with the Arab world And it is precisely. It is precisely the strength of this partnership that allows us to engage in an open and candid dialogue. In Lebanon, there is now a real opportunity to lay the foundations for a lasting peace. The US facilitated negotiations with Israel are an important step forward and should be sustained. Greece strongly supports a sovereign, resilient and united Lebanon and the government's efforts to restore the state's monopoly over arms. Ultimately, a stronger Lebanese state will serve both domestic security and regional stability. Therefore, we will continue to deliver concrete assistance to the country, including to the Lebanese armed forces with a unifil's mandate. Ending joint action is crucial to avoid a security vacuum and maintain an effective international and European presence. Syria is another key player in the region. Lasting stability in the Middle East requires a stable Syria, a Syria that is inclusive, a Syria that is free from foreign interference and regional rivalries. A Syria where every citizen can and should feel secure. The new Syrian authorities have taken steps in this direction. Get. Further concrete progress must be demonstrated, particularly when it comes to protecting the rights and security of all religious and ethnic communities. And this, of course, includes the Orthodox Christian minority, which unfortunately continues to face the violence of Islamist extremists. The search for stability extends to Libya, a neighbour with whom we share many common interests. We praise all reunification efforts. A stable Libya free from foreign interference, would benefit not only the Libyan people, but our entire region. And Greece is ready to support Libyan institutions in border protection and migration management. And we remain fully committed to reaching an agreement on the delimitation of our maritime zones. Ladies and gentlemen, let me now turn to our relations with our neighbour, Turkey. Over the past three years, we have made a sustained effort to improve our relationship, rebuild trust and keep channels of communication open in order to prevent the escalation of tensions that could lead to unwanted crises. It is a delicate relationship. It's a relationship that carries the weight of history. And indeed, given broader and regional challenges, the situation calls urgently calls for a common understanding on how we move forward and understanding grounded in full respect for international law and the principles of good neighbourly relations. After all, as I've said repeatedly, we cannot change our geography. We are destined to live side by side. And I repeat that the UN convention on the law of the sea provides the only institutional framework to solve our only long lasting dispute concerning the delimitation of our continental shelf and our exclusive economic zones. Dialogue is essential for peace and prosperity, but meaningful dialogue cannot coexist with unilateral actions. The challenge the international legal order. Nor can meaningful progress be made when faced with threats of war in response to the exercise of lawful rights, according to international law. Such actions do not resolve differences. They end up by only deepening them, and they risk undermining the stability of our wider region, a region which we should not forget, still bears an open wound. The unresolved Cyprus issue 52 years, 52 years have passed since Turkey illegally invaded Cyprus and continued to occupy it, a flagrant violation of international law whose consequences persist to this day for the United Nations. Cyprus remains a litmus test of its credibility, of its ability to uphold its own resolutions and the principles of the charter, and Greece fully supports the recent efforts of Secretary General Gutierrez to create the appropriate conditions for the resumption of substantive negotiations, and we sincerely hope that progress can be achieved during his remaining time in office. And we expect we expect these efforts to continue under his successor with the same objective the reunification of Cyprus, free of occupation forces in accordance with the relevant UN Security Council resolutions. The principles at stake in Cyprus are being tested elsewhere to today. Two other major conflicts continue to challenge our ability to defend the values upon which this organization was founded. The war in Ukraine is now in its fifth year, five years since Russia's full scale aggression brought back war to European soil, the Ukrainian people have shown extraordinary courage defending their freedom and Greece continuously stands with them. We strongly, strongly condemn attacks against civilians and civilian infrastructure. Diplomacy must now deliver an immediate cease fire and a lasting peace anchored in the principles of the United Nations Charter. Ukraine must have a decisive say in its own future, and Europe cannot be absent from these negotiations. Against this backdrop, another devastating war demands our urgent attention. In Sudan, the nearly four year conflict has resulted in a staggering humanitarian catastrophe. Reports of atrocious war crimes continue to emerge, while the conflict is fuelling instability way beyond far beyond Sudan's borders. We should not permit this tragedy to endure. Foreign interference must also cease with no impunity for war crimes. Ultimately, the way forward lies in a credible, Sudanese led political process that reflects the aspirations of the citizens Sudan. The European Union ought to leverage its capacity to play a more active role in supporting that process and assisting in bringing this destructive conflict to an end. After all, it has real skill in the game. Should the devastating war continue, our continent will be the first to suffer from a possible massive new migratory wave. Ladies and gentlemen, Greece has confidence abroad, rests on a profound transformation at home At a time when the effectiveness of governments all over the world is being challenged by populists and extremists, and public trust is being eroded in the echo chambers of social media, Greece serves as an example that sound reform oriented policies can deliver real results for people and improve their lives.

The same consideration applies to the pressing need for a swift recovery of the national economy, for the benefit of the entire population. The Holy See is closely monitoring the situation between Cuba and the United States, and calls upon those responsible to foster a sincere and effective dialogue so as to avoid any action that might increase the suffering of the beloved Cuban people. The Holy See is following the situation in Nicaragua with particular concern, and reiterates its constant appeal to pursue a path of respectful and constructive dialogue with the country's authorities for the good of the people and the church in the country. The Holy See encourages Azerbaijan and Armenia to consolidate the process of achieving a stable and lasting peace in the South Caucasus.

Mr. president, recovering the land does not mean only the withdrawal of occupying forces. It also means the return of its inhabitants and the revival of life in their villages and towns. The war has left behind a vast humanitarian crisis in Lebanon. It has caused extensive destruction to housing, public facilities, infrastructure and productive sectors, and has deprived large numbers of Lebanese of their homes and livelihoods. While we thank the United Nations entities and our international partners for their humanitarian contributions, we call at the same time for continued funding to meet the basic needs of those affected, particularly the displaced. In parallel with the requirements of early recovery as well as reconstruction and development. The reconstruction of the South is not merely the rebuilding of stone. It is the rebuilding of people's lives, the restoration of their livelihoods, and the affirmation of their right to live in safety and dignity on their land.

Created in the aftermath of the Second World War, the immediate focus was obviously on peace and security but the UN system has evolved significantly over the decades to expand its scope and sphere of influence within the confines of its charter. However, the UN must now look to the future, building on its record of achievements as well as from lessons learned from what it could not achieve. As we look to the next 80 years, we must ask ourselves a searching question is the UN fit for the purpose for the 21st century, not the world of 1945, but the world of today and beyond? We are entering a new era of international relations defined by unprecedented technological developments, often absent from the table where the rules of tomorrow are being adopted, developing countries risk being left further behind. The same exclusion afflicts the international financial architecture, which remains skewed against the Global South. Developing nations must have a seat at the table as equal stakeholders. We all acknowledge that the three pillars of the UN charter are peace and security, development and human rights. The twin institutional pillars provided in the charter were and still are, the Security Council and ECOSOC as the apex bodies for achieving these purposes. However, over the years, optimal use has been made primarily of only one of these organs. We need to enhance and accelerate the revitalization of the General Assembly and that of ECOSOC so that they are not merely forums for debate, but engines of action. This must be done as we bring about the reform of the Security Council, the historical injustice regarding the composition of the Council was acknowledged in action 39 of the pact for the future, but the process for reform is still stalled. Mauritius fully supports the Common African Position, the Ezulwini Consensus and the Sirte Declaration calling for no fewer than two permanent and five non-permanent African seats on the council. Mauritius also supports the call for SIDS to have a seat on a reformed council. On the question of the veto, Mauritius aligns itself with the position of a growing number of states that, in the event the veto is retained, any new permanent member must have the same rights as the original permanent members. Mauritius also supports the Franco-Mexican initiative on the suspension of the veto in cases of mass atrocities. We support the positions of the G4 and the L69 on council reform, and we reiterate our support for India's candidature for a permanent seat commensurate with its constructive role in global affairs. Mr. president, Mauritius welcomes the increasing recourse to the International Court of Justice as a mechanism for the peaceful settlement of disputes and determination of issues of international law. We call upon Member States which have not yet done so, to accept the compulsory jurisdiction of the ICJ. We welcome the landmark unanimous advisory opinion of the ICJ on the obligations of states in respect of climate change. This was a vindication of the tireless advocacy of Vanuatu and the core group of states. Mauritius was proud to stand among them.

Our second, unwavering stance: inclusive development with social justice, to alleviate poverty and mitigate the suffering of hundreds of millions of people that are primarily located in the Global South.

We have the South Atlantic, and we are a natural gateway to Antarctica. And we have something that for far too long we lacked: the will to transform our potential international power. We want an Argentina that is prosperous, influential, and powerful. Not to subjugate others, but to be free. Not to conquer others, but so that our destiny may be decided by Argentines themselves. That is why I say to the free men and women of the world, to scientists, entrepreneurs, and creators, to those who have dreamed of a land where they can make a new beginning: look south. There you will find a vast land of fertile fields, oil, minerals, and human talent. A land that has welcomed millions who crossed oceans in the hope that their children would live better lives than they had, and who built one of the most prosperous nations on Earth. We have a responsibility to live up to that legacy. We do not know exactly what the world now being born will look like, but we do know what kind of nation we want to be when it arrives: a free nation, a prosperous nation, a sovereign one, a nation capable of defending what is its own and open to the world. A nation unafraid, once again, to utter a word that for far too long seemed forbidden: greatness. No nation is guaranteed a place in history. It is built generation after generation, through work, through freedom, and through the determination of a people who refuse to accept that their best days are behind them. We believe that Argentina still has a great story ahead of it. And we have decided to go out and claim it. May God bless all peoples of the world. May God bless the Argentine Republic.

Mr. Secretary-General, as you approach the conclusion of your stewardship of this great organization, Africa recognizes your steadfast advocacy for a fairer international financial architecture, greater African representation, and a stronger voice for the Global South. You have reminded the world that dignity, equality, and representation are not favors, but principles to be upheld. And perhaps the greatest tribute to your stewardship will be to turn the reforms you championed into reality. Distinguished delegates, 81 years ago, the founders of this organization looked upon a broken world and chose not to preserve the order that had failed them.

Here, I am referring to all the countries that recognize the unilaterally declared independence of the so-called Kosovo, and without any basis whatsoever in international legal documents attempted to seize 14 percent of the territory of the Republic of Serbia. To many of you, this may sound like a distant past, but the wounds inflicted on international public law are becoming ever deeper and more severe. To be completely precise, the order based on respect for the UN Charter and the law founded upon it no longer exists. It was destroyed by those who tore apart the territories of other countries for the sake of their own political and economic interests. They did so unscrupulously, recklessly, and shamelessly. Do you know, do you know, esteemed friends, what was, in fact, the reason, the sole official and formal reason, for the attack on the territory of the Republic of Serbia and the Federal Republic of Yugoslavia carried out by 19 NATO countries? You will not believe it. They told us that they had attacked a sovereign, free, and independent country in order to prevent a potential humanitarian disaster. The humanitarian disaster did not occur, and I have still not managed to hear or see where a similar example has occurred anywhere in the world. The attack against the small, yet free, and freedom-loving country Serbia, of which I am the proud President, was carried out with the intention of finally destroying the UN order established after World War II and of formally and informally confirming the dominance of a that-time unison Western world of United States of America and Europe. Do you know which countries, dear friends, took part in decision-making in the UN Security Council to bomb an independent and sovereign country that had attacked no other country? Just to add, not a single soldier, not a single police officer from Serbia had set foot on the territory of any other country, and yet a decision was made. I am certain that most of you, dear friends, who are among those best informed about world politics, no longer remember much of these either, and especially not the fact of who in the UNSC voted for that decision, or perhaps in the General Assembly. Do not even try, because it is impossible for you to remember. Why? Because such a decision was never made in the first place, and to make things even worse, no one ever even attempted to make such a decision. They were so arrogant and so powerful that they trampled everything in their path, from the Clinton administration to the administration of numerous European countries. That is precisely why Serbia supposed the actions of the administration of President Donald Trump and sees in his work an opportunity for establishing a more just order in the world and more responsible attitude toward Serbia as a close American ally from both world wars. And what they did not know or understand at the time was this: they trampled Serbia, but they did not defeat it. Serbia rose like a phoenix from the ashes, and today, through its example, it shows everyone in the world how the international public order is preserved and how international public law is protected. Nevertheless, the consequences of that brutal attack against Serbia are enormous, and particularly visible here in the UN General Assembly. Admittedly, they are even more visible on the numerous battlefields around the world. Why? Well, because the principles of any kind no longer exist. Those who once trampled them have no moral right to speak about them. And to make the situation even worse, and the hypocrisy even more visible, it is precisely those very people and those very countries who have assumed the position of supreme teacher of morale and every kind of protection of the values of the modern world. The most difficult thing for us in Serbia is when we see in our surroundings the resurgence of Nazism elevated to the position of social prominence, especially in the Republic of Croatia, which is proud of its Nazi past and of the use of Nazi slogans and symbols today. The Serbian people, as people who suffered the most from Nazi hands, cannot accept the revival of the most terrible ghosts from the past responsible for the death of hundreds of thousands of Serbs, Jews, and Roma in monstrous concentration camps like Jasenovac. That is precisely why moral lectures coming from such sources are completely unacceptable to the Serbian people in Serbia. In addition, for four and a half years now, I have been listening to lectures on how many in the West remain last beacon of democracy in the world, the protectors not of Ukraine's but of the rules and principles of international law. And when they raise their voices thinking that they are being highly moral and that their positions are the only right ones, we simply smile and ask ourselves: And how did you treat Kosovo and Metohia and the territorial integrity of Serbia, which is guaranteed by the UN Charter and the resolution of the UNSC 1244? To that, either there is no answer, or they supposedly give us some well-intentioned advice and tell us not to look to the past, but to the future. When we ask them, do you also say to Ukraine that the territories they are fighting for are not important? We end the pointless conversation and move on to another subject. And I want to warn all of you, all of you here who belong to the Global South, pay the utmost attention while signing all the agreements with great powers. That is how we signed the famous Brussels Agreement in 2013, wishing to resolve problems between Serbs and Albanians in Kosovo and Metohia by compromise. All the obligations that were to be met by Serbia have been met, and the only one that was to be met by Albanians, the one about the establishment of the community of Serb municipalities, has not been met to this day. It is interesting that the agreement was accepted not only in the presence of the EU, but it was also confirmed with the signature of the EU, but it meant actually nothing. As the President of Serbia, for ten years I have been facing all possible tricks and pressures to give up on full implementation of what was signed. It is a lesson to us Serbs, but also to all others in the world who want to protect their country. In spite of everything, Serbia will defend its country, its territorial integrity, the UN Charter, the UN Security Council resolution 1244. I wish to thank individually every 107 countries, states that have not recognized the unilaterally declared independence of the so-called Kosovo. We know that many of you, that many of those states, have been subjected to pressure, and we know that maintaining a principled position is sometimes far more difficult than it appears from the outside. Thank you for being consistent in not recognizing the independence of a part of Serbia's territory. Excellencies, Serbia is on its European path, and it will have to do many more things in order to become a full-fledged member of the EU.

As an integral part of Europe, our country plays a significant role in ensuring the welfare and security of the European continent. The NATO Ankara summit, which we successfully hosted in July, was a concrete manifestation of our commitment to our common security. A Europe that excludes Turkey from its security architecture cannot. And let me say this clearly it cannot possibly be stronger or safer. We are shaping our future with the European Union precisely through this strategic vision, and we expect the same vision from the European Union as well. The Balkans is a region with which we have strong historical cultural and human ties. Within the Balkans Peace Platform, we are taking joint steps to deepen our cooperation with them, and our position on the South Caucasus is also quite clear. Namely, we hope for the establishment of lasting peace between Azerbaijan and Armenia. We commend and support the commitment to a solution demonstrated by President Aliyev and Prime Minister Pashinyan. We are also advancing with determination the normalization process between our country and Armenia. I would also like to express with pleasure the following. The Organization of Turkic States has become an exemplary model of regional cooperation that is growing in strength year by year. The 13th Leader Summit, to be held in Ankara on the 30th of October, will, we hope, open new doors and new horizons for the organization. The fourth Turkey Africa Partnership Summit, which we will organize in Libya in December, symbolizes the institutional partnership we have been building for more than two decades now. In South Asia, it is important that all disputes, including the Kashmir issue, be addressed through dialogue within the framework of the United Nations Charter and of relevant resolutions. Provided that constructive action is taken, all issues can possibly be resolved, and the same Applies to tensions on the African continent also. We fully support efforts for a ceasefire and for lasting peace in Sudan, as well as efforts to strengthen security, development and institutional capacity in Somalia. Meanwhile, maintaining stability and tranquility in Libya is our priority. It is imperative that the ongoing reconciliation process is led and owned by Libyans themselves. As Turkey, we continue to support the success of this process. Now, also through our Asia Anew Initiative, we continue to strengthen our relations with our partners in the Asia Pacific region. We regard the elevation of our relations with ASEAN to the level of dialogue partnership as a concrete outcome of this approach. Likewise, we are developing our relations with the countries of Latin America and the Caribbean on the basis of mutual respect, partnership and a win win approach.
